Abstract

This study assesses the value chain and competitive advantage of the Qatari date palm sector within the international market. The first part of the study focuses on development strategies to improve the value chain in the State of Qatar. A "strengths, weak- nesses, opportunities, and threats" (SWOT) analysis was used to explore challenges and opportunities leading to improvements in the marketing, commercialization, and competitiveness of dates and date palm products in Qatar. The SWOT analysis revealed that the diversification of date varieties and orientation toward modern plantations are the greatest strengths of the date value chain. However, increasing competition in regional and global date markets is a major threat to the date sector in the country. The second section of the study assesses the competitiveness of the Qatari date palm sector in the international market using a set of widely used indicators, including the market share, revealed comparative advantage, and trade balance index. The empirical findings reveal that Qatar is not competitive in the international date palm market given its very low comparative advantage. The study suggests that a strategy must be driven by stakeholders to clearly identify a vision for better marketing, prioritize actions, focus investments to increase competitive- ness and growth, and expand profitability in the date value chain. Abstract

Low adoption of agricultural technologies slows efforts to increase agricultural productivity and enhance rural livelihoods in developing countries. A large body of literature has sought explanations for the problem, but the focus has been mainly on micro-level farm and community factors affecting adoption. Institutional factors such as policies and market conditions, which are also important, have been largely overlooked and, few, if any, studies combine the two levels of analysis. We use Morocco as a case study to analyze institutional and farm-level factors affecting diffusion and adoption of improved wheat varieties. Results show both sides to be important. Institutional factors such as overly stringent variety testing procedures, imbalance of power among actors in the seed sector and ill-conceived variety licensing contracts limit access to seeds of more recently released varieties. Adoption of older new varieties is found to be affected by farm and farmer characteristics, but imperfect access to new seeds, sometimes associated with the failings identified above, is also a constraint. Findings signal the need for increased private engagement in seed multiplication; revised variety testing procedures; alternative royalty mechanisms; and enhanced linkages between public research and private seed companies.

Abstract

Agriculture and agri-food systems of the highly vulnerable Middle East and North Africa (MENA) region needs a radical transformation under a changing climate. Based on a two-year effort, initially we developed a mega hypothesis on how to achieve climate-smart agri-food transformation in the region. In the study, we hypothesized that “Climate-Smart Lifts” implemented in the enabling environments can rapidly facilitate agri-food transformation in the region. In order to gather the stakeholders’ perception about this, we organized a collective conversation among ~400 stakeholders that represent various scales and sectors within the agriculture sector in MENA. These “listening cum learning consultations” were conducted through a survey followed by a series of webinars. The webinar discussions were strategically guided based on our hypothesis, the responses from the surveys and the regional needs. These discussions provided a forum to bring-out the stakeholders’ perspective on what new knowledge, partnerships, instruments and projects were needed in the MENA. The deliberation focused on the opportunities of public–private partnerships focusing in all the four major agroecosystems in MENA (irrigated, rainfed, rangelands, and deserts). In result, we developed an effective framework for strategic resource mobilization in the region, keeping in view the strong regional needs for climate actions and the requisite long-term commitments for the SDGs implementation.

Abstract

This study evaluates the irrigation water volumes' effect on the date palm productivity and water use efficiency under several conventional and improved irrigation systems (surface, subsurface, bubbler, subsurface drip irrigation). The study is focusing on Oman and Saudi Arabia. Data on the water requirement, temperature, and evapotranspiration has been collected from the experimental study conducted at Al-Kamil and Al-Wafi Agricultural Research Station, Oman and Farm Al Briga - research station, Kingdom of Saudi Arabia. The socioeconomics data used was collected from several national and international sources. The partial budgeting method is used for economic comparison between different irrigation systems. In Oman, the performance of bubbler irrigation systems (BI) and subsurface drip irrigation systems (SDI) was studied in terms of water use efficiency, economic performance, and yield of date palms (Cv. Khalas). Three intervention levels on SDI have been used: at the rate of 60%, 40%, and 20% of water requirement. This experimental study showed that SDI under the three intervention uses water more efficiently than the BI system. The water use efficiency (WUE) of the SDI 20%, 40%, and 60% of water requirements were 2.0, 2.7, and 4.7 kg/m3, respectively. Meanwhile, the BI water use efficiency was 1.3 kg/m3. Economic findings confirmed using the SDI method vs. the BI method increased the cost of establishment but is economical in the long term. Therefore, measures can be taken to reduce the cost of equipment by promoting the production and supply of low-cost SDI systems. In Kingdom of Saudi Arabia, surface drip (SD) irrigation and SDI performance were evaluated in terms of water use efficiency, economic viability, and date palms yield (Cv. Khalas). The results showed that SDI was more efficient in comparison to the drip irrigation (DI) technology. The SDI could save about 27% of irrigation water compared to SD. The results also confirmed that the SDI system produced the same date palm yield while saving the irrigation water. Findings indicate that the SDI compared to the DI could save between 125 and 205 $/ha. This result suggests water economic profitability by using the SDI system in date palm farming. These findings indicate a significant difference in net profit. Overall, the adoption of modern irrigation techniques such as drip and subsurface drip irrigation is essential today for this very arid region. This is mainly to increase WUE and Yield. In a short time, the capital cost associated with installing such a system limits adopting this technology. Thus, to accelerate the adoption process of these technologies, it is imperative to create favourable conditions so that a more significant number of farmers can benefit from the benefits of such technologies. The creation of strong networking among different institutions related to applying this modern irrigation technology and public and private financial institutions and support services could be an example of mechanisms to enhance adoption. 60 ÖZET Çalışma iki bölümden oluşmaktadır: (1) Suriye, de depolanmış ürün zararlılarının surveyi ve (2) Halep (Suriye),de farklı tipteki hububat depolarında toplanmış Rhizopertha dominica (Fabricius)nm phosphine karşı dayanıklılığının varlığı, yayılışı ve nedenlerinin araştırması. Suriye'de farklı ürün üretiminin yapıldığı bölgelerde 40'dan fazla depodan 52 örnek toplanmıştır. Bu örneklerde en yaygın ve birincil zararlı olarak, herikiside %63 oranında bulunan Sitophilus spp. ve R. dominica saptanmıştır. Diğer zararlılardan Oryzaephilus surinamensis (Linnaeus) %33 Trogoderma granarium Everts %20, Sitotrocra cerealella (Olivier) %8 oranında örneklerde bulunduğu belirlenmiştir. İkincil zararlılardan Tribolium spp. toplanan örneklerde %93 oranında bulunan en yaygın türlerdir, bu gruptan Tenebriodes mauritanicus (Linnaeus) %15, Ephestia kuehniella Zeller %10, Cryptolestes ferrigineus (Stephens) %3 oranında bulunduğu saptanmıştır. Toplanan dokuz baklagil örneğinde Callosobruchus chinensis (Linnaeus) hakim zararlı olup %67 oranında bulunmaktadır, Callosobruchus maculatus (Fabricius) %44, her bir Bruchus ( Bruchus lentis Froelick ve B. pisorum (Linnaeus)) türü ise %il oranında bulunduğu kaydedilmiştir. Depolanmış ürünlerdeki zararlılarla ile mücadele yoğun bir şekilde kullanılan phosphine fumigasyonu ile yapılmaktadır. Phosphine1nin uygulama kolaylığı, etkinliğinin fazla olması ve emniyeti nedeni ile geniş bir kullanım alanı bulmaktadır. Bulunla beraber, fumigasyon hataları ve etkisinin giderek azalması ile ilgili kayıtlar oldukça artmaktadır. Bu konu ile ilgili olarak Suriye ve komşu ülkelerde phosphine yaygınlığı ve dayanıklılığı ile ilgili çalışmalar ise çok azdır. Bu çalışmada Kuzey Suriye'de 14 farklı tipteki `depodan61 toplanan Rhizopertha dominica örnekleri laboratuvarda biri önerilen doz olmak üzere, 3 ayrı phosphine dozunda fumige edilmiştir. Sonuçta test edilen 14 örnekten ikisinde önerilen dozda %41 ve %71 oranında ölüm saptanmıştır. LD50 seviyesinde dayanıklılık oranı bu iki örnekte 2.8 ve 8.1, LDçg seviyesinde ise 3.4 ve 3.8 olarak belirlenmiştir. Tüm depolardaki fumigasyon uygulamaları dikkate alındığında, phosphine karşı dayanıklılığın oluşumunda uygulama hatalarının katkısı olabilir. 62 SUMMARY The study was comprised of two parts: (1) a survey on storage insect pests in Syria, and (2) phosphine susceptibility tests to investigate the presence, extent, and reasons for phosphine resistance in Rhizopertha dominica (Fabricius) strains collected from Aleppo, Syria. In the survey 52 samples were collected from more than 40 storage facilities located in the different crop production areas of Syria. The results showed that Sitophilus spp. and R. dominica (Fabricius) were the most prevalent primary pests occurring both in 63% of the host samples, compared to 33% for Oryzaephilus surinamensis (Linnaeus), 20% for Trigoderma granarium Everts, and 8% for Sitotroga cerealella (Olivier). For the secondary pests Tribolium species were the most prevalent occurring in 93% of the host samples, compared to 15% for Tenebriodes mauritanicus (Linnaeus), 10% for Ephestia kuehniella Zeller, 10% for Plodia interpuntella (Hübner), and 3% for Crvptolestes ferrigineus (Stephens). In 9 legume samples Callosobruchus chinensis (Linnaeus) was dominant occurring, in 67% of the samples compared to 44% for Callosobruchs maculatus (Fabricius) and 11% for each of the two Bruchus species ( Bruchus lentis Froelich and Bruchus pisorum (Linnaeus)). Storage pest control relies heavily on fumigation with phosphine. The popularity of phosphine is due to its ease of application, effectiveness, and safety. However, the number of reports concerning fumigation failing to control pests has considerably increased. The information on presence, and extent of resistance in Syria and neighboring countries is very limited. In this study 14 strains of Rhizopertha dominica (Fabricius) from storage facilities of Northern Syria were63 exposed to three phosphine fumigation tests, including discriminating dosages. Two out of the 14 strains tested were resistant with mortality rates of 41% and 71% at the discriminating dose respectively. The range of resistance ratios was 2.8 to 8.1 at the LD 50 level and 3.4 to 3.8 at the LD 90 level. Whole godown fumigation practices and inadequate monitoring may have contributed to the buildup of resistance. 70
