The mobilisation centred on the 2015 Paris Climate Conference (COP 21) is an opportunity to highlight the vulnerability of environments and populations in the South in the face of climate warming. Some tropical regions are already suffering from its effects, with heat waves in the Sahel, disturbances to monsoon systems, the melting of the Andean glaciers, threats to biodiversity, a rise in sea level and other features. Research conducted by IRD and its partners provides key knowledge for better understanding of the complexity of these phenomena. This book is a synthesis in three parts: observing and understanding climate change, analysing its main impacts on environments and setting societies and national public policies at the heart of the climate challenge. Focused on the capacity for resilience of populations and ecosystems in the face of trends in the climate, the book explores solutions that reconcile mitigation and adaptation in response to climate change, conservation of the environment and a reduction of inequalities. The work is both well documented and explanatory, reviewing operations and the results of research that is firmly involved and interdisciplinary, closely associating partners in the North and the South.

This book has been published by Allenvi (French National Alliance for Environmental Research) to coincide with the 22nd Conference of Parties to the United Nations Framework Convention on Climate Change (COP22) in Marrakesh. It is the outcome of work by academic researchers on both sides of the Mediterranean and provides a remarkable scientific review of the mechanisms of climate change and its impacts on the environment, the economy, health and Mediterranean societies. It will also be valuable in developing responses that draw on “scientific evidence” to address the issues of adaptation, resource conservation, solutions and risk prevention. Reflecting the full complexity of the Mediterranean environment, the book is a major scientific contribution to the climate issue, where various scientific considerations converge to break down the boundaries between disciplines.

Profound transformations are affecting the research systems around the world. We witness the emergence of new or restructured organizations to steer public research or promote innovation, new programmatic directions within these organizations, increased funding dedicated to research in academic settings, and new domestic and international partnerships and collaborations. A multiplicity of organizations and funding sources have appeared, creating a complex web where resources circulate along with knowledge in ways that are reshaping research systems in the South. This book gathers a large sample of these changes presented during a symposium organized by IDRC, IRD, IFRIS, and OECD, seeking to better understand their institutional, political and economic drivers. These cases document the building of scientific capacity and the broader use of results from scientific research and presents lessons for public policy. Fondé en 1962 en zone rurale à 150 km de Dakar, en pays Sereer, l'observatoire de Niakhar est le plus ancien observatoire de population en Afrique encore en activité. Au cœur d'une histoire scientifique et humaine originale, il a permis d'assurer, depuis sa création, le suivi sanitaire, démographique, social, économique et environnemental de plus de deux générations. Les résultats de recherche de Niakhar, avec des indicateurs suivis dans le temps long, ont éclairé et accompagné les politiques nationales et internationales en matière de santé, notamment pour la prévention du paludisme. En revisitant 50 années de recherche sur le site de Niakhar, cet ouvrage décrit et analyse la construction de cette plate-forme d'observation prospective pluridisciplinaire. Il illustre l'intérêt de l'approche sur le long terme dans les différents domaines de recherche et ouvre une réflexion sur les enjeux éthiques particuliers à cet instrument de collecte. Enfin, il propose des pistes d'évolution méthodologique et de gouvernance pour la recherche. Cette première synthèse sur l'observatoire de Niakhar permettra à l'État sénégalais et aux décideurs ouest-africains, avec les institutions internationales et les scientifiques, de disposer de bases concrètes pour optimiser ces plates-formes de recherche et les mobiliser dans la perspective des objectifs de développement durable.

L’état nutritionnel et les comportements alimentaires des populations dans les Outre-mer français constituent des enjeux socioéconomiques et de santé publique spécifiques. Les Drom font en effet face à des prévalences de surpoids, d’obésité et de diabète plus élevées que dans l’Hexagone. Ces territoires connaissent une transition démographique, nutritionnelle et alimentaire aussi rapide que profonde, avec une évolution des modes de vie pouvant conduire à une activité physique insuffisante et une alimentation déséquilibrée. La Direction générale de la Santé a confié à l’Institut de recherche pour le développement (IRD) la réalisation d’une expertise scientifique collective sur l’état nutritionnel et l’alimentation des populations ultramarines, afin d’envisager une déclinaison particulière du Programme national nutrition santé dans les Outre-mer. Le périmètre de l’expertise englobe la Guadeloupe, la Guyane, la Martinique, Mayotte et La Réunion. L’objectif est de dresser un constat actualisé des disparités et des similarités entre les Drom. À cette fin, l’IRD a mobilisé un comité pluridisciplinaire d’experts, composé d’épidémiologistes, de nutritionnistes, de médecins en santé publique, d’économistes, d’un diabétologue endocrinologue et d’une sociologue. À travers l’analyse des données publiées sur l’alimentation et la nutrition dans les Outre-mer, le comité d’experts propose ici 24 recommandations d’actions et d’études pour éclairer les politiques publiques de nutrition dans le domaine français ultramarin. The nutritional situation and food consumption habits of the inhabitants of the French overseas territories pose very specific socio-economic and public health-related challenges. Apart from having to deal with a prevalence of overweight, obesity and diabetes more significant than that of the French mainland, these territories are also undergoing both rapid and profound demographic, nutritional and food-related transformations leading to changes in lifestyle which could result in insufficient physical activity as well as uneven food consumption. Within this context, the Directorate General of Health has charged the French Research Institute for Development (IRD) to conduct a multidisciplinary scientific expert overview of the nutritional situation and food consumption of the inhabitants of the French overseas territories in order eventually to lend a specific orientation to the National Nutritional Health Plan for these areas. The scope of the overview includes Guadeloupe, French Guiana, Martinique, Mayotte and La Réunion and the objective is to provide a picture of the differences and similarities between the various territories based on available data. To this end, the IRD has assembled a multidisciplinary committee of experts composed of epidemiologists, nutritionists, doctors specialising in public health issues, economists, endocrinologists, specialists in diabetic ailments and sociologists.
