У цій статті ми окреслили основні пріоритетні напрями цифровізації Укрзалізниці відповідно до визначених у Віденській декларації Співтовариства європейських залізничних та інфраструктурних компаній, а також проаналізували поточну ситуацію щодо цифровізації по кожному з цих напрямків. Пріоритетними напрямками є «розумні» технічні операції, «розумна інфраструктура», «розумний» вантажний і пасажирський транспорт, «розумний квитковий продаж» і «розумний людський ресурс». «Розумні кадри» виявилися менш розвиненою сферою, в якій немає відповідних проектів, лише регулярні курси підвищення кваліфікації, які проводяться раз на 4 роки. Тому ми запропонували впровадження цифрового відділу кадрів, для більш ефективної роботи з великою кількістю документів співробітників та, найголовніше, для переходу до прозорості у роботі з персоналом. Також за допомогою діаграми Ісікави ми виявили основні проблеми, які заважають цифровізації в Укрзалізниці. З’ясовано, що вони викликані фінансовими (відсутність інвестицій), людськими (неефективна мотивація персоналу та небажання змін керівниками), технічними (недостатній технічний рівень основних фондів) та організаційними (відсутність системного підходу до цифровізації). Найважливішою проблемою виявилося небажання змін (через корупцію та застаріле мислення керівників), що пояснює відсутність офіційної стратегії чи програми цифровізації в Укрзалізниці і, відповідно, відповідного департаменту в її структурі., In this paper we have outlined the main priority areas in digitalization of Ukrzaliznytsia according to the ones stated by the Community of European Railway and Infrastructure Companies in Vienna declaration, and also analyzed the current situation regarding digitalization in Ukrainian railway transport in each of these areas. The priority areas are Smart technical operations, Smart infrastructure, Smart freight and passenger transport, Smart ticketing, and Smart human resources. There are a few projects implemented by Ukrzaliznytsia (such as tracking rolling stock in real time with the help of the Internet of things, digital ticket, updating the automated "Monthly Plan" system, creating an electronic client's office, modernizing the customer service call center, etc.) and several ones which are in progress. Smart human resources appeared to be the less developed area in which there are no relevant projects, only regular professional development courses provided once in 4 years. Therefore we suggested digitalization of HR departments so that their specialists will be able to deal with great amount of employees’ documents more efficiently and therefore, boost effectiveness of dealing with personnel. Moreover, it might bring to life a shift to transparency, e.g. transparent application and recruitment process, transparent remuneration and feedback. But we should admit that a great problem connected with nepotism and corruption makes aforementioned shift highly unlikely and this is an urgent problem to cope with. Also, we have identified main problems impeding digitalization in Ukrzaliznytsia with the help of a cause-effect diagram (Ishikawa diagram). They appeared to be caused by financial factors (lack of investments), human factors (ineffective staff motivation and manager’s reluctance to change), technical factors (insufficient technical level of fixed asset) and organizational factors (no system approach to digitalization). To our mind, the crucial one that should be solved first is manager’s reluctance to change (due to corruption and outdated mindsets). It explains the absence of official Strategy or Programme of digitalization in Ukrzaliznytsia and consequently, a relevant department in its structure. Should this great obstacle be overcome, others will be solvable, especially with the help of European railways, as it is promised in Vienna Declaration on commitment to support Ukrainian Railways. The results obtained in the paper can be used in further research in this realm, particularly in working out Strategy of digitalization for Ukrzaliznystia.

The article examines the processes, criteria and factors to ensure the quality of passenger transport services. Object of study - processes to ensure the quality of passenger transport services in the context of European integration of Ukraine. Purpose - a study of the world experience in the formation of the concept of quality of transport services, summarizing the main factors that affect the quality of transport services, as well as the main criteria affecting the qualitative characteristics of the services of the transport. Method study - generalization of fundamental works of Ukrainian and foreign scientists of economists is in the internal checking system, dialectical going, fundamental positions of economic theory, system-logical approach near research of the economic phenomena and processes. Satisfaction the needs of society and economy of passenger transport services depends on the quality and timeliness of those services. Questions of quality passenger transport services are interested in users of transport services, companies providing them. However, the requirements and the basic criteria for assessing the quality they are different. If the passenger transport enterprise interested in providing their services with minimal effort and money, the service users in their assessment pay attention not only on the cost of services, but also on transport safety, comfort, delivery time, etc.. The quality of the transport concept of integrated services, which is constantly being developed and improved. Global trends show that the quality of transport services must ensure the needs and expectations of consumers. Accordingly, it is increasing the importance of defining the qualities that affect the quality of service. Given the transient and dynamic nature of modern society and the lifestyle of the main consumers of the services the system factors and quality criteria must be flexible and dynamic to meet the industry's competitiveness on the European market of services. Awareness of the main criteria for assessing the quality of services will help to identify potential strengths and weaknesses. This will help improve not only the quality but also the process of enterprise management, industry, improve customer satisfaction of services received, will increase competitiveness. У цій роботі ми проаналізували опитування, проведені серед власників малих та середніх підприємств у всьому світі (включаючи Україну), і дійшли висновку, вони стикаються з більшим ризиком, ніж великі фірми, які постраждали від пандемії COVID-19.Проаналізувавши 4 типи рішень, запропонованих Р. Акоффом, ми дійшли висновку про використання одного з них для суб’єктів МСП - Solution для дотримання принципів прикладного системного аналізу. Absolution виявилося неефективним,Resolution - недостатньо ефективним, Dissolution - непридатним для вирішення проблем, спричинених COVID-19.Для коригування бізнес-моделей пропонуємо власникам суб’єктів МСПвикористовувати канву бізнес-моделі від О. Остервальдера як просту та достатньо повну. В даній статті розробено шаблон зміни бізнес-моделі для малих та середніхпідприємств, який охоплює два рівні: аналіз (основні моменти, які власники МСП повинні проаналізувати в першу чергу) і другий рівень - деякі основні рішення, які можуть бути розроблений відповідно до проведеного аналізу.Розроблений шаблон практично застосовний для зміни бізнес-моделей малих та середніх підприємств в Україні та будь-якій іншій країні., In this paper the surveys conducted on small- and medium-sized enterprises around the world (including Ukraine) have been analyzed. SMEs face a bigger risk than larger firms affected by COVID-19 pandemic. Although governments support them to a certain extent, SMEs are trying to survive the pandemic by themselves. It is true especially for Ukraine, where SMEs are an important element of economy (as they account for 77,9 percent of employment, generate 64,4% of share value added and 20 percent of GDP), but they do not have much hope for government help and do almost without it. Therefore they cut their costs, make employees redundant, seek other ways to approach their customers despite severe COVID restrictions, and so on. They also adjust their business models to the new harsh environment, but they need guidance in this realm, how to make it correctly and efficiently.Having analyzed 4 types of solutions offered by R. Ackoff, we arrived at the conclusion of using one of them for SMEs - Solution, to comply with the principles of applied systems analysis. Absolution appeared ineffective, Resolution – not effective enough, and Dissolution – inapplicable for dissolving problems caused by COVID-19.For adjusting business-models we suggest owners of SMEs use Business Model Canvas by A. Osterwalder as a simple and comprehensive one. To the Canvas we added influence linesto show that some blocks influence mainly Cost structure, some others – mainly Revenue streams, and Value proposition, both of them. It could be said that Cost Structure is mainlyaffected from the supply side, and Revenue streams – from the demand side.The Template of Business Model Change for SMEs has bees worked in this study. It encompasses 2 levels: the first level – Analysis (the main points which SMEs owners should analyse first) and the second level – some main solutions which could be developed according to the analysis carried out. We have united 2 blocks devoted to customers into the one (Customers&Relationships) so that prospective users could better understand these interconnected blocks and making decisions within them. The Template is practically applicable for changing the business models of small and medium-sized enterprises in Ukraine and any other country as well.The results obtained in the study can be used in further research in this realm.

The issue of Value Based Management implementation in Small Family Business suffering from guarantine has been investigated in the study.Family firms are typically vulnerable due to their autonomous, family-oriented standing and their constrained financial capital and resources, but we presume that this applies to small family businesses rather than to big ones.This requires special methods of efficient management and means of government’s support of family business affected by quarantine. We do believe that Value Based Management (VBM) is a proper concept to be implemented in order to help them to survive and create long-term value.In the study Continuous Value Creation Cycle has been further refined. Continuous Value Creation Cycle encompasses five stages. 1 Strategic planning: Setting objectives, clarifying their indices at all levels of management. 2 Value creation: Operational processes of creating value (manufacturing goods, sales, etc.). 3 Value Assessment: Assessment of the value created. 4 Value contribution: Estimation of every department’s contribution in value created. 5 Remuneration: Using effective Remuneration System according to personnel contribution to the value created.Using this Continuous Value Creation Cycle, every entrepreneur can figure out where they should start – from setting objectives in their business to organization of remuneration system on the basis of personal contribution of every employee into the value created.Besides, the most affected by quarantine /coronavirus lockdown stages have been clarified. They are: the first (because being under tough circumstances of reducing demand, small businesses should set their objectives in a different way); the second (usual operational processes may well need deep analysis and diversification), and the forth stage (may be changed in case of diversification, because some new business units producing value may appear).The results obtained in the study can be used in further research in this realm, in further clarification of value drivers for a particular small family firm., У статті досліджено питання впровадження вартісно-орієнтованого менеджменту у малому сімейному бізнесі, потерпілому від карантину.Сімейні фірми, як правило, вразливі через свій автономний, орієнтований на сім'ю статус та обмежений фінансовий капітал і ресурси, але ми припускаємо, що це стосується малих сімейних підприємств, а не великих. Це вимагає спеціальних методів ефективного управління та засобів державної підтримки сімейного бізнесу, який зазнав карантину. Ми вважаємо, що управління на основі вартості (VBM) - це вірна концепція, яка має бути реалізована для того, щоб допомогти їм вижити та створити довгострокову цінність.У дослідженні був вдосконалений Постійний цикл створення вартості. Безперервний цикл створення вартості охоплює п’ять етапів. 1 Стратегічне планування: встановлення цілей, уточнення їх показників на всіх рівнях управління. 2 Створення вартості: операційні процеси створення вартості (виготовлення товарів, реалізація тощо). 3 Оцінка вартості: оцінка створеної вартості. 4 Ціннісний внесок: Оцінка внеску кожного відділу у створену вартість. 5 Винагорода: Використання ефективної системи оплати праці відповідно до внеску персоналу у створену вартість.Використовуючи Постійний цикл створення вартості, кожен підприємець може зрозуміти, з чого йому починати - від встановлення цілей у своєму бізнесі до організації системи оплати праці на основі особистого внеску кожного працівника у створену вартість.Окрім того, з’ясовано найбільш постраждалі від карантину / коронавірусу етапи Постійного циклу створення вартості. Це: перший (оскільки малі підприємства, перебуваючи у важких обставинах зменшення попиту, повинні іншим чином ставити цілі); другий (звичайні операційні процеси цілком можуть потребувати глибокого аналізу та диверсифікації) і четвертий етап (може бути змінений у разі диверсифікації, оскільки можуть з’явитися деякі нові бізнес-одиниці, що дають вартість).Отримані в процесі дослідження результати можуть бути використані для подальших досліджень у цій царині, для з'ясування факторів вартості для певної невеликої сімейної фірми.

The work designs a system of production components of urban infrastructure to create an energy efficient city. Hydraulic, hydrological, heat exchange processes of interaction of water structure and elements of treatment structures for centrifugal deposition of suspended matter have been investigated. Depending on the degree of contamination, devices for resource recovery are calculated. The duration of recovery operations was investigated. The technological cycle of re-water recovery and the number of cycles of cavitation generator for controlled conditioning of conditionally clean and dirty waters have been determined. Reverse osmosis devices for the recovery of conditionally pure water have been investigated. Categorized potential effluents of industrial waters as appropriate for restoration. Samples of experimental sediments for the needs of the construction industry at operating and supercritical modes of operation of the technological stream were obtained. A mathematical model of the productivity of irrigation of agro-centers in drought conditions with drip irrigation by repeated water has been developed., Робота проектує систему виробничих компонентів міської інфраструктури для створення енергоефективного міста. Досліджено гідравлічні, гідрологічні, теплообмінні процесі взаємодії водної структури та елементів очисних конструкцій для відцентрового осадження завислих речовин. Розраховано залежно від ступеня забруднення апарати для відновлення ресурсу. Досліджено тривалість операцій відновлення. Визначено технологічний цикл відновлення повторної води та кількість циклів кавітаційного генератора для керованого кондиціювання умовно чистих та брудних вод. Досліджено апарати зворотного осмосу для відновлення умовно чистих вод. Категоризовані потенційні стоки промислових вод за доцільністю відновлення. Отримано зразки експериментальних осадів для потреб будівельного господарства при робочих та надкритичних режимах роботи технологічної цівки. Розроблена математична модель продуктивності зрошення агроцентрів в умовах засухи крапельним зрошенням повторною водою.

The issue of creation of Small Family Business Survival Strategies during and after quarantine has been worked out in the study.Family business unlike any other type of business has some specific features which might well help it to survive. They are: Strength in unity, Ability to handle conflicts, Fairness, Social engagement, Strong values, Pride and Mutual support. Therefore, based on these features, the Survival Triangle of Small Family Business has been developed in the paper. It is based on Short-term measures (immediate response to the quarantine challenges), Long-term Strategy (for the next several years of recession) and Family Values.Besides, the scheme of working out a strategy of Small Family Business Survival during and after quarantine has been offered. A Strategy of Survival should include a short-term part and a long-term one (in case low market demand after a guarantine is over). A long-term strategy must be based on strategic analysis, clear identification and enhancing of competitive advantages.Additionally, Decision Stages for Survival of Small Family Business being quarantined have been offered. Stage 1. Applying for governmental aid. The first immediate action is to get to know what kind of help can the government provide and apply for it оn time. Stage 2. Examination of the possibility of remote work. Not every business can be run remotely, therefore businessmen should consider delivery of their products to consumers even though they did not have such an option before. Consequently, their business models should be adjusted to the changed situation (for example, a classical shop keeper model could be transferred into Internet shop model). Stage 3. Examination of the possibility of changing your business specialization. It means application of a horizontal diversification strategy. For instance, a sewing company could be reoriented to tailoring medical gowns and masks. If this fails, Small Family Business goes to the next stage. Stage 4. Revision of skills of all the family members in order to find some way of their monetization. Stage 5. Socially responsible fundraising 50/50 (for maintaining business and anti-epidemic struggle).Implementation of all the aforementioned may well help Small Family Businesses in different countries survive quarantine and live after it. Во-первых, разработан «Треугольник выживания малого семейного бизнеса», который включает краткосрочные меры, долгосрочную стратегию (на ближайшие несколько лет рецессии) и семейные ценности. Кроме того, предложена схема разработки стратегии выживания малого семейного бизнеса во время и после карантина. Во-вторых, предложены этапы принятия решений для выживания малого семейного бизнеса в карантине. Этап 1. Подача заявки на государственную помощь; 2 этап. Сімейний бізнес, на відміну від будь-якого іншого типу бізнесу, має деякі специфічні особливості, які цілком можуть допомогти йому вижити. Це: сила в єдності, здатність вирішувати конфлікти, справедливість, соціальна залученість, сильні цінності, гордість, взаємодопомога. Тому, виходячи з цих особливостей, в роботі розроблено трикутник виживання малого сімейного бізнесу. Він базується на короткострокових заходах (негайна відповідь на виклики карантину), довгостроковій стратегії (протягом наступних кількох років рецесії) та сімейних цінностях.Крім того, розроблена схема розробки стратегії виживання малого сімейного бізнесу під час і після карантину. Стратегія виживання повинна включати короткострокову та довгострокову частини (у випадку низького попиту на ринку після закінчення гарантії). Довгострокова стратегія повинна базуватися на стратегічному аналізі, чіткій ідентифікації та посиленні конкурентних переваг.Також запропоновано етапи термінового вирішення питань виживання малого сімейного бізнесу, які перебувають у карантині. Етап 1. Звернення за державною допомогою. Перша негайна дія - дізнатись, яку допомогу може надати уряд та звернутися за нею вчасно. Етап 2. Вивчення можливості віддаленої роботи. Не кожен бізнес можна вести віддалено, тому підприємці повинні розглянути можливість доставки своєї продукції споживачам, хоча раніше вони не мали такої можливості. Отже, їх бізнес-моделі повинні бути пристосовані до зміни ситуації (наприклад, класична модель власника магазину може бути трансформована у модель Інтернет-магазину). Етап 3. Вивчення можливості зміни спеціалізації бізнесу. Це означає застосовувати стратегію горизонтальної диверсифікації. Наприклад, швейна фірма може переорієнтуватися на пошиття медичних суконь та масок. Якщо цього не вдається, малий сімейний бізнес переходить до наступного етапу. Етап 4. Перегляд навичок усіх членів сім’ї, щоб знайти певний спосіб їх монетизації. Етап 5. The paper deals with the study of a generalized model of a resonant vibrating machine, which fully takes into account the dynamic features of all major types of resonant machines and integrates the dynamics of two-mass resonant vibrating machines for compacting concrete mixtures.The research method envisaged the use of a discrete model of a resonant machine taking into account the concrete mixture. Concrete mixture in the equations of motion is represented by a factor that takes into account the wave phenomena .. The assumption is made that the most effective are the resonance machines that are subject to stabilization of the mode of operation over time. In this condition, it was assumed that the regulation of the working process of vibrating machines is more efficient than the mode of their operation closer to the resonance and the higher the coefficient of resonant amplification of vibrations.In order to substantiate approaches to the problem of vibration machine automation, a generalized dynamics analysis was performed, which revealed the general dynamic features of these machines. The equations of motion of the resulted model are deduced, the solution of which is obtained analytical dependences, which describe the dynamics of the resonant vibrating machine and serve as a prerequisite for the development of methods of regulation and design features of the vibrating machine. Research has identified a number of parameters that are capable of implementing the process of regulation and stabilization of the resonant mode of operation of the shock - vibrating machine. In the context of these studies, it is established that the phase angle can be a parameter for regulating and ensuring the regulation processes. It is found that the value of the phase angle decreases with increasing contact time with the vibration limiter of the vibration machine working body, В роботі здійснені дослідження узагальненої моделі резонансної вібраційної машини, яка досить повно враховує динамічні особливості усіх основних типів резонансних машин і інтегрує динаміку двомасових резонансних вібраційних машин для ущільнення бетонних сумішей. Методикою досліджень було передбачено використання дискретної моделі резонансної машини із врахуванням бетонної суміші. Бетонна суміш в рівняннях руху представлена коефіцієнтом, який враховує хвильові явища.. Прийнята передумова, що найбільш ефективними є резонансні машини, які підлягають стабілізації режиму роботи у часі. При цьому умовою отримання параметрів було прийнято, що регулювання робочого процесу вібраційних машин тим ефективніше, чим режим їх роботи ближче до резонансного і чим вище у них коефіцієнт резонансного посилення коливань. Для обґрунтування підходів до проблеми автоматизації вібраційних машин здійснено узагальнений аналіз динаміки, який дозволив виявити загальні динамічні особливості цих машин. Виведені рівняння руху приведеної моделі, рішенням яких отримані аналітичні залежності , які описують динаміку резонансної вібраційної машини і слугують передумовою для розробки методів регулювання та конструктивних особливостей вібраційної машини. Дослідженнями визначена низка параметрів, які являються здатними реалізувати процес регулювання та стабілізацію резонансного режиму роботи ударно – вібраційної машини. В умовах даних досліджень встановлено,що параметром для регулювання та забезпечення процесів регулювання може бути фазовий кут. Виявлено, що значення фазового кута зменшується зі збільшенням часу контакту з обмежувачем коливань робочого органу вібраційної машини.
