In following the trend of modernization, developments in development are emphasized from various aspects including economic, social, political, and the environment. The economic boom that is taking place provides various job opportunities not only for local people but also for foreigners. This situation prompts many foreigners to migrate from their country of origin to work to earn a better income. The increase in the number of illegal immigrants (PATI) in Malaysia has caused various problems from the social aspect, especially the security aspect. Therefore, this study was conducted to identify the local people's perception of the issue of foreigners from the security aspect as well as discuss the actions of the parties involved in combating problems caused by foreigners. To achieve the objectives of this study, the researcher has used a quantitative method by distributing questionnaires to 150 respondents who are residents of Penang. This is said because, Penang is very suitable to be used as a study area, especially when it is one of the industrial states that offer many job opportunities. For this study, the data collected was analysed descriptively using the Statistical Package for the Social Sciences (SPSS) software. This study found that almost the entire population of Penang agreed that the excessive influx of foreigners would have a negative impact on the people's safety. Therefore, various parties need to join hands in helping to minimize the problems faced by residents regarding the issue of foreigners who threaten their safety. [ABSTRACT FROM AUTHOR]
