Abstract: The PROSPECT experiment is designed to perform precise searches for antineutrino disappearance at short distances (7 - 9~m) from compact nuclear reactor cores. This Letter reports results from a new neutrino oscillation analysis performed using the complete data sample from the PROSPECT-I detector operated at the High Flux Isotope Reactor in 2018. The analysis uses a multi-period selection of inverse beta decay neutrino interactions with reduced backgrounds and enhanced statistical power to set limits on electron-flavor disappearance caused by mixing with sterile neutrinos with 0.2 - 20 eV$^2$ mass splittings. Inverse beta decay positron energy spectra from six different reactor-detector distance ranges are found to be statistically consistent with one another, as would be expected in the absence of sterile neutrino oscillations. The data excludes at 95% confidence level the existence of sterile neutrinos in regions above 3~eV$^2$ previously unexplored by terrestrial experiments, including all space below 10~eV$^2$ suggested by the recently strengthened Gallium Anomaly. The best-fit point of the Neutrino-4 reactor experiment's claimed observation of short-baseline oscillation is ruled out at more than five standard deviations., Comment: 6 pages, 4 figures

Abstract: The PROSPECT-I detector has several features that enable measurement of the direction of a compact neutrino source. In this paper, a detailed report on the directional measurements made on electron antineutrinos emitted from the High Flux Isotope Reactor is presented. With an estimated true neutrino (reactor to detector) direction of $\phi = 40.8\unicode{xB0} \pm 0.7\unicode{xB0}$ and $\theta = 98.6\unicode{xB0} \pm 0.4\unicode{xB0}$, the PROSPECT-I detector is able to reconstruct an average neutrino direction of $\phi = 39.4\unicode{xB0} \pm 2.9\unicode{xB0}$ and $\theta = 97.6\unicode{xB0} \pm 1.6\unicode{xB0}$. This measurement is made with approximately 48000 Inverse Beta Decay signal events and is the most precise directional reconstruction of reactor antineutrinos to date.

Abstract: The Scintillating Bubble Chamber (SBC) collaboration purchased 32 Hamamatsu VUV4 silicon photomultipliers (SiPMs) for use in SBC-LAr10, a bubble chamber containing 10~kg of liquid argon. A dark-count characterization technique, which avoids the use of a single-photon source, was used at two temperatures to measure the VUV4 SiPMs breakdown voltage ($V_{\text{BD}}$), the SiPM gain ($g_{\text{SiPM}}$), the rate of change of $g_{\text{SiPM}}$ with respect to voltage ($m$), the dark count rate (DCR), and the probability of a correlated avalanche (P$_{\text{CA}}$) as well as the temperature coefficients of these parameters. A Peltier-based chilled vacuum chamber was developed at Queen's University to cool down the Quads to $233.15\pm0.2$~K and $255.15\pm0.2$~K with average stability of $\pm20$~mK. An analysis framework was developed to estimate $V_{\text{BD}}$ to tens of mV precision and DCR close to Poissonian error. The temperature dependence of $V_{\text{BD}}$ was found to be $56\pm2$~mV~K$^{-1}$, and $m$ on average across all Quads was found to be $(459\pm3(\rm{stat.})\pm23(\rm{sys.}))\times 10^{3}~e^-$~PE$^{-1}$~V$^{-1}$. The average DCR temperature coefficient was estimated to be $0.099\pm0.008$~K$^{-1}$ corresponding to a reduction factor of 7 for every 20~K drop in temperature. The average temperature dependence of P$_{\text{CA}}$ was estimated to be $4000\pm1000$~ppm~K$^{-1}$. P$_{\text{CA}}$ estimated from the average across all SiPMs is a better estimator than the P$_{\text{CA}}$ calculated from individual SiPMs, for all of the other parameters, the opposite is true. All the estimated parameters were measured to the precision required for SBC-LAr10, and the Quads will be used in conditions to optimize the signal-to-noise ratio., Comment: 25 pages, 19 figures

Abstract: PICO bubble chambers have exceptional sensitivity to inelastic dark matter-nucleus interactions due to a combination of their extended nuclear recoil energy detection window from a few keV to $O$(100 keV) or more and the use of iodine as a heavy target. Inelastic dark matter-nucleus scattering is interesting for studying the properties of dark matter, where many theoretical scenarios have been developed. This study reports the results of a search for dark matter inelastic scattering with the PICO-60 bubble chambers. The analysis reported here comprises physics runs from PICO-60 bubble chambers using CF$_{3}$I and C$_{3}$F$_{8}$. The CF$_{3}$I run consisted of 36.8 kg of CF$_{3}$I reaching an exposure of 3415 kg-day operating at thermodynamic thresholds between 7 and 20 keV. The C$_{3}$F$_{8}$ runs consisted of 52 kg of C$_{3}$F$_{8}$ reaching exposures of 1404 kg-day and 1167 kg-day running at thermodynamic thresholds of 2.45 keV and 3.29 keV, respectively. The analysis disfavors various scenarios, in a wide region of parameter space, that provide a feasible explanation of the signal observed by DAMA, assuming an inelastic interaction, considering that the PICO CF$_{3}$I bubble chamber used iodine as the target material., Comment: 7 pages, 3 figures

Abstract: This Letter reports one of the most precise measurements to date of the antineutrino spectrum from a purely U235-fueled reactor, made with the final dataset from the PROSPECT-I detector at the High Flux Isotope Reactor. By extracting information from previously unused detector segments, this analysis effectively doubles the statistics of the previous PROSPECT measurement. The reconstructed energy spectrum is unfolded into antineutrino energy and compared with both the Huber-Mueller model and a spectrum from a commercial reactor burning multiple fuel isotopes. A local excess over the model is observed in the 5MeV to 7MeV energy region. Comparison of the PROSPECT results with those from commercial reactors provides new constraints on the origin of this excess, disfavoring at 2.2 and 3.2 standard deviations the hypotheses that antineutrinos from U235 are solely responsible and non-contributors to the excess observed at commercial reactors respectively., Comment: The paper has been updated to match publication at PRL

Abstract: This paper presents an energy calibration scheme for an upgraded reactor antineutrino detector for the Precision Reactor Oscillation and Spectrum Experiment (PROSPECT). The PROSPECT collaboration is preparing an upgraded detector, PROSPECT-II (P-II), to advance capabilities for the investigation of fundamental neutrino physics, fission processes and associated reactor neutrino flux, and nuclear security applications. P-II will expand the statistical power of the original PROSPECT (P-I) dataset by at least an order of magnitude. The new design builds upon previous P-I design and focuses on improving the detector robustness and long-term stability to enable multi-year operation at one or more sites. The new design optimizes the fiducial volume by elimination of dead space previously occupied by internal calibration channels, which in turn necessitates the external deployment. In this paper, we describe a calibration strategy for P-II. The expected performance of externally deployed calibration sources is evaluated using P-I data and a well-benchmarked simulation package by varying detector segmentation configurations in the analysis. The proposed external calibration scheme delivers a compatible energy scale model and achieves comparable performance with the inclusion of an additional AmBe neutron source, in comparison to the previous internal arrangement. Most importantly, the estimated uncertainty contribution from the external energy scale calibration model meets the precision requirements of the P-II experiment., Comment: 19 pages, 10 figures

Abstract: The Scintillating Bubble Chamber (SBC) Collaboration is developing liquid-noble bubble chambers for the quasi-background-free detection of low-mass (GeV-scale) dark matter and coherent scattering of low-energy (MeV-scale) neutrinos (CE$\nu$NS). The first physics-scale demonstrator of this technique, a 10-kg liquid argon bubble chamber dubbed SBC-LAr10, is now being commissioned at Fermilab. This device will calibrate the background discrimination power and sensitivity of superheated argon to nuclear recoils at energies down to 100 eV. A second functionally-identical detector with a focus on radiopure construction is being built for SBC's first dark matter search at SNOLAB. The projected spin-independent sensitivity of this search is approximately $10^{-43}$ cm$^2$ at 1 GeV$/c^2$ dark matter particle mass. The scalability and background discrimination power of the liquid-noble bubble chamber make this technique a compelling candidate for future dark matter searches to the solar neutrino fog at 1 GeV$/c^2$ particle mass (requiring a $\sim$ton-year exposure with non-neutrino backgrounds sub-dominant to the solar CE$\nu$NS signal) and for high-statistics CE$\nu$NS studies at nuclear reactors., Comment: 35 pages, 12 figures, contributed white paper to Snowmass 2021 (final version for Snowmass proceedings)

Abstract: The bubble nucleation efficiency of low-energy nuclear recoils in superheated liquids plays a crucial role in interpreting results from direct searches for weakly interacting massive particle (WIMP) dark matter. The PICO Collaboration presents the results of the efficiencies for bubble nucleation from carbon and fluorine recoils in superheated C$_3$F$_8$ from calibration data taken with 5 distinct neutron spectra at various thermodynamic thresholds ranging from 2.1 keV to 3.9 keV. Instead of assuming any particular functional forms for the nuclear recoil efficiency, a generalized piecewise linear model is proposed with systematic errors included as nuisance parameters to minimize model-introduced uncertainties. A Markov-Chain Monte-Carlo (MCMC) routine is applied to sample the nuclear recoil efficiency for fluorine and carbon at 2.45 keV and 3.29 keV thermodynamic thresholds simultaneously. The nucleation efficiency for fluorine was found to be $\geq 50\, \%$ for nuclear recoils of 3.3 keV (3.7 keV) at a thermodynamic Seitz threshold of 2.45 keV (3.29 keV), and for carbon the efficiency was found to be $\geq 50\, \%$ for recoils of 10.6 keV (11.1 keV) at a threshold of 2.45 keV (3.29 keV). Simulated data sets are used to calculate a p-value for the fit, confirming that the model used is compatible with the data. The fit paradigm is also assessed for potential systematic biases, which although small, are corrected for. Additional steps are performed to calculate the expected interaction rates of WIMPs in the PICO-60 detector, a requirement for calculating WIMP exclusion limits., Comment: 17 pages, 22 figures, 5 tables

Abstract: Many compelling models predict dark matter coupling to the electromagnetic current through higher multipole interactions, while remaining electrically neutral. Different multipole couplings have been studied, among them anapole moment, electric and magnetic dipole moments, and millicharge. This study sets limits on the couplings for these photon-mediated interactions using non-relativistic contact operators in an effective field theory framework. Using data from the PICO-60 bubble chamber leading limits for dark matter masses between 2.7 GeV/c$^2$ and 24 GeV/c$^2$ are reported for the coupling of these photon-mediated dark matter-nucleus interactions. The detector was filled with 52 kg of C$_3$F$_8$ operating at thermodynamic thresholds of 2.45 keV and 3.29 keV, reaching exposures of 1404 kg-day and 1167 kg-day, respectively.

Abstract: Coherent elastic neutrino-nucleus scattering (CE$\nu$NS) is a process in which neutrinos scatter on a nucleus which acts as a single particle. Though the total cross section is large by neutrino standards, CE$\nu$NS has long proven difficult to detect, since the deposited energy into the nucleus is $\sim$ keV. In 2017, the COHERENT collaboration announced the detection of CE$\nu$NS using a stopped-pion source with CsI detectors, followed up the detection of CE$\nu$NS using an Ar target. The detection of CE$\nu$NS has spawned a flurry of activities in high-energy physics, inspiring new constraints on beyond the Standard Model (BSM) physics, and new experimental methods. The CE$\nu$NS process has important implications for not only high-energy physics, but also astrophysics, nuclear physics, and beyond. This whitepaper discusses the scientific importance of CE$\nu$NS, highlighting how present experiments such as COHERENT are informing theory, and also how future experiments will provide a wealth of information across the aforementioned fields of physics., Comment: contribution to Snowmasss 2021. Abstract: This white paper provides a comprehensive review of our present understanding of experimental neutrino anomalies that remain unresolved, charting the progress achieved over the last decade at the experimental and phenomenological level, and sets the stage for future programmatic prospects in addressing those anomalies. It is purposed to serve as a guiding and motivational "encyclopedic" reference, with emphasis on needs and options for future exploration that may lead to the ultimate resolution of the anomalies. We see the main experimental, analysis, and theory-driven thrusts that will be essential to achieving this goal being: 1) Cover all anomaly sectors -- given the unresolved nature of all four canonical anomalies, it is imperative to support all pillars of a diverse experimental portfolio, source, reactor, decay-at-rest, decay-in-flight, and other methods/sources, to provide complementary probes of and increased precision for new physics explanations; 2) Pursue diverse signatures -- it is imperative that experiments make design and analysis choices that maximize sensitivity to as broad an array of these potential new physics signatures as possible; 3) Deepen theoretical engagement -- priority in the theory community should be placed on development of standard and beyond standard models relevant to all four short-baseline anomalies and the development of tools for efficient tests of these models with existing and future experimental datasets; 4) Openly share data -- Fluid communication between the experimental and theory communities will be required, which implies that both experimental data releases and theoretical calculations should be publicly available; and 5) Apply robust analysis techniques -- Appropriate statistical treatment is crucial to assess the compatibility of data sets within the context of any given model., Comment: Contribution to Snowmass 2021 by the NF02 Topical Group (Understanding Experimental Neutrino Anomalies). Abstract: The PROSPECT experiment has substantially addressed the original 'Reactor Antineutrino Anomaly' by performing a high-resolution spectrum measurement from an enriched compact reactor core and a reactor model-independent sterile neutrino oscillation search based on the unique spectral distortions the existence of eV$^2$-scale sterile neutrinos would impart. But as the field has evolved, the current short-baseline (SBL) landscape supports many complex phenomenological interpretations, establishing a need for complementary experimental approaches to resolve the situation. While the global suite of SBL reactor experiments, including PROSPECT, have probed much of the sterile neutrino parameter space, there remains a large region above 1 eV$^2$ that remains unaddressed. Recent results from BEST confirm the Gallium Anomaly, increasing its significance to $\sim 5\sigma$, with sterile neutrinos providing a possible explanation of this anomaly. Separately, the MicroBooNE exclusion of electron-like signatures causing the MiniBooNE low-energy excess does not eliminate the possibility of sterile neutrinos as an explanation. Focusing specifically on the future use of reactors as a neutrino source for beyond-the-standard-model physics and applications, higher-precision spectral measurements still have a role to play. These recent results have created a confusing landscape which requires new data to disentangle the seemingly contradictory measurements. To directly probe $\overline{\nu}_{e}$ disappearance from high $\Delta m^2$ sterile neutrinos, the PROSPECT collaboration proposes to build an upgraded and improved detector, PROSPECT-II. It features an evolutionary detector design which can be constructed and deployed within one year and have impactful physics with as little as one calendar year of data., Comment: contribution to Snowmass 2021

13. A direct test of Auger cascade induced nucleation from heavy element contamination in C$_3$F$_8$ bubble chambers

Abstract: Understanding and quantifying the gamma-induced bubble nucleation background in clean nuclear recoil detection bubble chambers is of utmost importance to bubble chamber based dark matter searches. We present data confirming the hypothesis that large Auger cascades from high-Z elements such as iodine and xenon dramatically increase the response of C$_3$F$_8$ bubble chambers to gamma rays. These tests, performed with a small calibration bubble chamber filled with C$_3$F$_8$+$\mathcal{O}$(10) ppm xenon, show that the probability of bubble nucleation scales with the rate of xenon inner-shell vacancies, reaching values >$10\%$ per K-Shell vacancy for Seitz thresholds of interest to future dark matter searches in bubble chambers. We also place an upper limit on bubble nucleation probability for argon Auger events, relevant to large future bubble chambers which may contain some residual atmospheric argon after the active fluid fill., Comment: 14 pages, 7 figures. Abstract: The EXO-200 experiment searched for neutrinoless double-beta decay of $^{136}$Xe with a single-phase liquid xenon detector. It used an active mass of 110 kg of 80.6%-enriched liquid xenon in an ultra-low background time projection chamber with ionization and scintillation detection and readout. This paper describes the design and performance of the various support systems necessary for detector operation, including cryogenics, xenon handling, and controls. Abstract: The Precision Reactor Oscillation and Spectrum Experiment, PROSPECT, has made world-leading measurements of reactor antineutrinos at short baselines. In its first phase, conducted at the High Flux Isotope Reactor (HFIR) at Oak Ridge National Laboratory, PROSPECT produced some of the strongest limits on eV-scale sterile neutrinos, made a precision measurement of the reactor antineutrino spectrum from $^{235}$U, and demonstrated the observation of reactor antineutrinos in an aboveground detector with good energy resolution and well-controlled backgrounds. The PROSPECT collaboration is now preparing an upgraded detector, PROSPECT-II, to probe yet unexplored parameter space for sterile neutrinos and contribute to a full resolution of the Reactor Antineutrino Anomaly, a longstanding puzzle in neutrino physics. By pressing forward on the world's most precise measurement of the $^{235}$U antineutrino spectrum and measuring the absolute flux of antineutrinos from $^{235}$U, PROSPECT-II will sharpen a tool with potential value for basic neutrino science, nuclear data validation, and nuclear security applications. Following a two-year deployment at HFIR, an additional PROSPECT-II deployment at a low enriched uranium reactor could make complementary measurements of the neutrino yield from other fission isotopes. PROSPECT-II provides a unique opportunity to continue the study of reactor antineutrinos at short baselines, taking advantage of demonstrated elements of the original PROSPECT design and close access to a highly enriched uranium reactor core.

Abstract: The PROSPECT and STEREO collaborations present a combined measurement of the pure $^{235}$U antineutrino spectrum, without site specific corrections or detector-dependent effects. The spectral measurements of the two highest precision experiments at research reactors are found to be compatible with $\chi^2/\mathrm{ndf} = 24.1/21$, allowing a joint unfolding of the prompt energy measurements into antineutrino energy. This $\bar{\nu}_e$ energy spectrum is provided to the community, and an excess of events relative to the Huber model is found in the 5-6 MeV region. When a Gaussian bump is fitted to the excess, the data-model $\chi^2$ value is improved, corresponding to a $2.4\sigma$ significance.

Abstract: A joint determination of the reactor antineutrino spectra resulting from the fission of $^{235}$U and $^{239}$Pu has been carried out by the Daya Bay and PROSPECT collaborations. This Letter reports the level of consistency of $^{235}$U spectrum measurements from the two experiments and presents new results from a joint analysis of both data sets. The measurements are found to be consistent. The combined analysis reduces the degeneracy between the dominant $^{235}$U and $^{239}$Pu isotopes and improves the uncertainty of the $^{235}$U spectral shape to about 3\%. The ${}^{235}$U and $^{239}$Pu antineutrino energy spectra are unfolded from the jointly deconvolved reactor spectra using the Wiener-SVD unfolding method, providing a data-based reference for other reactor antineutrino experiments and other applications. Abstract: If dark matter has mass lower than around 1 GeV, it will not impart enough energy to cause detectable nuclear recoils in many direct-detection experiments. However, if dark matter is upscattered to high energy by collisions with cosmic rays, it may be detectable in both direct-detection experiments and neutrino experiments. We report the results of a dedicated search for boosted dark matter upscattered by cosmic rays using the PROSPECT reactor antineutrino experiment. We show that such a flux of upscattered dark matter would display characteristic diurnal sidereal modulation, and use this to set new experimental constraints on sub-GeV dark matter exhibiting large interaction cross-sections., Comment: 11 pages, 8 figures

Abstract: The physics reach of a low threshold (100 eV) scintillating argon bubble chamber sensitive to Coherent Elastic neutrino-Nucleus Scattering (CE$\nu$NS) from reactor neutrinos is studied. The sensitivity to the weak mixing angle, neutrino magnetic moment, and a light $Z'$ gauge boson mediator are analyzed. A Monte Carlo simulation of the backgrounds is performed to assess their contribution to the signal. The analysis shows that world-leading sensitivities are achieved with a one-year exposure for a 10 kg chamber at 3 m from a 1 MW$_{th}$ research reactor or a 100 kg chamber at 30 m from a 2000 MW$_{th}$ power reactor. Abstract: We comment on the claimed observation [arXiv:arXiv:2005.05301] of sterile neutrino oscillations by the Neutrino-4 collaboration. Such a claim, which requires the existence of a new fundamental particle, demands a level of rigor commensurate with its impact. The burden lies with the Neutrino-4 collaboration to provide the information necessary to prove the validity of their claim to the community. In this note, we describe aspects of both the data and analysis method that might lead to an oscillation signature arising from a null experiment and describe additional information needed from the Neutrino-4 collaboration to support the oscillation claim. Additionally, as opposed to the assertion made by the Neutrino-4 collaboration, we also show that the method of 'coherent summation' using the $L/E$ parameter produces similar results to the methods used by the PROSPECT and the STEREO collaborations., Comment: 5 pages, 3 figures

Abstract: We present a detailed report on sterile neutrino oscillation and U-235 antineutrino energy spectrum measurement results from the PROSPECT experiment at the highly enriched High Flux Isotope Reactor (HFIR) at Oak Ridge National Laboratory. In 96 calendar days of data taken at an average baseline distance of 7.9 m from the center of the 85 MW HFIR core, the PROSPECT detector has observed more than 50,000 interactions of antineutrinos produced in beta decays of U-235 fission products. New limits on the oscillation of antineutrinos to light sterile neutrinos have been set by comparing the detected energy spectra of ten reactor-detector baselines between 6.7 and 9.2 meters. Measured differences in energy spectra between baselines show no statistically significant indication of antineutrinos to sterile neutrino oscillation and disfavor the Reactor Antineutrino Anomaly best-fit point at the 2.5$\sigma$ confidence level. The reported U-235 antineutrino energy spectrum measurement shows excellent agreement with energy spectrum models generated via conversion of the measured U-235 beta spectrum, with a $\chi^2$/DOF of 31/31. PROSPECT is able to disfavor at 2.4$\sigma$ confidence level the hypothesis that U-235 antineutrinos are solely responsible for spectrum discrepancies between model and data obtained at commercial reactor cores. A data-model deviation in PROSPECT similar to that observed by commercial core experiments is preferred with respect to no observed deviation, at a 2.2$\sigma$ confidence level., Comment: 42 pages, 52 Figures. Abstract: Reactor neutrino experiments have seen major improvements in precision in recent years. With the experimental uncertainties becoming lower than those from theory, carefully considering all sources of $\overline{\nu}_{e}$ is important when making theoretical predictions. One source of $\overline{\nu}_{e}$ that is often neglected arises from the irradiation of the nonfuel materials in reactors. The $\overline{\nu}_{e}$ rates and energies from these sources vary widely based on the reactor type, configuration, and sampling stage during the reactor cycle and have to be carefully considered for each experiment independently. In this article, we present a formalism for selecting the possible $\overline{\nu}_{e}$ sources arising from the neutron captures on reactor and target materials. We apply this formalism to the High Flux Isotope Reactor (HFIR) at Oak Ridge National Laboratory, the $\overline{\nu}_{e}$ source for the the Precision Reactor Oscillation and Spectrum Measurement (PROSPECT) experiment. Overall, we observe that the nonfuel $\overline{\nu}_{e}$ contributions from HFIR to PROSPECT amount to 1\% above the inverse beta decay threshold with a maximum contribution of 9\% in the 1.8--2.0~MeV range. Nonfuel contributions can be particularly high for research reactors like HFIR because of the choice of structural and reflector material in addition to the intentional irradiation of target material for isotope production. We show that typical commercial pressurized water reactors fueled with low-enriched uranium will have significantly smaller nonfuel $\overline{\nu}_{e}$ contribution.

Abstract: Liquid xenon (LXe) is employed in a number of current and future detectors for rare event searches. We use the EXO-200 experimental data to measure the absolute scintillation and ionization yields generated by $\gamma$ interactions from $^{228}$Th (2615~keV), $^{226}$Ra (1764~keV) and $^{60}$Co (1332~keV and 1173~keV) calibration sources, over a range of electric fields. The $W$-value that defines the recombination-independent energy scale is measured to be $11.5~\pm~0.5$~(syst.)~$\pm~0.1$~(stat.) eV. These data are also used to measure the recombination fluctuations in the number of electrons and photons produced by the calibration sources at the MeV-scale, which deviate from extrapolations of lower-energy data. Additionally, a semi-empirical model for the energy resolution of the detector is developed, which is used to constrain the recombination efficiency, i.e., the fraction of recombined electrons that result in the emission of a detectable photon. Detailed measurements of the absolute charge and light yields for MeV-scale electron recoils are important for predicting the performance of future neutrinoless double beta decay detectors.

Abstract: Adopting the Standard Halo Model (SHM) of an isotropic Maxwellian velocity distribution for dark matter (DM) particles in the Galaxy, the most stringent current constraints on their spin-dependent scattering cross-section with nucleons come from the IceCube neutrino observatory and the PICO-60 C$_3$F$_8$ superheated bubble chamber experiments. The former is sensitive to high energy neutrinos from the self-annihilation of DM particles captured in the Sun, while the latter looks for nuclear recoil events from DM scattering off nucleons. Although slower DM particles are more likely to be captured by the Sun, the faster ones are more likely to be detected by PICO. Recent N-body simulations suggest significant deviations from the SHM for the smooth halo component of the DM, while observations hint at a dominant fraction of the local DM being in substructures. We use the method of Ferrer et al. (2015) to exploit the complementarity between the two approaches and derive conservative constraints on DM-nucleon scattering. Our results constrain $\sigma_{\mathrm{SD}} \lesssim 3 \times 10^{-39} \mathrm{cm}^2$ (6 $ \times 10^{-38} \mathrm{cm}^2$) at $\gtrsim 90\%$ C.L. for a DM particle of mass 1~TeV annihilating into $\tau^+ \tau^-$ ($b\bar{b}$) with a local density of $\rho_{\mathrm{DM}} = 0.3~\mathrm{ GeV/cm}^3$. Abstract: The Precision Reactor Oscillation and Spectrum (PROSPECT) Experiment is a reactor neutrino experiment designed to search for sterile neutrinos with a mass on the order of 1 eV/c$^2$ and to measure the spectrum of electron antineutrinos from a highly-enriched $^{235}$U nuclear reactor. The PROSPECT detector consists of an 11 by 14 array of optical segments in $^{6}$Li-loaded liquid scintillator at the High Flux Isotope Reactor in Oak Ridge National Laboratory. Antineutrino events are identified via inverse beta decay and read out by photomultiplier tubes located at the ends of each segment. The detector response is characterized using a radioactive source calibration system. This paper describes the design, operation, and performance of the PROSPECT source calibration system.

Abstract: The primary advantage of moderately superheated bubble chamber detectors is their simultaneous sensitivity to nuclear recoils from WIMP dark matter and insensitivity to electron recoil backgrounds. A comprehensive analysis of PICO gamma calibration data demonstrates for the first time that electron recoils in C$_3$F$_8$ scale in accordance with a new nucleation mechanism, rather than one driven by a hot-spike as previously supposed. Using this semi-empirical model, bubble chamber nucleation thresholds may be tuned to be sensitive to lower energy nuclear recoils while maintaining excellent electron recoil rejection. The PICO-40L detector will exploit this model to achieve thermodynamic thresholds as low as 2.8 keV while being dominated by single-scatter events from coherent elastic neutrino-nucleus scattering of solar neutrinos. In one year of operation, PICO-40L can improve existing leading limits from PICO on spin-dependent WIMP-proton coupling by nearly an order of magnitude for WIMP masses greater than 3 GeV c$^{-2}$ and will have the ability to surpass all existing non-xenon bounds on spin-independent WIMP-nucleon coupling for WIMP masses from 3 to 40 GeV c$^{-2}$., Comment: 18 pages, 12 figures

Abstract: PROSPECT, the Precision Reactor Oscillation and SPECTrum experiment, is a short-baseline reactor antineutrino experiment designed to provide precision measurements of the $^{235}$U product $\overline{\nu}_e$ spectrum of utilizing an optically segmented 4-ton liquid scintillator detector. PROSPECT's segmentation system, the optical grid, plays a central role in reconstructing the position and energy of $\overline{\nu}_e$ interactions in the detector. This paper is the technical reference for this PROSPECT subsystem, describing its design, fabrication, quality assurance, transportation and assembly in detail. In addition, the dimensional, optical and mechanical characterizations of optical grid components and the assembled PROSPECT target are also presented. Abstract: Final results are reported from operation of the PICO-60 C$_3$F$_8$ dark matter detector, a bubble chamber filled with 52 kg of C$_3$F$_8$ located in the SNOLAB underground laboratory. The chamber was operated at thermodynamic thresholds as low as 1.2 keV without loss of stability. A new blind 1404-kg-day exposure at 2.45 keV threshold was acquired with approximately the same expected total background rate as the previous 1167-kg-day exposure at 3.3 keV. This increased exposure is enabled in part by a new optical tracking analysis to better identify events near detector walls, permitting a larger fiducial volume. These results set the most stringent direct-detection constraint to date on the WIMP-proton spin-dependent cross section at 2.5 $\times$ 10$^{-41}$ cm$^2$ for a 25 GeV WIMP, and improve on previous PICO results for 3-5 GeV WIMPs by an order of magnitude., Comment: 9 pages, 8 figures

Abstract: This work reports the production and characterization of lithium-loaded liquid scintillator (LiLS) for the Precision Reactor Oscillation and Spectrum Experiment (PROSPECT). Fifty-nine 90 liter batches of LiLS (${}^6{\rm Li}$ mass fraction 0.082%$\pm$0.001%) were produced and samples from all batches were characterized by measuring their optical absorbance relative to air, light yield relative to a pure liquid scintillator reference, and pulse shape discrimination capability. Abstract: This Letter reports the first measurement of the $^{235}$U $\overline{\nu_{e}}$ energy spectrum by PROSPECT, the Precision Reactor Oscillation and Spectrum experiment, operating 7.9m from the 85MW$_{\mathrm{th}}$ highly-enriched uranium (HEU) High Flux Isotope Reactor. With a surface-based, segmented detector, PROSPECT has observed 31678$\pm$304 (stat.) $\overline{\nu_{e}}$-induced inverse beta decays (IBD), the largest sample from HEU fission to date, 99% of which are attributed to $^{235}$U. Despite broad agreement, comparison of the Huber $^{235}$U model to the measured spectrum produces a $\chi^2/ndf = 51.4/31$, driven primarily by deviations in two localized energy regions. The measured $^{235}$U spectrum shape is consistent with a deviation relative to prediction equal in size to that observed at low-enriched uranium power reactors in the $\overline{\nu_{e}}$ energy region of 5-7MeV.

Abstract: The identification of non-signal events is a major hurdle to overcome for bubble chamber dark matter experiments such as PICO-60. The current practice of manually developing a discriminator function to eliminate background events is difficult when available calibration data is frequently impure and present only in small quantities. In this study, several different discriminator input/preprocessing formats and neural network architectures are applied to the task. First, they are optimized in a supervised learning context. Abstract: The Precision Reactor Oscillation and Spectrum Experiment, PROSPECT, is designed to make both a precise measurement of the antineutrino spectrum from a highly-enriched uranium reactor and to probe eV-scale sterile neutrinos by searching for neutrino oscillations over meter-long baselines. PROSPECT utilizes a segmented $^6$Li-doped liquid scintillator detector for both efficient detection of reactor antineutrinos through the inverse beta decay reaction and excellent background discrimination. PROSPECT is a movable 4-ton antineutrino detector covering distances of 7m to 13m from the High Flux Isotope Reactor core. It will probe the best-fit point of the $\bar\nu_e$ disappearance experiments at 4$\sigma$ in 1 year and the favored regions of the sterile neutrino parameter space at more than 3$\sigma$ in 3 years. Abstract: This Letter reports the first scientific results from the observation of antineutrinos emitted by fission products of $^{235}$U at the High Flux Isotope Reactor. PROSPECT, the Precision Reactor Oscillation and Spectrum Experiment, consists of a segmented 4 ton $^6$Li-doped liquid scintillator detector covering a baseline range of 7-9 m from the reactor and operating under less than 1 meter water equivalent overburden. Data collected during 33 live-days of reactor operation at a nominal power of 85 MW yields a detection of 25461 $\pm$ 283 (stat.) inverse beta decays. Observation of reactor antineutrinos can be achieved in PROSPECT at 5$\sigma$ statistical significance within two hours of on-surface reactor-on data-taking. Abstract: This paper describes the design and performance of a 50 liter, two-segment $^{6}$Li-loaded liquid scintillator detector that was designed and operated as prototype for the PROSPECT (Precision Reactor Oscillation and Spectrum) Experiment. The two-segment detector was constructed according to the design specifications of the experiment. It features low-mass optical separators, an integrated source and optical calibration system, and materials that are compatible with the $^{6}$Li-doped scintillator developed by PROSPECT. We demonstrate a high light collection of 850$\pm$20 PE/MeV, an energy resolution of $\sigma$ = 4.0$\pm$0.2% at 1 MeV, and efficient pulse-shape discrimination of low $dE/dx$ (electronic recoil) and high $dE/dx$ (nuclear recoil) energy depositions. An effective scintillation attenuation length of 85$\pm$3 cm is measured in each segment. The 0.1% by mass concentration of $^{6}$Li in the scintillator results in a measured neutron capture time of $\tau$ = 42.8$\pm$0.2 $\mu s$. The long-term stability of the scintillator is also discussed. Abstract: We report results from a systematic measurement campaign conducted to identify low radioactivity materials for the construction of the EXO-200 double beta decay experiment. Partial results from this campaign have already been reported in a 2008 paper by the EXO collaboration. Here we release the remaining data, collected since 2007, to the public. The data reported were obtained using a variety of analytic techniques. The measurement sensitivities are among the best in the field. Construction of the EXO-200 detector has been concluded, and Phase-I data was taken from 2011 to 2014. Abstract: New results are reported from the operation of the PICO-60 dark matter detector, a bubble chamber filled with 52 kg of C$_3$F$_8$ located in the SNOLAB underground laboratory. As in previous PICO bubble chambers, PICO-60 C$_3$F$_8$ exhibits excellent electron recoil and alpha decay rejection, and the observed multiple-scattering neutron rate indicates a single-scatter neutron background of less than 1 event per month. A blind analysis of an efficiency-corrected 1167-kg-day exposure at a 3.3-keV thermodynamic threshold reveals no single-scattering nuclear recoil candidates, consistent with the predicted background. These results set the most stringent direct-detection constraint to date on the WIMP-proton spin-dependent cross section at 3.4 $\times$ 10$^{-41}$ cm$^2$ for a 30-GeV$\thinspace$c$^{-2}$ WIMP, more than one order of magnitude improvement from previous PICO results., Comment: 6 pages, 6 figures

Abstract: New data are reported from a second run of the 2-liter PICO-2L C$_3$F$_8$ bubble chamber with a total exposure of 129$\,$kg-days at a thermodynamic threshold energy of 3.3$\,$keV. These data show that measures taken to control particulate contamination in the superheated fluid resulted in the absence of the anomalous background events observed in the first run of this bubble chamber. One single nuclear-recoil event was observed in the data, consistent both with the predicted background rate from neutrons and with the observed rate of unambiguous multiple-bubble neutron scattering events. The chamber exhibits the same excellent electron-recoil and alpha decay rejection as was previously reported. These data provide the most stringent direct detection constraints on weakly interacting massive particle (WIMP)-proton spin-dependent scattering to date for WIMP masses $<$ 50$\,$GeV/c$^2$.

Abstract: New data are reported from the operation of the PICO-60 dark matter detector, a bubble chamber filled with 36.8 kg of CF$_3$I and located in the SNOLAB underground laboratory. PICO-60 is the largest bubble chamber to search for dark matter to date. With an analyzed exposure of 92.8 livedays, PICO-60 exhibits the same excellent background rejection observed in smaller bubble chambers. Alpha decays in PICO-60 exhibit frequency-dependent acoustic calorimetry, similar but not identical to that reported recently in a C$_3$F$_8$ bubble chamber. PICO-60 also observes a large population of unknown background events, exhibiting acoustic, spatial, and timing behaviors inconsistent with those expected from a dark matter signal. These behaviors allow for analysis cuts to remove all background events while retaining $48.2\%$ of the exposure. Stringent limits on weakly interacting massive particles interacting via spin-dependent proton and spin-independent processes are set, and most interpretations of the DAMA/LIBRA modulation signal as dark matter interacting with iodine nuclei are ruled out., Comment: v3 to reflect published version

Abstract: A meter-long, 23-liter EJ-309 liquid scintillator detector has been constructed to study the light collection and pulse-shape discrimination performance of elongated scintillator cells for the PROSPECT reactor antineutrino experiment. Abstract: The US neutrino community gathered at the Workshop on the Intermediate Neutrino Program (WINP) at Brookhaven National Laboratory February 4-6, 2015 to explore opportunities in neutrino physics over the next five to ten years. Scientists from particle, astroparticle and nuclear physics participated in the workshop. The workshop examined promising opportunities for neutrino physics in the intermediate term, including possible new small to mid-scale experiments, US contributions to large experiments, upgrades to existing experiments, R&D plans and theory. The workshop was organized into two sets of parallel working group sessions, divided by physics topics and technology. Physics working groups covered topics on Sterile Neutrinos, Neutrino Mixing, Neutrino Interactions, Neutrino Properties and Astrophysical Neutrinos. Abstract: New data are reported from the operation of a 2-liter C$_3$F$_8$ bubble chamber in the 2100 meter deep SNOLAB underground laboratory, with a total exposure of 211.5 kg-days at four different recoil energy thresholds ranging from 3.2 keV to 8.1 keV. These data show that C3F8 provides excellent electron recoil and alpha rejection capabilities at very low thresholds, including the first observation of a dependence of acoustic signal on alpha energy. Twelve single nuclear recoil event candidates were observed during the run. The candidate events exhibit timing characteristics that are not consistent with the hypothesis of a uniform time distribution, and no evidence for a dark matter signal is claimed. These data provide the most sensitive direct detection constraints on WIMP-proton spin-dependent scattering to date, with significant sensitivity at low WIMP masses for spin-independent WIMP-nucleon scattering., Comment: 6 pages, 6 figures, v2 to match published version

Abstract: A meter-long, 23-liter EJ-309 liquid scintillator detector has been constructed to study the light collection and pulse-shape discrimination performance of elongated scintillator cells for the PROSPECT reactor antineutrino experiment. The magnitude and uniformity of light collection and neutron-gamma discrimination power in the energy range of antineutrino inverse beta decay products have been studied using gamma and spontaneous fission calibration sources deployed along the cell axis. We also study neutron-gamma discrimination and light collection abilities for differing PMT and reflector configurations. Key design features for optimizing MeV-scale response and background rejection capabilities are identified.

Abstract: We have directly measured the energy threshold and efficiency for bubble nucleation from iodine recoils in a CF3I bubble chamber in the energy range of interest for a dark matter search. These interactions cannot be probed by standard neutron calibration methods, so we develop a new technique by observing the elastic scattering of 12 GeV/c negative pions. The pions are tracked with a silicon pixel telescope and the reconstructed scattering angle provides a measure of the nuclear recoil kinetic energy. The bubble chamber was operated with a nominal threshold of (13.6+-0.6) keV. Interpretation of the results depends on the response to fluorine and carbon recoils, but in general we find agreement with the predictions of the classical bubble nucleation theory. This measurement confirms the applicability of CF3I as a target for spin-independent dark matter interactions and represents a novel technique for calibration of superheated fluid detectors., Comment: 5 pages, 3 figures

Abstract: We report on a search for neutrinoless double-beta decay of $^{136}$Xe with EXO-200. No signal is observed for an exposure of 32.5 kg-yr, with a background of ~1.5 x 10^{-3} /(kg yr keV) in the $\pm 1\sigma$ region of interest. This sets a lower limit on the half-life of the neutrinoless double-beta decay $T_{1/2}^{0\nu\beta\beta}$($^{136}$Xe) > 1.6 x 10$^{25}$ yr (90% CL), corresponding to effective Majorana masses of less than 140-380 meV, depending on the matrix element calculation.
