The article is devoted to the issues of the development of the personnel capacity of the public service on the example of the Moscow Department of Urban Development. The order of forming of personnel potential in executive bodies at the positions of the public civil service as well as the order of carrying out tender on replacement of the state positions are considered. The authors also pay their attention to the matters of drawing up and stage-by-stage promotion of the talent pool, applying for the replacement of the position of the public civil service of the city. The authors developed the recommendations on the development, advanced training of the personnel at the positions of the public service.

Polycondensation of equimolecular quantities of bis-imidoyl chlorides with bis-phenols in the environment of organic solvents synthesized imino-analogues of polyarylate – polyimidate. The received polymers are soluble in amide solvents, solvents of phenolic type and tetrachloroethane, and have significant interval between temperature of plastic deformation and thermal stability that presents a good possibility of their processing to products by modern industrial methods. The mechanical durability of the film materials of polyimidates is 65–90 MPa, obviously expressed dependence of the deformation-strength parameters on the value of the molecular weight of the polymer is observed. Despite the fact that polyimidates are of interest as intermediate polymer intermediates in the synthesis of polyaramides, they have their own complex of high thermal and deformation-strength characteristics, which makes them promising as adhesives, film materials, fibers and laminated plastics. One of the most important in practical terms properties of film materials based on polyimidates is their proton conductivity after doping in a solution of phosphoric acid, which allows the use of these polymers as membranes in the design of fuel cells of hydrogen energy.

Summary Reduction of the lake’s water area, shallowing, overgrowing and transformation of the lake into a swamp is a natural process stretched over time (thousands of years). Satellite images and Earth remote sensing are used to monitor the state of lake systems. Satellite images were used for virtual reconnaissance of the lakes of the Volyn region for preliminary identification of changes in the water area of the lakes and the coastal territory, followed by in-depth research by expeditionary route. Studies carried out on the territory of Volyn show that many lakes in the region are characterized by a general tendency towards a more intense decrease in morphometric parameters (decrease in the area of the water surface by 30–46% over 90 years), which is associated with anthropogenic impact (primarily with drainage reclamation).

Aromatic polyamidines were synthesized by polycondensation of equimolecular amounts of bisimidoyl chlorides with diamines in organic solvents. The obtained polymers are dissolved with organic solvents (N, N'-dimethylacetamide, N-methyl-2-pyrrolidone, etc.), and characterized by a large interval between the temperature of plastic deformation and heat resistance, that is a good possibility of processing polyamidine products with new industrial methods.

The results of the first study of the PGE distribution in deformed lherzolites of the Udachnaya kimberlite pipe (Yakutia) are presented here. The complex character of evolution of the PGE composition in the Deformed lherzolites is assumed to be the result of silicate metasomatism. At the first stage, growth in the amount of clinopyroxene and garnet in the rock is accompanied by a decrease in the concentration of the compatible PGE (Os, Ir). During the final stage, the rock is enriched with incompatible PGE (Pt, Pd) and Re possible due to precipitation of submicron-sized particles of sulfides in the interstitial space of these mantle rocks.

An active filter control strategy that uses pqr instantaneous power concept has been proposed to compensate for the harmonic distortion, line neutral current and reactive power in three-phase four-wire systems. The effectiveness of the proposed control was proved in simulations using Matlab/Simulink model of the power-supply system with an active filter where the harmonic pollution, reactive power and imbalance caused by a highly distorting load have been drastically reduced.
