Abstract: The DArk Matter In CCDs at Modane (DAMIC-M) experiment is designed to search for light dark matter (m$_{\chi}$<10\,GeV/c$^2$) at the Laboratoire Souterrain de Modane (LSM) in France. DAMIC-M will use skipper charge-coupled devices (CCDs) as a kg-scale active detector target. Its single-electron resolution will enable eV-scale energy thresholds and thus world-leading sensitivity to a range of hidden sector dark matter candidates. A DAMIC-M prototype, the Low Background Chamber (LBC), has been taking data at LSM since 2022. The LBC provides a low-background environment, which has been used to characterize skipper CCDs, study dark current, and measure radiopurity of materials planned for DAMIC-M. It also allows testing of various subsystems like readout electronics, data acquisition software, and slow control. This paper describes the technical design and performance of the LBC.

Abstract: We present results from a 3.25 kg-day target exposure of two silicon charge-coupled devices (CCDs), each with 24 megapixels and skipper readout, deployed in the DAMIC setup at SNOLAB. With a reduction in pixel readout noise of a factor of 10 relative to the previous detector, we investigate the excess population of low-energy events in the CCD bulk previously observed above expected backgrounds. We address the dominant systematic uncertainty of the previous analysis through a depth fiducialization designed to reject surface backgrounds on the CCDs. The measured bulk ionization spectrum confirms the presence of an excess population of low-energy events in the CCD target with characteristic rate of ∼7 events per kg-day and electron-equivalent energies of ∼80 eV, whose origin remains unknown.

Abstract: Charge-coupled devices (CCDs) are a leading technology in direct dark matter searches because of their eV-scale energy threshold and high spatial resolution. The sensitivity of future CCD experiments could be enhanced by distinguishing nuclear recoil signals from electronic recoil backgrounds in the CCD silicon target. We present a technique for event-by-event identification of nuclear recoils based on the spatial correlation between the primary ionization event and the lattice defect left behind by the recoiling atom, later identified as a localized excess of leakage current under thermal stimulation. By irradiating a CCD with an $^{241}$Am$^{9}$Be neutron source, we demonstrate $>93\%$ identification efficiency for nuclear recoils with energies $>150$ keV, where the ionization events were confirmed to be nuclear recoils from topology. The technique remains fully efficient down to 90 keV, decreasing to 50$\%$ at 8 keV, and reaching ($6\pm2$)$\%$ at 1.5--3.5 keV. Irradiation with a $^{24}$Na $\gamma$-ray source shows no evidence of defect generation by electronic recoils, with the fraction of electronic recoils with energies $<85$ keV that are spatially correlated with defects $<0.1$$\%$., Comment: 9 pages, 7 figures

Abstract: Dark Matter (DM) particles with sufficiently large cross sections may scatter as they travel through Earth's bulk. The corresponding changes in the DM flux give rise to a characteristic daily modulation signal in detectors sensitive to DM-electron interactions. Here, we report results obtained from the first underground operation of the DAMIC-M prototype detector searching for such a signal from DM with MeV-scale mass. A model-independent analysis finds no modulation in the rate of 1$e^-$ events with sidereal period, where a DM signal would appear. We then use these data to place exclusion limits on DM in the mass range [0.53, 2.7] MeV/c$^2$ interacting with electrons via a dark photon mediator. Taking advantage of the time-dependent signal we improve by $\sim$2 orders of magnitude on our previous limit obtained from the total rate of 1$e^-$ events, using the same data set. This daily modulation search represents the current strongest limit on DM-electron scattering via ultralight mediators for DM masses around 1 MeV/c$^2$.

Abstract: We report constraints on sub-GeV dark matter particles interacting with electrons from the first underground operation of DAMIC-M detectors. The search is performed with an integrated exposure of 85.23 g days, and exploits the subelectron charge resolution and low level of dark current of DAMIC-M charge-coupled devices (CCDs). Dark-matter-induced ionization signals above the detector dark current are searched for in CCD pixels with charge up to 7e$^-$. With this dataset we place limits on dark matter particles of mass between 0.53 and 1000 MeV/$c^2$, excluding unexplored regions of parameter space in the mass ranges [1.6,1000] MeV/$c^2$ and [1.5,15.1] MeV/$c^2$ for ultralight and heavy mediator interactions, respectively.

Abstract: The DAMIC-M (DArk Matter In CCDs at Modane) experiment employs thick, fully depleted silicon charged-coupled devices (CCDs) to search for dark matter particles with a target exposure of 1 kg-year. A novel skipper readout implemented in the CCDs provides single electron resolution through multiple non-destructive measurements of the individual pixel charge, pushing the detection threshold to the eV-scale. DAMIC-M will advance by several orders of magnitude the exploration of the dark matter particle hypothesis, in particular of candidates pertaining to the so-called "hidden sector." A prototype, the Low Background Chamber (LBC), with 20g of low background Skipper CCDs, has been recently installed at Laboratoire Souterrain de Modane and is currently taking data. Abstract: Experiments aiming to directly detect dark matter through particle recoils can achieve energy thresholds of $\mathcal{O}(1\,\mathrm{eV})$. In this regime, ionization signals from small-angle Compton scatters of environmental $\gamma$-rays constitute a significant background. Monte Carlo simulations used to build background models have not been experimentally validated at these low energies. We report a precision measurement of Compton scattering on silicon atomic shell electrons down to 23$\,$eV. A skipper charge-coupled device (CCD) with single-electron resolution, developed for the DAMIC-M experiment, was exposed to a $^{241}$Am $\gamma$-ray source over several months. Features associated with the silicon K, L$_{1}$, and L$_{2,3}$-shells are clearly identified, and scattering on valence electrons is detected for the first time below 100$\,$eV. We find that the relativistic impulse approximation for Compton scattering, which is implemented in Monte Carlo simulations commonly used by direct detection experiments, does not reproduce the measured spectrum below 0.5$\,$keV. The data are in better agreement with $ab$ $initio$ calculations originally developed for X-ray absorption spectroscopy., Comment: 12 pages, 10 figures

Abstract: Coherent elastic neutrino-nucleus scattering (CE$\nu$NS) is a process in which neutrinos scatter on a nucleus which acts as a single particle. Though the total cross section is large by neutrino standards, CE$\nu$NS has long proven difficult to detect, since the deposited energy into the nucleus is $\sim$ keV. In 2017, the COHERENT collaboration announced the detection of CE$\nu$NS using a stopped-pion source with CsI detectors, followed up the detection of CE$\nu$NS using an Ar target. The detection of CE$\nu$NS has spawned a flurry of activities in high-energy physics, inspiring new constraints on beyond the Standard Model (BSM) physics, and new experimental methods. The CE$\nu$NS process has important implications for not only high-energy physics, but also astrophysics, nuclear physics, and beyond. This whitepaper discusses the scientific importance of CE$\nu$NS, highlighting how present experiments such as COHERENT are informing theory, and also how future experiments will provide a wealth of information across the aforementioned fields of physics., Comment: contribution to Snowmasss 2021. Abstract: We comment on the claimed observation [arXiv:arXiv:2005.05301] of sterile neutrino oscillations by the Neutrino-4 collaboration. Such a claim, which requires the existence of a new fundamental particle, demands a level of rigor commensurate with its impact. The burden lies with the Neutrino-4 collaboration to provide the information necessary to prove the validity of their claim to the community. In this note, we describe aspects of both the data and analysis method that might lead to an oscillation signature arising from a null experiment and describe additional information needed from the Neutrino-4 collaboration to support the oscillation claim. Additionally, as opposed to the assertion made by the Neutrino-4 collaboration, we also show that the method of 'coherent summation' using the $L/E$ parameter produces similar results to the methods used by the PROSPECT and the STEREO collaborations., Comment: 5 pages, 3 figures

Abstract: We present a detailed report on sterile neutrino oscillation and U-235 antineutrino energy spectrum measurement results from the PROSPECT experiment at the highly enriched High Flux Isotope Reactor (HFIR) at Oak Ridge National Laboratory. In 96 calendar days of data taken at an average baseline distance of 7.9 m from the center of the 85 MW HFIR core, the PROSPECT detector has observed more than 50,000 interactions of antineutrinos produced in beta decays of U-235 fission products. New limits on the oscillation of antineutrinos to light sterile neutrinos have been set by comparing the detected energy spectra of ten reactor-detector baselines between 6.7 and 9.2 meters. Measured differences in energy spectra between baselines show no statistically significant indication of antineutrinos to sterile neutrino oscillation and disfavor the Reactor Antineutrino Anomaly best-fit point at the 2.5$\sigma$ confidence level. The reported U-235 antineutrino energy spectrum measurement shows excellent agreement with energy spectrum models generated via conversion of the measured U-235 beta spectrum, with a $\chi^2$/DOF of 31/31. PROSPECT is able to disfavor at 2.4$\sigma$ confidence level the hypothesis that U-235 antineutrinos are solely responsible for spectrum discrepancies between model and data obtained at commercial reactor cores. A data-model deviation in PROSPECT similar to that observed by commercial core experiments is preferred with respect to no observed deviation, at a 2.2$\sigma$ confidence level., Comment: 42 pages, 52 Figures. Abstract: Reactor neutrino experiments have seen major improvements in precision in recent years. With the experimental uncertainties becoming lower than those from theory, carefully considering all sources of $\overline{\nu}_{e}$ is important when making theoretical predictions. One source of $\overline{\nu}_{e}$ that is often neglected arises from the irradiation of the nonfuel materials in reactors. The $\overline{\nu}_{e}$ rates and energies from these sources vary widely based on the reactor type, configuration, and sampling stage during the reactor cycle and have to be carefully considered for each experiment independently. In this article, we present a formalism for selecting the possible $\overline{\nu}_{e}$ sources arising from the neutron captures on reactor and target materials. We apply this formalism to the High Flux Isotope Reactor (HFIR) at Oak Ridge National Laboratory, the $\overline{\nu}_{e}$ source for the the Precision Reactor Oscillation and Spectrum Measurement (PROSPECT) experiment. Overall, we observe that the nonfuel $\overline{\nu}_{e}$ contributions from HFIR to PROSPECT amount to 1\% above the inverse beta decay threshold with a maximum contribution of 9\% in the 1.8--2.0~MeV range. Nonfuel contributions can be particularly high for research reactors like HFIR because of the choice of structural and reflector material in addition to the intentional irradiation of target material for isotope production. We show that typical commercial pressurized water reactors fueled with low-enriched uranium will have significantly smaller nonfuel $\overline{\nu}_{e}$ contribution.

Abstract: The Precision Reactor Oscillation and Spectrum (PROSPECT) Experiment is a reactor neutrino experiment designed to search for sterile neutrinos with a mass on the order of 1 eV/c$^2$ and to measure the spectrum of electron antineutrinos from a highly-enriched $^{235}$U nuclear reactor. The PROSPECT detector consists of an 11 by 14 array of optical segments in $^{6}$Li-loaded liquid scintillator at the High Flux Isotope Reactor in Oak Ridge National Laboratory. Antineutrino events are identified via inverse beta decay and read out by photomultiplier tubes located at the ends of each segment. The detector response is characterized using a radioactive source calibration system. This paper describes the design, operation, and performance of the PROSPECT source calibration system.

Abstract: PROSPECT, the Precision Reactor Oscillation and SPECTrum experiment, is a short-baseline reactor antineutrino experiment designed to provide precision measurements of the $^{235}$U product $\overline{\nu}_e$ spectrum of utilizing an optically segmented 4-ton liquid scintillator detector. PROSPECT's segmentation system, the optical grid, plays a central role in reconstructing the position and energy of $\overline{\nu}_e$ interactions in the detector. This paper is the technical reference for this PROSPECT subsystem, describing its design, fabrication, quality assurance, transportation and assembly in detail. In addition, the dimensional, optical and mechanical characterizations of optical grid components and the assembled PROSPECT target are also presented. Abstract: This work reports the production and characterization of lithium-loaded liquid scintillator (LiLS) for the Precision Reactor Oscillation and Spectrum Experiment (PROSPECT). Fifty-nine 90 liter batches of LiLS (${}^6{\rm Li}$ mass fraction 0.082%$\pm$0.001%) were produced and samples from all batches were characterized by measuring their optical absorbance relative to air, light yield relative to a pure liquid scintillator reference, and pulse shape discrimination capability. Abstract: This Letter reports the first measurement of the $^{235}$U $\overline{\nu_{e}}$ energy spectrum by PROSPECT, the Precision Reactor Oscillation and Spectrum experiment, operating 7.9m from the 85MW$_{\mathrm{th}}$ highly-enriched uranium (HEU) High Flux Isotope Reactor. With a surface-based, segmented detector, PROSPECT has observed 31678$\pm$304 (stat.) $\overline{\nu_{e}}$-induced inverse beta decays (IBD), the largest sample from HEU fission to date, 99% of which are attributed to $^{235}$U. Despite broad agreement, comparison of the Huber $^{235}$U model to the measured spectrum produces a $\chi^2/ndf = 51.4/31$, driven primarily by deviations in two localized energy regions. The measured $^{235}$U spectrum shape is consistent with a deviation relative to prediction equal in size to that observed at low-enriched uranium power reactors in the $\overline{\nu_{e}}$ energy region of 5-7MeV.

Abstract: The Precision Reactor Oscillation and Spectrum Experiment, PROSPECT, is designed to make both a precise measurement of the antineutrino spectrum from a highly-enriched uranium reactor and to probe eV-scale sterile neutrinos by searching for neutrino oscillations over meter-long baselines. PROSPECT utilizes a segmented $^6$Li-doped liquid scintillator detector for both efficient detection of reactor antineutrinos through the inverse beta decay reaction and excellent background discrimination. PROSPECT is a movable 4-ton antineutrino detector covering distances of 7m to 13m from the High Flux Isotope Reactor core. It will probe the best-fit point of the $\bar\nu_e$ disappearance experiments at 4$\sigma$ in 1 year and the favored regions of the sterile neutrino parameter space at more than 3$\sigma$ in 3 years. PROSPECT will test the origin of spectral deviations observed in recent $\theta_{13}$ experiments, search for sterile neutrinos, and address the hypothesis of sterile neutrinos as an explanation of the reactor anomaly. Abstract: This Letter reports the first scientific results from the observation of antineutrinos emitted by fission products of $^{235}$U at the High Flux Isotope Reactor. PROSPECT, the Precision Reactor Oscillation and Spectrum Experiment, consists of a segmented 4 ton $^6$Li-doped liquid scintillator detector covering a baseline range of 7-9 m from the reactor and operating under less than 1 meter water equivalent overburden. Data collected during 33 live-days of reactor operation at a nominal power of 85 MW yields a detection of 25461 $\pm$ 283 (stat.) inverse beta decays. Observation of reactor antineutrinos can be achieved in PROSPECT at 5$\sigma$ statistical significance within two hours of on-surface reactor-on data-taking. A reactor-model independent analysis of the inverse beta decay prompt energy spectrum as a function of baseline constrains significant portions of the previously allowed sterile neutrino oscillation parameter space at 95% confidence level and disfavors the best fit of the Reactor Antineutrino Anomaly at 2.2$\sigma$ confidence level., Comment: 7 pages, 5 figures; v3: Added additional supplemental files

Abstract: This paper describes the design and performance of a 50 liter, two-segment $^{6}$Li-loaded liquid scintillator detector that was designed and operated as prototype for the PROSPECT (Precision Reactor Oscillation and Spectrum) Experiment. The two-segment detector was constructed according to the design specifications of the experiment. It features low-mass optical separators, an integrated source and optical calibration system, and materials that are compatible with the $^{6}$Li-doped scintillator developed by PROSPECT. We demonstrate a high light collection of 850$\pm$20 PE/MeV, an energy resolution of $\sigma$ = 4.0$\pm$0.2% at 1 MeV, and efficient pulse-shape discrimination of low $dE/dx$ (electronic recoil) and high $dE/dx$ (nuclear recoil) energy depositions. An effective scintillation attenuation length of 85$\pm$3 cm is measured in each segment. The 0.1% by mass concentration of $^{6}$Li in the scintillator results in a measured neutron capture time of $\tau$ = 42.8$\pm$0.2 $\mu s$. The long-term stability of the scintillator is also discussed. Abstract: The Precision Reactor Oscillation and Spectrum Experiment, PROSPECT, is designed to make a precise measurement of the antineutrino spectrum from a highly-enriched uranium reactor and probe eV-scale sterile neutrinos by searching for neutrino oscillations over meter-long distances. PROSPECT is conceived as a 2-phase experiment utilizing segmented $^6$Li-doped liquid scintillator detectors for both efficient detection of reactor antineutrinos through the inverse beta decay reaction and excellent background discrimination. PROSPECT Phase I consists of a movable 3-ton antineutrino detector at distances of 7 - 12 m from the reactor core. It will probe the best-fit point of the $\nu_e$ disappearance experiments at 4$\sigma$ in 1 year and the favored region of the sterile neutrino parameter space at $>$3$\sigma$ in 3 years. With a second antineutrino detector at 15 - 19 m from the reactor, Phase II of PROSPECT can probe the entire allowed parameter space below 10 eV$^{2}$ at 5$\sigma$ in 3 additional years. The measurement of the reactor antineutrino spectrum and the search for short-baseline oscillations with PROSPECT will test the origin of the spectral deviations observed in recent $\theta_{13}$ experiments, search for sterile neutrinos, and conclusively address the hypothesis of sterile neutrinos as an explanation of the reactor anomaly., Comment: 21 pages, 21 figures

Abstract: A meter-long, 23-liter EJ-309 liquid scintillator detector has been constructed to study the light collection and pulse-shape discrimination performance of elongated scintillator cells for the PROSPECT reactor antineutrino experiment. The magnitude and uniformity of light collection and neutron/gamma discrimination power in the energy range of antineutrino inverse beta decay products have been studied using gamma and spontaneous fission calibration sources deployed along the cell long axis. We also study neutron-gamma discrimination and light collection abilities for differing PMT and reflector configurations. Abstract: Research reactors host a wide range of activities that make use of the intense neutron fluxes generated at these facilities. Recent interest in performing measurements with relatively low event rates, e.g. reactor antineutrino detection, at these facilities necessitates a detailed understanding of background radiation fields. Both reactor-correlated and naturally occurring background sources are potentially important, even at levels well below those of importance for typical activities. Here we describe a comprehensive series of background assessments at three high-power research reactors, including $\gamma$-ray, neutron, and muon measurements. For each facility we describe the characteristics and identify the sources of the background fields encountered. Abstract: The US neutrino community gathered at the Workshop on the Intermediate Neutrino Program (WINP) at Brookhaven National Laboratory February 4-6, 2015 to explore opportunities in neutrino physics over the next five to ten years. Scientists from particle, astroparticle and nuclear physics participated in the workshop. The workshop examined promising opportunities for neutrino physics in the intermediate term, including possible new small to mid-scale experiments, US contributions to large experiments, upgrades to existing experiments, R&D plans and theory. The workshop was organized into two sets of parallel working group sessions, divided by physics topics and technology. Physics working groups covered topics on Sterile Neutrinos, Neutrino Mixing, Neutrino Interactions, Neutrino Properties and Astrophysical Neutrinos. Abstract: Current models of antineutrino production in nuclear reactors predict detection rates and spectra at odds with the existing body of direct reactor antineutrino measurements. High-resolution antineutrino detectors operated close to compact research reactor cores can produce new precision measurements useful in testing explanations for these observed discrepancies involving underlying nuclear or new physics. Absolute measurement of the 235U-produced antineutrino spectrum can provide additional constraints for evaluating the accuracy of current and future reactor models, while relative measurements of spectral distortion between differing baselines can be used to search for oscillations arising from the existence of eV-scale sterile neutrinos. Such a measurement can be performed in the United States at several highly-enriched uranium fueled research reactors using near-surface segmented liquid scintillator detectors. We describe here the conceptual design and physics potential of the PROSPECT experiment, a U.S.-based, multi-phase experiment with reactor-detector baselines of 7-20 meters capable of addressing these and other physics and detector development goals. Abstract: We report constraints on sub-GeV dark matter particles interacting with electrons from the first underground operation of DAMIC-M detectors. The search is performed with an integrated exposure of 85.23 g days, and exploits the subelectron charge resolution and low level of dark current of DAMIC-M charge-coupled devices (CCDs). Dark-matter-induced ionization signals above the detector dark current are searched for in CCD pixels with charge up to 7e−. With this dataset we place limits on dark matter particles of mass between 0.53 and 1000 MeV/c2, excluding unexplored regions of parameter space in the mass ranges [1.6,1000] MeV/c2 and [1.5,15.1] MeV/c2 for ultralight and heavy mediator interactions, respectively.

Abstract: Nuclear reactors are uniquely powerful, abundant, and flavor-pure sources of antineutrinos that continue to play a vital role in the US neutrino physics program. The US reactor antineutrino physics community is a diverse interest group encompassing many detection technologies and many particle physics topics, including Standard Model and short-baseline oscillations, BSM physics searches, and reactor flux and spectrum modeling. The community's aims offer strong complimentary with numerous aspects of the wider US neutrino program and have direct relevance to most of the topical sub-groups composing the Snowmass 2021 Neutrino Frontier. Reactor neutrino experiments also have a direct societal impact and have become a strong workforce and technology development pipeline for DOE National Laboratories and universities. This white paper, prepared as a submission to the Snowmass 2021 community organizing exercise, will survey the state of the reactor antineutrino physics field and summarize the ways in which current and future reactor antineutrino experiments can play a critical role in advancing the field of particle physics in the next decade., Contribution to Snowmass 2021

Abstract: We comment on the claimed observation [arXiv:arXiv:2005.05301] of sterileneutrino oscillations by the Neutrino-4 collaboration. Such a claim, whichrequires the existence of a new fundamental particle, demands a level of rigorcommensurate with its impact. The burden lies with the Neutrino-4 collaborationto provide the information necessary to prove the validity of their claim tothe community. In this note, we describe aspects of both the data and analysismethod that might lead to an oscillation signature arising from a nullexperiment and describe additional information needed from the Neutrino-4collaboration to support the oscillation claim. Additionally, as opposed to theassertion made by the Neutrino-4 collaboration, we also show that the method of'coherent summation' using the $L/E$ parameter produces similar results to themethods used by the PROSPECT and the STEREO collaborations.

Abstract: The US neutrino community gathered at the Workshop on the Intermediate Neutrino Program (WINP) at Brookhaven National Laboratory February 4-6, 2015 to explore opportunities in neutrino physics over the next five to ten years. Scientists from particle, astroparticle and nuclear physics participated in the workshop. The workshop examined promising opportunities for neutrino physics in the intermediate term, including possible new small to mid-scale experiments, US contributions to large experiments, upgrades to existing experiments, R&D plans and theory. The workshop was organized into two sets of parallel working group sessions, divided by physics topics and technology. Physics working groups covered topics on Sterile Neutrinos, Neutrino Mixing, Neutrino Interactions, Neutrino Properties and Astrophysical Neutrinos. Technology sessions were organized into Theory, Short-Baseline Accelerator Neutrinos, Reactor Neutrinos, Detector R&D and Source, Cyclotron and Meson Decay at Rest sessions.This report summarizes discussion and conclusions from the workshop.

Abstract: The US neutrino community gathered at the Workshop on the Intermediate Neutrino Program (WINP) at Brookhaven National Laboratory February 4-6, 2015 to explore opportunities in neutrino physics over the next five to ten years. Scientists from particle, astroparticle and nuclear physics participated in the workshop. The workshop examined promising opportunities for neutrino physics in the intermediate term, including possible new small to mid-scale experiments, US contributions to large experiments, upgrades to existing experiments, R&D plans and theory. The workshop was organized into two sets of parallel working group sessions, divided by physics topics and technology. Physics working groups covered topics on Sterile Neutrinos, Neutrino Mixing, Neutrino Interactions, Neutrino Properties and Astrophysical Neutrinos. Technology sessions were organized into Theory, Short-Baseline Accelerator Neutrinos, Reactor Neutrinos, Detector R&D and Source, Cyclotron and Meson Decay at Rest sessions.This report summarizes discussion and conclusions from the workshop.

Abstract: We comment on the claimed observation [arXiv:arXiv:2005.05301] of sterile neutrino oscillations by the Neutrino-4 collaboration. Such a claim, which requires the existence of a new fundamental particle, demands a level of rigor commensurate with its impact. The burden lies with the Neutrino-4 collaboration to provide the information necessary to prove the validity of their claim to the community. In this note, we describe aspects of both the data and analysis method that might lead to an oscillation signature arising from a null experiment and describe additional information needed from the Neutrino-4 collaboration to support the oscillation claim. Additionally, as opposed to the assertion made by the Neutrino-4 collaboration, we also show that the method of 'coherent summation' using the $L/E$ parameter produces similar results to the methods used by the PROSPECT and the STEREO collaborations., Comment: 5 pages, 3 figures

Abstract: Coherent elastic neutrino-nucleus scattering (CE$\nu$NS) is a process in which neutrinos scatter on a nucleus which acts as a single particle. Though the total cross section is large by neutrino standards, CE$\nu$NS has long proven difficult to detect, since the deposited energy into the nucleus is $\sim$ keV. In 2017, the COHERENT collaboration announced the detection of CE$\nu$NS using a stopped-pion source with CsI detectors, followed up the detection of CE$\nu$NS using an Ar target. The detection of CE$\nu$NS has spawned a flurry of activities in high-energy physics, inspiring new constraints on beyond the Standard Model (BSM) physics, and new experimental methods. The CE$\nu$NS process has important implications for not only high-energy physics, but also astrophysics, nuclear physics, and beyond. This whitepaper discusses the scientific importance of CE$\nu$NS, highlighting how present experiments such as COHERENT are informing theory, and also how future experiments will provide a wealth of information across the aforementioned fields of physics., Comment: contribution to Snowmasss 2021.
