In the current era, the E-Government phenomenon, which describes the state's provision of public services to its stakeholders through information and communication technologies, has a global character. This study aimed to examine the big data-based e-Government portal, which has many examples in the world and was created by utilizing digital technologies, on the example of the Turkish Republic of Northern Cyprus (TRNC), and whether the portal is user-oriented or not was examined by content analysis method in the context of big data features and citizen-oriented. The absence of any other study on the examination of the TRNC E-Government Portal, which was reorganized in 2021, gives the study a unique quality. At the end of the study, although progress was observed in the information and transaction stages of the TRNC E-Government Portal in the context of e-Government models, it has been determined that success has not yet been achieved in the interaction and integration stages, as well as in the context of citizen-oriented and big data features, it has been concluded that there is not enough level for a successful government portal.

Experiential learning has become a fundamental pillar of higher education, particularly in public administration and nonprofit management programmes. This approach purposefully aims to engage learners directly in (a) concrete experiences; (b) focused, personal reflection; (c) abstract conceptualizations and (d) active experimentation. As universities have increased attention on experiential learning, they have also developed more study-abroad opportunities that position global citizenship as a primary expected learning outcome. Following the cancellation of study-abroad opportunities during the COVID-19 pandemic, this study provides an opportunity to review the student outcomes of two courses with the same materials, course focus (NGOs in Southeast Asia) and learning objectives: a study-abroad cohort in 2016 and a remote cohort in 2020. The findings suggest that the remote version may lead to similar outcomes in terms of global citizenship dispositions as the in-person version, although students in the remote version exhibited a more superficial, homogenized response to course materials. Implications for online, on-site and hybrid learning are discussed.

In this conceptual paper, we aim to revisit key research themes in contemporary organizational institutionalism and by doing this, redirect attention of scholars in public administration towards the most promising domains of application of institutional theory. We propose to shift attention from enabling and power-induced framing of institutional theory towards understanding it as a theory that helps recognize and analyse institutional pressures, constraints and inertia that influence administrative reforms and other organizational change attempts in public organizations. We sharpen the focus of institutional theory, specify the boundaries of institutional explanations by analysing questions that lie beyond institutional theory domain of application and suggest most promising research directions. Thus, we warn against unnecessary inflation of the scope of a theoretical apparatus and "explaining" how actors create, change and disrupt institutions and propose how institutional theory can be applied to predict the patterns of success or failure of changes in the public sector.

The turbulent environment pushes public administration to its limits, resulting in revolutionary changes. When the pandemic hit the world in early 2020, public administration was faced not only with complex problems, but also tumultuous challenges marked by the emergence of unpredictable events. In the new hybrid world, public administration has evolved into a distinct model that enables organizations to use new and emerging technologies. By redefining the characteristics of speed, ethics, and fusion, this article aims to contribute to the discussion of how a hybrid approach to public administration may contribute to ongoing debates.

This study aims to propound an instructional design for a service-learning course grounded in public problem analysis and verify its immediate and sustained outcomes through the actual instructional process. A quasi-experimental research design was adopted wherein students who were enrolling in a service-learning course were considered as a treatment group, while those not enrolling in the course were categorized into a comparison group. Three-wave surveys were distributed at the beginning, end, and 6 months after the end of the course. Our difference-in-differences (DID) analysis showed that the project-based service-learning experience seems to be negatively related to perceived problem-solving ability but positively associated with students' public service motivation (PSM) in the short term. However, the above influence did not sustain as time progressed. This study helps to clarify the relation between service-learning courses and students' problem-solving ability as well as PSM in the field of public affairs education. It can also serve as a foundation for efforts to improve subsequent instructional plans of service-learning courses.

The use of algorithms and automation of public services is not new, but in recent years there has been a step change in processing power and a decrease in the price of these technologies, which means we are seeing more widespread use. These advances are reframing our perception of what matters in ways that impact the ethical dimensions of day-to-day life. In turn, these changes challenge long-standing assumptions about public service ethics and how it is taught. In this multidisciplinary authored paper, we argue that public service leaders must be attentive to ethical questions that converge around adopting "data-driven" techniques, including algorithmic decision-making. Algorithmic and technology focused ethics question assumptions about the current deficits within public service ethics pedagogy in public service programs and university programs and the future direction of the discipline. To do so raises longstanding but neglected questions about the public services' role in the state and recovering what Rohr refers to as the 'ethics of the office.' This, we argue, will have implications for teaching public service ethics.

The aim of this paper is to explore how practical knowledge can enhance higher education and Bildung for the human service professions. The paper sheds light on how governance reforms such as New Public Management have influenced higher education, where we argue that scientific rationality has weakened the professional's autonomy and responsibility. The paper is based on the three authors' experiences as university teachers and researchers from three different fields, namely, nursing, social work, and special education. By using Foucault's theory of the panoptic gaze, the analysis shows what is at stake in professional practice, education, and research and introduces perspectives from practical knowledge as a more functional understanding, highlighting 1) that subjective experiences are not being legitimized, 2) the inherent knowledge of practice, and 3) evidence and valid knowledge.

The study aims to explore how integrating digital tools and platforms in public management practices can enhance educational outcomes and address the challenges faced by the Indonesian education system. The research methodology employs a qualitative approach, including interviews with key stakeholders, document analysis, and case studies. The results indicate that digital technology can revolutionize teaching and learning methods, promote student engagement, and facilitate access to quality educational resources. However, infrastructure gaps, teacher training, and equitable access to technology remain key concerns. The implications of this study emphasize the need for strategic planning, policy development, and investment in digital infrastructure and teacher professional development programs to effectively leverage digital technology in transforming public management and advancing education in Indonesia.

The creation of educational audio-visual materials has recently become popular. It is an innovative and entertaining practice, which can reach millions of people through social networks and YouTube. For this reason, this specific was designed for students enrolled in the following three modules: The Spanish political system, public administration in Spain, and institutions and decision-making structures in both the of joint degrees in law and political science and in public management and economic sciences, as well as degrees in public management and degrees in political science. Educational audio-visual materials were co-designed and co-created to define a Municipal Council, its workings and its organization. This was a three phased experiment. In the first, under the supervision of teachers, students developed five videos showing how Municipal Councils work. This allowed university students to become involved in a collaborative learning activity through which they acquired a series of important skills for future use, in addition to reinforcing their learning by participating in creation of digital teaching material, and also establishing a new teaching methodology consisting of learning-by-doing. In the second, professors and students attended CEIP Severo Ochoa Primary School in Madrid showing videos and playing two practical games, thus promoting knowledge transfer. In the third, the teachers evaluated the impact of this activity and the degree of satisfaction of university and primary school students. The result was positive, because not only was an educational innovation successfully implemented, but also a large part of objectives were achieved.

The study evaluated students' experience of learning with virtual classrooms facilitated by Google Classroom at the Institute of social work, Dar es Salaam, Tanzania. The study employed the Activity Theory (AT) as a theoretical framework using the first triangle of the activity system, which includes three components - Subject-Tool-Object (STO). This study adopted an anonymous online survey for data collection and the quantitative method was used to analyze data. Additionally, the survey questionnaires were prepared and distributed using the KoBo Toolbox. The sample size of 79 (96%) questionnaires was considered from a subgroup of institute students, which includes a Bachelor's degree in Labor Relations and Public Management (BLRPM), an Ordinary Diploma in Labor Relations and Public Management (ODLRPM), and a Basic Technician Certificate in Labor Relations and Public Management (BTCLRPM) from the labor studies departments. The findings revealed that the student's opinions specified that overall students were more interested in learning activities using the Google Classroom platform as a learning tool and they managed to achieve learning goals in the ICT module. Alternatively, the findings from ANOVA comparing the differences between the groups of students concerning the use of Google Classroom as a learning tool revealed that the ODLRPM and BTCLRM students demonstrated higher online/blended learning experiences of using Google Classroom for the ICT module compared to BLRPM students. In conclusion, the study calls for institute policymakers to plan and offers the use of web 2.0 tools such as Google Classroom to facilitate online/blended teaching and learning at the institute.

The use of Open Educational Resources (OER) for training in public administration has yet to see a wide adoption globally, mostly due to challenges related to the discovery and reuse of high-quality OER for training purposes. These challenges, combined with the general lack of openness in the public sector, have greatly impacted the penetration of OER in public administration. This paper presents a case study on the use of OER for expanding and enhancing curricular and resource sharing in public administration in Greece. Within this case study, an OER authoring and sharing platform was introduced to the Greek public sector, employing crowdsourcing methods for supporting trainers and trainees in authoring, sharing, reusing and remixing OER. The paper presents the deployment of this platform and the use of OER in the context of training programmes in the Greek public sector and reports on the lessons learned and the impact on public administration. The results of the case study showed that the use of OER was very positively received by civil servants, with a remarkable response, through active participation and engagement that led to the enhancement of existing OER and the co-creation of new ones for public administration.

Public administration managers are confronted with new and highly complex challenges emerging at a rapid rate. This situation requires a reimagining of public administration education to prepare public administration managers to capably deal with these challenges. While the Master of Public Administration (MPA) is globally used as vehicle for preparing public administration managers for performing their functions, the question posed is: How can MPA programmes be transformed to prepare students for dealing with emerging complex challenges in the changing world of work? This article provides a personal exploratory account of the transformation of teaching and learning of a South African MPA case. The research design was not selected for generalising findings to the universe of MPA offerings, but for obtaining case-specific information and insights. The study draws from insider's memory work supported by a variety of textual data such as notes, reports, official documents, curriculum documentation and the content of the 2020 online module sites. The article proposes a transformed curriculum to provide for the learning of public administration capabilities appropriate for dealing with emerging challenges. It subsequently reports on the curriculum transformation project of the selected case by reflecting on some philosophical assumptions and assumptions on how people learn and explaining the use of the inquiry-driven learning strategy to facilitate the learning of appropriate capabilities for dealing with public administration challenges. This article contributes to the existing literature on the role of the MPA in the mid-career education of public administration managers by suggesting the learning of public administration capabilities through an inquiry-driven learning strategy.

Teaching public administration theory and linking it to practice can be challenging; yet are central goals to MPA programs. Using relevant examples that students can relate to is instrumental in achieving the pedagogical goals of linking theory to practice and achieving the NASPAA competencies. "New Amsterdam" is used as a case study for MPA students to achieve the above mentioned goals. In this work, I provide a list of episodes accompanied by themes of the episode and core public administration areas each apply to such as budgeting, human resources, decision making, as well as discussion questions used. This work contributes to our pedagogical toolbox by adding relevant examples in a healthcare administration setting that helps students master the NASPAA competencies while linking theory to practice.

Two essential questions for those leading the field of public administration are: What do we teach our students, and how do we train them? As scholars, we pay significant attention to our research, often to the detriment of recognizing the potential for merging our research with teaching through the Scholarship of Teaching and Learning (SoTL). However, given our students' leadership positions, SoTL-related work is vital to their success. In this article, we have come together to reflect on the state of SoTL's work in public administration. Through this reflection, we explore the windows of opportunity for research that we see emerging. Included among these opportunities is the need for research on how we can best serve students in and out of the classroom, as well as research the most effective way of managing our programs. We also see the need for research into faculty development, instructional design, and the return on investment for a public administration degree. Lastly, we argue for improved recognition of the value and contribution of SoTL-related work in tenure and promotion standards.

This article focuses on a case study of adult learners in Accra Learning Center (ALC) to explore limiting factors to learning in higher education institutions (HEIs) using distance education (DE) mode in Ghana. Educated adults possess experiences that help them take up leadership roles and transform communities. However, limiting factors including lack of media support and employment opportunities to adult learners in HEIs were highlighted by this study. Mixed method research (MMR) that tilted toward qualitative study was employed, and a dialogical approach to MMR was adopted. Semi-structured interview schedules were developed and administered to 45 adult learners. Random sampling procedure was used, and descriptive and interpretivist approaches were adopted in presenting the results. Simple descriptive statistics were adopted to help build a case for using the qualitative data which sought participants' voices, meanings, experiences, and understanding of limiting factors to learning in HEIs by DE mode. Poverty, the high cost of education, and poor time management constituted some of the limiting factors to adult learners in HEIs. The article recommends that HEIs adopt flexible terms of fee payment for adult learners and that young adult learners seek jobs and learn to save while learning in HEIs.

Global disruptions are marking our days and calling on individuals, institutions, and the State for institutional change. Given the need to understand changing processes and their implications for society and public policy, it is vital to equip Public Administration students with the knowledge of relevant theories to assess the complexity of such institutional dynamics. Interpretation of institutional changes in motion can benefit from revisiting the Institutional Theory. This article analyzes the works of Douglass North and Ha-Joon Chang, two preeminent contributors to Institutional Theory. Their distinct views on institutions, policies, institutional change, and the State contribute to our understanding of current worldwide socio-economic and institutional challenges. Contemporary phenomena, such as the COVID-19 pandemic, the long-term climate change effects, and the recent Russia-Ukraine war, require the use of institutional theories that have proved to be still relevant.

Traditionally, civil servants and public officials are highly educated and have strong administrative expertise. Public financial managers have been regarded as 'guardians of the public purse', who have solid budgeting, accounting and auditing skills. However, the development of 'mega-trends' such as digitalization and e-government affect the future of the public sector by challenging the traditional competencies of public managers. This paper examines an attempt to redefine the capabilities of future public financial managers as part of the curriculum development process at Tampere University, Finland. The study reflects the tensions and institutional pressures between what is traditionally taught and what will be needed in the public sector in the future. Although in our teaching we emphasise the constant changes happening in public administration, we may be failing to provide our students with the broader skills they will need for dealing with the dynamics of change in a complex working environment.

This study aims to explore whether an introductory undergraduate course in Public Administration might be an appropriate educational tool for enhancing public service motivation (PSM) among undergraduate students. A quasi-experimental design involves surveying participants both before and after the intervention (taking an Introduction to Public Administration course) to examine whether their levels of PSM increase as a result of the intervention. The hypotheses were tested by comparing 96 students exposed to an intervention (experimental group) with 166 students who were not exposed (control group). There was no significant change in the total score of PSM and its individual dimensions before and after the intervention in both groups, and so the Introduction to Public Administration course was not effective in enhancing the level of PSM. The implications and limitations of this quasi-experiment are also discussed.

The article presents the results of research on information literacy (IL) of employees of selected state administration offices, those in which the concept of improving the quality of work, named "good governance", has been implemented. The first aim of the study was to determine the components of IL necessary for state administration employees and the deficiencies occurring in this respect. Another goal was to develop research methods and techniques which would be useful to achieve the first aim and to identify challenges of this study. The research was conducted in two stages. The first of them, carried out at the Lublin Provincial Office in Poland, was aimed at determining the information needs of individual official positions, identifying the IL essential for officials and the shortcomings in this regard. At this stage, the following research methods have been used: analysis of cards describing individual job positions in the office, the method of mapping knowledge in the office and the method of focused group interview. The second stage of the research was carried out in five provincial offices. This time, the main goal was to check whether the questionnaires developed by Polish researchers to study the information culture (the system of human attitudes towards information) of various social groups could be effectively used to study the IL of officials. It was assumed that the information culture of staff determined their ability to undertake information activities, including untypical ones, expected from them in line with the concept of "good governance". The conclusion reached was that IL of employees was underestimated in the current practice of state administration. A set of components of the information skills useful for working in various office job positions have been developed. It was reported that the information culture of the studied group was characterised by an optimistic perception of their own skills and their professional usefulness. Studies have shown that obtaining conclusive results indicating the level of specific information skills in the office environment is often not possible for reasons beyond the control of a researcher. Traditional IL testing methods are assumed to fail there. This is due to the Dunning-Kruger effect (Kruger & Dunning, 1999), as well as constraints imposed by the way offices function and decisions of the management of the office. It seems that achieving more precise results requires establishing close cooperation with the management of an examined group. Undertaking such research is necessary in the context of implementing the concept of "good governance" and a model of one of the methodologies has been presented in the article.

The rationale of this study is first hinged on research deficit in topic difficulty in the public administration curriculum in African universities. Further, there is no single study in the humanities, particularly public administration (PA), that has explored the efficacy of the Culturo-Techno-Contextual Approach (CTCA) in easing learning difficulties among undergraduate students except for identifying the difficulties. Without testing indigenous teaching methods in breaking difficulties in the study of PA, educational managers and teachers in African universities are unable to understand whether the lecture method or the indigenous method holds the key to breaking difficulties in the study of politics and bureaucracy within the African university system. These compelling deficits in the public administration literature necessitate this study to fill the gap. In resolving this identified problem, the study seeks to find out whether or not there is a statistically significant difference in the achievements in politics and bureaucracy between students taught using the CTCA and those taught using the lecture method. In line with this problem, the study seeks to answer the question -- is there a statistically significant difference in the achievements in politics and bureaucracy between students taught using the CTCA and those taught using the lecture method?

Background: Seeing how governments formulate decisions on our behalf is a crucial component of their ability to claim democratic legitimacy. This includes being seen to draw on the knowledge and evidence produced by their civil service policy advisers. Yet much of the advice provided to governments is being increasingly withdrawn from public accessibility. Aims and objectives: To counter this diminishing transparency, I propose a framework for observing how evidence is made and used in the political decision-making process. Although my framework is constructed within the Australian context, I hope to encourage its use in other government and policy settings. Methods: Using an example from my own research into the language of rejected policy advice, I construct a framework for locating how policy actors formulate and communicate their evidence. With primary material drawn from Freedom of Information releases, my framework qualitatively examines three impact factors with which to situate policy advice: text, organisational influences and the interplay between the front and back regions of politics and policy. To counter releases' limitations, they are contextualised with publicly available, contemporaneous statements. Findings: Text displayed excessive detail, inviting multiple interpretations. Organisational influences suggested an insular culture over-reliant on its reputation. Interplay linked to evidence as ostensibly authority-imparting but ultimately adding to the lack of transparency around how political decisions were made. Discussion and conclusions: Even when processes are hidden from public view, they can be found. By connecting an array of impact factors, my framework here illuminated a complex choreography of civil servants communicating with their government about a contentious policy issue and revealed the political affordances they enabled in the process.

The increasing use of research metrics in the monitoring and evaluation of research has led to the expansion of research information infrastructure, as indicated by the rising number of national databases for research output and research information systems. At the same time, debates on requirements of national databases for research output are typically guided by simplistic assumptions about what an infrastructure is and how it shapes our understanding of different phenomena. We present an alternative framing of databases wherein infrastructure and context are seen as mutually constitutive. Drawing upon qualitative data on 12 national databases in Europe, we investigate the role that databases for research output play in research metrics and consequently in our understanding of research activities. Specifically, we bring to the surface database features that are typically left implicit and yet are crucial for understanding these databases in context. A key outcome of this study is an identification of two database logics--New Public Management and Enlightenment--that underpin database designs and the organization of database work. These logics do not merely guide practical database work (e.g. by determining the features of highest priority), but through the outcomes of that work they both enact and distribute a particular conception of what research is. In this article, we show how the two logics manifest and how they are related to each other. Situating these findings in the landscape of developments in research information infrastructure, we discuss implications for research evaluation and the understanding of research in general.

Purpose: The purpose of this research paper is to adapt and validate a useful instrument to diagnose the knowledge, attitudes, behaviours and intention to participate (KABIP) towards Sustainable Development Goals (SDGs) in higher education institutions (HEIs) from the public administration in developing countries. Design/methodology/approach: The study was carried out using the Delphi technique, exploratory factor analysis (EFA) and confirmatory factor analysis (CFA). For the Delphi method, 30 experts participated in three rounds. For the EFA and CFA, a sample of 790 people was selected. The instrument items were extracted from relevant scales on the topic. Findings: The reliability and internal consistency of the instrument were tested and confirmed. Therefore, this study gives a scientific tool to measure the KABIP towards SDGs in different sectors of the public administration, and it can be used in developing countries. Originality/value: The new questionnaire with 66 items and four dimensions can be used to diagnose KABIP towards SDGs at HEIs in developing countries. It has a very important implications because, although attention for SDGs around the world is increasing, only a limited number of valid scientific instrument that measure aspects related to it is available. Furthermore, the knowledge, attitudes, behaviour and intention to participate scale can facilitate the creation of new strategies regarding SDGs in developing countries.

Drawing on insights from philosophy and theology, we explore the relationship between religion, data and global education policy through an analysis of the career of Sir Michael Barber, widely regarded as an authority on the reform of public services and an influential policy entrepreneur. The analysis provides a novel perspective which illuminates how secularised salvation narratives and apocalyptic symbolism have become more prominent in his work as he rose to become a global actor. The story is entwined with the turn towards New Public Management (NPM) in education, the rise of international large-scale assessments (ILSAs), and the transition from speculative faith to salvation through the 'science of delivery'. We follow Barber's role in formalising the faith as a secular political theology, and promoting it globally through Delivery Units and the management doctrine of Deliverology®. The analysis closes by reflecting on the practical implications of the movement, which is now woven into the institutional ideologies and reform strategies of major international organisations, agencies and corporations as part of a wider shift towards New Global Management (NGM) in global education governance.

MPA programs are the only place where public sector human resource management (HRM) is taught. When HRM is not among the list of required courses, programs forgo their responsibility to teach the next generation of public servants why merit-based civil service is crucial to a functioning democracy. The danger of ignorance is reflected in an Executive Order issued in 2020 that would have removed job protections from thousands of federal civil servants. While the Order was rescinded in 2021, it has many advocates and remains on the agenda. This is a wake-up call to MPA programs to require students to learn why job protections are the bedrock of good government, a bedrock as foundational as a free press and more foundational than budgeting skills. However, 97% of MPA programs require a budgeting course but only 72% require an HRM course. If theory and practice meet in MPA classrooms, then HRM has to be there.

Chile's Public Administration Education (PAE) is not a new academic domain. Its origin dates to the second part of the 19th century. However, it was not until 1954 that the University of Chile decided to open an academic program in the subject. The current article is an effort to share the Chilean experience with the public administration community. After presenting the reality of Latin America in this subject, this article develops three topics: the history of PAE in Chile, the current state-of-the-art of this academic field, and an analysis of the curricula of undergraduate programs in the country. Conclusions in the article refer to the present and future of PAE in Chile as part of a broader discussion in the literature on the limitations of a global PAE and the potential for a more multicultural PAE.

Studies on reasons accounting for the difficulties in learning public administration is relatively new in the public administration literature though many findings exist regarding students' difficulties in the study of different subject areas. This paper examines whether the perceived reasons in other subjects are real in the study of public administration in African universities. Using a quantitative method and sample N = 650, data were gathered from university students studying public administration in Ghana and Nigeria. The data were analysed using descriptive and inferential statistics. This study reveals a correlation between concept difficulty and students lacking opportunity for group studies, syllabus wideness, and textbook/slides not being easy to follow as real reasons accounting for concept difficulty in the study of public administration in African universities. This study concludes that the three reasons outlined are not perceived but real reasons accounting for difficulties in the study of public administration in African universities. Appropriate remediating measures are recommended to bolster the study of the subject in African universities.

The renewal of efforts to disrupt or dismantle White supremacy in public service organizations and society has been met by strong cross-currents from the current political and policy climate in the United States. We see efforts by public administration faculty to incorporate more critical perspectives around pedagogy and public service as very hopeful. At the same time, we argue that the tools that administrators may need to disrupt institutionalized racist practices and structures go well beyond self-awareness and individual-level anti-racist actions. We situate public administration as a racialized practice -- an evolving system of institutions and services that perpetuate exclusion, marginalization, and ineffectiveness through public action. In order to disrupt this system, we argue for a more critical approach within public affairs education through participatory models of engagement, where individual-level awareness and skillbuilding are explicitly coupled with organizational change approaches.

Purpose: This study aims to analyze the situation of Federal Universities (FUs) regarding compliance with the Sustainable Logistics Management Plan (PLS) Normative Instruction (NI) 10/2012, the adoption of which is compulsory for all agencies and entities of direct, autarchic and foundational public administration and dependent state-owned enterprises, including FUs. PLS is an instrument intended to establish sustainability practices in the management of public organizations. Design/methodology/approach: The data were collected through searches on the websites of the 68 Brazilian FUs that constitute the study population, along with their plans of action (PAs) and monitoring reports. Findings: The collected data revealed that only 25% of the FUs had a current PA and 15% published a report for the years 2020 or 2021. Furthermore, the most commonly found mandatory issue to be addressed in PAs was electricity, and the least frequent was sustainable procurement and contracting. Research limitations/implications: Future research should be conducted with the Management Committee of the PLS to understand the reason for the discontinuity of this work in some universities and the rationale behind the mandatory issues. Originality/value: Some studies address FUs' implementation of PLS, which promotes sustainable management systems. However, each of the identified studies investigated only one of the seven mandatory issues set down in NI 10/2012, which did not allow a complete assessment of the FUs' situation exclusively in respect of compliance with the PLS.

This paper focuses on a two-year program with a Norwegian public sector project-based construction company, where action learning groups and critical incident technique were combined to enhance organizational learning. Project-based organizations typically face difficulties of 'project amnesia', as they fail to integrate learning from experience into organizational memory. In drawing lessons from experience, employees often focus on solving short-term problems with individual projects rather than contributing to medium- and longer-term organizational learning. The program that is the focus of this paper engaged newly-appointed engineers in action learning groups and trained them to use critical incident technique to gather and analyze information about recent projects undertaken by the company. The groups reported back their findings to colleagues in the program and to managers and senior executives in the company. Originally designed as an alternative to the traditional induction training for new employees, the program generated useful practical learning across the whole organization about project success factors. This paper explains how action learning and critical incident technique combined in this program to enhance individual, team and organizational learning, and argues that the synergies between these three processes should be explored in other contexts.

Purpose: New Public Management (NPM) has been assumed to be a challenge to patronage and paternalism. However, feminist scholars have challenged such an image and argued that NPM has been the representation of men's languages and bodies from which gender inequality is perpetuated. This paper examines how NPM introduced in academia has perpetuated gender inequality, examined through the abjected meaning of women's languages and bodies to conform to NPM's defined ideal bodies of abstract workers. Design/Methodology/Approach: Indonesian universities from two different geographical locations were chosen as sites to conduct the research, using interviews with 30 women academics. Findings: This study revealed that gender inequality in Indonesian universities is persistent because women academics have practiced "an adapting stance" via employing a gendered strategy of adaptation toward two patriarchal systems: the abjection of maternal bodies and its associated discourse of motherhood, and the religious-driven roles and expectations interpreted in cultural norms and traditions. Originality/Value: This research has brought forward a new way of understanding the persistence of gender inequality in academia via the "adapting stance" of women academics through the lenses of the abjected body and language of women, coupled with religious aspects that regulate that body.

This research motivates to identify the legal education model in the Arab region and Saudi Arabia in particular. It is found that Arab legal system is derived from the Roman law and French models. The French teaching model is spread in the Kingdom through the professors educated from the French law schools. The french model of legal education follows the lecture approach. The formal legal education in the Kingdom is initiated by Institute of Public Administration (IPA) during 1970s. IPA offered two-year displomas after Sha'ria graduation. Afterwards, King Saudi University started the systematic legal education since 1980s. Law graduates are required at least 4-years law degree and 3-years apprenticeship in a law firm as a trainee lawyer. This research also differentiates the legal education system of France, Saudi Arabia and US. We find that that Saudi Arabian system is more similar to French system and lesser similar to the US system.

The relationship between institutions of higher learning and their local communities is often described as "town and gown." Few studies examine how these partnerships affect state and local public administration and local economic development. We analyzed data from the 2014 Economic Development Survey carried out by the International City/County Management Association (ICMA) to reveal empirical evidence regarding the factors that influence the formation of town and gown partnerships and the effects of these partnerships on local economic development. Communities that form town and gown partnerships were more likely to have written economic development plans and to utilize multiple development tools.

Purpose: This study was conducted to investigate the mediating role of teacher professionalism in the relationship between public leadership behaviours of administrators in public schools and school effectiveness. Method: The present study was designed in a correlational research model and conducted with 482 teachers working in public schools. Simple random sampling was used in this study. The data were collected using Public Leadership Scale, School Effectiveness Index and Teacher Professionalism Scale. With this regard, the mediator role of teacher professionalism in the relationship between public leadership and school effectiveness was determined using path analysis. Findings: The results of the study indicated that public leadership has a direct and indirect impact on school effectiveness by enhancing teacher professionalism. Implications for Research and Practice: Given those school principals working at public schools raise awareness of the concepts brought about the new understanding of public management is considered necessary, teacher professionalism should be contributed within the framework of public leadership, and school effectiveness should be sustained.

The following contribution hypothesizes that it is crucial for future professionals in public administrations and organizations to be familiar with the concepts, tools, and techniques of policy, public, and social entrepreneurship to address societal, environmental, health, and wicked problems in an innovative and sustainable way. Attention is drawn to the importance of entrepreneurship as an essential asset and feature of public administration and public policy education at higher educational institutions in Germany and the United States. The paper aims at filling a research gap because knowledge about the interrelationships between entrepreneurship and public administration and public policy education is still underdeveloped. Emphasis is put on the discussion why entrepreneurship should be incorporated in curricula and how study programs have been designed or reformed, while placing emphasis on entrepreneurship in meeting current and complex challenges in the public sector. Findings from a systematic online assessment are presented which show whether and how policy, public and social entrepreneurship are taught as an integral element of current governance and public policy study programs and what difference it makes teaching and learning wise. The findings reflect a high demand for entrepreneurship education by public administration and public policy students, on the one hand, and a low incorporation in curricula, on the other hand. Two case studies from Germany and the United States are presented which serve as good practice examples on how to transfer public, policy, and social entrepreneurship into curricula.

Case study analysis has been used for many years across a variety of disciplines. One of the primary advantages of case study analysis is its ability to illustrate the nexus between theory and practice. This paper explores the use of case study analysis as a culminating experience in a large Master of Public Administration (MPA) program in the western United States. Case studies are examined using an established approach to determine the type, structure, and source of these cases. The project also examines alumni perspectives regarding the utility of case studies relative to their careers.

Public administration is struggling to contend with a substantial shift in practice fueled by the accelerating adoption of information technology. New skills, competencies and pedagogies are required by the field to help overcome the data-skills gap. As a means to address these deficiencies, we introduce the Data Science Literacy Framework, a heuristic for incorporating data science principles into public administration programs. The framework suggests that data literacy is the dominant principle underlying a shift in professional practice, accentuated by an understanding of computational science, statistical methodology, and data-adjacent domain knowledge. A combination of new and existing skills meshed into public administration curriculums help implement these principles and advance public administration education.

This paper examines existing management concepts and practices that make up three contemporary approaches to public policy and public administration. We attempt to understand whether municipal public administrators and public administration graduate students validate these perspectives in "reality" versus "ideally." Addressing the extent to which practicing public administrators and students identify with theoretical frameworks, which one(s) they deem most prominent, and how closely their preferred frameworks correspond to what they see in practice, we offer an exploratory analysis of results from 176 respondents through descriptive statistics, paired-sample t-tests, and analysis of covariance (ANCOVA). We hypothesize significant differences with respect to 1) what is preferred and what is perceived in the workplace, 2) group membership (administrator, graduate student, or undergraduate student), and 3) gender (female or male). This research will help public administration educators bridge the gap between theory and practice and narrow the distance between the "is" and the "ought."

On the 75th anniversary of Herbert A Simon's "Proverbs of Administration," it is fitting to consider its place in the public administration canon, with an eye to contemporary realities. In Proverbs, Simon interrogated prevailing mid-century "principles of public administration." But even as he reduced in rank each "principle," he preserved a central tenet of earlier pioneers of a "science of administration"--namely that public administration theory should focus, first and foremost, on administrative efficiency. Seven and a half decades after its publication, a clear-eyed examination of Simon's essay is in order, with attention to both its historical and contemporary contexts. This essay urges that the administrative efficiency tenet was already on unstable ground at the time of Proverbs' publication, rendering Simon's reformist agenda less than paradigm-changing. In the contemporary context, the democratic shortcomings of Simon's agenda are even more apparent. Proverbs is out of synch with the goals for public administration promulgated by respected associations in the field. Simon's approach also lacks inspiration for students of public service eager to shore up the American democratic project amidst unprecedented challenges.

A substantial amount of scholarly work focuses on conceptualizing, theorizing and studying the policy capacity of governments. Yet, guidance for practitioners on developing policy capacity training programs is lacking. In this article, I reflect on my experience as a public servant in the provincial government of Prince Edward Island where I designed and implemented the Policy Capacity Development and Mentorship Program for civil servants, recent graduates and students. In this article, I offer a descriptive overview of the framework and logic of the program and discuss how I integrated policy capacity theory. This article may serve other practitioners who seek to implement similar programs in their respective organizations and provides a base for future interventions. The article also offers thoughts on practitioner-led collaboration with academics and recommendations for those who would like to establish similar programs in their organizations.

This article scrutinises the Escorting and Safeguarding Team to Governance and Development (TP4), a newly established prosecutor task force in Indonesia appointed to supervise government projects. Its effects in curbing the corruption that has plagued said projects and boosting the budget absorption of the Indonesian government are also explored. The research is conducted as a quantitative case study to the works of the regional TP4 of Central Java during the period of January 2016 until July 2018. The TP4 was established by the High Prosecutor Office of Central Java in 2016. The findings of this study show that the establishment of the TP4 in Central Java has contributed to the exponential increase in budget absorption rates and has drastically reduced the level of corruption crimes. The research also shows that such achievements are due to the 2 roles played by the TP4: As a legal advisor, it extends exhaustive support mechanisms; as a legal inspectorate, it has exhaustive alternative legal settlement mechanisms. Hence, we contend that the TP4 has proven its efficiency in achieving 2 seemingly contradictory goals (i.e., curbing and preventing corruption while enabling bureaucrats to progress with their projects without fearing corruption indictment). However, we also acknowledge the limitations of this study, as only statistical data have measured the progress of the TP4. Because of this, we suggest that progress cannot be solely determined by numbers but also by indications of positive behavioural reform within the Indonesian bureaucracy. Thus, further research is required on this topic.

Medicine is an important component of the stability of any state, so the study of teaching the legal problems and state regulation of this sphere is useful from both theoretical and practical points of view. Currently, the health protection of the country is one of the priorities of the state policy in the social sphere, which is vividly demonstrated in the "May" decrees of the President of the Russian Federation from 2012 and 2018. Thus teaching the health care financing is the most important instrument of state regulation of this sphere of public life. The article analyzes the main tasks and directions of development of state support for the health care system in recent years. That also allowed to identify the most acute problems. This work may be useful for developing proposals for improving the relevant legislation in this area. In addition, this article will be useful for representatives of both medical and legal science. In the future, it is necessary to improve scientific cooperation between representatives of legal and medical Sciences.

The advent of the new economy brought university reforms to the limelight, and higher education research concentrated on the study of interactions of multi-level, multi-actor policy reforms, to the detriment of studying policy implementation. The ebbing of implementation analysis in the mid-1980s has probably put researchers off following up policies to the point of delivery, resulting in what critics dubbed a 'missing link'. Policymakers more pronounced need to evaluate the impact of the policies they adopt, inter alia, has led to a renewed interest in bottom-up implementation in other public policy fields, but not as much in higher education research. The article builds on a Network Governance-informed approach for studying policy reform in higher education and adapts it to study of policy implementation with a focus on transition systems. Witte's actor-centered new institutional framework is taken as a springboard, and some of its underlying assumptions are reviewed for that purpose, adding insights from public administration literature (NPM) and Lipsky's street-level bureaucracy (SLBy). Ultimately, it proposes a politics-institutions framework to account for the institutional change entailed to the reforms.

The paper focuses on the comparative analysis of professional competences development in public management and administration university programmes and the possibilities of implementation of international experience in Ukraine. Using the methods of comparative and system-functional analysis, synthesis and generalisation, the authors concentrate on the features of curriculums in public administration field taking into account the current realities of social development. The most common methods of training in the field of public administration and their practical focus are analysed. Particular attention is paid to the methods of problem-based learning in public administration, including case studies, case scenarios, and simulation games as part of the education gamification. The authors carried out an essential comparison of competences adopted in the European public administration training and those defined in the Ukrainian Standard of Higher Education in this area and revealed that the Ukrainian Standard lacks a pool of competencies related to the development and analysis of public policy.

Building on the work of Adam Herbert, this research examines how minority managers navigate the pressures of their organization versus the pressures of their community. Organizational socialization suggests that the socialization process will introduce employees to the goals and priorities of the organization and result in similar behaviors among managers. However, social identities (i.e., race, gender) also significantly influence the values, attitudes, and behaviors of a public servant. Navigating these two competing pressures, minority managers often experience role conflict in their work. We theoretically explore and empirically examine how race affects minority managers' perceptions, networking behaviors, and hiring outcomes. We test our hypotheses using 6 years of school superintendent survey data. We find that racial minority managers behave in similar ways to their White peers as they have similar perceptions of their role in the organization and engage in professional networking behavior at similar rates. However, minority managers separately address the interests of their same-race minority community by hiring same-race street-level bureaucrats. As public organizations have grown increasingly diverse, this research revisits the experiences of minority public administrators and contributes to our understanding of how race and social identities contemporarily influence public managerial behaviors.
