Tana Tidung Regency as a new autonomous region in North Kalimantan in 2007 resulted in increased interactions between regions in support of the supply of food, and other social needs. Tarakan City is an essential region supporting the Tana Tidung Regency. Currently, public the primary transportation from the Tarakan-Tana Tidung is served by two modes of transportation; Ferry Boats and Wooden Boats. Researchers conducted a study to identify the trends and variables that affect the choice of Tarakan-Tana Tidung freight routes to enhance the performance of primary public transportation. Study used variable freight costs per coli, travel time, the timetable for departure, service convenience, and travel time to the Port of Tengkayu 1 or Juata Ferry Port adapted from the study of transportation mode selection by travelling persons. The survey, in the form of a questionnaire to 170 respondents, used the stated preference method and was conducted with multiple regression analysis to obtain the quantitative relationship between a collection of research variables and respondents to obtain utility and probability by modelling the binomial logit. The research results showed that the discrepancy between the Ferry Boats and Wooden Boats was in balance, with 65% of the patrons choosing the Wooden Boat to support the freight activities. All research variables have been influential in the choice of goods transport mode in the most dominant order, namely goods transportation cost per coli variables, travel time, the timetable for departure, service convenience, and travel time to port.

Jalan merupakan salah satu media transportasi penting bagi masyarakat Kota Tarakan. Jalan menyediakan aksesibilitas untuk meningkatkan perekonomian dan kegiatan sosial, selain menjaga kesinambungan distribusi barang dan jasa. Kinerja jalan sangat dipengaruhi oleh kondisi perkerasan jalan. Banyak jalan mengalami kerusakan sebelum masa layannya selesai. Oleh sebab itu, identifikasi terhadap kerusakan jalan sangatlah penting untuk dilakukan. Pada perkembangan teknologi saat ini, identifikasi kerusakan jalan dapat dilakukan dengan penerapan teknologi UAV-Quadcopters. UAV atau SPUKTA merupakan pesawat tanpa awak yang mampu memberikan informasi visual dari objek di permukaan bumi. Salah satu tipe UAV adalah Quadcopters atau Drone dengan empat baling-baling. UAV dapat diterbangkan pada beberapa ketinggian yang akan berpengaruh pada resolusi hasil foto udara. Resolusi yang tinggi akan memudahkan proses interpretasi dari kerusakan jalan. Oleh sebab itu, pada penelitian ini dilakukan studi terkait identifikasi dan klasifikasi kerusakan jalan dengan parameter perubahan tinggi terbang UAV. Hasil penelitian menunjukkan bahwa permukaan jalan pada objek penelitian telah mengalami kerusakan sebesar 1,67% dari luas permukaan jalan, dengan tingkat akurasi identifikasi dari klasifikasi kerusakan jalan sebesar 90%. Berdasarkan hal tersebut maka dinyatakan bahwa teknologi UAV dapat digunakan untuk melakukan identifikasi dari kerusakan permukaan jalan.

Tarakan City, which is connected to Tanjung Selor by a speedboat, is one of the cities with access to maritime transportation. One form of improving speedboat services is by reviewing fares according to the ability and willingness to pay of the people. This study’s objective was to determine the fare by taking passengers willingness and ability to pay into account. The research’s methodology is based on analyses of vehicle operational costs (BOK), ability to pay (ATP), and willingness to pay (WTP). The research result, average values for the BOK, ATP, and WTP were IDR 182.386,96, IDR 165.128,25, and IDR 126.735,00, respectively. According to the ATP and WTP values, passengers had a higher ability to pay than they were willing to spend. Therefore, it is necessary to analyze the current pricing and improve the services.

Desa Antutan merupakan bagian wilayah Kecamatan Tanjung Palas, Kabupaten Tana Tidung, Provinsi Kalimantan Utara. Des aini memiliki luas 10.060,62 Hektar. Berdasarkan koordinasi yang dilakukan dengan Kepala Desa Antutan, ditemukan bahwa perangkat desa belum memiliki peta wilayah desa yang bersifat autentik dan informatif untuk menunjang proses pengembangan desa selanjutnya. Oleh sebab itu, Laboratorium Pemetaan dan Geografis Teknik Sipil Universitas Borneo Tarakan melakukan kegiatan pengabdian masyarakat di desa tersebut. Selain melakukan penyusunan peta wilayah desa, tim juga menganlisis luas DAS dari beberapa sungai di wilayah desa tersebut, berdasarkan pemodelan Sistem Informasi Geografis memanfaatkan citra satelit Sentinel-2B dan data DEM Nasional. Berdasarkan kegiatan yang telah dilakukan, didapatkan hasil peta wilayah Desa Antutan yang autentik, representatif, dan informatif. Selain itu, pemodelan luas DAS menemukan hasil bahwa luas DAS dari sungai yang tersebar di wilayah Desa Antutan adalah sebesar 13.814,64 Hektar atau sekitar 86,02% dari luas wilayah Desa Antutan.

Tarakan is home to the main seaport that serves all districts in North Kalimantan. Tana Tidung Regency is one of the regencies that serve the Tarakan feeder port route. This is supported by the presence of a Sesayap River network. To provide comfort to service users, the high demand for ferry transportation services must be balanced with adequate speedboat service facilities. Data was collected by distributing questionnaires and conducting interviews to determine the level of satisfaction of service users and the attributes that are a priority in improving the performance of speedboat services. The data collection results were analyzed using Importance Performance Analysis (IPA) dan Customer Satisfaction Index (CSI) methods. Then, to follow up on the results of the IPA dan CSI analysis, the Quality Function Deployment (QFD) method was used, a technique used to identify priorities for performance management based on the needs and desires of service users. Based on the results of the IPA analysis, three attributes were obtained as the top priority to require handling/improving their performance; the availability of fire extinguishers, the availability of information on speedboat travel disturbances, and the availability of boarding and alighting facilities for passengers with special needs, children, and pregnant women. The result of the CSI analysis obtained a service user satisfaction index of 63.379 which indicated that the service performance perceived by service users was decreased within the “Quite Satisfied” criteria. While the results of the QFD analysis obtained a priority sequence for improving/handling speedboat performance which was offloading the passengers by being carried out or stretchered, and access was categorized as the first priority, the second and third priorities were the availability of communication tools that were readily used by the captain and crew in the speedboat and notifications in the form of messanges to prospective passengers related to changes in departure schedules, and the last priority was the placement of APARs at 3 points, which was near from the diver or captain, passenger room, and the speedboat engine area.

Jalan Gajah Mada mempunyai peranan penting dalam menggerakkan perekonomian kota Tarakan dan merupakan akses utama menuju kawasan Pasar Gusher dan Pelabuhan Tengkayu II. Karena perannya strategis, maka diperlukan kualitas jalan yang dapat memberikan keamanan dan kenyamanan bagi pengguna jalan, sehingga dipandang perlu melakukan evaluasi tingkat kerusakannya untuk dapat menentukan urutan prioritas pemeliharaannya. Hasil indentifikasi lapangan diperoleh 9 tipe kerusakan yaitu: kerusakan retak kulit buaya seluas 571,00 m², berikutnya retak memanjang/retak pinggir (879,00 m²), retak melintang (380,36 m²), retak acak (514,80 m²), alur (137,10 m²), tambalan dan lubang (1.413,42 m²), pelepasan butir (398,64 m²), kegemukan (375,20 m²), dan amblas (251,04 m²). Perhitungan nilai kondisi jalan dengan metode Bina Marga diperoleh urutan prioritas 4 untuk penanganan jalan sisi kiri berupa program pemeliharaan berkala, dan urutan prioritas 3 pada jalan sisi kanan berupa program pemeliharaan peningkatan jalan. Usulan perbaikan dari hasil studi ini untuk Jalan Gajah Mada adalah program peningkatan jalan berupa kegiatan penambahan lapis permukaan perkerasan (overlay).

The Tarakan City Road is part of the transportation system as a service for infrastructure facilities for the impact of population growth. In order to meet these needs, new pavement planning is needed to serve the traffic needs in the future. Rigid pavement is an arrangement of pavement construction in which a concrete slab is used as the top layer, which is located on the foundation or directly above the subgrade (Bina Marga, 2003). The concept of the design of rigid pavement (cement concrete) using the Bina Marga method is planned for the configuration of the axle load which results in the greatest stress on the slab. The concept of pavement planning using the AASHTO method is that the thickness of the planned plate will increase according to the increase in equivalent traffic during the design life and vice versa, the thickness of the slab will decrease with the reduction of the equivalent traffic volume. Similarly, in the PCA method, the calculation obtained is almost the same as the Bina Marga method, but in determining the LHR of the vehicle, it only calculates the axle load of the truck. Planning of Pavement Concrete Plate Thickness using the Bina Marga, AASHTO, and PCA methods obtained respectively 30 cm, 32 cm, and 29 cm, there is a difference of 1-2 cm, this is due to differences in the basic concepts of each method.

Pada tahun 2019, Universitas Borneo Tarakan merencanakan membangun jalan lingkungan baru dalam kawasan kampus. Mengingat keterbatasan kemampuan anggaran dalam pemeliharaan sarana dan prasarana pasca kontruksi, maka jalan lingkungan baru ini di desain berupa kontruksi perkerasan kaku pelat beton, dengan mempertimbangkan kemudahan pelaksanaan, umur keawetan kontruksi lebih lama dan biaya pemeliharaan yang relatif rendah sepanjang umur rencana (discounted lifecycle cost). Digunakan dua metode desain, yaitu metode MDPJ 2017 dan metode AASHTO 1993, sebagai instrumen komparasi untuk mendapatkan tebal pelat beton yang ekonomis berdasarkan beban lalulintas yang direncanakan. Studi ini memberikan dimensi pelat beton perkerasan hasil analisis dengan metode MDPJ 2017 setebal 170 mm, dan hasil analisis dengan metode AASHTO 1993 setebal 200 mm. Perbedaan hasil pada kedua metode relatif kecil (1,4%), meskipun terdapat perbedaan beberapa parameter, tetapi tidak berpengaruh secara signifikan.

Every year there is an increase in the number of students at the Universitas Borneo Tarakan, which naturally requires the addition of campus buildings, including the construction of road infrastructure to support the development of the campus area. This study aims to analyze the needs of the thickness of the new flexible road pavement construction in the campus area by using the AASHTO 1993 method. This method requires a Structural Number (SN) value that can be calculated by nomogram method and trial and error method. The results of the nomogram method get the value of SN total = 2.09 inches, SN2 = 1.59 inches, and SN1 = 1.39 inches, and the trial and error method gets the value of SNTotal = 2.05 inches, SN2 = 1.56 inches, and SN1 = 1.36 inches. To avoid the risk factor of estimating the error of repetition of traffic loads during the life of the plan (W 18), in the calculation of the SN value, the trial and error method needs to include the value of FR (reliability factor) in the calculation of w18 , where the value obtained FR = 2.39 and W18 = 0, 11x10 6 ESAL. Analysis of the thickness of the flexible pavement construction layer using SN values calculated by the nomogram and trial and error method, resulting in a 39 cm thick flexible pavement, with a surface course = 9 cm, sub-base course = 15 cm, and a base course = 15 cm.

The Gunung Selatan Road is a road of secondary collector with the class of road is IIIB, has a width of 6.0 meters and a length of 4.109 km, has an important role in driving the economy and connecting sub-districts in the north and west with sub-districts in the central and eastern parts of the city of Tarakan. The use of this road is directed to serve the transportation of construction materials which generally have a load to overloading which has the potential to cause damage to the road. This study aims to assess the condition of road pavement, using the method of the Pavement Conditition Index (PCI). Observation areas along the road segment are divided into road segments or sample units of observation with a width of 6.0 meters and a length of 50 m, so that the size of each segment of 300 m 2 is obtained, with a total of 40 road sample units. The types of damage found at the time of observation include: alligator crack, bleeding, block cracking, corrugation, depression, edge cracking, longitudinal/transverse cracking, patching and utility cut patching, pothole, and weathering/raveling. The average assessment results show the road is in criteria is very good condition with a value of PCI = 71, but there is one observation that gives a criteria is poor, namely the sample unit at Sta. 1 + 350 to 1 + 400 with a PCI value of 29.5. This happened, at the time of observation the field condition was damaged and was being repaired.

The problems of passenger transportation (TAP) in Tarakan City are multi-dimensional, such as, fares and routes that are less organized and uneven, inconvenience and less secure, excess passengers during peak hours and vice versa, condition of operator systems, increased pollution and noise and the number of accidents and traffic violations, and driver behavior. In short, the root of the problem is the incompatibility between the Regional Spatial Plan (RTRW) for the city of Tarakan and the TAP. This study aims to assess the performance of passenger transportation based on descriptive statistical methods to: see the demand for population movement; route performance and transport operations; and the performance of transportation infrastructure, as well as the level of road service in the form of the ratio of volume per road segment capacity. The results achieved found that the existing performance of TAP in Tarakan City was relatively not optimal, the level of main road service on secondary roads because the increase in vehicle volume was significantly influenced by the high population movement, land use, level of transportation service, transportation comfort, load factor, and road conditions.

Bandar udara Juwata Tarakan merupakan Bandara Internasional Regional yang secara hierarki berfungsi sebagai bandara pengumpul (hub) di Kalimantan Utara yang melayani arus penumpang berangkat dan datang dari Bandara Yuvai Semaring Long Bawan, Tanjung Harapan Tanjung Selor, Long Ampung, RA Bessing Malinau, dan Bandara Nunukan, serta melayani penerbangan langsung dari Bandara Sepinggan Balikpapan, Juanda Surabaya, Hasanuddin Makassar, Soekarno-Hatta Cengkareng Jakarta, dan penerbangan internasional dari dan menuju Tawau Sabah Malaysia Timur. Arus lalulintas penumpang setiap tahun menunjukkan peningkatan yang perlu dilayani di Terminal Penumpang Bandara Juwata Tarakan. Sehingga diperlukan analisis kemampuan kapasitas fasilitas terminal penumpang eksisting dalam menampung arus penumpang hingga tahun 2028. Hasil proyeksi arus penumpang pada tahun tahun 2028 dengan metode regresi linear diperoleh jumlah penumpang datang sebanyak 896.354 orang, dengan jumlah Penumpang Waktu Sibuk (PWS) sebanyak 282 orang. Jumlah penumpang berangkat sebanyak 924.793 orang, dengan jumlah PWS sebanyak 290 orang. Jumlah transit PWS sebanyak 114 orang. Dari hasil analisis kebutuhan kapasitas terminal pada tahun 2028 sesuai peraturan SKEP/77/VI/2005 dan SNI 03-7046-2004 menunjukkan bahwa terminal penumpang yang ada masih mampu menampung arus penumpang, hanya dibutuhkan pengembangn luas Hall kedatangan dari luas eksisting 414 m2 menjadi seluas 630 m2.

Establishing North Kalimantan as the 34th province in Indonesia with the provincial capital located in Tanjung Selor, Bulungan Regency, has influenced the pattern of transportation used by society between regions. Previously, most people traveled to Tarakan city by sea transportation because Tarakan is an island city and has a strategic role regionally as a National Activity Center (PKN) in North Kalimantan. Since January 2020, the North Kalimantan Transportation Service has permitted public transportation routes to Perum DAMRI Tanjung Selor Branch to serve three round-trips (pp) routes, namely: Tanjung Selor-Malinau (TGS-MLN), Tanjung Selor-Tana Tidung (TJS-KTT), and Malinau-Salang (MLN-SLG). This study aims to find the ideal fare for public transportation for people on the route, taking into account the Vehicle Operating Cost (VOC), the ability and willingness to pay (ATP and WTP) of DAMRI Bus users, as well as the user's willingness to pay. Pay more or WTP from Contingency Valuation (WTP-CV) if you get better service during the trip. The current single-trip DAMRI Bus fare is IDR 150,000.00 for the TJS-MLN/MLN-TJS route, the TJS-KTT/KTT-TJS route is IDR 100,000.00, and for the MLN-SLG/SLG-MLN route of IDR 50,000.00. The results of the study based on the VOC obtained one-time trip rates for each route, respectively: IDR 135,633.21, IDR 119,046.86 and IDR 35,186.00. The respondents' ATP analysis results obtained a one-time trip fare for each route in a row: IDR 142,994.05, IDR 119.747.47 and IDR 63.750.00. Meanwhile, respondents' WTP was obtained for each route: IDR 110,519.48, IDR 94,545.45, and IDR 39,107.14. The respondents' WTP-CV values were also obtained on each route, amounting to IDR 14,675.32, IDR 11,409.09, and IDR 8,303.57. Considering the captive rider as an economy class passenger and the benefits of the DAMRI Bus operator, the proposed tariffs for each route are IDR 130,000, IDR 110,000, and IDR 48,000.

Road infrastructure as an important access in the development of an area. The increasing number of residents around the coast of Tarakan City has made the city government contribute to the construction of a ring road on the north coast to the east coast of Tarakan City, with the hope of providing equitable development for the people. The variables used in the study were road infrastructure development and the community’s economy, with respondents from people in coastal areas using ring road access. the method used is simple regression analysis. The results of this study provide an explanation that the construction of road access has not had a positive impact on the community’s economy, this can be seen by the value obtained of 0.3%. So that it explains that the road infrastructure that has been made by the government has not been able to increase the economic income of the community. this is because what people need is transportation that can transport goods and people so that it can increase people’s income.
