Wildfires represent a critical environmental and social challenge, with long-term implications for human health, ecosystems, and infrastructure. This complex issue is exacerbated by various factors, including socioeconomic changes, unsustainable practices in agro-forestry land management, and the intensification of extreme weather events. The complexity of fire management in Italy necessitates effective governance mechanisms and planning tools at both regional and national levels. This study looks at successful prevention strategies, such as prescribed burning and proactive land management, while also addressing existing governance challenges, such as coordination among relevant institutions and the need for stronger regulatory frameworks. In addition to providing insights into the current state of fire governance and proposing practical solutions, we suggest that more resilient and sustainable fire management practices, already successfully implemented in some regions, should be adopted nationwide in Italy.

The recognition of the key role of forests in contrasting the dramatic effects of climate change and biodiversity crisis is the pillar of many initiatives on a global, European, and national scale calling for afforestation campaigns. The Italian forest nursery sector is currently inadequate to meet the demand for tree seedlings for the national campaigns. Forest nursery production is characterized by regional or local companies that are remarkably different from each other in organization and efficiency. It is therefore urgent to develop a comprehensive restructuring of the entire sector to be able to respond to the specific needs of forestry projects in Italy and Europe. In this paper, we present a series of key principles and criteria aimed at guiding the renaissance of the sector. Strategic actions are proposed by integrating research, governance, public/private partnership, training, and communication. The strategic approach presented is based on a collaborative structure integrating various skills and responsibilities. The first step is an expert review of the Basic Materials (BM) included in the National Register thanks to the development of the genetic studies of forest stands and the inclusion of shrub and herbaceous species, essentials for ecosystem restoration projects counteracting the biodiversity crisis. A series of actions concerns the aspects of certification, voluntary or prescriptive, of the quality of BM, and the ultimate harmonization of national production to European standards. Particular importance needs to be devoted to the collection, evaluation, and conservation of seeds to develop innovative solutions both for the production of BM and for specific implementation phases of afforestation projects and ecosystem restoration. The governance phase might be implemented through the creation of interregional centers with the duty of collecting and conserving seeds, thus enhancing the existing experiences of outstanding regional and provincial tree nurseries with the support of the National Centers for the study and conservation of Forest Biodiversity. Furthermore, the promotion of partnerships between public and private companies and the creation of a shared and accessible national platform represent strategic actions of primary importance. A fundamental role is then assigned to the implementation of training programs and the construction of an open and incremental communication plan. Thanks to these actions it will be possible to place forest nurseries at the center of the relationships between tree planting and afforestation plans and programs, integrated forest design, implementation of new forests, and their adaptive management.

Closer-to-Nature Forest Management is a new concept proposed both in the EU Forest Strategy for 2030 and in the EU Biodiversity strategy for 2030. Closer-to-Nature Forest Management aims to improve the conservation values and climate resilience of multifunctional, managed forests in Europe. We present the concept based on a set of seven guiding principles and discuss main problems and opportunities of its application at continental scale and in Italy.

Since February 2022, the National Forestry Strategy (NFS) for the forest sector and its supply chains is public. The NFS addresses in an innovative and science-based way key issues related to forest fire governance such as the integrated fire risk management, the convergence of forest, agro-pastoral and nature conservation policies with fire governance strategies, the regulatory update and the roadmap to open-access wildfire data.

With the publication of a Decree that has established a List of the Italian old-growth forests, we have analyzed, using text mining software, the state of the art of Italian research in this field. We have analyzed 188 ISI and 72 non-indexed papers or reports. The analysis has identified 165 locations of which more than 50% are on pure beech or mixed beech and silver fir stands. The analysis was focused mainly on structural characteristics and bio-indicators. The current knowledge represents reliable support for the establishment of an Italian network of old-growth forests and this green infrastructure offers important opportunities for research and collaboration between research, natural resource management, and local, regional, and state administrations.

Old-growth forests have an important role in maintaining animal and plant diversity, are important carbon (C) reservoirs and are privileged sites to study long-term plant physiological responses, long-term forest dynamics and climate change impact on forest ecosystems. Several studies have highlighted how old-living trees undergo age-related declines with hydraulic limitations and reduction in photosynthesis, though some recent works have suggested that such a decline is not always observed. Our study aims at understanding the role of atmospheric CO2 increase on tree C uptake and stomatal conductance (gs) in old-living trees by analysing the long-term patterns of tree growth and intrinsic water use efficiency (iWUE) in three old-growth forests in the Balkans (Bosnia-Herzegovina and Montenegro), using dendrochronology and isotopic analysis. We hypothesised a long-term increase in iWUE in the studied old-growth forests, mostly related to enhanced photosynthesis rather than reduced stomatal conductance. Tree cores were sampled from dominant silver fir (Abies alba Mill.) trees in each forest. Tree-ring widths were measured and basal area increments (BAI) were assessed for each sampled tree and, from the six longest chronologies, five decades were chosen for cellulose extraction, its isotopic analysis (δ13C, δ18O), iWUE and leaf water 18O evaporative enrichment above the source water (Δ18OL) determination. We observed a continuous and significant increase in iWUE from 1800 to 2010 in the sampled dominant trees at all the three old-growth forests. Our BAI data and our estimates of Δ18OL across the study period support the idea that enhanced photosynthesis rather than reduced stomatal conductance is the major driver of the measured iWUE increase. Thus, our results support some recent findings challenging the hypothesis that iWUE in forests is primarily the result of a CO2-induced reduction in stomatal conductance as well as the so called hydraulic limitation hypothesis.

Recently published data on Italian forest removals from FAO and EUROSTAT are still ridden with inaccuracies and underestimation. In this work we show how and why the Italian forestry data collection system is in itself unreliable. This represents a major obstacle for designing sector policies, ensuring the flow of forest ecosystem services from the forest to the society, and defining a role for forests, forestry and wood consistent with the European Green Deal and in the NextGenerationEU Recovery and Resilience Facility. A more reliable strategy for data collection is urgently required.

According to the European Landscape Convention (ELC), a landscape means “an area, as perceived by people, whose character is the result of the action and interaction of natural and/or human factors”. Therefore, both human actions and natural processes play a role in shaping the landscape, which is, by this definition, ever changing. “Protecting” the landscape therefore means understanding, accepting and preserving such agents of change that have created it. Conversely, protective measures should not be designed to “freeze time”, nor to restore natural or human-influenced landscape features that have long ceased to exist. These basic concepts, delineated 20 years ago in Florence, are met in some parts of Italy by a dubious interpretation. Landscape protection agencies (Soprintendenze Archeologia Belle Arti e Paesaggio) seem to be oriented towards stopping or limiting the traditional activities that have shaped the current Italian forest landscape, with the purpose of increasing the forest cover for “aesthetic” reasons. Such narrow view contradicts the aims of the ELC and of the related national rules and mechanisms of landscape conservation.

Deadwood plays a key role in the functioning and productivity of forest ecosystem and it is an important feature for the conservation of the biodiversity. In the past land-use and forest management have dramatically reduced the amount of deadwood in the European forests and only in the last decades the important role of the deadwood has been studied and recognised. At the political/administrative level the Ministerial Conference on the Protection of Forests in Europe (MCPFE) has recognized the importance of this forest component and the last year Italian Government has requested the regional forest laws and regulations to take into account deadwood and habitat/retention trees in the forest management. It is a current research priority to provide managers of European forests with a baseline of deadwood threshold retention value for decisions for their specific forest type and management target.

In a context of progressive expansion of the Italian forest area, we present the results of a national survey exploring public perception of forests across different geographical scales in Italy. Perceptions of forests are assessed in relation to popular beliefs on relevant environmental issues such as countering climate change, protecting biodiversity, and promoting social cohesion and environmental education. Participants (N = 1059) living in five different regions of Northern (Trentino-Alto Adige/Südtirol, Piemonte), Central (Lazio, Molise) and Southern Italy (Puglia), were recruited in the survey and completed a paper-and-pencil questionnaire. Survey questions regarded the estimated percentage of forest cover, the perceived importance of different environmental issues and of different material and non-material forest products, as well as participants’ perceptions regarding connectedness to nature. Results revealed a generalized tendency to overestimate the extension of forest surface area in the participants’ region, in Italy, and in the European Union. Results also showed high scores for participants’ perceived importance of environmental issues, such as climate change and biodiversity protection, and in their belief that forests could play a positive role in addressing these issues and providing important outcomes and benefits for the quality of human life, such as health and well-being or social cohesion.

A petition entitled “Italian forests: an invaluable environmental heritage under attack” was recently published on the web. The petition is a perfect example of how environmental communication and public awareness can be manipulated. And, even more seriously, how people claiming to be environmental experts, use the “environment” label to spread their messages and slogans without accurately checking their sources. It is nevertheless of high importance that people are able to express their opinion and ideas freely and this communication between politics, communities and the academic world contribute to our growth as a society. However, any discussions must be underpinned with accurate and precise information. Furthermore, it is the scientific community’s duty to check sources of information and contribute to the spread of accurate environmental communication.

Is forest harvesting increasing in Europe? There is scientific debate about methodological approach and data regarding clearcut increment in Europe but, besides the discussion, there is a general agreement about the need to collect reliable scientifically robust remote sensing data for sound forest policy-making.

The Laudato Si’ communities have put forward the proposal to plant 60 million trees in Italy to fight the climate crisis. The role of forests in mitigating climate change is scientifically unequivocal. However, a sound reforestation strategy must be consistent with the country’s environmental, forest and socio-economic context. Italian forests and the 12 billion trees they contain currently absorb 5-10% of the total country emissions; 60 million trees would result in an additional sequestration of 0.05% of the CO2 emitted annually. Furthermore, forested areas in Italy are rapidly increasing on rural and marginal sites. On the contrary, forests are disappearing in lowlands and urban centers. Cities and suburbs are the areas where new forests could play an important role in climate mitigation, contributing to the mitigation of heat waves and air pollution, and increasing the well-being of citizens. To be successful, interventions to mitigate the climate crisis cannot be exhausted within the forest sector. Forestry-related strategies must be diversified, and include reducing deforestation, planting new forests, increasing the efficacy of sustainable and adaptive forest management, and taking advantage of the substitution effects played by wood-based materials. New urban forests, if subject to scientifically based design and planning, are an important part of this strategy.

Global changes push to set up strategies able to mitigate and adapt agricultural and forest crops to environmental variability, and the sustainable intensification of production processes under agricultural and forestry systems is one of the approaches mainly supported. In Italy biomass and biogas are the renewable energy sources that have shown the greatest potential for growth in recent years. In this context, during the XV National Congress held in Bolzano in February 2018, the Italian Association of Agricultural Scientific Societies has promoted an analysis about potential and limits of the sustainable intensification of agricultural and forestry systems for bioenergy production. This document reports the outcome, in the form of a commented discussion on the main evidences and proposals from technical-scientific and operational points of view.

On October 29, 2019, the Vaia storm hits the North-Eastern regions of Italy by wind gusts exceeding 200 km h-1. The forests in these regions have been seriously damaged. This contribution illustrates the methodology adopted in the emergency phase to estimate forest damages caused by Vaia storm, both in terms of damaged forest areas and growing stock volume of fallen trees. 494 Municipalities registered forest damages caused by Vaia, destroyed or intensely damaged forest stands amounted to about 42.500 ha, spread in Trentino Alto Adige, Veneto, Friuli Venezia Giulia, Lombardy and, only marginally, Piedmont and Valle d’Aosta. The growing stock volume of fallen trees was about 8.5 millions m3.

On October 29th, 2018, storm Vaia hit forests in north-eastern Italy, causing the loss of 8 million cubic meters of standing trees and, more importantly, the sudden reduction of forest-related ecosystem services. Such event is not unprecedented: a similar storm had occurred in the same regions in 1966. Every year, an average of two extratropical storms affects the European continent, where wind is the most important agent of forest damage, contributing to more than half of total forest losses (38 million cubic meters of downed wood per year). The probability of storm damage in forests depends on four drivers: weather, site conditions, topography, and tree and stand characteristics. However peak wind speed is the dominant factor: over certain gust velocities, trees are broken or uprooted regardless of their characteristics - such velocities were certainly met by the Vaia event. In this case it may be impossible to avoid or mitigate wind damages. Nonetheless, management options to enhance the long-term forest resistance and resilience always exist. In this perspective, the storm Vaia (after the emergency management) and its consequences could be considered as a key lesson to be learned and as an important opportunity to enhance the resilience of Italian forest stands.

Forest biomass is a renewable energy source, more climate-friendly than fossil fuels and widely available in Europe. The wood energy chain has been suggested as a means to re-activate forest management and improve the value of forest stands in marginalized rural areas. However, wall-to-wall estimates of forest biomass, needed to design the location and size of power and heat biomass plants in any given territory, are notoriously difficult to obtain. This paper tests an algorithm to predict forest biomass using publicly available Landsat satellite imagery in the Liguria region, northern Italy. We used regional forest inventory data to train and validate an artificial neural network (ANN) classifier that uses remotely-sensed information such as three principal components of Landsat-5 TM spectral bands, the Enhanced Vegetation Index (EVI), and topography, to retrieve aboveground live tree volume. Percent root mean square error was -9% and -23% for conifers and broadleaves respectively in the calibration dataset, and -27% and -24% in the validation dataset. The reconstructed volume map was updated to present day using current volume increment rates reported by the Italian National Forest Inventory. A wall-to-wall map of forest biomass from harvest residues was finally produced based on species-specific wood density, biomass expansion factors, volume logged for timber assortments, forest accessibility, and topography. Predicted aboveground forest volume ranged from 81 to 391 m3 ha-1. In forests available for wood supply (70% of the total), planned volume removals averaged 25.4 m3 ha-1, or 18.7% of the average standing stock across. Biomass available for bioenergy supply was 1.295.921 million Mg dry matter or 8.95 Mg ha-1. This analysis workflow can be replicated in all mountain regions with a predominant broadleaved coppice component.

Forest cover in Italy has increased three-fold in slightly more than a century. In 2018 the area covered by forest will be, for the first time since long, larger than that covered by active cultivation. In the same time, the stewardship of forest ecosystem services such as biodiversity provision, hydrogeological protection, and landscape conservation has increased. More than 27% of Italian forests are included in protected areas; 86% of forests is subject to limitation of use connected to soil protection and water cycle regulation, and 100% is under the landscape conservation law. Italy is also home of one of the largest economies of wood transformation, but 80% of the raw material is imported, which implies several environmental, socio-economic, and ethical issues, both domestically and abroad. The conditions are ripe to plan for a responsible management of the natural capital in the country’s forests. A forest management that is active, shared, and conscious of domestic and global implications will be the best chance to maintain and improve the ecosystem services provided by forests in Italy.

Human activities have the potential to enhance carbon sequestration by the world’s forests and contribute to climate change mitigation. Voluntary carbon trading is currently the only option to pursue and reward carbon sequestration by forestry activities. Carbon credits for enhanced sequestration can be sold to partners wishing to offset their own emissions. Here we illustrate the steps taken to design guidelines for the generation of voluntary carbon credits by improved forest management in Piemonte, Italy. The guidelines have been developed in a joint effort by academia, regional administrations, forest owners and professional consultants. In particular, we show how to compute the baseline and the additionality of credit-generating forest management activities, and how to reconcile the generation of forest carbon credits with law requirements, technical limitations, and the provision of other ecosystem services. To illustrate the profitability of carbon credit generation, we simulated the application of carbon credit guidelines to two forest-rich mountain watersheds in the southern part of the Piemonte region. The two dominating tree species are beech (Fagus sylvatica L.) and chestnut (Castanea sativa Mill.). We computed current forest carbon stock and carbon credits generated in 20 years under business as usual and an alternative biomass retention scenario. The IFM resulted in an avoided harvest of 39.362 m3 for a net total of 64.014 MgCO2e after subtracting harvest emissions, or 38 Mg ha-1 throughout the permanence period of 20 years. These steps can be replicated in other mountain regions where there is interest in promoting this ecosystem service as an alternative or an addition to production-oriented forest management.

A sever flood event hit Mt. Amiata region in July 2019. We know that trees can help to reduce or prevent flooding, but we also know that there are thresholds in this mitigation/prevention role and when these limits are exceeded we have to expect damages that cannot be avoided. Frequencies of extreme weather events such as floods, droughts and heat waves are increasing and expected to increase in the future. Researchers and managers have to dedicate time and effort to communicate better with stakeholders about the role of the forest and the forest management regarding these events and address the discussion on facts instead that on opinions. Facts are accurate statements while opinions are expressed statements that are believed to be true but may or may not be facts. The Amiata flood event is an example where the discussion spread in many media has been mainly based on opinions rather than facts.

For decades ecologists and natural resource managers have operated on the assumption that the normal condition of nature, if not disturbed by humans, is a state of equilibrium called homeostasis. This paradigm led to the doctrine, popular especially among conservationists, that nature knows best and that human intervention is bad by definition. In the last decades new evidences have led ecologists and natural resource managers to abandon such concept or consider it as irrelevant. The new paradigm is that ecosystems are constantly changing and the main engine of this change are natural disturbances (e.g., fire, wind, insect outbreaks, etc.). The biological diversity is dependent on natural disturbance, thus natural resource conservation and management must take into account the fundamental role of these events.

Aerial LiDAR (Light Detection and Ranging) derived data are widely adopted for the study and characterization of forests. In particular, LiDAR derived-CHM (Canopy Height Model) has proved essential in identifying tree height variability and estimating many forest features such as biomass and wood volume. However, CHM quality may be affected by internal limits and anomalies caused by raw data (point cloud) processing (i.e., vertical errors), which are quite often disregarded by users, thus generating potentially erroneous results in their applications. In this work, an auto-consistent procedure for the fast evaluation of CHM accuracy has been developed based on the assessment of internal anomalies affecting CHM data obtained by differencing gridded DSM (Digital Surface Model) and DTM (Digital Terrain Model). To this purpose, a CHM was generated using the gridded DTMs and DSMs provided by the Cartographic Office of the Piemonte Region (north-western Italy). We estimated the local potential CHM error over the whole region, and demonstrated its strictly dependence on the terrain morphometry, particularly slope. The relationship between potential CHM error and slope was modeled separately for mountain, hill and flat terrain contexts, and used to produce a potential error map over the whole region. Our results showed that approximately 20% of the regional territory suffers from CHM uncertainty (in particular high elevation areas, including the treeline), though the majority of regional forest categories was affected by negligible CHM error. The potential consequences of CHM error in forest applications were evaluated, concluding that the tested LiDAR dataset provide a reliable basis for forest applications in most of the regional territory.

According to a recent paper published in Nature (Luyssaert et al. 2008) the old-growth forests remove carbon dioxide from the atmosphere and should be considered an important carbon sink at the planetary level. This finding is discussed both in relation to the traditional hypothesis that considered the old-growth forests "neutral" in the carbon balance, and in relation to the present and future importance of this sink at the local and at the planetary level.

The Aosta Valley is a densely populated mountainous area in which interaction between natural hazards and human activities has been shaping the development of settlements and infrastructure for centuries. The forests cover almost 30% of the totals surface (326088 ha) and have been providing protection against avalanches, rock fall and floods. During the past decades, the importance of the forests as a protection against natural hazards in Aosta Valley, and more in general in the whole European Alps, has increased. Remote valleys, that were formerly avoided during winter, are now expected to be permanently accessible for tourists, settlements have been spreading into areas that were considered unsafe and transports crossing the Alps have strongly increased. The forests that directly protect settlements, railways, main roads and socio-economical infrastructures represent a priority in the forest and landscape management at the regional scale since the direct prote ctive role of forests needs to be efficiently and continuously effective. Protective forest mapping is the first step of a sustainable long-term silvicultural management. Starting from a digital terrain model (DTM) in a raster format with a spatial resolution of 10 m, other numerical maps and forest information, a regional map (1:10000) of the forests that play a direct protection has been developed. The forests that potentially play a protective role and the forests that play a potentially direct protective role cover represents respectively 79.8% and 42.7% of the forest cover.

National Forest Inventories are the most complete source of information on forests, and are also a potential important tool for assess and monitoring status and trends in forest biodiversity, Nevertheless, according to Chirici et al., the current inventories have some limitations and should be improved mainly to increase the harmonisation of the field protocols and to enhance the collection of non-tree forest information that are important for the biodiversity assessment.%uFEFF

A comment is made on the way public funds are often used in Italy to achieve a rather ambiguous goal, referred to as "improvement of the forest".

The conference “The Forest Reserves in the Alps”, organized by the Friuli Venezia Giulia Autonomous Region with the collaboration of SISEF and Pro Silva Italy, has been held in Pordenone last 19th -20th October. A short description of the conference is provided with a wider perspective of the role of the Forest Reserves at regional and national scale.
