4. Do future public servants have more anti-discriminatory behavior?

Abstract

Many studies find that public sector employees are less discriminatory than private sector. One possible explanation for these differences is that people with public service training are less discriminatory. Using a laboratory experiment we compare how undergraduate and graduate students from a large southwestern university rate unique randomized clerical resumes by the race of the applicant. We find that students with public sector training at the undergraduate or graduate level tend to favor resumes with distinctively Black names, while non-government students slightly favor resumes with non-Black names. On average, students with public sector training or degrees rate resumes with Black names between 6% and 12% higher than do students with business or other training. There is no difference among those with and without public sector training in the time spent on resumes with distinctively Black names compared to those without. [ABSTRACT FROM AUTHOR]

Abstract

Eye tracking is a technology that tracks eye activity including how long and where a participant is looking. As eye tracking technology has improved and become more affordable its use has expanded. We discuss how to design, implement, and analyze an experiment using this technology to study economic theory. Using our experience fielding an experiment to study hiring decisions we guide the reader through how to choose an eye tracker, concerns with participants and set-up, types of outputs, limitations of eye tracking, data management and data analysis. 14. The Ick Factor: Disgust Sensitivity as a Predictor of Political Attitudes.

Abstract

Traditional explanations of individual-level variation in political attitudes have emphasized events occurring in the immediate political environment but recent research has started to include baseline dispositional variations in biological traits. In this paper, we continue this trend by analyzing the relationship between political issue preferences and physiological responses to disgusting images. Previously published research reports a connection between disgust sensitivity and certain political orientations, such as those pertaining specifically to homosexuality as well as broader collections of “left-right” issues, but has relied only on self-reports of disgust sensitivity. Given that self-reports are often inaccurate, we instead record and analyze involuntary measures of disgust sensitivity; particularly, skin conductance and startle blink EMG response. These long-accepted psycho-physiological measures permit a richer and more meaningful test of the possibility that some issue preferences are at least partially shaped by bedrock physiological orientations to generic rather than overtly political stimuli. ..PAT.-Unpublished Manuscript [ABSTRACT FROM AUTHOR]

Abstract

Interest groups would have the opportunity to benefit from decreases in cost and increases in the technical capabilities of computer databases and the Internet. Decreases in cost should make the technologies more widely available for use by potential interests. This should allow a larger number of interests to form as basic costs decline. Is this the case? Has the decline in the price to performance ratio of these technologies made it feasible for a larger number of interests to form? Designers of political institutions generally assume human nature is inherently selfish. Yet those seeking to explain the evolution of cooperative predispositions accept that cooperation is a ubiquitous feature of human life. In this paper, we assume a selfish state of nature and explore the extent that differing institutional environments promote the development of cooperative traits. 18. Fairness, Justice and an Individual Basis for Public Policy

Abstract

Prior models of the policy process have examined how human characteristics can affect policy decision-making in such a way that it leads to aggregate effects on policy outcomes as a whole. I develop a model of the policy process which suggests that emotions related to fair and unfair experiences in the same policy domain are utilized by decision-makers as policy criteria. In the lab, I empirically tested this, and find that emotions and experience related to fairness do influence the policy decision to move away from the status quo alternative. Based upon this result, I simulated the evolution of a society of agents engaged in decision-making using similar criteria. The simulation suggests that incentives have an important role in leading to cooperation and social success. The external validity of the simulation also implies that it can act as a platform for future evolutionary policy experimentation.
