Prescribed fire is an important management tool for restoring fire-adapted ecosystems and mitigating the risk of high-severity wildfire in the North American Mediterranean climate zone (NAMCZ), much of which was historically characterized by frequent low- to moderate-severity fire. For over a century, policies that excluded fire, curtailed Indigenous cultural burning, and prioritized timber harvesting have, in combination with anthropogenic climate warming, driven large-scale, high-severity fires that are wreaking ecological and socioeconomic havoc. Despite its recognized need, the use of prescribed fire at appropriate scale has been slow to occur. We describe some of the principal obstacles to increasing the application of prescribed fire in the NAMCZ and suggest four strategies for policy makers and high-level managers to overcome them: (1) redoubling federal and state agency commitment and rewarding assertive leadership, (2) increasing funding for prevention-focused management (as opposed to suppression), (3) building capacity through cooperation, and (4) expanding monitoring to inform burn strategies and adaptive management.

UNLABELLED: Wetlands cover a small portion of the world, but have disproportionate influence on global carbon (C) sequestration, carbon dioxide and methane emissions, and aquatic C fluxes. However, the underlying biogeochemical processes that affect wetland C pools and fluxes are complex and dynamic, making measurements of wetland C challenging. Over decades of research, many observational, experimental, and analytical approaches have been developed to understand and quantify pools and fluxes of wetland C. Sampling approaches range in their representation of wetland C from short to long timeframes and local to landscape spatial scales. This review summarizes common and cutting-edge methodological approaches for quantifying wetland C pools and fluxes. We first define each of the major C pools and fluxes and provide rationale for their importance to wetland C dynamics. For each approach, we clarify what component of wetland C is measured and its spatial and temporal representativeness and constraints. We describe practical considerations for each approach, such as where and when an approach is typically used, who can conduct the measurements (expertise, training requirements), and how approaches are conducted, including considerations on equipment complexity and costs. Finally, we review key covariates and ancillary measurements that enhance the interpretation of findings and facilitate model development. The protocols that we describe to measure soil, water, vegetation, and gases are also relevant for related disciplines such as ecology. Improved quality and consistency of data collection and reporting across studies will help reduce global uncertainties and develop management strategies to use wetlands as nature-based climate solutions. The Yurok Tribe partnered with the University of California Davis (UC Davis) Superfund Research Program to identify and address contaminants in the Klamath watershed that may be impairing human and ecosystem health. We draw on a community-based participatory research approach that begins with community concerns, includes shared duties across the research process, and collaborative interpretation of results. A primary challenge facing University and Tribal researchers on this project is the complexity of the relationship(s) between the identity and concentrations of contaminants and the diversity of illnesses plaguing community members. The framework of bi-directional learning includes Yurok-led river sampling, Yurok traditional ecological knowledge, University lab analysis, and collaborative interpretation of results. Yurok staff and community members share their unique exposure pathways, their knowledge of the landscape, their past scientific studies, and the history of landscape management, and University researchers use both specific and broad scope chemical screening techniques to attempt to identify contaminants and their sources. Both university and tribal knowledge are crucial to understanding the relationship between human and environmental health. This paper examines University and Tribal researchers' shared learning, progress, and challenges at the end of the second year of a five-year Superfund Research Program (SRP) grant to identify and remediate toxins in the lower Klamath River watershed. Our water quality research is framed within a larger question of how to best build university-Tribal collaboration to address contamination and associated human health impacts.

This review aims to summarize information critical to the conservation of the federally listed endangered species of South Texas, which occur along the border of Texas and Mexico. This paper describes the characteristics, habitat, population status, distribution, life history, threats, and restoration of endangered plant species of the Lower Rio Grande Valley, Texas, which includes Cameron, Willacy, Hidalgo, and Starr County. Seven federally listed species are considered including Ambrosia cheiranthifolia, Asclepias prostrata, Astrophytum asterias, Ayenia limitaris, Manihot walkerae, Lesquerella thamnophila (syn. Physaria thamnophila), and Thymophylla tephroleuca. An eighth species, Physostegia correllii is under consideration for federal listing by the U.S. Fish and Wildlife Service. This paper assembles information on the background, biological status, major threats, and conservation to aid managers and the scientific community in restoring and managing these species. In response to the wildfire crisis across the American West, governments are increasing investments in forest health. Guidelines for these investments often include environmental justice (EJ) provisions. However, current processes for addressing EJ aren't consistently meeting the needs of communities in forested areas. We analyze one source of wildfire mitigation funds in California, Forest Health Grants, to assess its adherence to distributive, procedural, and Indigenous aspects of EJ. We find that this program is not necessarily serving "disadvantaged" communities according to the State's definition. We argue that current metrics for identifying "disadvantaged" communities don't fully capture rural complexity, including the praxis of procedural and Indigenous EJ, respectively. We propose a rubric to evaluate projects along socioecological criteria and address EJ holistically via partnership building, long-term commitment to place, local capacity building, and mobilization of Traditional Ecological Knowledge. Over the past four decades, annual area burned has increased significantly in California and across the western USA. This trend reflects a confluence of intersecting factors that affect wildfire regimes. It is correlated with increasing temperatures and atmospheric vapour pressure deficit. Anthropogenic climate change is the driver behind much of this change, in addition to influencing other climate-related factors, such as compression of the winter wet season. These climatic trends and associated increases in fire activity are projected to continue into the future. Additionally, factors related to the suppression of the Indigenous use of fire, aggressive fire suppression and, in some cases, changes in logging practices or fuel management intensity, collectively have produced large build-ups of vegetative fuels in some ecosystems. Human activities provide the most common ignition source for California's wildfires. Despite its human toll, fire provides a range of ecological benefits to many California ecosystems. Given the diversity of vegetation types and fire regimes found in the state, addressing California's wildfire challenges will require multi-faceted and locally targeted responses in terms of fuel management, human-caused ignitions, building regulations and restrictions, integrative urban and ecosystem planning, and collaboration with Tribes to support the reinvigoration of traditional burning regimes.
