Making the transition from open-access groundwater rights to sustainable groundwater management is a formidable task for newly formed groundwater sustainability agencies in California. As agencies begin to decide how to make equitable water allocations, how to monitor groundwater use and what mix of supply- and demand-side mechanisms to adopt to satisfy sustainability criteria, the groundwater management strategies in place across other basins in the western United States are worth studying. We surveyed 18 groundwater districts in California and other Western states to identify the management approaches and practices they have instituted. The conclusions we draw suggest a correlative rights framework of water allocation with phase-ins for heavy users; metered pumping; flexible arrangements for trading and carrying over allocations for multiple years; and incentivizing groundwater recharge, including recharge from deep percolation from crops. Rigid formulas for significantly reducing groundwater use in medium- and high-priority basins are likely to have significant negative effects on the regional economy.

The Tropical Cloud Oscillation (TCO) in the Martian atmosphere is a shift of clouds in the northern spring and summer tropical cloud belt between the eastern and western hemispheres on an intra‐seasonal timescale of about 10–40 sols. The TCO is a significant intraseasonal variation and may strongly affect the Martian general circulation, water cycle, and dust cycle. We examine TCOs using multiple data sets with a focus on the clouds observed in Mars Daily Global Maps during Mars Year (MY) 29–35. One or more TCO cycles are observed in each MY and the phenomenon is most prominent during Ls = 135°–185°. Space‐time spectral analysis shows a variety of waves which appear to follow the theoretical dispersion relationships of equatorial waves, such as Kelvin waves, Rossby waves, and Mixed Rossby Gravity waves. The TCO appears to be controlled by zonal wavenumber one traveling waves with Kelvin and Rossby wave characteristics and exhibits a fine‐scale latitudinal structure that requires modeling with sufficient resolution. Issues with current data assimilation products for use in studies of Martian equatorial waves due to this fine‐scale structure are discussed. Plain Language Summary: During martian northern spring and summer, a relatively thick water ice cloud belt is observed in the tropics (approximately 25°S–25°N), which modifies large‐scale circulation, global water transport and the atmospheric dust cycle. We report on a Tropical Cloud Oscillation (TCO) that is a periodic shift in the thickness of this cloud belt between the eastern and western hemispheres on timescales (about 10–40 Mars days) longer than that of weather but shorter than that of seasons. Since the TCO involves changes in clouds and implies changes in circulation, it may also modulate the dust and water cycles. We examine TCOs using image data for Mars Year 29–35 (late 2007 through early 2021). One or more TCO cycles are observed in each Mars Year and the phenomenon is most prominent in late northern summer. A wide variety of atmospheric waves are found during TCOs; however, the most important are equatorial waves traveling eastward and westward with one peak and one trough around the planet. These waves have narrow latitudinal length scales and thus require high resolution numerical models to simulate and properly represent in data assimilation products. The Curiosity rover discovered fine-grained sedimentary rocks, which are inferred to represent an ancient lake and preserve evidence of an environment that would have been suited to support a martian biosphere founded on chemolithoautotrophy. This aqueous environment was characterized by neutral pH, low salinity, and variable redox states of both iron and sulfur species. Carbon, hydrogen, oxygen, sulfur, nitrogen, and phosphorus were measured directly as key biogenic elements; by inference, phosphorus is assumed to have been available. The environment probably had a minimum duration of hundreds to tens of thousands of years. These results highlight the biological viability of fluvial-lacustrine environments in the post-Noachian history of Mars.

Aims: The aims of the study were to determine the types and prevalence of forensic mental health nurse exposure to patient aggression and explore the impact of these exposures on their physical and mental health and work absences. Design: Cross-sectional survey conducted January to April 2020. Methods: All 205 nurses working in an Australian high-security inpatient forensic mental health hospital were invited to participate. An online survey included the Perception of Prevalence of Aggression Scale to measure respondent exposure to types of patient aggression, and the SF-36v2 to measure mental and physical health. Absence from work and other work and individual characteristics were also explored. Results: Sixty-eight respondents completed the survey. Verbal abuse was the most experienced aggression type, followed by physical violence and observing violence, patient self-harming behaviours and sexual violence. Nurses who worked in acute units experienced significantly more exposure to overall aggression than nurses in non-acute units. Higher level of aggression was associated with number of days sick leave taken and days off due to aggression or violence. Higher level of aggression was associated with poorer mental health, and patient self-harming behaviour was associated with poorer physical health. Conclusions: Nurses in acute units experience higher levels of inpatient aggression and are therefore at increased risk of being impacted by the exposure. Findings indicate a psychological impact of exposure to frequent aggression and potential for an accumulative effect of exposure to traumatic events on nurse well-being. Nurses who are victim of, or witness, physical violence are most likely to take time off work. Impact: This study provides further evidence that forensic mental health nurses are frequently exposed to various forms of patient aggression. For some nurses, this exposure to patient aggression negatively impacted their mental and physical health. Employing organizations should therefore prioritize provision of formal support for nurses. The Mars2020 Perseverance Rover landed successfully on the Martian surface on the Jezero Crater floor (18.44°N, 77.45°E) at Martian solar longitude, Ls, ∼5° in February 2021. Since then, it has produced highly valuable environmental measurements with a versatile scientific payload including the MEDA (Mars Environmental Dynamics Analyzer) suite of environmental sensors. One of the MEDA systems is the PS pressure sensor system, which weighs 40 g and has an estimated absolute accuracy of better than 3.5 Pa and a resolution of 0.13 Pa. We present initial results from the first 414 sols of Martian atmospheric surface pressure observations by the PS, whose performance was found to meet its specifications. Observed sol‐averaged atmospheric pressures follow an anticipated pattern of pressure variation in the course of the advancing season and are consistent with data from other landing missions. The observed daily pressure amplitude varies by ∼2%–5 % of the sol‐averaged pressure, with absolute amplitude 10–35 Pa in an approximately direct relationship with airborne dust. During a regional dust storm, which began at Ls ∼ 135°, the daily pressure amplitude roughly doubled. The daily pressure variations were found to be remarkably sensitive to the seasonal evolution of the atmosphere. In particular, analysis of the daily pressure signature revealed diagnostic information likely related to the regional scale structure of the atmosphere. Comparison of Perseverance pressure observations with data from other landers reveals the global scale seasonal behavior of Mars' atmosphere. Plain Language Summary: Mars2020 Perseverance Rover successfully arrived on Mars in February 2021. It landed in an early Martian spring afternoon in a crater north of Mars' equator called Jezero crater. The rover is equipped with meteorological instruments that have so far produced extensive and valuable data for understanding the Martian atmosphere. One of the meteorological instruments is an accurate and precise pressure sensor. The pressure sensor has revealed large changes in the pressure over the seasons that are related to large changes in the actual mass of the Martian atmosphere. This is in line with seasonal pressure changes measured during previous Mars missions and can be explained as the condensation of the atmosphere onto the Martian poles and its subsequent sublimation. On a shorter time scale, the pressure sensor revealed complex pressure changes over a Martian day. These variations are thought to be related to atmospheric dust, whose ubiquitous nature is known to have a strong influence on the Martian climate. As the seasons progressed, the daily pressure variations morphed to exhibit different patterns likely related to the large‐scale regional changes in the atmosphere. Comparison of Perseverance pressure observations with other landers revealed the global nature of the atmosphere.
