Soil organic carbon (SOC) can be increased by cultivating bioenergy crops to produce low-carbon fuels, improving soil quality and agricultural productivity. This study evaluates the incentives for farmers to sequester SOC by adopting a bioenergy crop, carinata. Two agricultural management scenarios – business as usual (BaU) and a climate-smart (no-till) practice – were simulated using an agent-based modeling approach to account for farmers' carinata adoption rates within their context of traditional crop rotations, the associated profitability, influences of neighboring farmers, as well as their individual attitudes. Using the state of Georgia, US, as a case study, the results show that farmers allocated 1056 × 103 acres (23.8%; 2.47 acres is equivalent to 1 ha) of farmlands by 2050 at a contract price of $6.5 per bushel of carinata seeds and with an incentive of $50 Mg−1 CO2 e SOC sequestered under the BaU scenario. In contrast, at the same contract price and SOC incentive rate, farmers allocated 1152 × 103 acres (25.9%) of land under the no-till scenario, while the SOC sequestration was 483.83 × 103 Mg CO2 e, which is nearly four times the amount under the BaU scenario. Energy market conditions have shifted dramatically since the USA renewable fuel standards (RFS1 in 2005; RFS2 in 2007) were enacted. The USA has transitioned from an increasing dependence on oil imports to abundant domestic oil production. In addition, increases in the use of ethanol, the main biofuel currently produced in the USA, is now limited by the blend wall constraint. Given this, the current study evaluates alternative biofuel deployment scenarios in the USA, accounting for changes in market conditions. The analysis is performed with a general equilibrium model that reflects the structure of the USA biofuel market as the transition to advanced biofuels begins. Results suggest that ethanol consumption would increase, albeit slowly, if current biofuel deployment rates of about 10% are maintained as persistently lower oil prices lead to a gradual increase in the consumption of liquid transportation fuels. Without the blend wall constraint, this study finds that the overall economic impact of a full implementation of the USA RFS2 policy is largely neutral before 2022. However, the economic impacts become slightly negative under the blend wall constraint since more expensive bio-hydrocarbons are needed to meet the RFS2 mandates. Results for a scenario with reduced advanced biofuel deployment based on current policy plans show near neutral economic impacts up to 2027. This scenario is also consistent with another scenario where the volume of bio-hydrocarbons deployed is reduced to adjust for its higher cost and energy content relative to deploying the mandated RFS2 advanced biofuel volumes as ethanol. The important role of technological change is demonstrated under pioneer and accelerated technology scenarios, with the latter leading to neutral or positive economic effects up to 2023 under most blend wall scenarios. The goal of run-of-river hydropower is to produce cost-competitive renewable electricity with minimal disruption of the natural riverine ecosystem. Modeling and feasibility analysis of alternative design options are crucial for developing new run-of-river hydropower projects. Our review shows that existing run-of-river hydropower design models focus on maximizing economic potential at high-head diversion schemes with limited consideration of environmental outcomes. Since nearly three-quarters of new hydropower potential in the United States is found at low-head sites and environmental performance standards are imperative to project success, new models are needed to address the multi-dimensional design challenges at these sites. To aid in formulating holistic models, we synthesize the performance objectives and design variables related to early-stage run-of-river facility design. The objectives span six potential impact areas, including hydrologic alteration, sediment continuity, water quality, aquatic species passage, social, and economic. Based on these reviews, we identify three key areas to enhance the capabilities of run-of-river hydropower design models. These are 1) expanded model formulations, 2) assessment of barrier effects, and 3) explicit environmental objectives. The resulting modeling improvements would accelerate the identification of run-of-river hydropower designs that minimize environmental impacts, promote economic competitiveness, and incorporate the value of non-power benefits. • Current hydropower design models focus on economic potential of high-head projects. • New hydropower plants in the US will likely be low-head, instream, and run-of-river. • Flow allocation, technology selection, and headpond design are critical decisions. • Barrier effects on fish, sediment, and recreation should be modeled. • Win-win designs are possible when non-power benefits are explicitly optimized. Abstract: This paper evaluates the indirect energy-use emission implications of increases in the use of biofuels in the USA between 2001 and 2010 as mandates within a dynamic global computable general equilibrium model. The study incorporates explicit markets for biofuels, petroleum and other fossil fuels, and accounts for interactions among all sectors of an 18-region global economy. It considers bilateral trade, as well as the dynamics of capital allocation and investment. Simulation results show that the biofuel mandates in the USA generate an overall reduction in global energy use and emissions over the simulation period from 2001 to 2030. Consequently, the indirect energy-use emission change or emission leakage under the mandate is negative. That is, global emission reductions are larger than the direct emission savings from replacing petroleum with biofuels under the USA RFS2 over the last decade. Under our principal scenario this enhanced the direct emission reduction from biofuels by about 66%. The global change in lifecycle energy-use emissions for this scenario was estimated to be about −93million tons of CO2e in 2010, −45million tons of CO2e in 2020, and an increase of 5million tons of CO2e in 2030, relative to the baseline scenario. Sensitivity results of six alternative scenarios provided additional insights into the pattern of the regional and global effects of biofuel mandates on energy-use emissions. Abstract: Land-use change (LUC) estimated by economic models has sparked intense international debate. Models estimate how much LUC might be induced under prescribed scenarios and rely on assumptions to generate LUC values. It is critical to test and validate underlying assumptions with empirical evidence. Furthermore, this modeling approach cannot answer if any specific indirect effects are actually caused by biofuel policy. The best way to resolve questions of causation is via scientific methods. Kim and Dale attempt to address the question of if, rather than how much, market-induced land-use change is currently detectable based on the analysis of historic evidence, and in doing so, explore some modeling assumptions behind the drivers of change. Given that there is no accepted approach to estimate the global effects of biofuel policy on land-use change, it is critical to assess the actual effects of policies through careful analysis and interpretation of empirical data. Developers are required to mitigate the environmental impacts of hydropower projects in the United States (U.S.) but there is very little accessible information on the associated costs. This study compiles and analyses a dataset of environmental impacts mitigation costs for 182 hydropower projects based on documents obtained from the U.S. Federal Energy Regulatory Commission (FERC). The analysis shows that environmental costs vary wildly across hydropower project classes and mitigation measures, even when normalized by plant capacity. Capital costs per kilowatt are generally higher for relicensed conventional hydropower plants, and lower for new and relicensed pumped storage hydropower plants, relative to other project classes. Smaller plants tend to spend a higher share of total project costs on mitigating environmental impacts than larger plants, and measures related to Aquatic Species, Project Operations, and Recreation have the highest capital cost per kilowatt. These findings mean that environmental costs could become a key decision variable for new hydropower developments in the U.S. due to the small scale of most of the remaining potential and the increasing stringency of environmental requirements. Hydropower is a reliable source of renewable energy, and its future expansion is likely to be in the form of either smaller new stream development (NSD) projects or powering existing non-powered dams. Thresholds for entrainment risk to fish and the requirements for fish exclusion at hydropower facilities often differ depending on the species involved, the characteristics of the facility, and the goals of stakeholders, but little quantitative information is present within the literature regarding the specific costs of fish exclusion measures. Cost data associated with protection, mitigation, and enhancement (PM&E) measures related to positive barrier screening were identified using keyword searches of an existing environmental mitigation cost data set and manual extraction from regulatory licensing documents available in the Federal Energy Regulatory Commission (FERC) eLibrary. This approach yielded a total of 50 p.m.&E mitigation measures with estimated capital construction costs pertaining to positive barrier screens and represented <10% of the 171 total FERC project dockets available in the data set. These data were highly skewed toward conventional relicensing projects, as <7% were associated with NSD projects. Results indicate highly variable costs are associated with fish screening, with flow-normalized costs one to two orders of magnitude higher for screening with the highest exclusion capability (≤0.09 in. spacing) compared with coarser screening (1–2 in.). These data provide an initial baseline for estimating exclusion costs for hydropower development and may help developers consider options for more fish-friendly generation technologies, though gaps remain relating to a lack of data, particularly for NSD projects. • Estimated capital costs of fish exclusion mitigations at 35 FERC-regulated projects. • Data highly skewed towards conventional relicensing projects. • Screen spacing has strong influence on flow normalized estimated capital costs. • Provides initial baseline for estimating exclusion costs for hydropower development. Abstract: Indicators are needed to assess both socioeconomic and environmental sustainability of bioenergy systems. Effective indicators can help to identify and quantify the sustainability attributes of bioenergy options. We identify 16 socioeconomic indicators that fall into the categories of social well-being, energy security, trade, profitability, resource conservation, and social acceptability. The suite of indicators is predicated on the existence of basic institutional frameworks to provide governance, legal, regulatory and enforcement services. Indicators were selected to be practical, sensitive to stresses, unambiguous, anticipatory, predictive, estimable with known variability, and sufficient when considered collectively. The utility of each indicator, methods for its measurement, and applications appropriate for the context of particular bioenergy systems are described along with future research needs. Together, this suite of indicators is hypothesized to reflect major socioeconomic effects of the full supply chain for bioenergy, including feedstock production and logistics, conversion to biofuels, biofuel logistics and biofuel end uses. Ten indicators are highlighted as a minimum set of practical measures of socioeconomic aspects of bioenergy sustainability. Coupled with locally prioritized environmental indicators, we propose that these socioeconomic indicators can provide a basis to quantify and evaluate sustainability of bioenergy systems across many regions in which they will be deployed.
