We report new interferometric observations of the CO (2-1) rotational transition on Titan. We find that the spectrum is best fit by a uniform profile of 52 ppm, with estimated errors of 6 ppm (40 to 200 km) and 12 ppm (200 to 300 km)., Comment: Submitted to as a Note to Icarus. Radar experiments provide a unique method of probing the surfaces and subsurfaces of planetary bodies. Information on surface and subsurface structures and properties can be extracted from radar data. There is a well developed history of radar investigations of the planet Mars, beginning with the first reports of variations of scattering properties as a function of martian longitude in the mid-1960's. Because of the rapid rotation of Mars, the standard technique of delay-doppler mapping cannot be used as effectively as it is on Mercury and Venus, making it a more difficult radar target. Techniques have been developed to overcome this difficulty, including an inversion technique to combine many doppler-only (CW) experiments from different viewing geometries into a map of surface reflectivity, and new random long-code techniques. These techniques still suffer from ambiguities, however. A third technique which does not suffer from these ambiguities is the combination of the powerful Goldstone transmitter with the VLA as the receiving instrument to create a combined radar imaging instrument. We have used this combined radar instrument to image the surface of Mars in 3.5-cm radar reflectivity during the 1988, 1992/93, and 1999 oppositions. During the 1988 experiments, the residual south polar ice cap (RSPIC) was the brightest radar reflector on the planet - intrinsically brighter than even the Tharsis lava flows. This was quite an unexpected result. In contrast, during the 1992/93 experiments, the residual north polar ice cap (RNPIC) was not nearly so bright, and in fact showed no enhancement at all, This was puzzling, given the 1988 results for the RSPIC. We attributed the lack of a radar reflection enhancement to a combination of three effects: the geometry was different; the season was different; and the intrinsic scattering from the residual ice caps was different. The 1999 experiments provided a chance to test the relative importance of these three effects, since the RNPIC would be visible in a geometry very similar to the RSPIC in 1988, and the season would also be very similar. Preliminary reduction of the data taken in 1999 shows that the RNPIC did in fact show a radar reflectivity enhancement, but that it was still not as bright as the RSPIC in 1988. Details regarding the radar reflectivity of the residual ice caps, as well as the surrounding polar layered terrains (in light of our radar reflectivity data) will be discussed. The MGS Orbiter is carrying the high-precision Mars Orbiter Laser Altimeter (MOLA) which, when combined with precision reconstructed orbital data and telemetered attitude data, provides a tie between inertial space and Mars-fixed coordinates to an accuracy of 100 m in latitude / longitude and 10 m in radius (1 sigma), orders of magnitude more accurate than previous global geodetic/ cartographic control data. Over the 2 year MGS mission lifetime, it is expected that over 30,000 MOLA Global Cartographic Control Points will be produced to form the basis for new and re-derived map and geodetic products, key to the analysis of existing and evolving MGS data as well as future Mars exploration. Elevations measured by the Mars Orbiter Laser Altimeter have yielded a high-accuracy global map of the topography of Mars. Dominant features include the low northern hemisphere, the Tharsis province, and the Hellas impact basin. The northern hemisphere depression is primarily a long-wavelength effect that has been shaped by an internal mechanism. The topography of Tharsis consists of two broad rises. Material excavated from Hellas contributes to the high elevation of the southern hemisphere and to the scarp along the hemispheric boundary. The present topography has three major drainage centers, with the northern lowlands being the largest. The two polar cap volumes yield an upper limit of the present surface water inventory of 3.2 to 4.7 million cubic kilometers.

The Mars Orbiter Laser Altimeter (MOLA) is an instrument on the Mars Global Surveyor (MGS) spacecraft that is currently providing the first high vertical and spatial resolution topographic measurements of surface elevations on Mars. The shot size in the mapping orbit is about 100 m and the shot-to-shot spacing is 330 m. The instrument has a vertical precision of 37.5 cm and a vertical accuracy that depends on the radial accuracy of the MGS orbit that is currently in the range 5-30 km. The initial focus on observations in the nominal mapping mission will be on the southern hemisphere, which was not sampled during the MGS aerobraking hiatus and Science Phasing orbits. During the first several weeks of global mapping there will be emphasis on producing a digital terrain model (DTM) of the Mars '98 landing site.

Elevations from the Mars Orbiter Laser Altimeter (MOLA) have been used to construct a precise topographic map of the martian north polar region. The northern ice cap has a maximum elevation of 3 kilometers above its surroundings but lies within a 5-kilometer-deep hemispheric depression that is contiguous with the area into which most outflow channels emptied. Polar cap topography displays evidence of modification by ablation, flow, and wind and is consistent with a primarily H2O composition. Correlation of topography with images suggests that the cap was more spatially extensive in the past. The cap volume of 1.2 x 10(6) to 1.7 x 10(6) cubic kilometers is about half that of the Greenland ice cap. Clouds observed over the polar cap are likely composed of CO2 that condensed out of the atmosphere during northern hemisphere winter. Many clouds exhibit dynamical structure likely caused by the interaction of propagating wave fronts with surface topography.

The first microwave measurements of an electronically excited molecular species in the Earth's atmosphere are presented. Local thermodynamic equilibrium (LTE) rotational line emission from mesopheric O(sub 2) ((sup 1)delta-(sub g)) was observed at a frequency of 255.01794 GHz (Lambda approx. 1.2mm), employing the National Radio Astronomy Observatory (NRAO) millimeter facility at Kitt Peak, Arizona (32(deg)N, 111(deg)W).

The primary objective of the Mars Observer laser altimeter (MOLA) investigation is to determine globally the topography of Mars at a level suitable for addressing problems in geology and geophysics. Secondary objectives are to characterize the 1064-nm wavelength surface reflectivity of Mars to contribute to analyses of global surface mineralogy and seasonal albedo changes, to assist in addressing problems in atmospheric circulation, and to provide geodetic control and topographic context for the assessment of possible future Mars landing sites. The principal components of MOLA are a diode-pumped, neodymium-doped yttrium aluminum garnet laser transmitter that emits 1064-nm wavelength laser pulses, a 0.5-m-diameter telescope, a silicon avalanche photodiode detector, and a time interval unit with 10-ns resolution. MOLA will provide measurements of the topography of Mars within approximately 160-m footprints and a center-to-center along-track foot print spacing of 300 m along the Mars Observer subspacecraft ground track. The elevation measurements will be quantized with 1.5 m vertical resolution before correction for orbit- and pointing induced errors. MOLA profiles will be assembled into a global 0.2 deg x 0.2 deg grid that will be referenced to Mars' center of mass with an absolute accuracy of approximately 30 m. Other data products will include a global grid of topographic gradients, corrected individual profiles, and a global 0.2 deg x 0.2 deg grid of 1064-nm surface reflectivity.

We indicate the Dec. 3-4 spectrum averaged over the morning limb of Mars. Two synthetic spectra indicate the expected line emission for 3 precipitable microns of water with a uniform vertical distribution (dotted) and a vertical distribution in which water decreases rapidly above 20 km altitude if Mars atmospheric temperatures are approximately 20 K cooler than implied by the Viking Infrared Thermal Mapping (IRTM) and lander descent observations. Such cooler atmospheric temperatures have been argued on the basis of ground-based microwave observations of Mars atmospheric CO. Our 3 pr micron column abundance for water can be compared to the global value of approximately 6 pr microns, observation for the same season with the Viking MAWD experiment in 1977. We will investigate the latitude and diurnal variations when the data corresponding to the second day of observations are reduced. We also plan to compare these VLA water observations with a very complementary set of Hubble Space Telescope ozone observations. Ultraviolet (220-330 nm) spectra and imates of Mars were obtained on Dec. 13 1990 as part of a general Mars observing program with the Hubble Space Telescope.

We report preliminary results of 1.35 cm spectral line observations, in which we employed the NRAO Very Large Array (VLA) interferometer to map the horizontal and vertical distributions of water vapor around the Mars atmospheric limb in early Dec. of 1990. The increased atmospheric pathlengths presented near the limb of Mars and the high angular resolution afforded by the VLA at centimeter wavelengths lead to a remarkably sensitive, remote measurement of water in the atmosphere of Mars. We achieve approximately 300 km horizontal resolution on Mars, operating in the C configuration of the VLA, when Mars was 17.3 inches in diameter. This allows us to resolve the latitudinal and diurnal variations in atmospheric water emission around the limb of Mars. We derive the vertical distribution of atmospheric water from observed pressure broadening in the spectrally resolved lineshapes. These observations, which consist of two eight-hour integrations obtained on Dec. 3-4 and Dec. 6-7, correspond to late winter in the Northern Hemisphere of Mars (L sub s = 344 degrees).

Two intense microwave spectra lines exist in the martian atmosphere that allow unique sounding capabilities: water vapor at 183 GHz and the (2-1) rotational line of CO at 230 GHz. Microwave spectra line sounding is a well-developed technique for the Earth's atmosphere for sounding from above from spacecraft and airplanes, and from below from fixed surface sites. Two simple instruments for temperature sounding on Mars (the CO line) and water vapor measurements are described. The surface sounder proposed for the MESUR sites is designed to study the boundary layer water vapor distribution and the temperature/pressure profiles with vertical resolution of 0.25 km up to 1 km with reduced resolution above approaching a scale height. The water channel will be sensitive to a few tenths of a micrometer of water and the temperature profile will be retrieved to an accuracy between 1 and 2 K. The latter is routinely done on the Earth using oxygen lines near 60 GHz. The measurements are done with a single-channel heterodyne receiver looking into a 10-cm mirror that is canned through a range of elevation angles plus a target load. The frequency of the receiver is sweep across the water and CO lines generating the two spectra at about 1-hr intervals throughout the mission. The mass and power for the proposed instrument are 2 kg and 5-8 W continuously. The measurements are completely immune to the atmospheric dust and ice particle loads. It was felt that these measurements are the ultimate ones to properly study the martian boundary layer from the surface to a few kilometers. Sounding from above requires an orbiting spacecraft with multichannel microwave spectrometers such as the instrument proposed for MO by a subset of the authors, a putative MESUR orbiter, and a proposed Discovery mission called MOES. Such an instrument can be built with less than 10 kg and use less than 15 W. The obvious advantage of this approach is that the entire atmosphere can be sounded for temperature and water vapor in a few hours with somewhat better than a scale height resolution. If a bigger mirror is used (greater than 30 cm) limb sounding geometry can be employed and half scale height resolution achieved to altitudes up to at least 60 km. Again, the measurements are immune to dust and ice loads. Water vapor sensitivity of 0.1 micrometer can be achieved (even with a nadir instrument) and temperature profiles retrieved to an accuracy of better than 2 K from the surface to about 60 km. Winds can be measured from the doppler shifts of CO lines in the limb sounding mode.

The results of research with two distinctly separate sets of observations yield new information on the optical properties of particulate scatterers in the Mars atmosphere, and on the interannual variability of the abundance of such scatterers in the Mars atmosphere. The first set of observations were taken by the IRTM (Infrared Thermal Mapper) instrument onboard the Viking Orbiters, during the period 1976 to 1980. Several hundred emission phase function (EPF) sequences were obtained over the Viking mission, in which the IRTM visual brightness channel observed the same area of surface/atmosphere as the spacecraft passed overhead. The 1 to 2 percent accuracy of calibration and the phase-angle coverage that characterizes these data make them ideally suited to determining both the optical depths and optical properties of dust and cloud scatterers in the Mars atmosphere versus latitude, longitude, seasons (L sub s), and surface elevation over the extended period of Viking observations. The EPF data were analyzed with a multiple scattering radiative transfer code to determine dust single scattering albedos which are distinctly higher than indicated by the Viking Lander observations. The second set of observations regard ground-based observations of the 1.3 to 2.6 mm rotational transitions of CO in the Martian atmosphere. The low-to-mid latitude average of the atmospheric temperature profile (0 to 70 km altitude) were derived from a number of such observations over the 1980 to 1990 period.

Radio observations of Uranus obtained at 2.0 cm with the B configuration of the VLA during April 1985 are reported. The calibration and data-reduction procedures are described in detail, and the results are presented in tables, maps, and graphs and compared with IRIS 44-micron observations (Hanel et al., 1986). Features discussed include highest brightness centered on the pole rather than on the subearth point, a decrease in brightness temperature (by up to 9 K) at latitudes between -20 and -50 deg (well correlated with the IRIS data), and disk-center position (corrected for the observed radio asymmetry) in good agreement with that found on the basis of the outer contours of the image.

By combining the interferometric 2.7-mm data sets obtained for Saturn near opposition in June 1984, for a ring opening angle of 19 deg, and June 1985, when the angle was 23 deg, brightness maps have been obtained whose resolution is of the order of 6 arcsec, indicating the presence of ring flux from the ansae in the 3-mm wavelength region. Approximately 6 K of the ring flux appears to be due to scattered planetary emission, implying an about 13-K intrinsic thermal component. In conjunction with Voyager radio occultation data on ring particle size distributions, these results are judged to be in keeping with a water ice primary composition for the ring particles.

Observations were made and analyzed for Uranus, Saturn, and Titan in the continuum at the VLA and some spectroscopy at OVRO. Accurate A, B, C rings brightness temperatures from Saturn are a basis of scattering theory calculations. Variations of 2 cm limb darkening with pole orientation were modeled and are shown to originate in the deep atmosphere.

The millimeter wavelength 3-element array at OVRO was used to observe Halley's comet in carbon monoxide (negative result) and to set an upper limit from continuum flux of 15 km on the size of the nucleus, assumed to be a black body. The Saturn system was observed with the array and ring brightness temperatures at a wavelength of 2.7 mm were obtained. A B-ring temperature of 30 K was compared to the results at lambda = 2 cm of about 7 K indicates the measurement of true emission from the Ring particles at mm-wavelengths. Brightness temperatures of Titan, Neptune, Uranus, Io, Europa, Ganymede, and Callisto were made, all tied to Mars. Accurate microwave spectra of all these objects from 3 mm to 6 cm were obtained.

Microwave spectra of CO in the Venus mesosphere were measured and analyzed in order to provide mixing profiles. The results indicate that there is a significant dependence of the observed spectra on the phase of Venus. This dependence is tied to a diurnal variation in the vertical profile of CO mixing ratios with the local solar zenith angle. Spectra of the nightside hemisphere are characterized by very little absorption in the wings of the spectra, yet very deep absorption in the line center. Dayside spectra exhibit considerably greater absorption in the line wings and less absorption in the line center. Solutions for the CO mixing profile derived from spectra show that the nightside atmosphere contains two to four times the CO abundance above about 95 km relative to the dayside atmosphere above 95 km. Conversely, the dayside atmosphere between 80 and 90 km shows two to four times the CO abundance for the same altitude region in the nightside atmosphere.

An attempt is made to explain the fact that the large variation in Venus CO abundance with planetary phase using a combination of photochemical and kinematical models. Present knowledge about the Venus mesosphere is first summarized, emphasizing the more completely measured lower and upper atmosphere. The predictions of Dickinson and Ridley's (1977) hydrodynamic modeling are compared to the results of microwave observations of CO. It is noted that the nightside CO bulge above 90-95 km altitude indicated by microwave measurements is a primary characteristic of these models, whereas the opposite phase behavior of CO between 80 and 90 km is not predicted by them. The result of diurnal photochemical models for the Venus mesosphere are presented and an attempt is made to reproduce the phase behavior of CO between 80 and 90 km in the Venus mesosphere. Possible diurnal variations due to chemistry and vertical eddy diffusion are considered.

The positions of Venus, Mars, and Jupiter were obtained in the VLBI radio reference frame by measuring the position of a satellite (natural or artificial) of each planet relative to an extragalactic source in the radio catalogue. From the results for Mars and Venus it is concluded that the offset in right ascension of the radio frame from the dynamical equinox defined in DE200 is 0.00 sec +/- 0.04 sec. The observations for Jupiter imply a correction to its position from DE200 of -0.18 sec +/- 0.04 sec in right ascension and -0.06 +/- 0.05 sec in declination on 1983 April 29. The right ascension of Jupiter relative to the inner planets has been measured independently using Doppler tracking data near Jupiter encounter from Pioneers 10 and 11 and from Voyagers 1 and 2 by tying the tracking station positions, through previous spacecraft missions, to the DE200 ephemerides of the inner planets. This technique yielded a correction to Jupiter's right ascension of -0.22 +/- 0.05 sec, in good agreement with the results from the direct radio measurements.

Measurements were made of the J = 1 - 2 rotational transition of terrestrial mesospheric CO both in emission and in absorption against the moon on January 25-26, 1982. A CO mixing profile was obtained from the high signal-to-noise ratio emission spectrum. With the inclusion of these most recent spectra and spectra measured by Kunzi and Carlson (1982), further evidence is found suggesting seasonal variation of mesospheric CO as originally reported by Clancy et al. (1982). This seasonal variation may be the consequence of hemispheric circulation in the upper atmosphere.

Measurements of the absorptions in the Venus atmosphere by (C-12)O and (C-13)O in the J = 1-2 microwave, rotational transitions are reported. Radiative transfer models were fitted to the spectra in order to estimate the isotopic ratio (C-12)O/(C-13)O = 185. Based on an extensive error analysis it is suggested that the standard deviation of this value is + or - 69. This result applies to the mesosphere of Venus, i.e., from about 80 to 110 km. Values of the (C-12)O/(C-13)O ratio measured deeper in the Venus atmosphere are closer to the terrestrial value of 89. Several possible, qualitative mechanisms to explain the higher value of (C-12)O/(C-13)O found for the nightside mesosphere of Venus are offered.

Recent measurements and reanalyses of past measurements are used to derive estimates of the variability of CO concentrations in the Martian atmosphere. The J = 1 - 2 rotational transition of CO in the microwave spectrum of Mars was observed in January, 1982, and abundances were calculated through surface and atmospheric temperature modeling. A column density of 4.6 + or - 2.0 x 10 to the 20th/sq cm is obtained, which is contrasted with values of 3.0 + or - 1.0 x 10 to the 20th/sq cm in 1980 and 1.7 x + or - 0.9 x 10 to the 20th/sq cm in 1975 obtained by reanalysis of the J = 0 - 1 transition observed by Good and Schloerb (1981) and Kakar et al. (1977), respectively. It is noted that due to the uncertainties in global atmospheric average temperatures, results are consistent with a CO variability of from 0 to 100 percent over a time scale of several years. It is suggested that simultaneous measurements of the J = 0 - 1 and J = 1 - 2 transitions may provide stronger constraints on the CO abundance and atmospheric temperature of Mars.

Mesospheric CO was observed in absorption against the moon in early December 1979 at a wavelength of 1.3 mm and in early December 1980 at 2.6 mm with the 10.4-m millimeter wavelength telescope at the Owens Valley Radio Observatory. No significant change in the column density of CO above about 65 km is found between the 1979 and 1980 observations. Comparison with other published spectra of mesospheric CO suggests a large seasonal variation (about a factor of 2-3) in the column density of CO above 65 km, with a maximum in winter and a minimum in summer. It is concluded that the understanding of CO in the mesosphere can be improved with earth-based microwave measurements, but data with high signal-to-noise ratios must be obtained.

Water vapor in the earth's mesosphere has been observed at the frequency of 22.235 GHz as an absorption against the sun by utilizing a ground-based radio telescope. The H2O mixing ratio of 4.3 + or - 1 ppm is obtained in the height 40-70 km for a constant distribution model. The data are equally well represented by a photochemical model of Crutzen (1974), which was scaled by a factor of 0.93 yielding a peak mixing ratio of 6 + or - 1 ppm at 55 km. These results are 3-day averages during November 1979, where the averaging periods cover the about + or - 4 hours of the sun's transit of our meridian. The measurements are insensitive to H2O above 70 km, where the absorption is very weak. It is not possible to estimate the mixing ratios below 50 km, since the pressure broadening in the line exceeds the bandwidth of our spectrometer at the lower altitudes.

Passive radio measurements of Saturn's rings are reviewed and interferometric measurements at 2.7 mm are presented. The brightness temperatures of the A plus B rings at a rings angle of B = 10 deg are found to be 17 and 38 K in separate experiments, the latter being the more reliable. Results are interpreted in terms of ring particle emission and scattering of the planet's disk emission by the rings.

Simultaneous phase coherent, two-frequency measurements of the time delay between the earth station and the Viking spacecraft have been analyzed in terms of the electron density profiles from 4 solar radii to 200 solar radii. The measurements were made during a period of solar activity minimum (1976-1977) and show a strong solar latitude effect. The data were analyzed with both a model independent, direct numerical inversion technique and with model fitting, yielding essentially the same results. It is shown that the solar wind density can be represented by two power laws near the solar equator proportional to r exp -2.7 and r exp -2.04. However, the more rapidly falling term quickly disappears at moderate latitudes (approximately 20 deg) leaving only the inverse-square behavior.

Results of thermal infrared sensing and radar observations of the Martian surface are compared for the region centered on +22 deg latitude. Values of the apparent thermal inertia of the surface were derived from surface brightnesses observed by the Viking Orbiter Infrared Thermal Mapper, while radar cross sections were obtained in earth-based experiments at wavelengths of 3.8, 12.5 and 70 cm. A correlation between the thermal inertia and radar cross section values is observed which is strongest with the 70-cm radar data except between longitudes of 10 and 90 deg, where a slight anticorrelation is found. The mixing of small (much less than 70 cm) rocks into a surface of fine material can account for the data between 90 and 370 deg longitude, with as much as 50% of the surface covered by rock in Syrtis Major, Isidis Planitia and parts of Elysium Planitia, and little or no rock cover near Olympus Mons, Elysium Mons, and Amazonis Planitia. The remaining longitudes may be explained in terms of the effects of atmospheric dust on the surface temperature or the effects of local variations in large-scale roughness or scattering from rocks. Data from the 90 to 370 deg longitude region are consistent with the division of the Martian surface into two types of terrain, possibly related to the erosional or depositional nature of the regions.

Range and Doppler data from Mariner 6 and Mariner 7 have been analyzed for purposes of measuring the effect of the sun's gravity field on S-band radio transmissions to the spacecraft. The prediction of general relativity, that the round-trip time delays between the station and the spacecraft will be increased by about 200 microsec near superior conjunction, has been verified with an uncertainty of 3 per cent or less. The dominant error source on the experiment is the stochastic nongravitational forces which act on the spacecraft and which limit the accuracy of the determination of the Mariner orbits. Effects of free coronal electrons on the round-trip propagation also make the measurement difficult, but the coronal contribution to the error is only about 1 per cent. Separate analyses of data from Mariner 6 and Mariner 7 yield two values near unity for the parameter gamma* which differ by about 0.3 per cent from each other. This and other considerations suggest that the error in the experiment is perhaps less than 3 per cent.

Results are reported for spectral-line very long baseline interferometric observations of the following II OH/IR objects, which emit strong 1612-MHz OH maser radiation concentrated at two velocities: NML Cyg, R Aql, IRC+10011, IRC-10529, and OH 1837-05. The apparent angular sizes were obtained for NML Cyg and R Aql, and lower limits upon the apparent sizes were obtained for the other objects. The data for NML Cyg agree with previous size determinations and indicate that the low- and high-velocity components are separated by about 20 times their apparent size. The maser component of R Aql is calculated within a factor of two to be about 5 by 10 to the 14th power cm, although the emitting region can be significantly larger. A qualitative description is given for II OH/IR objects with late M-type Mira variable center stars and circumstellar dust shells of similar dimensions.

We observed the radio emission of Callisto with a three-element interferometer at the time of the 1973 opposition of Jupiter. Special care was taken to remove the residual, unresolved contribution from Jupiter itself in the antenna side lobes. The resulting disk temperature at a wavelength of 3.71 centimeters, assuming a radius of 2500 + or - 75 kilometers for Callisto, was 101 + or - 25 K. This temperature is much more consistent with emission from a simple dielectric sphere than the considerably higher temperatures that have been reported for wavelengths of 3.5 and 8.2 millimeters.
