Fertilizers and crop nutrition play a key role in fulfilling the United Nations Sustainable Development Agenda. Brazil is the world’s fourth largest consumer of fertilizers. Between 1998 and 2018, the apparent consumption of potash fertilizers (in terms of K2O content) almost tripled, while the production of potassium chloride decreased in Brazil. Two important projects (Carnalita and Autazes) are still in the design phase, and there is considerable uncertainty surrounding them. Potassium producers located in Canada, Russia and Belarus have competitive advantages when compared to Brazil. The aim of this paper is to make a strategic diagnosis of the potassium fertilizer industry. The major variables that characterize the status of the Brazilian fertilizer industry could be identified, on the basis of data collected from annual business reports, reports from consulting firms, government websites, books, newspaper articles, sectoral studies and scientific articles. This paper concluded that, after detection of the current fragility of this sector, which is essential to the agribusiness production chain, public policies have to be formulated with a view to boosting this industry, based on the competitive advantages related to proximity to the Brazilian consumer market. However, there are disadvantages, namely, access to raw material, the need for infrastructure development and entry barriers caused by factors of scale and idle installed capacity in the major global players.

Esta pesquisa teve como objetivo geral desenvolver modelos matemáticos de previsão de custos de capital e operacional para a produção de água mineral em projetos na fase de pré-viabilidade. Observou-se a inexistência de um software que realize análises de investimento de projeto na fase de pré-viabilidade que contemple o minério água mineral. Desta forma, investigou o seguinte problema de pesquisa: como realizar a análise de investimento na indústria de água mineral na fase de pré-viabilidade de um projeto utilizando informações limitadas sobre o local que se anseia investir. Sendo assim, o tema se justifica a partir da identificação da necessidade de um software que realize análises econômicas de investimento de um projeto na fase de pré-viabilidade e que contemple o minério água mineral. Para tal intento, esta pesquisa foi realizada em nove fases: 1 – análise preliminar da literatura, a partir de uma pesquisa bibliográfica; 2 – coletar os dados nas empresas; 3 – desenvolver os modelos matemáticos; 4 – inserir os modelos em uma planilha Excel; 5 – Inserir os dados coletados na planilha; 6 – executar e validar os modelos matemáticos; 7 – ajustar os modelos; 8 – executar e validar os modelos; 9 – analisar os resultados. Por fim, foram analisados os resultados apresentados pela planilha com a finalidade de definir, com maior precisão, o valor de investimento inicial de um projeto mineiro com foco em água mineral. Assim, concluiu-se que, utilizando poucas informações iniciais, o futuro software vai gerar valores de investimento inicial e custo operacional anual bem próximo dos valores gerados nos planos de aproveitamento econômico analisados de três indústrias de água mineral. Com erros de apenas 1,68% e 10,10% e 19% no investimento inicial e erros de apenas 5,95%, 2,18% e 10,06% no custo operacional anual, foi constatado que o futuro software poderá ser usado para estudos de pré-viabilidade e viabilidade econômica em empreendimentos de água mineral no Brasil com excelente nível de precisão. Por isso, o segmento de água mineral no MAFMINE será o primeiro software que visa à estimativa de custos no empreendimento de um projeto na fase de pré-viabilidade de água mineral no Brasil. Espera-se que o software quando implementado, possa ser utilizado pela academia, indústria de água mineral e órgãos públicos de fiscalização com a finalidade de realizar as análises econômicas de projeto na fase de pré-viabilidade de água mineral com o máximo de precisão. This research had as general objective to develop mathematical models of prediction of capital and operational costs for the production of mineral water in projects in the pre-feasibility phase. It was observed that there is no software that performs pre-feasibility phase investment analysis that contemplates the ore mineral water. In this way, it investigated the following research problem: how to carry out the investment analysis in the mineral water industry in the pre-feasibility phase of a project using limited information about the place to invest. Therefore, the theme is justified by the identification of the need for a software that performs economic analysis of investment of a project in the pre-feasibility phase and that contemplates the ore mineral water. For this purpose, this research was carried out in nine phases: 1 – preliminary analysis of the literature, based on a bibliographical research; 2 – collect the data in the companies; 3 – develop mathematical models; 4 – insert the templates into an Excel spreadsheet; 5 – Insert the data collected in the worksheet; 6 – execute and validate the mathematical models; 7 – adjust the models; 8 – execute and validate the models; 9 – analyze the results. Finally, the results presented by the spreadsheet were analyzed with the purpose of defining, with greater precision, the initial investment value of a mining project focused on mineral water. Thus, it was concluded that, using little initial information, the software generated initial investment values and annual operating cost very close to the values generated in the analyzed economic utilization plans of three mineral water industries. With errors of only 1.68% and 10.10% and 19% in initial investment and errors of only 5.95%, 2.18% and 10.06% in annual operating cost, it was found that the software can be used. For pre-feasibility and economic feasibility studies in mineral water ventures in Brazil with excellent level of accuracy. Therefore, the mineral water segment in MAFMINE will be the first software that aims to estimate the costs of undertaking a project in the pre-feasibility phase of mineral water in Brazil. It is expected that the software, when implemented, can be used by academia, the mineral water industry and public oversight bodies for the purpose of conducting project economic analyzes in the pre-feasibility phase of mineral water with the utmost precision.

O Sudeste Paraense tem sido uma região de extraordinária dinâmica. Lá se alocaram os grandes projetos pecuários financiados pela SUDAM desde meados dos anos sessenta, os quais confrontaram a velha economia dos castanhais e frentes de expansão da agricultura familiar, espontâneas e induzidas, ao lado de grandes projetos minerais e de surtos garimpeiros. Como partes do processo ocorreram transformações estruturais importantes que reforçaram o papel dos centros urbanos e suas bases rurais locais na logística de novos setores econômicos condicionados pela formação da economia mineral resultante da presença da Companhia Vale do Rio Doce (CVRD), que desde 1985 lá opera seu sistema norte de metais ferrosos com base em Carajás. O artigo apresenta resultados de uma análise de insumo-produto com metodologia ascendente que explicita a diversidade estrutural dos setores de base primária – os impactos econômicos da programação de investimento da CVRD de 2004 até 2010. The Southeast region of the state of Pará has been an extraordinarily dynamic area. The great cattle ranching projects financed by the SUDAM were implemented there the sixties, which confronted the old Brazil nut extraction structures and the expansion of family farming both spontaneous and induced, along with major mineral projects and gold mining prospectors. As parts of the process, important structural transformations took place reinforcing the role of the urban centers and their local rural bases in the logistics of new economic sectors conditioned by the formation of the mining economy. This mining economy was a result of the presence of the Vale do Rio Doce Company (CVRD), which has operated its north-system of ferrous metals based in Carajás since 1985. The article presents the results of an input-output analysis with button-up methodology that calculates the economic impacts of the investment program of CVRD from 2004 to 2010, on both the rural and urban local economy and also on the rest of Para State and of Brazil.

A viabilidade da explotação dos bens minerais deve ser avaliada por seu custo de oportunidade. A mineração, quando praticada de forma técnica, ambiental e socialmente satisfatória, gera renda, empregos e benefícios a toda sociedade. Embora as minerações devam apresentar e implementar um PRAD para minas ao fim da fase produtiva, não existe, no Brasil, um sistema regulatório para tratar das questões relativas ao fechamento de mina e, particularmente, para o caso da garantia financeira que assegure, ao final da vida útil da mina, a disponibilidade de recursos necessários ao fechamento desta em caso de falta do minerador. Garantia financeira para fechamento de mina é, simplesmente, uma garantia de que o plano de fechamento será implementado. É um instrumento para proteger a sociedade dos passivos ambientais de um fechamento de mina. Esse artigo avalia o impacto da aplicação da garantia financeira na viabilidade de uma mina de grande porte no Estado de Minas Gerais. A mineral resource exploitation’s feasibility should be evaluated by its opportunity cost. When properly practiced, technically, environmentally and socially, mining generates income, employment and benefits to society. Although mining companies are required to present and implement a PRAD (a mine closure plan), Brazil lacks a regulatory system to address mine closure issues;in particular, financial guarantee to assure that the necessary resources for closure will be available at the end of the mine’s life cycle, regardless of the operator’s financial position at closure. Financial guarantee for mine closure and post closure is simply a guarantee that the closure plan will be implemented. Financial guarantee is designed to protect the community from environmental liabilities at mine closure. This paper evaluates the impact of financial guarantee in the feasibility of a large mine operation in Minas Gerais State.

The production and the depletion of mineral resources, and especially oil and fossil fuels, has been an object of extensive predictive modeling. These predictions are often derived from Hubbert's model which is based on the fitting of the experimental data to a symmetric, bell-shaped curve. Although this model describes several historical cases, in particular, crude oil production in the lower 48 US states, not all theoretical models for the “mineral economy” are based on symmetric curves. Also, not much attention has been dedicated so far to the mechanisms which lead to such a behavior. In particular, scarce attention has been dedicated to the factors which may make the production curve asymmetric, e.g. a decline in production more abrupt than the growth. In the present paper, the author uses a stochastic model to examine factors affecting these phenomena. The results of the simulations indicate that the production curves of a non-renewable resource may be asymmetric in dependence on factors such as the search strategy or the presence of technological improvements. Considering worldwide oil production, the simulations indicate that the after-peak downward slope might turn out to be considerably more steep than the upward slope, something that could have unpleasant effects on the economy.

Essa dissertação descreve a situação atual e as tendências relacionadas ao tratamento de minérios de ferro de baixo teor na indústria mineral, utilizando um estudo de caso e uma discussão sobre o projeto de implantação de uma instalação de tratamento de itabiritos de baixo teor, denominada ITM-S, a ser instalada em uma empresa mineradora de ferro no Estado de Minas Gerais. Seu objetivo principal foi analisar a viabilidade técnica e econômico-financeira desse projeto, com base nos conceitos existentes na metodologia FEL (Front-End-Loading), associados aos conceitos de sequenciamento de lavra, beneficiamento mineral e economia mineral. Foram analisados, na metodologia, dois cenários do projeto para a escolha das alternativas de rotas de processo: com o uso de separação magnética (cenário 1), e sem a utilização de separação magnética (cenário 2). Os resultados mostraram que o cenário 2 é o mais viável economicamente, devido principalmente a redução do investimento por tonelada produzida, dentre outros fatores. Pretende-se apresentar as várias evoluções nos processos de tratamento de minério de ferro, e apresentar uma metodologia adequada para análise de viabilidade de projetos de tratamento e aproveitamento de minérios de ferro marginais, como a metodologia FEL, associada aos conceitos existentes na engenharia de minas. This dissertation describes the current situation and trends related to the exploitation of low-grade iron ore in the mineral industry, to accomplish it, a case study and a discussion on the implementation project of a treatment facility for low grade itabirites called ITM-S, to be installed in an iron ore mining company in the State of Minas Gerais, are presented. The main objective was to analyze the technical and economic-financial feasibility of this project, based on FEL methodology (Front-End- Loading) existing concepts, associated with the mining concepts of sequencing, mineral processing and mineral economics. Using this methodology, two project’s scenarios were analyzed in order to help to choose between two alternative routes: magnetic separation usage (scenario 1), and no usage of magnetic separation (scenario 2). The results showed that scenario 2 is the most economically viable; mainly due to reduction of the investment per ton produced, among other factors. This work intends to present the various evolutions in the iron ore treatment processes, and to present an appropriate methodology for marginal iron ore project feasibility analysis, such as the FEL methodology, associated with the existing concepts in mining engineering.

Uma das necessidades básicas do ser humano é a habitação. O elemento básico é o concreto, a pedra artificial, que demanda grandes quantidades de agregados como areia e brita. Tanto a areia como as rochas que originam a brita são abundantes na natureza e, por isso, têm baixo valor agregado. Em virtude dessa condição, o custo logístico de transporte do porto de areia e da pedreira até chegar ao local de sua utilização onera, significativamente, o seu preço final. Medidas restritivas adotadas, nos grandes centros urbanos, como a proibição de circulação dos veículos de carga em determinadas áreas, horários preestabelecidos, rodízio municipal e especificação de tipos e tamanhos dos veículos, provocam a necessidade de uma frota maior e mais diversificada, além de maior quantidade pessoal. ABSTRACT - One of the human being's basic needs is housing. In Brazil, the basic element for this is concrete, artificial stone, which demands a great amount of aggregates, such as sand and gravel. The sand and rocks are abundant in nature and gravel can be produced at low cost. However, transportation to the area of product utilization can be an incremental factor in the final cost logistics. Both sand and gravel have expressive price variations, which are not necessarily related to mining activities, but to logistic activities, mainly their distribution. Restrictive measures adopted in large urban centers, such as prohibition of hauling trucks in certain areas or during certain hours, alternate license plate end number system (even number plate ending can circulate on even-numbered days and visa versa), and axle-control, generate a need for a larger and more diversified fleet, not to mention more employees.

Apresenta-se o diagnóstico da análise de 130 processos de licenciamento e fiscalização ambiental oriundos de 81 pedreiras de rochas ornamentais, localizadas em cinco municípios da região centro-sul de Minas Gerais (Campo Belo, Candeias, Oliveira, São Francisco de Paula, Cláudio). Tais processos estão arquivados na Fundação Estadual do Meio Ambiente de Minas Gerais - FEAM. Da análise desses processos, juntamente com as visitas ao campo, constatou-se o desrespeito dos empreendedores aos autos de infração e às medidas mitigadoras propostas e exigidas pela FEAM. Conseqüentemente, muitos processos são arquivados ou ficam pendentes. O resultado mais visível desse imbróglio é que, na região em análise, nenhuma área de extração de rochas ornamentais foi submetida a processo de recuperação ambiental, evidenciando a externalização de impactos e correspondentes custos sociais para desconforto da população da região. Os efeitos recentes da atividade de extração de rochas ornamentais tornam-se ainda mais severos na medida em que, sobretudo nos municípios de Candeias e São Francisco de Paula, diversas áreas foram paralisadas por razões de mercado, com conseqüente redução da oferta de trabalho para a população local. The diagnosis of the analysis of 130 environmental licensing and fiscalization processes regarding 81 ornamental stone quarries, located in five municipalities of the central-southern region of Minas Gerais State (Campo Belo, Candeias, Oliveira, São Francisco de Paula and Cláudio) is presented. These processes have been filed in the Minas Gerais Statal Foundation for the Environment - FEAM (Fundação Estadual do Meio Ambiente de Minas Gerais). The analysis of the processes, coupled with field work, revealed the lack of respect of the enterprises toward the infraction proceedings and mitigating measures proposed and required by FEAM. Consequently, several processes have been filed or pigeon-holed. The most visible result of such obstacle is that there has not been a single area of ornamental stone extraction in the study region under environmental recovery, which has been causing social impacts and costs. The recent effects of such extraction activies are even worse, specially in Candeias and São Francisco de Paula, because in several areas mining was paralized due to market and job decreases.

Esta dissertação realizou uma abordagem, em seus mais diversos aspectos, à Compensação pela Exploração de Recursos Minerais – CFEM (também conhecida como royalties minerais), partindo do seu surgimento em 1989, passando por sua estruturação (distribuição, fato gerador, alíquotas, entre outros) até chegarmos a sua aplicação nos principais municípios mineradores do Estado do Pará. O principal objetivo desta foi o de comprovar os reais impactos (positivos e negativos) na economia dos municípios mineradores de Parauapebas, Oriximiná, Canaã dos Carajás e Ipixuna do Pará. Para tanto foi feito um levantamento comparativo entre esses municípios com os demais municípios paraenses e também com o próprio Pará como um todo. Os resultados apontam que a renda obtida através da CFEM coloca estes municípios mineradores em posição de destaque, mostrando que os royalties minerais têm um efeito capitalizador nas economias locais, melhorando alguns de seus indicadores sociais e econômicos. Mas também foi constatado que a CFEM proporciona algumas externalidades negativas, pois com o auxilio de indicadores econômicos que medem o grau de distribuição de renda (Índice de Gini e o Índice de Concentração de Theil) podemos perceber que existe uma alta concentração de renda nesses municípios e que essa mazela vem crescendo ao longo dos anos. Outro ponto relevante comprovado nesta dissertação é que, interpretações equivocadas da legislação que rege a CFEM levam a uma situação de completo abandono àqueles que mais precisam dessa renda, pois ao usar a CFEM para fins políticos os gestores municipais deixam de aplicá-la em projetos de diversificação produtiva e de desenvolvimento econômico regional. This dissertation work accomplished an approach, of several aspects, to the Mineral Resources Explotation Royalties - CFEM (also known as mineral royalties), from it’s appearance in 1989, going by your structuring (distribution, generating fact, aliquots, among other) until arriving to the application in the principal municipal districts mining of the State of Pará. The main objective of this was to identify the real CFEM’s impacts (positive and negative) of the economy of the municipal districts mining of Parauapebas, Oriximiná, Canaan of Carajás and Ipixuna of Pará. So we made a comparative rising among those municipal districts and others Para’s municipal districts, and also with the Pará state. The results point that the income obtained through CFEM places these municipal districts mining in prominent position, showing that mineral royalties has an effect capitalizing in the local economy, improving some of your social and economical indicators. But it was also verified that CFEM provides some negative externalities. Indicators that measure the degree of distribution of income (Index of Gini and the Index of Concentration of Theil) shows that the income’s concentration is high and grows in those municipal districts and that sore spot is growing along the years. Another important point is the dubious understanding about CFEM’s low, that doesn’t makes exigencies to use these resources to diversify the local and regional economy. It gives a CFEM’s resources free use to the local managers, and they don’t use it for a future without mining resources.

We assume a monopolistic market for a non-durable non-renewable resource such as crude oil, phosphates or fossil water. Stating the problem of obtaining optimal policies on extraction and pricing of the resource as a non-linear program allows general conclusions to be drawn under diverse assumptions about the demand curve, discount rates and length of the planning horizon. We compare the results with some common beliefs about the pace of exhaustion of this kind of resources.
