IMPACT: This article presents a tool to assess levels of financial information (FI) use by politicians—the FIU Index. The index provides a multidimensional perspective, whereby items of information used are combined with the main types of meetings where FI is discussed (annual budgets and accounts), and also with members of political bodies (local council, parliament, executive, government, political committee, etc.) in which FI is used. Entities may be ranked as below or above the average of those considered for the analysis each year. The FIU Index evidences the need for improvement, so that politicians can make the best use of FI to improve decision-making and dialogue with various stakeholders. The importance of making financial information (FI) available to politicians is well recognized. However, despite the recent attention by scholars to the use of FI in political contexts and by politicians, empirical research has failed to produce accurate tools to assess the degree to which politicians make use of FI. This exploratory study proposes a new tool to analyse levels of FI use—the FIU Index. The level of use is assessed by the number of times an FI term is mentioned by politicians. This paper compiles a novel and unique dataset encompassing 439 individuals who served as board members on 16 different inflation-targeting central banks’ monetary policy committees (MPCs) from 1999 to 2018. We document relevant trends over the past twenty years: (i) An increasing share of women serving on committees, albeit still a minority; (ii) an increase in the share of members with previous private sector experience and (iii) an increase in the average age and experience among members over time. Moreover, we find that: (i) A higher proportion of members with MBAs and Masters’ in economics is related to lower levels of inflation; (ii) a committee with more members with formations not in economics or law tends to be more lenient towards the monetary policy target; (iii) the average MPC age within a range of 55 and 60 years seems to be linked to less volatile inflation; and (iv) more MPC women members correlates with both lower and less volatile inflation.

In particular the COVID-19 pandemic underscored the critical need for timely, effective and credible evidence communication to increase awareness, levels of trust, and evidence uptake in policy and practice. However, whether to improve policy responses in crises or address more commonplace societal challenges, comprehensive guidance on evidence communication to decision-makers in health policies and systems remains limited. Our objective was to identify and systematize the global evidence on frameworks, guidance and tools supporting effective communication of research evidence to facilitate knowledge translation and evidence-informed policy-making processes, while also addressing barriers and facilitators. Methods We conducted a rapid scoping review following the Joanna Briggs Manual. Literature searches were performed across eight indexed databases and two sources of grey literature, without language or time restrictions. The methodological quality of included studies was assessed, and a narrative-interpretative synthesis was applied to present the findings. Results We identified 16 documents presenting either complete frameworks or framework components, including guidance and tools, aimed at supporting evidence communication for policy development. These frameworks outlined strategies, theoretical models, barriers and facilitators, as well as insights into policy-makers’ perspectives, communication needs, and preferences. Three primary evidence communication strategies, comprising eleven sub-strategies, emerged: “Health information packaging”, “Targeting and tailoring messages to the audience”, and “Combined communication strategies”. Based on the documented barriers and facilitators at micro, meso and macro levels, critical factors for successful communication of evidence to policy-makers were identified. Conclusions Effective communication is indispensable for facilitating knowledge translation and evidence-informed policy-making. Nonetheless gaps persist in frameworks designed to enhance research communication to policy-makers, particularly regarding the effectiveness of multiple communication strategies. To advance in this field, the development of comprehensive frameworks incorporating implementation strategies is warranted. Image is an important concept not only for the individuals, but also for the states, which have an inherent desire to create a favourable image in their relations with other countries, and international organisations and the international community as a whole. In the modern world, with more and more means and opportunities for interaction and communication, states develop and implement systematic public policies to further enhance their international image. The policy makers of the Turkısh Republıc are actively pursuing an image-buıldıng po-licy in the Middle East, Africa, Central Asia, the Caucasus and the Balkans, as well as in distant geographies such as La-tin America, in order to improve Turkey's image positively with arguments supported by Islamic identity, Turkish nationalism and the claim of an imperial heritage. Since the beginning of the 21st century, Turkey has paid great attention to the formation of its positive image in different regions of the world. This study focuses on Turkey's policy on its foreıgn image in Latin America.

Critical Social Policy (CSP) proudly launches the Journal's Living Activism Section. This co-produced introduction to the Living Activism section of CSP, includes the ongoing impact of the CSP Solidarity Fund, lessons from the 2023 CSP gathering 'Learning with Solidarity Funded Activist Groups' and an account by the Solidarity Funded activists Women and Digital Inclusion (WODIN). The Living Activism section of CSP is rooted in and continues to grow in the soil of activist's situated knowledge. What is clear is that the 'critical' of critical social policy happens at the grassroots. The aims of the Living Activism section of CSP are focussed on drawing out the learning from the lived experience of activist work, including the inherent challenges, tensions and victories of resistance and transformation for social justice. The Living Activism section of CSP is an integral part of decolonisation. We are clear that to decolonise does not mean to diversify or increase variety, rather it is a questioning and taking action to redress which actors are privileged and placed at the centre. It is very feasible as it requires low cost for implementation and yet could produce a positive impact on health. Thus, salt reduction initiatives have been initiated since 2010, and two series of strategies have been launched. However, there are issues on its delivery and outreach to the target audience. Further, strategies targeting out of home sectors are yet to be emphasized. Our recent findings on the perceptions, barriers and enablers towards salt reduction among various stakeholders including policy-makers, food industries, food operators, consumers and schools showed that eating outside of the home contributed to high salt intake. Foods sold outside the home generally contain a high amount of salt. Thus, this supplementary document is being proposed to strengthen the Salt Reduction Strategy to Prevent and Control Non-communicable Diseases (NCDs) for Malaysia 2021–2025 by focussing on the strategy for the out-of-home sectors. In this supplementary document, the Monitoring, Awareness and Product (M-A-P) strategies being used by the Ministry of Health (MOH) are adopted with a defined outline of the plan of action and indicators to ensure that targets could be achieved. The strategies will involve inter-sectoral and multi-disciplinary approaches, including monitoring of salt intake and educating consumers, strengthening the current enforcement of legislation on salt/sodium labelling and promoting research on reformulation. Other strategies included in this supplementary document included reformulation through proposing maximum salt targets for 14 food categories. It is hoped that this supplementary document could strengthen the current the Salt Reduction Strategy to Prevent and Control NCDs for Malaysia 2021–2025 particularly, for the out-of-home sector, to achieve a reduction in mean salt intake of the population to 6.0 g per day by 2025.

Abstract Background The purpose of this study was to develop and validate the Policymakers’ Information Use Questionnaire (POLIQ) to capture the intention of individuals in decision-making positions, such as health policy-makers, to act on research-based evidence in order to inform theory and the application of behaviour change models to decision-making spheres. Methods The development and validation comprised three steps: item generation, qualitative face validation with cognitive debriefing and factorial construct validation. Confirmatory factor analysis was applied to estimate item–domain correlations for five predefined constructs relating to content, beliefs, behaviour, control and intent. Cronbach’s alpha coefficient was calculated to assess the overall consistency of questionnaire items with the predefined constructs. Participants in the item generation and face validation were health and policy researchers and two former decision-makers (former assistant deputy ministers) from the Canadian provincial level. Participants in the construct validation were 39 Canadian decision-makers at various positions of municipal, provincial and federal jurisdiction who participated in a series of policy dialogues focused on childhood disability. Results Cognitive debriefing allowed for small adjustments in language for clarity, including simultaneous validation of the English and French questionnaires. Participants found that the questions were clear and addressed the domains being targeted. Internal consistency of items belonging to the respective questionnaire domains was moderate to high, with estimated Cronbach’s alpha values ranging from 0.67 to 0.84. Estimated item–domain correlations indicated moderate to high measurement performance for the domains norm, control and beliefs, whereas weak to moderate correlations resulted for the constructs content and intent. Estimated imprecision of factor loadings (95% confidence interval widths) was considerable for the questionnaire domains content and intent. Conclusion Measuring decision-makers’ behaviour in relation to research evidence use is challenging. We provide initial evidence on face validity and appropriate measurement properties of the POLIQ based on a convenience sample of decision-makers in social and health policy. Larger validation studies and further psychometric property testing will support further utility of the POLIQ.

The relationship between open access and academic impact (usually measured as citations received from academic publications) has been extensively studied but remains a very controversial topic. However, the effect of open access on policy impact (measured as citations received from policy documents) is still unknown. The purpose of this study was to examine the effect of open access on the policy impact, which might initiate a new controversial topic. Research articles in the field of library and information science (LIS) were selected as the data sample (n = 48,884). Negative binomial regression models were used to examine the dataset. Furthermore, propensity score matching (PSM) analysis, a causal inference approach, was used to estimate the effect of open access on the policy impact based on a selected LIS journal (Scientometrics, n = 4019) that received the most policy citations among the LIS journals. Linear regression models, logit regression models, four other matching methods, open access status provided by different databases, and different sizes of data samples were used to check the robustness of the main results. BackgroundThere is growing recognition of the health sector’s potential role in addressing domestic violence (DV) against women. Although Brazil has a comprehensive policy framework on violence against women (VAW), implementation has been slow and incomplete in primary healthcare (PHC), and little is known about the implementation challenges. This paper aims to assess the readiness of two PHC clinics in urban Brazil to integrate an intervention to strengthen their DV response. MethodsWe conducted 20 semi-structured interviews with health managers and health providers; a document analysis of VAW and DV policies from São Paulo and Brazil; and 2 structured facility observations. Data were analysed using thematic analysis. ResultsFindings from our readiness assessment revealed gaps in both current policy and practice needing to be addressed, particularly with regards to governance and leadership, health service organisation and health workforce. DV received less political recognition, being perceived as a lower priority compared to other health issues. Lack of clear guidance from the central and municipal levels emerged as a crucial factor that weakened DV policy implementation both by providers and managers. Furthermore, responses to DV lost visibility, as they were diluted within generic violence responses. The organizational structure of the PHC system in São Paulo, which prioritised the number of consultations and household visits as the main performance indicators, was an additional difficulty in legitimising healthcare providers’ time to address DV. Individual-level challenges reported by providers included lack of time and knowledge of how to respond, as well as fears of dealing with DV. ConclusionAssessing readiness is critical because it helps to evaluate what services and infrastructure are already in place, also identifying obstacles that may hinder adaptation and integration of an intervention to strengthen the response to DV before implementation.

The COVID-19 pandemic has become the greatest burden of disease worldwide and in Mexico, affecting more vulnerable groups in society, such as people with mental disorders (MD). This research aims to analyze the governance processes in the formulation of healthcare policies for people with MD in the face of the COVID-19 pandemic. An analytical qualitative study, based on semi-structured interviews with key informants in the healthcare system was conducted in 2020. The study followed the theoretical-methodological principles of the Governance Analytical Framework (GAF). The software ATLAS.ti-V.9 was used for inductive thematic analysis, classifying themes and their categories. To ensure the proper interpretation of the data, a process of triangulation among the researchers was carried out. The findings revealed that in Mexico, the federal Secretary of Health issued guidelines for mental healthcare, but there is no defined national policy. Decision-making involved multiple actors, with different strategies and scopes, depending on the type of key-actor and their level of influence. Majority of informants described a problem of implementation in which infection control policies in the psychiatric population were the same as in the general populations which decreased the percentage of access to healthcare during the pandemic, without specific measures to address this vulnerable population. The results suggest that there is a lack of specific policies and measures to address the needs of people with mental disorders during the COVID-19 pandemic in Mexico. It also highlights the importance of considering the role of different actors and their level of influence in the decision-making process.

Introduction: The chronic health workforce shortage poses a significant setback to achieving universal health coverage. Health authorities continually develop and implement human resources for health policies and interventions to alleviate the crisis, including retention policies. However, the success of such policies and interventions is tangential to the alignment with health workers' expectations. The aim of this study was to explore perspectives on health workforce retention and intention to leave among health workers and policy-makers from rural and remote areas of Malawi and Tanzania. Methods: Semi-structured interviews were conducted with 120 participants - 111 rural and remote mid-level health workers, and nine policy-makers in Malawi and Tanzania - for a period of 3 years, 2014-2017. The semi-structured interviews were conducted face to face, and follow-up interviews were conducted through emails or social media. By using the socio-ecological model as a framework for analysis, the emerging themes were mapped out and linked. Results: Health workers related their perspectives on retention and intention to leave to the individual (intrapersonal), family (interpersonal/microsystem), and community (institutional/mesosystem) factors, whereas policy-makers focused their views mainly on the individual (intrapersonal) factors and retention policies at the national level (macrosystem). Conclusion: Policy-makers and health workers in rural and remote settings in Malawi and Tanzania recognise the factors influencing health workforce retention, and intention to leave at the individual level. However, while policy-makers focus mainly on national-level retention policies, health workers focus on retention aspects related to the family and the surrounding community - a clear misalignment. Therefore, health authorities need to align health policies to health workers' expectations to bridge this gap, improve access to the health workforce in rural and remote populations, and improve health outcomes.

Drawing on insights from a four-day online workshop, which explored geo-engineering and policy making with 13 youth participants, an academic and youth authorial team provide a guide to the co-creation of policy briefs. Drawing on excerpts from the policy brief at different stages of development and commentary provided by the authors during the workshops, we set out four stages including (1) Identifying the key message and audience, (2) Reading and critically engaging with examples of policy briefs during the drafting process, (3) Developing the policy brief text, and (4) Reviewing and revising the policy brief. We have developed this guidance with a co-creative, group work approach in mind and suggest that this has relevance for those working in and beyond the discipline of geography. It is widely acknowledged that systems thinking (ST) should be implemented in the area of public health, but how this should be done is less clear. In this commentary we focus on sense-making and double-loop learning processes when using ST and soft systems methodology in research collaborations with policy-makers. In their study of policy-makers’ experiences of ST, Haynes et al emphasize the importance of knowledge processes and mutual learning between researchers and policy-makers, processes which can change how policy-makers think and thus have impact on real-world policy concerns. We provide some additional examples from Sweden on how ST has been applied to create learning and shared mental models among stakeholders and researchers in national and regional healthcare development initiatives. We conclude that investigating and describing such processes on micro-level can aid the knowledge on how to implement ST in public health.

Abstract Background The translation of public health research evidence into policy is critical to strengthening the capacity of local health systems to respond to major health challenges. However, a limited amount of public health research evidence generated in developing countries is actually translated into policy because of various factors. This study sought to explore the process of health research knowledge translation into policy and to identify factors that facilitate or hinder the process in Zambia. Methods This work was an exploratory qualitative study comprising two phases. Firstly, a document review of health policies and strategic frameworks governing research was undertaken to understand the macro-environment for knowledge translation in Zambia. Secondly, key informant interviews were conducted with those responsible for health research and policy formulation. The study interviewed 15 key informants and a thematic analysis approach was used. Results The document review showed that there are policy efforts to promote knowledge translation through improvement of the research macro-environment. However, the interviews showed that coordination and linkage of the knowledge creation, translation and policy-making processes remains a challenge owing to lack of research knowledge translation capacity, limited resources and lack of knowledge hubs. Emerging local research leadership and the availability of existing stock of underutilized local health research data provide an opportunity to enhance knowledge translation to feed into policy processes in Zambia. Conclusions Public health research knowledge translation into policy remains a challenge in Zambia. To enhance the uptake of research evidence in policy-making, this study suggests the need for improved coordination, financing and capacity-building in knowledge translation processes for both health researchers and policy-makers.

Food security is one of the most fundamental challenges facing many countries, especially in the developing economies, which still has a vast section of its population still trapped in the socio-economic cocoon of poverty, unemployment, and inequality. This paper aims to investigate the institutional support in the facilitation of empowerment and development of youth Small, Medium, and Micro-Enterprises (SMMEs) to be active participants in the agribusiness economic mainstream. The paradigm shift from primary agriculture into urban farming business models in agri-business could accelerate the ascendancy of youth SMMEs in the competitiveness stakes. The theoretical analysis focused on the resource-based view model, institutional theory, and the role of the CSR impact as a conceptual framework for the study. The research design was predicated on the quantitative methodology, which enabled the researchers to statistically test the reliability and validity of the theory. The findings indicated that the CSR interventions had not yielded a fundamental impact on assisting youth SMMEs within the agribusiness sector. The results also identified a lack of tangible and result-driven institutional support from policy-makers and authorities. Overall targeted technological transfer as a strategic and critical resource to youth SMMEs is another constraining factor from empirical findings. The results also revealed the lack of monetary and non-monetary access by youth SMMEs as hampering their competitiveness and profits ability. The findings advocated that the policy-makers could synthesize the theories encapsulated in the study and the empirical evidence as the bedrock for bespoke, customized, and tailor-made youth SMMEs’ bespoke support, empowerment, and development of their entities.

New realities bring to the fore a series of challenges referring to the implementation of public policies. One of the major challenges is caused by the lack of compatibility between the chosen model for the elaboration of policy, on the one hand, and the target public space, on the other. That could mean that either the technical solutions formulated by the researchers, to be applied to the target space are totally unrealistic, or in the target space there are zones of confusion, of instability, of unpredictability, where the model chosen by the policy-makers cannot be applied. The degree of difficulty is so much more difficult as the members of the community and society, in general, are preoccupied, predominantly, with the problems that appear in the target public space, while almost not at all interested in the technical problems faced by the policy-makers. Despite this lack of interest, anyway, the problems that the community/society faces cannot be solved but by the implementation of their initiatives and models proposed by the policy-makers. The success of a policy is, in our opinion, firstly, a matter of compatibility between the model of the public policy proposed and the target public space characterised by a high degree of inertia and tendencies manifest in maintaining the status quo. How could there be reached the compatibility between a public policy, whose vision is based on the behavioural change of the institutions(1), organisations and people, on the one hand, and the unreformed public space, aligned to the exigencies much exceeded by reality, on the other? Which are the approaches necessary to a compatibility between the models of the policies and the target space? What strategies must be chosen? How must the efforts and resources in the public space be graduated and oriented to become compatible with the model chosen by the policy makers? These are questions which we will try to answer in this article.

Abstract Background While known efficacious preventive health interventions exist, the current capacity to scale up these interventions is limited. In recent years, much attention has focussed on developing frameworks and methods for scale-up yet, in practice, the pathway for scale-up is seldom linear and may be highly dependent on contextual circumstances. Few studies have examined the process of scaling up from decision to implementation nor examined the sustainability of scaled-up interventions. This study explores decision-makers’ perceptions from real-world scaled-up case studies to examine how scale-up decisions were made and describe enablers of successful scale-up and sustainability. Methods This qualitative study included 29 interviews conducted with purposively sampled key Australian policy-makers, practitioners and researchers experienced in scale-up. Semi-structured interview questions obtained information regarding case studies of scaled-up interventions. The Framework Analysis method was used as the primary method of analysis of the interview data to inductively generate common and divergent themes within qualitative data across cases. Results A total of 31 case studies of public health interventions were described by interview respondents based on their experiences. According to the interviewees’ perceptions, decisions to scale up commonly occurred either opportunistically, when funding became available, or when a deliberate decision was made and funding allocated. The latter scenario was more common when the intervention aligned with specific political or strategic goals. Decisions to scale up were driven by a variety of key actors such as politicians, senior policy-makers and practitioners in the health system. Drivers of a successful scale-up process included good governance, clear leadership, and adequate resourcing and expertise. Establishing accountability structures and appropriate engagement mechanisms to encourage the uptake of interventions were also key enablers. Sustainability was influenced by evidence of impact as well as good acceptability among the general or target population. Conclusions Much like Kingdon’s Multiple Streams Theory of ‘policy windows’, there is a conceptually similar ‘window for scale-up’, driven by a complex interplay of factors such as political need, strategic context, funding and key actors. Researchers and policy-makers need to consider scalability from the outset and prepare for when the window for scale-up opens. Decision-makers need to provide longer term funding for scale-up to facilitate longer term sustainability and build on the resources already invested for the scale-up process.

Abstract Decision-making in environmental health policy is a complex procedure even in well-known conditions. Thus, in the case of uncertainty, decision-making becomes a hurdle race. We address scientific uncertainty, methods to reduce uncertainty, biomedical doubt and science communication, and the role of stakeholders, activists, lobbies and media that together influence policy decisions. We also consider the major responsibility and role of the medico-scientific community in this process. This community can and should teach the principle of scientific uncertainty to all stakeholders, advise policy-makers and underline the ethical issues, considering that our brains are not only the deposit of our humanity but also the route to environmental health and societal harmony.

Abstract Background The economic crisis posed various challenges to policy-makers who had to decide on which health policy measures to focus on and on which to refrain from. The aim of this research was to assess the relevance of ethics and to highlight ethical dimensions in decision-taking by policy-makers with regard to policy and priority-setting in health systems posed by the economic crisis. Methods Semi-structured qualitative interviews were conducted with eight European policy-makers from six countries. Results All interviewees recalled difficult and strenuous situations where they had to prioritise between distinct areas to focus on and invest in, for example around choices between prioritising medications, health professional staffing, care specific equipment, or urgent infrastructure issues. Values could be identified which they deemed as important within the policy-making process, such as trust and responsibility. They explicitly expressed the need for ethical tools and assistance in terms of policy advice for reaching morally sustainable decisions in health policy matters. Conclusions The study showed that ethical concepts and values frequently come into play in health policy-making, and that ethics is highly relevant in policy-makers’ daily decision-taking, yet that they lack ethical guidance on what to base their decisions. The study is of relevance since it can provide future decisions on austerity-related issues with an ethical underpinning and could identify areas of moral concern.

Abstract Background Contextualising evidence to inform policy-making is increasingly recognised as key to developing and implementing effective health policies. Creating a one-stop shop for evidence is an approach that can facilitate timely access to the best evidence to inform policy decisions. We report outcomes after implementation of the Policy Information Platform (PIP), a pilot one-stop evidence repository in Nigeria designed to alleviate barriers to accessing policy-relevant knowledge. Methods This cross-sectional study involved five phases, namely (1) consultation with Nigerian policy-makers to identify priority policy issues, areas of health policy information needs, and challenges and capacity constraints in accessing evidence for policy-making; (2) a stakeholder engagement workshop to formally launch the PIP; (3) extraction of data and other information from scientific articles, policy briefs, evaluation reports, grey literature and health policy documents relevant to policy-making in Nigeria (identified by Google and PubMed searches and by examination of websites of relevant Nigerian government ministries, agencies and parastatals), for use in developing the PIP website; (4) promotion of the PIP in national and state health policy meetings; and (5) evaluation of the PIP using a stakeholder survey questionnaire distributed via email and critical appraisal of the grey literature included in the PIP using the authority, accuracy, coverage, objectivity, date and significance (AACODS) checklist. Results Priority policy areas identified by policy-makers were disease control and prevention, population health issues and health administration. Challenges identified by policy-makers were a lack of adequate capacity to access policy-relevant evidence and transform the evidence into policy. Policy-makers suggested using systematic reviews, policy briefs and rapid response mechanisms and involving policy-makers in research as ways of increasing evidence uptake for policy. A total of 126 policy-relevant, peer-reviewed scientific articles, 85 health policy documents and 201 policy-relevant grey literature documents were selected for inclusion in the PIP. Of the 195 individuals contacted via email to evaluate the PIP, 31 (15.9%) provided a response. Respondents noted that the PIP facilitated access to information based on local evidence and context-sensitive data. Barriers identified included lack of knowledge about the PIP and limited capacity of end-users to use the data compiled in the platform. Conclusion An easily accessible one-stop shop of policy-relevant evidence can considerably improve policy-makers’ access to evidence for use in policy-making and practice.

Parks and recreation provide extensive health, quality of life, and community benefits. Yet their ability to deliver quality services relies on funding and supportive policies--both of which are decided largely by local government officials, both elected and appointed (e.g., town/city manager, town/city council members, mayors, etc.). Given their role as a decision-making stakeholder, it is important to understand local officials' priorities and how well they feel parks and recreation contribute to these. This knowledge will allow for the development of management strategies to better position parks and recreation among officials. This national study (n=648) examined local officials' community priorities relative to their perceptions of parks and recreations' contributions. Officials from various types of local governments (e.g., town, city, county) were asked to indicate how important they believed a variety of priorities were in their communities and the extent to which they felt parks and recreation contributed to these. While officials deemed all community priorities to be important, attracting and retaining businesses, youth development, and quality of life were rated highest. Local officials perceived the greatest contributions from parks and recreation relative to quality of life, youth development, and health. Importanceperformance analysis (IPA) with a mean quadrant approach suggested attracting and retaining businesses as an area to concentrate, youth development and quality of life as areas to keep up the good work, and growth management and social equity/social justice as areas of low priority for officials. Gap score analysis revealed the largest deficiencies between importance and performance for attracting and retaining businesses, growth management, youth development, and social equity/social justice. While IPA would suggest increasing efforts only in the concentrate here quadrant, gap analysis demonstrated the need to work to elevate perceptions of park and recreation's performance for additional priorities. Agencies should work to improve actual performance while also more effectively communicating their contributions. For example, to improve perceived performance, agencies should make the explicit connection between quality of life and business/professional location decisions. Additionally, agencies should work to elevate social justice as a priority among officials given its increasing attention in the field of parks and recreation. Addressing the issues that officials value most can help to elevate the status of parks and recreation as a less discretionary service, which in turn could help maintain and increase sources of funding at the local level. It is widely acknowledged that systems thinking (ST) should be implemented in the area of public health, but how this should be done is less clear. In this commentary we focus on sense-making and double-loop learning processes when using ST and soft systems methodology in research collaborations with policy-makers. In their study of policymakers' experiences of ST, Haynes et al emphasize the importance of knowledge processes and mutual learning between researchers and policy-makers, processes which can change how policy-makers think and thus have impact on real-world policy concerns. We provide some additional examples from Sweden on how ST has been applied to create learning and shared mental models among stakeholders and researchers in national and regional healthcare development initiatives. We conclude that investigating and describing such processes on micro-level can aid the knowledge on how to implement ST in public health. [ABSTRACT FROM AUTHOR]

Background: The translation of public health research evidence into policy is critical to strengthening the capacity of local health systems to respond to major health challenges. However, a limited amount of public health research evidence generated in developing countries is actually translated into policy because of various factors. This study sought to explore the process of health research knowledge translation into policy and to identify factors that facilitate or hinder the process in Zambia.Methods: This work was an exploratory qualitative study comprising two phases. Firstly, a document review of health policies and strategic frameworks governing research was undertaken to understand the macro-environment for knowledge translation in Zambia. Secondly, key informant interviews were conducted with those responsible for health research and policy formulation. The study interviewed 15 key informants and a thematic analysis approach was used.Results: The document review showed that there are policy efforts to promote knowledge translation through improvement of the research macro-environment. However, the interviews showed that coordination and linkage of the knowledge creation, translation and policy-making processes remains a challenge owing to lack of research knowledge translation capacity, limited resources and lack of knowledge hubs. Emerging local research leadership and the availability of existing stock of underutilized local health research data provide an opportunity to enhance knowledge translation to feed into policy processes in Zambia.Conclusions: Public health research knowledge translation into policy remains a challenge in Zambia. To enhance the uptake of research evidence in policy-making, this study suggests the need for improved coordination, financing and capacity-building in knowledge translation processes for both health researchers and policy-makers. Digital communication, especially social media interaction, has emerged as a key domain for civic debates specifically in urban areas of Tanzania. However, how policy-makers perceive these as opportunities for societal development is rarely assessed in research. This study will fill this gap through semi-structured interviews with policy-makers in Dar es Salaam and focus on assessing their perception of the role of social media in digital policy-making in society. Based on the study results, we suggest a new strategic approach for policy collaboration across African regions for building sustained policy capacity and to enable resilient public spheres as a core component of societal development in digital Africa. Background There is need to strengthen institutions and mechanisms that can more systematically promote interactions between researchers, policy-makers and other stakeholders who can influence the uptake of research findings. In this article, we report the outcome of a two-way secondment model between Ebonyi State University (EBSU) and Ebonyi State Ministry of Health (ESMoH) in Nigeria as an innovative collaborative strategy to promote capacity enhancement for evidence-to-policy-to-action. Methods This study was an exploratory design with a quantitative cross-sectional survey technique. A secondment memorandum of understanding (MOU) was signed between heads of EBSU and ESMoH. The secondment program lasted six months with ten researchers and ten policy-makers spending up to two days per week in each other’s organization. The secondee researchers got engaged in policy-making and implementation activities in ESMoH, while the policy-maker secondees got involved in research activities in EBSU. Secondees evidence-to-policy capacity enhancement meetings were held and questionnaires designed in 5-point Likert scale were used to assess their impact. Results The secondee policy-makers and researchers admitted having considerable knowledge of secondment with mean ratings (MNRs) of 3.40 and 3.74 respectively on the 5 points scale. Secondment appeared to be more common in the policy-makers’ organization (MNRs: 2.80-3.07) than in the researchers’ institution (MNRs: 2.58-2.84). The secondee policy-makers participated in some academic and research activities including serving in research ethics committee in EBSU and provided policy-making perspective to the activities. The secondee researchers supported the policymaking process in ESMoH through policy advisory roles, and provided capacity enhancement for staff of the ministry on the use of research evidence in policy-making. There was a noteworthy increase on knowledge of policy analysis and contextualization among the secondees ranging from 20.7% to 50.4% and 31.3% to 42.8% respectively following a training session. A Society for Health Policy Research and Knowledge Translation was established by mutual agreement of secondees as a platform to permanently institutionalize the collaboration. Conclusion The outcome of this study clearly suggests that secondment has great potential in promoting evidence informed policy-making and merits further consideration.

Species distribution modeling (SDM) is a promising tool for priority setting, conservation decision‐making and overall support for species conservation. We developed a participatory modeling process (PMP) to ensure both the proper use of SDMs as well as their efficacy and impact as a conservation tool. The PMP using SDM has assisted conservation planning in a number of situations, including more than 25 endangered species and supported IUCN SSC Red List assessments. PMP focuses on stakeholder engagement to co‐develop SDMs that will in turn support and guide conservation decisions. This participatory approach to SDMs allowed us to: (a) update potential species distributions; (b) evaluate environmental suitability; (c) identify potential corridors and priority areas for implementing different conservation and management actions; (d) identify new potential areas for species searching; (e) predict potential impact under deforestation and climate change scenarios; and (f) provide valuable input for population viability analysis (PVA). Most often the level of successful stakeholder engagement will influence how the model will guide the decision‐making process. The modeler must play a technical role as well as act as a translator and facilitator to engage and bridge the gap between researchers, conservation planners and decision makers, which is essential for effective conservation. • Environmental decision-makers are more diverse than co-production processes acknowledge. • Issue definition is science-led, making it hard for environmental managers to contribute. • Environmental managers make important and varied knowledge contributions. • Environmental managers value science and this influences their participation. • Scientist-manager relationships facilitate mutual understanding and use of knowledge. Transdisciplinary collaborative processes like knowledge co-production have been promoted as valuable mechanisms to address complex environmental management issues. Their value is based on epistemic and participatory ideals involving academic and non-academic knowledge and values being elicited and deliberated upon. While idealised processes of participation have been described, the actual nature of non-academic contributions including those of environmental managers has received scant attention. We explore the role and input of environmental managers in knowledge co-production, drawing on two cases from Australia and South Africa. We use an analytical frame based on the co-production idiom which focuses on process legitimacy when involving lay participants in science-informed dialogue. Environmental managers tend to be treated as part of a homogeneous group of 'policy-makers' but our research reveals that this characterisation masks individuals with a diversity of motivations, skills and responsibilities who contribute empirical, pragmatic and normative knowledge to co-production. Our results also suggest that environmental managers were not always able to contribute meaningfully to the critical early step of issue definition. These new insights suggest better conceptualisation of decision-maker expertise and roles, and flexibility in design and implementation of collaborative processes, are required if knowledge co-production is to achieve a participatory ideal and substantively better environmental management decisions. Getting the incentives (and disincentives) right in order to ensure proper levels of compliance with government initiatives is a vital assumption of much of the writings on policy design. The assumption, however, overlooks or underestimates other critical factors that affect compliance. This includes policy-makers' behaviour in the social and political construction of policy targets and it also minimizes the complex objective and subjective conditions that affect the target population's attitudes and behaviours in relation to policy-maker aims and goals. The notion of policy-takers as static targets who passively receive policies without trying to evade or even profit from them is as misguided as the assumption that policy-makers only consider evidence on policy tools' effectiveness before selecting them. This article highlights the critical issue surrounding the choice and workings of policy tools and introduces the papers in this special issue. It indicates how they contribute to filling the gaps in our existing understanding of policy tools and advance our understanding of both policy-maker and policy-taker behaviour. • Climate change means accelerating environmentally better technologies. • Social aspects are critical to implementing environmentally better technologies. • Policy-makers are key in enforcing inclusion of social aspects in technology development. • Policy interventions come in different forms at different levels of priority. Successful implementation of emerging environmentally better technologies depends on different factors: technical, environmental, economic, and social. Here, we focus on the role of policy makers to include social conditions in the development and implementation of environmentally better technologies. The objective is to determine what social aspects should be prioritized by policy makers to enforce the inclusion of social aspects in the development process and implementation stages leading to successful deployment of an environmentally better technology. The approach developed is based on social life cycle assessment to identify social hotspots at three scales of country, province and sector and suggest that these three layers must integrate and synergistically work together to handle social barriers for environmentally better technology evolution and implementation. The results are discussed from a policy perspective to inform policy makers on social aspects that should be legislated at different levels to create ideal social conditions for environmentally better technologies deployment. An example of oil and gas technologies in Alberta, Canada is used to illustrate the application of this approach. The Circumpolar North has been changing rapidly within the last decades, and the socioeconomic systems of the Eurasian Arctic and Siberia in particular have displayed the most dramatic changes. Here, anthropogenic drivers of environmental change such as migration and industrialization are added to climate-induced changes in the natural environment such as permafrost thawing and increased frequency of extreme events. Understanding and adapting to both types of changes are important to local and indigenous peoples in the Arctic and for the wider global community due to transboundary connectivity. As local and indigenous peoples, decision-makers and scientists perceive changes and impacts differently and often fail to communicate efficiently to respond to changes adequately, we convened a meeting of the three groups in Salekhard in 2017. The outcomes of the meeting include perceptions of how the three groups each perceive the main issues affecting health and well-being and recommendations for working together better. Novel psychoactive substances (NPS), especially those newly created, are largely an unknown quantity, particularly in terms of their potential serious adverse effects. This means that policy‐makers and clinicians are under‐informed about appropriate responses. Collation of detailed information on deaths related to NPS use can help in providing knowledge and understanding these aspects of the NPS phenomenon. The purpose of this review is to outline the role(s) which such evidence‐based data can play in this respect. UK NPS‐related cases demonstrate differences in definitions used by the General Mortality Registers, and differences between countries, not only in terms of the type of NPS implicated in deaths, but the number and extent of such deaths over time. NPS deaths are continuing to increase numerically and as a proportion of all drug‐poisoning deaths. In order to better understand how specific molecules contribute to and/or cause death, detailed information collected by Special Mortality Registers can provide examples of substances' modes of action, adverse effects, symptomatology, treatment interventions, mechanisms of death, etc. This information can provide clinicians and policy‐makers with objective information on the serious harms from such emerging molecules. Such evidence‐based advice informs public health interventions, service provision and policy decisions on regulation and control of NPS. However, without reliable, accurate and complete information that is correctly collated, scientifically analysed and disseminated in a timely manner, an understanding of the phenomenon of what deaths can be ascribed to NPS, their characteristics and nature will remain unachieved, and thus limit what can be done to reduce them.
