We report results from a systematic wide-area search for faint dwarf galaxies at heliocentric distances from 0.3 to 2 Mpc using the full six years of data from the Dark Energy Survey (DES). Unlike previous searches over the DES data, this search specifically targeted a field population of faint galaxies located beyond the Milky Way virial radius. We derive our detection efficiency for faint, resolved dwarf galaxies in the Local Volume with a set of synthetic galaxies and expect our search to be complete to $M_V$ ~ $(-7, -10)$ mag for galaxies at $D = (0.3, 2.0)$ Mpc respectively. We find no new field dwarfs in the DES footprint, but we report the discovery of one high-significance candidate dwarf galaxy at a distance of $2.2\substack{+0.05\\-0.12}$ Mpc, a potential satellite of the Local Volume galaxy NGC 55, separated by $47$ arcmin (physical separation as small as 30 kpc). We estimate this dwarf galaxy to have an absolute V-band magnitude of $-8.0\substack{+0.5\\-0.3}$ mag and an azimuthally averaged physical half-light radius of $2.2\substack{+0.5\\-0.4}$ kpc, making this one of the lowest surface brightness galaxies ever found with $\mu = 32.3$ mag ${\rm arcsec}^{-2}$. We report the discovery of six ultra-faint Milky Way satellites discovered through matched-filter searches conducted using Dark Energy Camera (DECam) data processed as part of the second data release of the DECam Local Volume Exploration (DELVE) survey. Leveraging deep Gemini/GMOS-N imaging (for four candidates) as well as follow-up DECam imaging (for two candidates), we characterize the morphologies and stellar populations of these systems. We find that these candidates all share faint absolute magnitudes ($M_{V} \geq -3.2$ mag) and old, metal-poor stellar populations ($\tau > 10$ Gyr, [Fe/H] $< -1.4$ dex). Three of these systems are more extended ($r_{1/2} > 15$ pc), while the other three are compact ($r_{1/2} < 10$ pc). From these properties, we infer that the former three systems (Bo\"{o}tes V, Leo Minor I, and Virgo II) are consistent with ultra-faint dwarf galaxy classifications, whereas the latter three (DELVE 3, DELVE 4, and DELVE 5) are likely ultra-faint star clusters. Using data from the Gaia satellite, we confidently measure the proper motion of Bo\"{o}tes V, Leo Minor I, and DELVE 4, and tentatively detect a proper motion signal from DELVE 3 and DELVE 5; no signal is detected for Virgo II. We use these measurements to explore possible associations between the newly-discovered systems and the Sagittarius dwarf spheroidal, the Magellanic Clouds, and the Vast Polar Structure, finding several plausible associations. Our results offer a preview of the numerous ultra-faint stellar systems that will soon be discovered by the Vera C. We use a recent census of the Milky Way (MW) satellite galaxy population to constrain the lifetime of particle dark matter (DM). We consider two-body decaying dark matter (DDM) in which a heavy DM particle decays with lifetime $\tau$ comparable to the age of the Universe to a lighter DM particle (with mass splitting $\epsilon$) and to a dark radiation species. These decays impart a characteristic "kick velocity," $V_{\mathrm{kick}}=\epsilon c$, on the DM daughter particles, significantly depleting the DM content of low-mass subhalos and making them more susceptible to tidal disruption. We fit the suppression of the present-day DDM subhalo mass function (SHMF) as a function of $\tau$ and $V_{\mathrm{kick}}$ using a suite of high-resolution zoom-in simulations of MW-mass halos, and we validate this model on new DDM simulations of systems specifically chosen to resemble the MW. We implement our DDM SHMF predictions in a forward model that incorporates inhomogeneities in the spatial distribution and detectability of MW satellites and uncertainties in the mapping between galaxies and DM halos, the properties of the MW system, and the disruption of subhalos by the MW disk using an empirical model for the galaxy--halo connection. By comparing to the observed MW satellite population, we conservatively exclude DDM models with $\tau < 18\ \mathrm{Gyr}$ ($29\ \mathrm{Gyr}$) for $V_{\mathrm{kick}}=20\ \mathrm{km}\, \mathrm{s}^{-1}$ ($40\ \mathrm{km}\, \mathrm{s}^{-1}$) at $95\%$ confidence. These constraints are among the most stringent and robust small-scale structure limits on the DM particle lifetime and strongly disfavor DDM models that have been proposed to alleviate the Hubble and $S_8$ tensions., Comment: 26 pages, 11 figures, 1 table. The DECam Local Volume Exploration survey (DELVE) is a 126-night survey program on the 4-m Blanco Telescope at the Cerro Tololo Inter-American Observatory in Chile. DELVE seeks to understand the characteristics of faint satellite galaxies and other resolved stellar substructures over a range of environments in the Local Volume. DELVE will combine new DECam observations with archival DECam data to cover ~15000 deg$^2$ of high-Galactic-latitude (|b| > 10 deg) southern sky to a 5$\sigma$ depth of g,r,i,z ~ 23.5 mag. In addition, DELVE will cover a region of ~2200 deg$^2$ around the Magellanic Clouds to a depth of g,r,i ~ 24.5 mag and an area of ~135 deg$^2$ around four Magellanic analogs to a depth of g,i ~ 25.5 mag. Here, we present an overview of the DELVE program and progress to date. We also summarize the first DELVE public data release (DELVE DR1), which provides point-source and automatic aperture photometry for ~520 million astronomical sources covering ~5000 deg$^2$ of the southern sky to a 5$\sigma$ point-source depth of g=24.3, r=23.9, i=23.3, and z=22.8 mag. We perform a comprehensive study of Milky Way (MW) satellite galaxies to constrain the fundamental properties of dark matter (DM). This analysis fully incorporates inhomogeneities in the spatial distribution and detectability of MW satellites and marginalizes over uncertainties in the mapping between galaxies and DM halos, the properties of the MW system, and the disruption of subhalos by the MW disk. Our results are consistent with the cold, collisionless DM paradigm and yield the strongest cosmological constraints to date on particle models of warm, interacting, and fuzzy dark matter. At $95\%$ confidence, we report limits on (i) the mass of thermal relic warm DM, $m_{\rm WDM} > 6.5\ \mathrm{keV}$ (free-streaming length, $\lambda_{\rm{fs}} \lesssim 10\,h^{-1}\ \mathrm{kpc}$), (ii) the velocity-independent DM-proton scattering cross section, $\sigma_{0} < 8.8\times 10^{-29}\ \mathrm{cm}^{2}$ for a $100\ \mathrm{MeV}$ DM particle mass (DM-proton coupling, $c_p \lesssim (0.3\ \mathrm{GeV})^{-2}$), and (iii) the mass of fuzzy DM, $m_{\phi}> 2.9 \times 10^{-21}\ \mathrm{eV}$ (de Broglie wavelength, $\lambda_{\rm{dB}} \lesssim 0.5\ \mathrm{kpc}$). We report the discovery of two ultra-faint stellar systems found in early data from the DECam Local Volume Exploration survey (DELVE). The first system, Centaurus I (DELVE J1238-4054), is identified as a resolved overdensity of old and metal-poor stars with a heliocentric distance of ${\rm D}_{\odot} = 116.3_{-0.6}^{+0.6}$ kpc, a half-light radius of $r_h = 2.3_{-0.3}^{+0.4}$ arcmin, an age of $\tau > 12.85$ Gyr, a metallicity of $Z = 0.0002_{-0.0002}^{+0.0001}$, and an absolute magnitude of $M_V = -5.55_{-0.11}^{+0.11}$ mag. This characterization is consistent with the population of ultra-faint satellites, and confirmation of this system would make Centaurus I one of the brightest recently discovered ultra-faint dwarf galaxies. Centaurus I is detected in Gaia DR2 with a clear and distinct proper motion signal, confirming that it is a real association of stars distinct from the Milky Way foreground; this is further supported by the clustering of blue horizontal branch stars near the centroid of the system. The second system, DELVE 1 (DELVE J1630-0058), is identified as a resolved overdensity of stars with a heliocentric distance of ${\rm D}_{\odot} = 19.0_{-0.6}^{+0.5} kpc$, a half-light radius of $r_h = 0.97_{-0.17}^{+0.24}$ arcmin, an age of $\tau = 12.5_{-0.7}^{+1.0}$ Gyr, a metallicity of $Z = 0.0005_{-0.0001}^{+0.0002}$, and an absolute magnitude of $M_V = -0.2_{-0.6}^{+0.8}$ mag, consistent with the known population of faint halo star clusters. Given the low number of probable member stars at magnitudes accessible with Gaia DR2, a proper motion signal for DELVE 1 is only marginally detected. We report the results of a systematic search for ultra-faint Milky Way satellite galaxies using data from the Dark Energy Survey (DES) and Pan-STARRS1 (PS1). Together, DES and PS1 provide multi-band photometry in optical/near-infrared wavelengths over ~80% of the sky. Our search for satellite galaxies targets ~25,000 deg$^2$ of the high-Galactic-latitude sky reaching a 10$\sigma$ point-source depth of $\gtrsim$ 22.5 mag in the $g$ and $r$ bands. While satellite galaxy searches have been performed independently on DES and PS1 before, this is the first time that a self-consistent search is performed across both data sets. We do not detect any new high-significance satellite galaxy candidates, while recovering the majority of satellites previously detected in surveys of comparable depth. We characterize the sensitivity of our search using a large set of simulated satellites injected into the survey data. We use these simulations to derive both analytic and machine-learning models that accurately predict the detectability of Milky Way satellites as a function of their distance, size, luminosity, and location on the sky. To demonstrate the utility of this observational selection function, we calculate the luminosity function of Milky Way satellite galaxies, assuming that the known population of satellite galaxies is representative of the underlying distribution. The population of Milky Way (MW) satellites contains the faintest known galaxies and thus provides essential insight into galaxy formation and dark matter microphysics. Here we combine a model of the galaxy--halo connection with newly derived observational selection functions based on searches for satellites in photometric surveys over nearly the entire high Galactic latitude sky. In particular, we use cosmological zoom-in simulations of MW-like halos that include realistic Large Magellanic Cloud (LMC) analogs to fit the position-dependent MW satellite luminosity function. We report decisive evidence for the statistical impact of the LMC on the MW satellite population due to an estimated $6\pm 2$ observed LMC-associated satellites, consistent with the number of LMC satellites inferred from Gaia proper-motion measurements, confirming the predictions of cold dark matter models for the existence of satellites within satellite halos. Moreover, we infer that the LMC fell into the MW within the last $2\ \rm{Gyr}$ at high confidence. Based on our detailed full-sky modeling, we find that the faintest observed satellites inhabit halos with peak virial masses below $3.2\times 10^{8}\ M_{\rm{\odot}}$ at $95\%$ confidence, and we place the first robust constraints on the fraction of halos that host galaxies in this regime. We predict that the faintest detectable satellites occupy halos with peak virial masses above $10^{6}\ M_{\rm{\odot}}$, highlighting the potential for powerful galaxy formation and dark matter constraints from future dwarf galaxy searches., Comment: 26 pages, 10 figures, 3 tables. This work presents the first search for RR Lyrae stars (RRLs) in four of the ultra-faint systems imaged by the Dark Energy Survey (DES) using SOAR/Goodman and Blanco/DECam imagers. We have detected two RRLs in the field of Grus I, none in Kim 2, one in Phoenix II, and four in Grus II. With the detection of these stars, we accurately determine the distance moduli for these ultra-faint dwarf satellite galaxies; $\mu_0$=20.51$\pm$0.10 mag (D$_{\odot}$=127$\pm$6 kpc) for Grus I and $\mu_0$=20.01$\pm$0.10 mag (D$_{\odot}$=100$\pm$5 kpc) for Phoenix II. These measurements are larger than previous estimations by Koposov et al. 2015 and Bechtol et al. 2015, implying larger physical sizes; 5\% for Grus I and 33\% for Phoenix II. For Grus II, out of the four RRLs detected, one is consistent with being a member of the galactic halo (D$_\odot$=24$\pm$1 kpc, $\mu_0$=16.86$\pm$0.10 mag), another is at D$_\odot$=55$\pm$2 kpc ($\mu_0$=18.71$\pm$0.10 mag), which we associate with Grus II, and the two remaining at D$_\odot$=43$\pm$2 kpc ($\mu_0$=18.17$\pm$0.10 mag). Moreover, the appearance of a subtle red horizontal branch in the color-magnitude diagram of Grus II at the same brightness level of the latter two RRLs, which are at the same distance and in the same region, suggests that a more metal-rich system may be located in front of Grus II. The most plausible scenario is the association of these stars with the Chenab/Orphan Stream. Finally, we performed a comprehensive and updated analysis of the number of RRLs in dwarf galaxies. This allows us to predict that the method of finding new ultra-faint dwarf galaxies by using two or more clumped RRLs will work only for systems brighter than M$_V\sim-6$ mag., Comment: 17 pages, 10 figures, 7 tables. Many studies have shown that RR Lyrae variable stars (RRL) are powerful stellar tracers of Galactic halo structure and satellite galaxies. The Dark Energy Survey (DES), with its deep and wide coverage (g ~ 23.5 mag) in a single exposure; over 5000 deg$^{2}$) provides a rich opportunity to search for substructures out to the edge of the Milky Way halo. However, the sparse and unevenly sampled multiband light curves from the DES wide-field survey (median 4 observations in each of grizY over the first three years) pose a challenge for traditional techniques used to detect RRL. We present an empirically motivated and computationally efficient template fitting method to identify these variable stars using three years of DES data. When tested on DES light curves of previously classified objects in SDSS stripe 82, our algorithm recovers 89% of RRL periods to within 1% of their true value with 85% purity and 76% completeness. Using this method, we identify 5783 RRL candidates, ~31% of which are previously undiscovered.
