We report on an analysis of the costs and benefits of fielding Radio Frequency Identification / MicroElectroMechanical System (RFID /MEMS) technology for the management of ordnance inventory. A factorial model of these benefits is proposed. Our valuation approach combines a multi-criteria tool for the valuation of qualitative factors with a monte-carlo simulation of anticipated financial factors. In a sample survey, qualitative factors are shown to account of over half of the anticipated benefits. The scale of the financial benefits, however, was sufficiently great to obviate the need for further analysis of qualitative factors.

This effort documents a comprehensive DoD strategy for environmental RDT&E investments. It is difficult to assess the future success of current investments in relation to current and projected Navy problems. It was concluded, however, that investments that assist in transition of those technologies in the early stage of development to individual sites will increase the likelihood of success. Improved capabilities are needed in the areas of perchlorate, munition constituents toxicity data for risk assessment, coral reef assessments, training impact quantification, munition constituents field detection, and monitoring and mitigating releases from ranges. Advancing technologies in these areas will support the readiness of the warfighter and Navy Ranges by reducing compliance burdens, costs to programs, future regulatory constraints, and improved methods for impact avoidance and range management., The original document contains color images.

This study determined the status of data to be used for stationing analyses. The data bases investigated were the Headquarters Real Property Planning and Analysis System (HQRPLANS) and the Army Stationing and Installations Planning (ASIP). There were several items which were forwarded to the contractors managing the data bases for possible improvement. These items were administrative and workspaces for contractors, and production space for arsenals and depots. There is also a period of time when the ASIP and HQRPLANS are out of synchronization between July and December. This can result in discrepancies between personnel counts for the same unit identification codes (UICs). After the December update of the HQRPLANS, these differences are remedied. Site visits were recommended to insure that available spaces are actual and contiguous., The original document contains color images.

Over the past several years senior Navy officials have testified before Congress about the effects of shortages in training resource on the readiness of aviation units. At your request, we examined one of these resources-ordnance for air-to-ground training-to assess the potential for enhancing Navy and Marine Corps tactical aviation unit readiness by improving training ordnance management. This report analyzes (1) shortages in air-to-ground training ordnance required to meet training readiness requirements, (2) factors that account for the shortages, and (3) the effect of shortages on training and tactical aviation readiness. The scope and methodology of our work are described in appendix I.

The Army has operated an Arsenal System since shortly after this nation was founded. That system has proved invaluable in meeting the manufacturing needs of the military for over two centuries. In the future, will the arsenal system provide the same value? What methods can be used to make the arsenals efficient if they are determined to be of continuing value to the military? This Paper will discuss the possible value of the arsenal system to the military in the 21st Century and provide some considerations and methods for analyzing the system as it currently exists to determine process changes which will provide significant efficiency enhancements.

The Modular Semi-Automated Forces (MODSAF) simulation tool traditionally models a weapon's physical and behavioral characteristics by loading simplistic algorithms that are derived from generic data into the main simulation application. This causes inherent problems. The processor load of the weapon models must remain relatively low to maximize the entity count per workstation. This is often the leading cost driver in an exercise. In addition, using sensitive weapon data imposes security issues on the MODSAF application.

This report presents the results of an examination of historical records related to the construction and operations of the Ravenna Army Ammunition Plant (RVAAP), Ravenna, Ohio. This project was undertaken as part of a larger Legacy Resource Program demonstration project to assist small installations and to aid in the completion of mitigation efforts set up in a 1993 Programmatic Agreement concerning a program to cease maintenance, excess, and dispose of particular properties. The major focus of the project at RVAAP was to document the impacts that the facility had on the state and local environments. As one of the Ordnance Department's Government-Owned Contractor-Operated industrial facilities, RVAAP was designed to load, assemble, and pack munitions and materiel for European and American forces during World War II. In addition to explaining technical aspects of the load, assemble, and pack process, this report discusses the direct and indirect effects construction and operations had on the city of Ravenna and the smaller communities of eastern Portage County. Although many communities near GOCO facilities across the nation faced new economic problems at the end of World War II due to the closure of those facilities and subsequent exodus of workers, eastern Portage County felt slightly less impact because of the U.S. government's continued use of RVAAP and its neighbor, the Portage Ordnance Depot, during the post-war years.

The 1991 Gulf War revealed to U.S. military planners a serious weakness in the ability of our nation's armed forces to detect and destroy mobile theater ballistic missiles systems before an enemy has the chance to use these weapons at least once, and in some cases, multiple times. Since that time there have been various studies done to show that unmanned air vehicles (UAVs) could be used to more effectively locate these mobile missile threats. However, few, if any studies, have addressed the subject of using these same UAVs to not only locate an enemy target, but to also destroy it. Therefore, this thesis provides a survey of both recent and expected future advances in UAV technology with the purpose of showing that a 'Lethal' UAV is both viable and desirable as an attack platform in the U.S. weapons arsenal. To accomplish this goal the reader is given a historical review of UAVs and their important missions, an in-depth overview of the Department of Defense's most capable UAVs, and a description of the sensors and payloads most likely to be used in the design of a Lethal UAV. Lastly, some possible Lethal UAV systems are presented along with an assessment on the feasibility of fielding such systems. While the primary objective of this thesis is to show that UAVs can be used to effectively locate and destroy mobile weapon systems, this document should also be used as a reference for those persons desiring an update on UAV technology and the DoD programs for testing and utilizing this technology.

This document contains a System Design Trade Study on the optimum navigation systems for airborne, ground-vehicle and man-portable Unexploded Ordnance detection platforms. This study will be used by Unexploded Ordnance Advanced Technology Demonstration decision-makers to make informed technical and programmatic decisions concerning the use of new navigation and location technologies in the detection, identification and remediation of Unexploded Ordnance.

The magazine air temperature records from general cargo and logistic support type ships have been statistically analyzed to obtain the probable thermal exposure to be found on these ships. The information is divided into the temperature expectancies for the various deck levels as applicable. Effort has been made to eliminate information from compartments influenced by the engine room. This report includes more than 400,000 data points from 24 ships. The ships were assigned to the 1st, 2nd, 6th and 7th Fleets in the time frame of 1958 through 1973., See also Part 2, AD-A080 401.

Gas discharges maintained by radio frequency power were examined in the frequency range 1-25 Mc/s. The discharges were maintained in air at atmospheric pressure between water cooled metal electrodes. The discharges were made symmetric by using two electrodes alike in shape and material. Important discharge quantities such as the voltage necessary to maintain the discharge, current density, and dissipated power were measured. The minimum instantaneous value of voltage necessary to maintain a discharge was found to be 270 volts. The current density is largely independent of current and has a value of 30 amps/sq cm (determined by using the peak discharge current). A minimum power of 4 watts is necessary to maintain a discharge. The influence of current amplitude, frequency, electrode distance, and other parameters on discharge voltage and current density was examined. Both voltage and current density were found to be essentially independent of frequency in the frequency range considered. Furthermore it was found that a number of properties of the type of discharge described in this report are analogous to the corresponding properties of dc glow discharges.

The NOL Information Retrieval System is a set of programs written in FAP for the 7090. The NOL technical library staff uses this system for document file establish ment, maintenance, and searching. A detailed description is given of the methods used to accomplish the above mentioned tasks. (Author)

A laboratory method of studying the performance of ordnance items under the vulnerability environment of fire is presented. This method makes use of radiant heating techniques. General information on instrumentation techniques, test equipment required and test procedure is included. Radiant heating tests provide a relatively safe, convenient method of studying the fire vulnerability of items. Results indicate that the effects of the high temperature environments produced by actual fire tests can be reproduced by radiant heating techniques. (Author)
