Abstract

The use of scenarios and modelling methods are pillars in IPCC Working Group III (WGIII) Assessment Reports. Past WGIII assessment report cycles identified knowledge gaps about the integration of modelling across scales and disciplines, mainly between global integrated assessment modelling methods and bottom-up modelling insights of mitigation responses. The need to improve the transparency of model assumptions and enhance the communication of scenario results was also recognised. This annex on Scenarios and Modelling Methods aims to address some of these gaps by detailing the modelling frameworks applied in the WGIII Sixth Assessment Report (AR6) chapters and disclose scenario assumptions and its key parameters. It has been explicitly included in the Scoping Meeting Report of the WGIII contribution to the AR6 and approved by the IPCC Panel at the 46th Session of the Panel.

Abstract

Mitigation solutions are often evaluated in terms of costs and greenhouse gas reduction potentials, missing out on the consideration of direct effects on human well-being. Here, we systematically assess the mitigation potential of demand-side options categorized into avoid, shift and improve, and their human well-being links. We show that these options, bridging socio-behavioural, infrastructural and technological domains, can reduce counterfactual sectoral emissions by 40–80% in end-use sectors. Based on expert judgement and an extensive literature database, we evaluate 306 combinations of well-being outcomes and demand-side options, finding largely beneficial effects in improvement in well-being (79% positive, 18% neutral and 3% negative), even though we find low confidence on the social dimensions of well-being. Implementing such nuanced solutions is based axiomatically on an understanding of malleable rather than fixed preferences, and procedurally on changing infrastructures and choice architectures. Results demonstrate the high mitigation potential of demand-side mitigation options that are synergistic with well-being.

16. From measuring fuel poverty to identification of fuel poor households: a case study in Greece

Abstract

It is widely recognized that fuel poverty is a multidimensional social problem triggering significant adverse consequences to households. This paper aims at developing approaches and algorithms to identify the fuel poor households in a region, which is a prerequisite to implement effective tackling policies, by utilizing the collected microdata within the framework of the EU-SILC survey. In this context, emphasis is given on the examination of key subjective indicators to monitor the evolution of fuel poverty in Greece over the last decade. Furthermore, they are utilized to formulate composite indicators aiming to describe the problem of fuel poverty, including its depth, more precisely. The results of the analysis showed that 4 out of 10 households in Greece face some type of fuel poverty, while the problem for 1 in 3 of them has more structural characteristics. Based on these findings, two different logistic regression models are developed that seek to correlate the probability of a household suffering from fuel poverty with specific and easily identifiable characteristics. The types of the dwelling, if it is privately owned or rented, the location of residence, the household’s income, the level of education of the head of the household, etc., were identified as the main drivers of fuel poverty in Greece. © 2021, The Author(s), under exclusive licence to Springer Nature B.V.

Abstract

The introduction of best available techniques (BAT) with the European Commission's directive 96/61. created a new framework for 'cleaner' production in the industrial sector. BATs practically constitute recommended techniques for each of the steps in the manufacturing process. Thus. the industries must decide on which BATs are most appropriate for their processes. In the current study, an integrated approach is applied in order to find the mixture of BATs for the entire industrial sector that satisfies as much as possible the economic and the environmental criteria. The former represent the industry owner's point of view expressed by the Net Present Value of the projects and the latter represent the society's point of view quantified by the emission reduction in some major pollutants. The developed multi-objective optimization model is addressed using two methods: (1) goal programming and (2) generation of the Pareto optimal solutions using an augmented version of the g-constraint method followed by an interactive filtering process in order to select the most preferred Pareto optimal solution. The generation of the Pareto optimal solutions is performed using an improved version of the widely used g-constraint method that overcomes some of its known drawbacks. The COMBAT tool (combinatorial optimization with multiple criteria for BAT selection) that is developed for implementing these methods is also described and the results from its application in the industrial sector of the greater Athens area are presented. Abstract

Byline: I.G. Kollas, S. Mirasgedis The impacts on health and the environment and the associated damage costs caused by the hydroelectric fuel cycle are assessed in this paper. To this purpose, a large hydroelectric project along the Nestos river in northern Greece has been selected as an example. A large number of impacts have been identified. Occupational accidents, impacts on agriculture and forests, noise produced during the operation of the plant, impacts on biodiversity due to the physical presence of the dams, and alterations to the local water balance are the most important of them. The results of the analysis show that the major contributors to the damage cost of the hydroelectric fuel cycle are impacts on biodiversity and fatal occupational accidents, especially those that occur during the construction phase of the project. Nonetheless hydroelectricity is an environmentally-friendly energy source that exhibits lower damage values compared to other electricity generating technologies.

Abstract

This chapter aims to update the knowledge on the building sector since the Intergovernmental Panel on Climate Change (IPCC) Fourth Assessment Report (AR4) from a mitigation perspective. Buildings and activities in buildings are responsible for a significant share of GHG emissions, but they are also the key to mitigation strategies. In 2010, the building sector accounted for approximately 117 Exajoules (EJ) or 32% of global final energy consumption and 19% of energy-related CO2 emissions; and 51% of global electricity consumption. Buildings contribute to a significant amount of F-gas emissions, with large differences in reported figures due to differing accounting conventions, ranging from around an eighth to a third of all such emissions. The chapter argues that beyond a large emission role, mitigation opportunities in this sector are also significant, often very cost-effective, and are in many times associated with significant co-benefits that can exceed the direct benefits by orders of magnitude. The sector has significant mitigation potentials at low or even negative costs. Nevertheless, without strong actions emissions are likely to grow considerably - and they may even double by mid-century - due to several drivers. The chapter points out that certain policies have proven to be very effective and several new ones are emerging. As a result, building energy use trends have been reversed to stagnation or even reduction in some jurisdictions in recent years, despite the increases in affluence and population. The chapter uses a novel conceptual framework, in line with the general analytical framework of the contribution of Working Group III (WGIII) to the IPCC Fifth Assessment Report (AR5), which focuses on identities as an organizing principle.

Abstract

Achieving a truly sustainable energy transition requires progress across multiple dimensions beyond climate change mitigation goals. This article reviews and synthesizes results from disparate strands of literature on the coeffects of mitigation to inform climate policy choices at different governance levels. The literature documents many potential cobenefits of mitigation for nonclimate objectives, such as human health and energy security, but little is known about their overall welfare implications. Integrated model studies highlight that climate policies as part of well-designed policy packages reduce the overall cost of achieving multiple sustainability objectives. The incommensurability and uncertainties around the quantification of coeffects become, however, increasingly pervasive the more the perspective shifts from sectoral and local to economy wide and global, the more objectives are analyzed, and the more the results are expressed in economic rather than nonmonetary terms. Different strings of evidence highlight the role and importance of energy demand reductions for realizing synergies across multiple sustainability objectives.

44. The application of the RAINS model for Greece

Abstract

In order to comply in 2010 with the emission ceilings proposed by European commission under the convention on transboundary air pollution, Greece have to develop and implement a cohesive strategy affecting all the sectors of the economy. The RAINS model was used for the evaluation of the environmental and economic impacts arising from the use of a number of control technologies under alternative energy scenarios. To this purpose a number of modifications regarding the input databases of RAINS were made. The analysis clearly reveals that the reduction of SO2 emissions can be achieved in a lower cost compared to the reduction of NOx emissions. Moreover, the complementarity of CO2 abatement policies and the SO 2/NOx abatement policies is also accented.

Abstract

ABSTRACT To date, the majority of the research literature on the impacts of climate change has addressed the negative aspect, i.e. the risks associated with a future permanent modification of climate. Potential opportunities have received much less attention and are rarely transformed into monetary values. Furthermore, manufacturing is one of the economic sectors where the influence of climate change remains practically unknown, although the economic performance of some industrial activities depends directly on climatic conditions - bottled water and non-alcoholic beverages (i.e. soft drinks and fruit juices) are among these. This paper aims to explore the link between weather and product sales in these sectors, and estimate in quantitative terms the potential impact of future climate change on their revenues. Historic data were explored through statistical analysis and appropriate regression models were developed. Models were applied for the historic (1961-90) and future climate (2021-50) and the difference in sales forms the expected quantified impact of climate change. The results indicate that significant opportunities may arise for some sectors from modifications in climate, provided their production infrastructure can meet the expected demand and their management strategies can successfully adapt to altered climatic conditions.
