Contexte Depuis une trentaine d’années, les régions limoneuses de Haute-Normandie connaissent une recrudescence des phénomènes érosifs. En Seine-Maritime et plus particulièrement dans le Pays de Caux, le ruissellement érosif est à l’origine de graves problèmes touchant de nombreuses personnes et collectivités : agriculteurs (ravines, recouvrements de cultures), communes (coulées boueuses et routes coupées), propriétaires privés ...

L’eau est un enjeu majeur dans de nombreuses régions du monde du fait de besoins en forte croissance, mais aussi de la rareté et de la dégradation des ressources disponibles. L’agriculture étant le premier usager de la ressource en eau, la durabilité de la gestion de l’eau en milieu rural est cruciale. Elle nécessite de dépasser les approches sectorielles, encore largement en cours malgré divers courants appelant à une gestion intégrée, territoriale ou adaptative de la ressource. Prenant acte que la mise en œuvre des concepts proposés par ces différents courants est rarement effective et qu’il est plus pragmatique de rechercher la meilleure coordination possible entre les parties prenantes de la gestion de l’eau, cet ouvrage collectif analyse les enjeux, outils et démarches permettant de faciliter et d’accompagner cette coordination. En effet, une coordination effective et acceptée nécessite des méthodes et outils pour informer sur l’état de la ressource et des usages, rendre visible l’importance des enjeux, évaluer les effets et les expliquer, structurer les échanges, et élaborer et discuter des actions de gestion. L’ouvrage aborde la gestion de l’eau en milieu rural en termes d’objectifs et de démarche, puis fait un panorama large des outils, des méthodes et des données actuellement disponibles. Enfin, il décrit des exemples de mises en œuvre dans différents cas d’étude. Cet ouvrage de synthèse s’adresse à un public large allant des chercheurs, étudiants et enseignants en gestion de l’eau aux professionnels concernés par sa mise en œuvre.

Workshop 1 : learning, collective and empowerment for rural reorganisation Format du poster : 100x197; Erosive runoff is a recuring problem, and a source of sometimes lethal muddy floods in the Pays de Caux. This risk results from the combination of natural and human fact ors. Efficient action againts the runoff in agricultural watersheds are well known. However their implementation is still difficult. The objective of this study using the Companion Modelling approach was to create a Role Playing Game (RPG) designe to facilitate collective learning and thinking. This RPG named "CauxOperation" and created by a scientific team working closely with the local stakeholders gathers farmers, a municipality mayor and a watershed advisor. During a game session, the players weere confronted with a disastrous runoff in a fictive agricultural waterssshed. they are supposed to meet and to negotiate in order to find solutions to reduce runoff and damage. The RPG was used twice times. The results throw lignt on the collective learning process and the emergence of collective thinking using the ideas and the mental-representation of each player.

The Pays de Caux, Upper Normandy, involves a large number of places with erosive phenomena. From a socio-economic point of view, the erosive damages affect both agricultural and non agricultural lands, off-site damages being the most dramatic with muddy floods and sometime the death of people. There is thus generation of negative externalities from farmers towards the other socio-economic agents. As run-off, which flows on a slope is unaware of the limits of fields and farms, the actions to be undertaken require a co-operation between farmers. But imagining a collective agricultural land management is all the more difficult. This environmental management, commanded in a way by natural process to be controlled, do not leave actors free to choose their cooperation. At the beginning of 2006, we proposed to the local actors to set up a companion modelling approach to try, with the assistance of the tools which it proposes (multi-agents systems and role playing game), to initiate a collective management of this problem. To limit erosive runoff to various scales of investigation (farms and the catchment area), several actions are tested such as implementation of permanent grass strip or buffer pond and changes in agricultural practices. The objective of this article is to present the methodology used to build a multi-agents systems and its associated role-playing game with the help of local stakeholders. These tools allow actors to “decide” future objectives concerning catchment collective management and to imagine scenarios to reach their objectives. This research should lead to conception of new territorial organisations conciliating farming activities and environmental protection.

Depuis 1999 et les épisodes de graves inondations en Pays de Caux, les acteurs locaux cherchent à mettre en place des actions pertinentes de lutte contre le ruissellement au sein de bassins versants. Si des solutions efficaces sont connues de la plupart des parties prenantes, leur mise en place reste parfois difficile. Nous avons développé, dans le cadre d’une démarche de Modélisation d’Accompagnement dite « ComMod », un jeu de rôles réunissant agriculteurs, élu et animateur de bassin versant, servant de base à l’émergence d’une réflexion collective. Celui-ci, nommé « CauxOpération® », a été conceptualisé suivant une méthodologie innovante dite de « co-construction » dans laquelle l’équipe scientifique et les principaux acteurs locaux ont collaboré étroitement. Cet outil doit permettre de créer des conditions de concertation et de négociation entre les joueurs, qui, placés dans un bassin versant fictif, sont confrontés à de sévères problèmes de ruissellement et perçoivent la nécessité de mettre en place des aménagements. Ce jeu de rôle a été utilisé par 2 fois. Les résultats de ces 2 parties montrent les processus d’apprentissage s’effectuant chez les participants, la naissance d’une réflexion collective mobilisant les connaissances et les représentations de chacun. L’intérêt fort des participants et des acteurs locaux pour cet outil laisse suggérer des évolutions possibles de celui-ci pour des séances de travail plus pointues. A plus long terme, ce jeu de rôle permettra probablement de créer un Système Multi-Agents pour des simulations développées sur un plus grand nombre d’années., Since the disastrous floods in 1999 in « Pays de Caux » (France), the local stakeholders aim to develop efficient actions against the runoff in agricultural catchments. This RPG gathers farmers, a mayor and a consultant of the organisation which deals with the runoff problem in agricultural catchments. It was named “CauxOpération®” and was created by a scientific team working closely with the local stakeholders. During a game, the players are confronted to disastrous runoff in a fictive agricultural catchments. They are supposed to confer and to negotiate in order to make land settlements against the runoff. The RPG was used two times. The results show the process of collective learning and the appearance of a collective thought using the ideas and the mental-representation of each player. The strong interest of the players and the local stakeholders in this Role Playing Game suggests that it could be developed and then used for accurate working sessions. On the long view, CauxOpération® will permit to create a Multi-Agent System, which will allows to lead simulations on a longer periode.
