Today's cyber threat landscape is characterized by advanced methodologies and attacks that inflict monumental damage on educational and financial institutions, healthcare systems, and information infrastructures. Among these threats, phishing remains the most effective initial vector for system compromise. The authors provide comprehensive insights into the evolving threat landscape and introduce an updated definition of fileless malware, referred to as disk-minimal malware. 7. Between desperation and explanation : madness, meaning, and the quest for cure among Quechua-speaking peasants in the southern Peruvian Andes

Abstract

Following the conflict between Shining Path and the state, trauma-related mental disorders among the peasant population of Peru received an unprecedented level of attention, but for all that, relatively little is known about the situation of other forms of mental illness. Using data gathered from participant observation and formal interviews, this study explores the situation of mentally ill peasants and their families in Paucartambo, a province in the southern Andes. Foregrounding the confusion and multiple explanations that surround such conditions, I examine the semantic networks employed in speaking about them and reveal that they cannot be understood apart from distinctively Andean conceptions of relatedness and expectations of normal social interaction. Not only does mental illness manifest as a disturbance in patterns of relatedness, but such patterns may also be seen to have caused it. When it comes to seeking healing, such local meanings of madness jostle with other interpretations provided by vernacular healers, psychiatrists and evangelical churchmen. The vernacular healers, known as yachaqs in Quechua, continue to be the most influential 'experts' in sufferers' communities, and so considerable attention is given to what a sample of these practitioners have to say about mental illness. But I argue that it is only when analysis keeps in play the indecision and contingency that so dominate for families dealing with the stark reality of madness in a close relative, that it becomes possible to understand such concepts as 'soul loss', or how families choose where to seek help. I compare the different healing options and show that some familiar theories of medical pluralism are inadequate to account for the choices made by the peasants of Paucartambo, before putting forward suggestions to shed light on their patterns of consultation and the implications for the different forms of care they receive.

Abstract

Dominance often indicates one or a few species being best suited for resource capture and retention in a given environment. Press perturbations that change availability of limiting resources can restructure competitive hierarchies, allowing new species to capture or retain resources and leaving once dominant species fated to decline. However, dominant species may maintain high abundances even when their new environments no longer favour them due to stochastic processes associated with their high abundance, impeding deterministic processes that would otherwise diminish them.Here, we quantify the persistence of dominance by tracking the rate of decline in dominant species at 90 globally distributed grassland sites under experimentally elevated soil nutrient supply and reduced vertebrate consumer pressure.We found that chronic experimental nutrient addition and vertebrate exclusion caused certain subsets of species to lose dominance more quickly than in control plots. In control plots, perennial species and species with high initial cover maintained dominance for longer than annual species and those with low initial cover respectively. In fertilized plots, species with high initial cover maintained dominance at similar rates to control plots, while those with lower initial cover lost dominance even faster than similar species in controls. High initial cover increased the estimated time to dominance loss more strongly in plots with vertebrate exclosures than in controls. Vertebrate exclosures caused a slight decrease in the persistence of dominance for perennials, while fertilization brought perennials' rate of dominance loss in line with those of annuals. Annual species lost dominance at similar rates regardless of treatments.Synthesis. Abstract

OBJECTIVES: Serogroup W and Y invasive meningococcal disease (IMD) increased globally from 2000 onwards. Responding to a rapid increase in serogroup W clonal complex 11 (W:cc11) IMD, the UK replaced an adolescent booster dose of meningococcal C conjugate vaccine with quadrivalent MenACWY conjugate vaccine in 2015. By 2018, vaccine coverage in the eligible school cohorts aged 14-19 years-old was 84%. We assessed the impact of the MenACWY vaccination programme on meningococcal carriage. METHOD(S): An observational study of culture-defined oropharyngeal meningococcal carriage prevalence before and after the start of the MenACWY vaccination programme in UK school students, aged 15-19 years, using two cross-sectional studies: 2014-15 "UKMenCar4" and 2018 "Be on the TEAM" (ISRCTN75858406). RESULT(S): A total of 10625 participants pre-implementation and 13434 post-implementation were included. Carriage of genogroups C, W, and Y (combined) decreased from 2.03% to 0.71% (OR 0.34 [95% CI 0.27-0.44] p<0.001). Carriage of genogroup B meningococci did not change (1.26% vs 1.23% [95% CI 0.77-1.22] p=0.80) and genogroup C remained rare (n = 7/10625 vs 17/13488, p=0.135). The proportion of serogroup positive isolates, i.e., those expressing capsule, decreased for genogroup W by 53.8% (95% CI -5.0%-79.8%, p=0.016) and for genogroup Y by 30.1% (95% CI 8.9%-46.3%, p=0.0025). CONCLUSION(S): The UK MenACWY vaccination programme reduced carriage acquisition of genogroup and serogroup Y and W meningococci and sustained low levels of genogroup C carriage. Abstract

The 2019 UNESCO recommendation on Open Educational Resources (OER) encourages member states to monitor policies and mechanisms in OER across the world. In higher education, there are many initiatives and policies around OER. This contribution gives insights into the current situation concerning OER policy documents that are of national or institutional relevance for public higher education institutions in Germany, Switzerland, and Austria. For each country, a different approach for identifying OER policy documents was chosen, dependent on the availability of documents and different dominant forms of documentation. Whereas digital documents available on the web were found as helpful sources for Germany, and performance agreements between the national ministry and individual universities were used for analysis in Austria, a survey amongst all universities was the chosen research approach in Switzerland to give an overview about potentially OER related policy documents. All these documents are now made available via the OER World Map. Abstract

This article is a comparative analysis of Edmund Spenser's A View of the Present State of Ireland and Sir John Davies' A Discovery of the True Causes Why Ireland Was Never Entirely Subdued ... until the Beginning of His Majesty's Happy Reign. Over the past two decades, Nicholas Canny has argued for the centrality of Spenser's View to the British colonial enterprise in Ireland during the seventeenth century, suggesting that Davies' Discovery adhered closely to the ideas of Spenser on Irish affairs. These ideas were marked by an unabashed advocacy of military and judicial violence and a deep scepticism as to the effectiveness of the English common law, its procedures and values, in the settling of Irish affairs. This article challenges the interpretation of Canny arguing alternatively that these two texts offer, not only rival views on the efficacy of the English law in Ireland as an agent of cultural change, but also competing narrative models for writing the history of early modern Ireland, one ethnological deriving from Spenser's View and one sovereignty-centered deriving from Davies' Discovery. Durant les deux dernieres decennies, Nicholas Canny a affirme que le View de Spenser avait un role central dans l'entreprise coloniale britannique en Irlande au dix-septieme siecle, tout en suggerant que le Discovery de Davies adherait de tres pres aux idees de Spenser sur les affaires irlandaises. Ces idees etaient impregnees par un plaidoyer sans pudeur pour la violence militaire et judiciaire et un scepticisme profond envers l'efficacite du droit coutumier anglais, ses procedures et ses valeurs dans le reglement des affaires irlandaises.
