The paper presents the processes of entrepreneurial human capital accumulation and its impact on rural business growth. Data are derived from four surveys on rural businesses in mountainous and less favoured areas in Southern Europe. Formal pathways of entrepreneurial human capital accumulation refer to education and training, while informal pathways include the cognitive processes of work and managerial experience acquisition and the non-cognitive processes of being raised within an entrepreneurial family environment and/or being raised in the area within which the business is later set-up. The studies reveal that there is a variety of processes of entrepreneurial human capital and knowledge accumulation that are case study specific. Human capital accumulation processes related to education and training or to work and managerial experience still plays the prime role in predicting successful businesses. Results indicate the need for decentralised, flexible and selective entrepreneurial human capital accumulation support programmes that take into account local idiosyncrasies and needs.

This article highlighting the political and ideological conditions necessary for globalization and the role of the technologies associated with this process is an attempt to explain the nature and dynamics of change in food chains. In this text, a political-economic perspective is employed, relying on well-known theoretical and empirical examples that abound in the literature about globalization of food, and on the underlying theoretical explanation of the structural changes brought about or intensified by the globalization process. It seeks to understand the logic and dynamic that explains why the corporate retailers became the main economic motors of deep and rapid changes in food chains and after a short appraisal of the effects of the changes it seeks to identify the winners and losers of the process.

Neste contexto de globalização e crise, o objectivo central deste texto é identificar os principais factores que determinaram as mudanças na geografia produtiva agrícola e alimentar, sublinhando as respectivas implicações, em particular no que respeita ao desenvolvimento das zonas rurais mais desfavorecidas. Pretende ainda chamar a atenção para o aumento dos factores de insustentabilidade decorrentes dos modos de produzir e comercializar os produtos agrícolas e alimentares induzidos pelo processo de globalização. O enquadramento metodológico adoptado é o da economia política cujas principais preocupações são a compreensão da lógica e dinâmica que subjazem a todo e qualquer processo histórico. Daí que se parta da compreensão da lógica e dinâmica da globalização para, de seguida, se proceder à identificação dos ganhadores e perdedores que as transformações verificadas no campo da produção agrícola e alimentar vão gerando. Para tal parece-nos indispensável procurar entender o significado e génese do processo de globalização, uma vez que uma correcta apreciação do contexto das mudanças que lhes são inerentes é condição indispensável para enquadrar qualquer reflexão sobre a evolução da geografia da produção agrícola e do desenvolvimento rural. Todavia, dada a vastidão do tema da globalização, apenas se procura sublinhar os aspectos chave que nos parecem mais importantes para compreender a globalização e a sua génese.

15. Determinants of change on extensive livestock systems: a theoretical framework

The framework proposed in this paper results from a research conducted in the Lacope project1 and particularly, the field study of the extensive grazing systems of the Baixo Alentejo – southern Portugal2. This paper constitutes an attempt to enlarge this perspective in order to respond to different typologies of extensive grazing systems that could cover most of the existing pastoral systems3. Nevertheless, we are aware that the proposed framework could fit better some systems than others, and it certainly demands further development and precision when used to study concrete situations, looking for enrichment from subsequent contributions. In addition we want to underline that the aim of this framework goes well beyond the scope of a simple academic enquiry, since we are convinced that it could be a useful tool not only to understand what is at stake but also to inform policies needed to assure the sustainability of the most fragile of these systems. Furthermore, the proposed framework also seeks to highlight the most relevant interactions between aspects that are addressed by different academic fields that usually do not engage in a permanent dialogue, even when they do not completely ignore each other. In section 2 we will provide a description of the methodology, namely the typology of the grazing systems. In section 3 we will focus on the proposed framework relying on a systems approach. Finally some concluding remarks will be made in section 4.

É unanimemente reconhecido pelos especialistas a necessidade de implementar formas eficazes de prevenção contra os incêndios rurais/florestais, formas essas que se consubstanciam em métodos de redução da massa combustível. A pastorícia, juntamente como o roçar dos matos e respectivo uso para fazer camas para o gado, constituía o método ancestral mais usado em Portugal caído em desuso devido a razões económicas e sociais sobejamente conhecidas, não tendo, infelizmente, sido substituído de modo generalizado por métodos alternativos. Nas condições climáticas do país onde verões quentes e secos sucedem a períodos de abundante humidade e temperatura favorável para o crescimento da biomassa, o risco de incêndios assume os mais elevados índices, traduzindo-se em níveis muito elevados de ignições que por vezes assumem dimensões catastróficas.

Traditional extensive grazing systems in Southern Portugal relying exclusively on herdsmen that live in permanence with the animals are in peril, since herdsman is the least attractive among rural professions. Recently, namely after the entry in the EEC in 1986, and taking advantage of the UE structural funds, infrastructures aimed at extensive livestock production, such as fencing and water supply have been installed, but still far way from covering the territory. The paper aims to provide a systematic understanding of the changing characteristics of the herdsmen profession and functions. It proposes a model framework to highlight the driving forces of the reported changes, using a case study in South Alentejo (Portugal) as an illustration. The results of a survey to 25 farms in the municipality of Ourique and inquiries to 37 employees working with livestock show a mosaic of situations ranging from remnants of the traditional herdsman to another type of worker, the so called polyvalent which is able to use the machinery and work in a more sophisticated working environment. They are generally better paid and have living conditions closer to other more urban professions, in some cases a working schedule and a free day per week.

20. Agriculture and food in the globalization age

The objective of this article is to reflect on three basic questions concerning globalization and its effects on agriculture and food: 1) what are the major characteristics of globalization; 2) who are its major actors and 3) what are the future trends? Globalization continues to be a disputed concept despite the immense literature dedicated to it. I will focus on features of the current globalization process that can be employed to better understand the direction and reach of changes, particularly in agriculture and food.1 It is not my goal to produce original contributions about the theoretical relevance and accuracy of globalization or about its scale and scope. I will use a theoretical framework based on a political economy perspective focusing on the global agents, their logic and dynamics. However, this must be tempered by calling attention to the agencies and contingencies involved in the process. In fact, political economy insights suggesting global lines of evolution are not contradictory but rather complementary to actor-oriented, actor-network theory and social constructivist approaches, which acknowledge the social agencies and the complex articulations of the different spaces involved in agro-food production and consumption (Llambí et al. 1999, Goodman and Watts 1997). The second section deals with the major characteristics of globalization. Since this is a subject that has been treated extensively in the globalization literature, I will avoid unnecessary repetitions and concentrate on highlighting features focusing on the economic and political dimensions of globalization that I consider indispensable, in order that the importance of the phenomenon may be better understood. Focusing on the global agro-food system in the third section, the relevant features of the major actors of the globalization process will be identified along with their different logics and dynamics and their relationships with local actors. In the fourth section a framework is proposed to consider future trends in agriculture and food based on the concepts of substitutionism, appropriationism and the technological treadmill by using a two-scenario approach: one that explores the deepening of the current trends and another, considering a globalization backlash. In addition, some conclusive remarks will be drawn in the fourth section.

In this paper globalization is conceptualised as a process that marks a new phase of capitalism (Moreira 1994). The aim of this paper is to propose a systematic approach to the economic and social consequences of the globalization process, with particular attention to agriculture and agri-food as well as the use of rural areas. Therefore, understanding the role of the main agents of globalization is a necessary condition to assess the impact of this process. My working hypothesis is that the different actors in the globalization process do not demonstrate the same behaviour, justifying a closer look at the logic and dynamics of its main agents, and the reactions that these changes provoke.

After its adhesion to the EU in 1986 Portuguese agriculture benefitted from a continuous flow of European funds aimed at the modernization of the sector in order that it might face the shock of competition with more developed agricultures. However, enough evidence exists to show that the crowding out of Portuguese capitals was counterproductive to the political objectives. In fact, despite the EU transfers, in only two of the years from 1980 to 2009 did agricultural investment attain identical levels to those prior to integration. If one considers investment as being the best indicator to explain the poor results of Portuguese agriculture over the last three decades, my argument is that this evolution needs a retrospective analysis focusing on the concept of financialization of the economy induced by EU and national policies. Therefore, this chapter is an explanatory attempt to open a broad discussion on the role of financialization in agriculture and rural development issues. [ABSTRACT FROM AUTHOR]

The resurgence of many lagging, mountainous or peripheral areas of the European Union may be attributed to the significant regional exports by firms located there. A survey in four mountainous areas of Southern Europe revealed that nearly one-third of surveyed businesses spanning the whole range of economic activities and industries sell more than 50 percent of their value of production outside the geographical boundaries of the local area. Strategic entrepreneurship creates two broad sets of 'windows of entrepreneurial-locational opportunity' and firms from different industries of the manufacturing sector together with firms from the services or the hospitality industries may utilize the same common stock of resources and develop the same conventions irrespective of the industry they operate in. As such, local clusters should not be defined in terms of industries and/or sectors but in terms of common strategic entrepreneurial actions that can mix industries under common opportunities (entrepreneurship) and advantages (strategies). These firms are the mountain gazelles as they present very high growth rates and serve as paradigms and a source for innovative thought by other local entrepreneurs. [ABSTRACT FROM AUTHOR]

O objetivo geral é analisar a evolução da agricultura nas últimas décadas no contexto da política agrária moderna e, especificamente, explicar os impactos da política agrária moderna para a agricultura de base familiar; descrever características que os atores locais possam apresentar para que o processo de desenvolvimento possibilite alcançar mercado aos seus produtos e apresentar estudo de caso num contexto da (re) emergência da agroindústria familiar como alternativa de desenvolvimento. Os desenvolvimentos teóricos pertencem a enfoques distintos, se inserindo no que se chama de uma metodologia de economia política crítica. Combinou-se três técnicas de investigação: A pesquisa exploratória para desenvolver, esclarecer e modificar conceitos e idéias, envolvendo levantamento bibliográfico, documental, entrevistas e estudo de caso. A revisão histórica busca a relação entre evolução da agricultura e a importância da agricultura familiar no processo de desenvolvimento. Nas entrevistas aprofundou-se e complementou-se a análise documental. Na questão delimitadora da pesquisa discutiu-se fatores políticos, sociais e econômicos que estão na origem da política agrícola moderna e ações para garantir um modelo de agricultura baseado na pequena exploração familiar. Na perspectiva analítica território, abordou-se elementos que podem favorecer o processo de desenvolvimento (rural). Na perspectiva da sociologia econômica analisou-se a construção social das relações de mercado e a origem histórica social dos fenômenos econômicos. Empiricamente, diferentes estratégias na condição de agricultura familiar em busca de inserção de produtos no mercado, uma gestão social específica, posicionamento estratégico e organização Cooperativa alternativa para coordenação ao mercado. Em Crissiumal, a construção social do mercado decorre de variáveis sociais associadas à dinâmica cultural e política, ao ambiente de colaboração das alianças e ao modelo de desenvolvimento local devido a compreensões compartilhadas, a relações sociais de confiança, mas também a condições organizativas e ao posicionamento estratégico dos atores. Santo Antonio da Patrulha, também alcança mercados, entretanto, identificou-se gargalos, baixa propensão ao associativismo, situação própria da visão liberal, individualismo metodológico, interesse próprio, conforme indicado nos relatos. Então, na hipótese de um vínculo entre agricultura e Estado, na política agrária moderna um contexto que pressupõe um enquadramento no qual predomina a existência da exploração agrícola familiar, caracteristicamente um conjunto de instituições, cujas formas são específicas ao setor agrário (cooperação, mutualismo, sindicalismo, administração pública) que vem se constituindo progressivamente num aparato de enquadramento técnico, social e econômico. Enquadramento que vem administrando as complexas relações entre a sociedade industrial (capitalista) e a sociedade agrária e assegurando a reprodução desta pequena produção, sendo coerente com as formas específicas dela. This thesis relates theoretical considerations and empirical studies on the strategic behavior of actors in the counties of Crissiumal and Santo Antonio da Patrulha, Southern Brazil. In a context conditioned by globalization, we discuss developmental dynamics and regional integration, elements showing relevant for public policies through their interaction and empowerment. We do not intend to analyze the rural productive units internally, but a more aggregated analysis of the consequences of their internal relationships, how they affect the decision making process and the effects on their evolution and structure. We search for agents that determine the main variables of the agricultural dynamics, focusing on both micro and macro elements. The theoretical background uses different approaches, inserting itself in what is known as a methodology of critical political economy. We combined three investigation techniques: Exploratory research in order to clarify, modify and develop concepts and ideas, which comprised bibliographic research, documental search, interviews and case study; The historical background which emphasizes the relationship between agricultural evolution and the family farming role in the development process, through the interviews we intended to consolidate the documental analysis; The focus of the research consisted in discussing the political, economic and social factors in the origin of the modern political agriculture, as well as the initiatives to consolidate a model based on family farming. We present a comparative analysis of the agricultural policy in different countries. We focus on globalization and characterization of the development process and the role of agriculture in its evolution and transformation. We focus on the analytical perspective of the territory, considering the rural world complexity. Also, the evolution of agricultural policies in European and Latin American countries, as well as factors that may enhance the process of rural development. Empirically, different strategies of the family farming in search of new markets for their products were analyzed. We found out that they use a specific social administration, strategic positioning and cooperative organization to assess the market. Rules and institutions characterized by cooperation, association, participative governance and a relative authonomy contribute for the implantation of a diversified productive system of family agroindustries. The social construction of the market results from social variables linked to the cultural and political dynamics, the environment of collaboration and the capacity to introduce a model of local development based on shared experiences and social relations of confidence.

Relatório Integrador da Actividade Profissional - Mestrado em Engenharia Agronómica, especialidade de Economia Agrária e Gestão do Território - Instituto Superior de Agronomia O presente Relatório destina-se a dar cumprimento às Normas apresentadas pelo Concelho Cientifico do Instituto Superior de Agronomia, da Universidade Técnica de Lisboa, para Elaboração do Relatório Integrador da Actividade Profissional nos termos do nº 3 do art. 3º do Regulamento Geral dos Segundos Ciclos de Estudo Conducentes ao Grau de Mestre, aprovado pelo Despacho (extracto) n.º 10544/2011, publicado no Diário da República, 2.ª Série, N.º 160 de 22 de Agosto de 2011, para Licenciaturas “Pré-Bolonha” e descreve de forma detalhada a actividade profissional desenvolvida pelo autor. Nesta perspectiva, a informação contida no relatório foi organizada tendo por objectivo a demonstração das competências adquiridas por via da formação académica, formação complementar e experiência profissional. Para o efeito, realizou-se a apresentação das instituições onde trabalhou, descrevendo-se as actividades e responsabilidades desempenhadas e as competências desenvolvidas. O autor iniciou a actividade profissional em 2001, exercendo funções de Técnico Superior na área da Engenharia. A formação cientifica sólida e o acesso ao conhecimento em diversas áreas no domínio vasto da Agronomia, proporcionada pela Licenciatura em Engenharia das Ciências Agrárias, da Faculdade de Ciências da Universidade do Porto, foi um instrumento fundamental para o desenvolvimento do seu trabalho, quer a nível técnico quer no contributo para o aperfeiçoamento de atributos pessoais. Este relatório descreve ainda o seu percurso por um conjunto diverso de instituições, como a Comissão de Coordenação e Desenvolvimento Regional do Norte, a Confederação Nacional dos Jovens Agricultores e do Desenvolvimento Rural e a Câmara Municipal de Lisboa, onde trabalha actualmente, que lhe proporcionaram a aquisição de outras competências e experiência, nomeadamente, ao nível da gestão e coordenação de projectos

Mestrado Vinifera EuroMaster - Instituto Superior de Agronomia This thesis forms the basis for the realization of a personal project: producing a sustainable Brazilian wine. With the help of investors from the world of wine (European and Brazilian) to develop a fine wine (unlike table wines derived from Vitis labrusca) which combines the advanced technical itineraries, from the vineyard to the cellar. This wine will have to represent all the progress environmental terms and social, to promote effective marketing in the wine main importing countries (United States, Germany, Benelux) and on the local market. To do this, localize the best terroir of wine point of view taking into consideration sustainable human development. In a first part, after observing the economic benefits of implementing a vineyard in Brazil, the objective of this study will define the area more favorable to the type of wine to produce. This analysis will be based of meteorological data. Once the wine growing zone discovery, understand and analyze the socio-‐economic actors in order to include this project in a process of economic and social development. In the second part, evaluation of components needed to achieve a great terroir wine through soil analysis, choice of varieties and rootstocks, the training system of the vineyard. Finally in the last part, explain the development project and business plan.
