Severe storms, tropical cyclones, and associated tornadoes, floods, lightning, and microbursts threaten life and property. Reliable, precise, and accurate alerts of these phenomena can trigger defensive actions and preparations. However, these crucial weather phenomena are difficult to forecast. The objective of this paper is to demonstrate the potential of 4d-VAR (four dimensional variational data assimilation) for exigent forecasting (XF) of severe storm precursors and to thereby characterize the probability of a worst-case scenario. 4d-VAR is designed to adjust the initial conditions (IC) of a numerical weather prediction model consistent with the uncertainty of the prior estimate of the IC while at the same time minimizing the misfit to available observations. For XF the same approach is taken but instead of fitting observations, a measure of damage or loss or an equivalent proxy is maximized or minimized. To accomplish this will require development of a specialized cost function for 4d-VAR. When 4d-VAR solves the XF problem a by-product will be the value of the background cost function that provides a measure of the likelihood of occurrence of the forecast exigent conditions. 4d-VAR has been previously applied to a special case of XF in hurricane modification research. A summary of a case study of Hurricane Andrew (1992) is presented as a prototype of XF. The study of XF is expected to advance forecasting high impact weather events, refine methodologies for communicating warning and potential impacts of exigent weather events to a threatened population, be extensible to commercially viable products, such as forecasting freezes for the citrus industry, and be a useful pedagogical tool., Comment: Some of this material was presented during the 4th General Assembly of EGU 2008 at the session NH1.02 titled "Extreme Events Induced by Weather and Climate Change: Evaluation, Forecasting and Proactive Planning."

Knowledge of the spatiotemporal variations in emissions and uptake of CO2 is hampered by sparse measurements. The recent advent of satellite measurements of CO2 concentrations is increasing the density of measurements, and the future mission ASCENDS (Active Sensing of CO2 Emissions over Nights, Days and Seasons) will provide even greater coverage and precision. Lagrangian atmospheric transport models run backward in time can quantify surface influences ("footprints") of diverse measurement platforms and are particularly well suited for inverse estimation of regional surface CO2 fluxes at high resolution based on satellite observations. We utilize the STILT Lagrangian particle dispersion model, driven by WRF meteorological fields at 40-km resolution, in a Bayesian synthesis inversion approach to quantify the ability of ASCENDS column CO2 observations to constrain fluxes at high resolution. This study focuses on land-based biospheric fluxes, whose uncertainties are especially large, in a domain encompassing North America. We present results based on realistic input fields for 2007. Pseudo-observation random errors are estimated from backscatter and optical depth measured by the CALIPSO satellite. We estimate a priori flux uncertainties based on output from the CASA-GFED (v.3) biosphere model and make simple assumptions about spatial and temporal error correlations. WRF-STILT footprints are convolved with candidate vertical weighting functions for ASCENDS. We find that at a horizontal flux resolution of 1 degree x 1 degree, ASCENDS observations are potentially able to reduce average weekly flux uncertainties by 0-8% in July, and 0-0.5% in January (assuming an error of 0.5 ppm at the Railroad Valley reference site). Aggregated to coarser resolutions, e.g. 5 degrees x 5 degrees, the uncertainty reductions are larger and more similar to those estimated in previous satellite data observing system simulation experiments.

This paper evaluates simulations of atmospheric CO2 measured in 2004 at continental surface and airborne receptors, intended to test the capability to use data with high temporal and spatial resolution for analyses of carbon sources and sinks at regional and continental scales. The simulations were performed using the Stochastic Time-Inverted Lagrangian Transport (STILT) model driven by the Weather Forecast and Research (WRF) model, and linked to surface fluxes from the satellite-driven Vegetation Photosynthesis and Respiration Model (VPRM). The simulations provide detailed representations of hourly CO2 tower data and reproduce the shapes of airborne vertical profiles with high fidelity. WRF meteorology gives superior model performance compared with standard meteorological products, and the impact of including WRF convective mass fluxes in the STILT trajectory calculations is significant in individual cases. Important biases in the simulation are associated with the nighttime CO2 build-up and subsequent morning transition to convective conditions, and with errors in the advected lateral boundary condition. Comparison of STILT simulations driven by the WRF model against those driven by the Brazilian variant of the Regional Atmospheric Modeling System (BRAMS) shows that model-to-model differences are smaller than between an individual transport model and observations, pointing to systematic errors in the simulated transport. Future developments in the WRF model s data assimilation capabilities, basic research into the fundamental aspects of trajectory calculations, and intercomparison studies involving other transport models, are possible venues for reducing these errors. Overall, the STILT/WRF/VPRM offers a powerful tool for continental and regional scale carbon flux estimates.

A general distortion representation allows for the displacement and amplification or bias correction of forecast anomalies. Characterizing and decomposing forecast error in this way has several important applications, including the model assessment application and the objective analysis application. In this project, we have focused on the assessment application, restricted to a realistic but univariate 2-dimensional situation. Specifically, we study the forecast errors of the sea level pressure (SLP), the 500 hPa geopotential height, and the 315 K potential vorticity fields for forecasts of the short and medium range. The forecasts are generated by the Goddard Earth Observing System (GEOS) data assimilation system with and without ERS-1 scatterometer data. A great deal of novel work has been accomplished under the current contract. In broad terms, we have developed and tested an efficient algorithm for determining distortions. The algorithm and constraints are now ready for application to larger data sets to be used to determine the statistics of the distortion as outlined above, and to be applied in data analysis by using GEOS water vapor imagery to correct short-term forecast errors.

The phase error is represented in the same fashion as a velocity field and is required to vary slowly and smoothly with position. A general distortion representation allows for the displacement and amplification or bias correction of forecast anomalies. Characterizing and decomposing forecast error in this way has two important applications, which we term the assessment application and the objective analysis application. For the assessment application, our approach results in new objective measures of forecast skill which are more in line with subjective measures of forecast skill and which are useful in validating models and diagnosing their shortcomings. With regard to the objective analysis application, meteorological analysis schemes balance forecast error and observational error to obtain an optimal analysis. Presently, representations of the error covariance matrix used to measure the forecast error are severely limited. For the objective analysis application our approach will improve analyses by providing a more realistic measure of the forecast error. We expect, a priori, that our approach should greatly improve the utility of remotely sensed data which have relatively high horizontal resolution, but which are indirectly related to the conventional atmospheric variables. In this project, we are initially focusing on the assessment application, restricted to a realistic but univariate 2-dimensional situation. Specifically, we study the forecast errors of the sea level pressure (SLP) and 500 hPa geopotential height fields for forecasts of the short and medium range. Since the forecasts are generated by the GEOS (Goddard Earth Observing System) data assimilation system with and without ERS 1 scatterometer data, these preliminary studies serve several purposes. They (1) provide a testbed for the use of the distortion representation of forecast errors, (2) act as one means of validating the GEOS data assimilation system and (3) help to describe the impact of the ERS 1 scatterometer data.

In brief, the distortion is determined by minimizing the objective function by varying the displacement and bias correction fields. In the present project we use a global or hemispheric domain, and spherical harmonics to represent these fields. In this project we are initially focusing on the assessment application, restricted to a realistic but univariate 2-dimensional situation. Specifically we study the forecast errors of the 500 hPa geopotential height field for forecasts of the short and medium range. The forecasts are those of the Goddard Earth Observing System data assimilation system. Results presented show that the methodology works, that a large part of the total error may be explained by a distortion limited to triangular truncation at wavenumber 10, and that the remaining residual error contains mostly small spatial scales.

This paper investigates the quality of weather predictions of the atmosphere's relative angular momentum (M) made by the most recent version of the NMC medium-range forecast model (MRF88) during December 1985-1989. It was found that, compared with older versions of MRF, bias errors in the MRF88 forecasts of M became more prominent, while random errors were not affected. Both types of errors in the M forecasts could be traced to problems with forecasts in the zonal mean zonal wind in the tropics.
