This study investigates the effect of organizational social capital (OSC) in non-profit organizations on communal social capital (CSC) in the communities where these organizations operate. The study has two goals: First, to theoretically establish rational for the relationship between internal organizational social capital (IOSC) and external organizational social capital (EOSC), especially with relation to public administration agencies in liberal democracies where social capital plays a major role in public policy. Second, to empirically analyze the reciprocal relationship between EOSC, CSC, and IOSC which constitutes an important product of the optimal public administration model in modern nations. A theoretical model was developed to study these relations and suggest several hypotheses. The field study was conducted in 72 community centers operated by the Israel Association of Community Centers. Participants were 1,015 employees (72 general managers, 501 middle managers, and 442 line employees) and 1,816 community members. The findings demonstrate partial support for the relationship between IOSC and EOSC and indicate that IOSC has a moderating influence on the relationship between the EOSC and CSC. This article examines heterogeneous forms of human relationalities with algorithms envisioned in the development of a public algorithmic system and their anticipated effects. To do that, we focus on the distinct shapes given to both technologies and people by discourses and practices, together with their underlying logics and associated values. Analysing the blog posts documenting the emergence of Omaolo, a digital platform for healthcare and social welfare in Finland, we identify two algorithmic configurations: the 'service engine', which aligns with the public administration goals of standardising social and healthcare services in order to provide financial benefits; and the 'treatment facilitator', which advances the prevalent goals of social and healthcare professionals preoccupied with the fulfilment of situated care needs. We demonstrate that each of the configurations has different implications for social and healthcare organisations in which algorithmic technologies are deployed, for the professionals working there and for the people seeking public support. While the service engine might seem to undermine the collective bases of public service delivery, the treatment facilitator evidently supports them. Our findings remind us of the importance of research endeavours that acknowledge the complex and creative nature of development work, and consider the various parties and interests involved, in an attempt to attain more caring arrangements for the uses of data and algorithmic techniques in the public sector and beyond. Purpose: The purpose of the following paper is to analyze the actions taken by the entrepreneur to build the image of their own business. Design/methodology/approach: The study used the method of analysis and criticism of the literature, the heuristic method and the case study. The authors also cited the results of a survey that was conducted during classes in a subject related to public relations. Findings: The relationship between such concepts as public relations and the image of an organization is discussed, and relationship marketing is defined. Also, students' responses regarding the essence of public relations activities are presented. In addition, the actions taken by the entrepreneur - the insurance agent in building the image of their company and the results of these actions were characterized. Practical implications: Conclusions from the analysis of the case study can help other owners in creating the image of their companies, especially those micro, small businesses that may not always have the funds, for example, to use a public relations agency. Originality/value: The case study analysis shows how to build the image of an organization, in this case, your own company. The content of the article also presents what the essence of public relations is for students - young people who are themselves customers of many companies. The propagandistic machine of the military dictatorship that ruled Greece between 1967 and 1974 has provided a focal point of scholarly inquiry in recent years. However, research has focused on the domestic front—the role of radio, television, and cinema—and has completely neglected the issue of public relations in the foreign policy arena. Nothing is known about how the dictatorship, which held an exceedingly weak reputational hand, strove to remake its image to the outside world. This article addresses this historiographical lacuna, exploring the Greek junta's attempts to improve its international reputation by enlisting the services of foreign public relations (PR) firms. By demonstrating the interplay of nation branding and foreign policy in this way, this article highlights the underappreciated role of transnational non-governmental actors such as PR firms in the 'nation branding' of authoritarian regimes. In the process, it reveals how the lobbying activities of a London-based PR firm enlisted by the junta vitiated UK–Greek relations during Harold Wilson's Labour government, and culminated in an important, and underexplored, flashpoint in political discourse concerning the outside interests of parliamentarians and standards of integrity in British public life. Despite the undoubted importance of Public Relations (PR) in the sport industry and the increasing reliance on external PR agencies, the study of the PR agency – client relationship within this context remains in its infancy. In this study, we focus on the question, how can PR agencies develop and maintain strong relationships with their sport clients for the benefit to both parties? Qualitative data generated through semi-structured interviews with twenty "business elite informants" comprising senior PR agency executives reveal a new multi-layered conceptualization of the PR agency – client organization relationship. The findings uncover a "surface" layer to the relationship captured by a client satisfaction – dissatisfaction continuum, a core layer of relationship management and trust, to the deepest layer characterized by power (im)balance between the two parties. Uncovering the complex, nuanced and multi-layered dynamics of the relationship highlights effective PR outsourcing practices to be utilized for future value maximization. [ABSTRACT FROM AUTHOR]

The article is devoted to the study of the peculiarities of termination of civil service in Ukraine and in some European countries. Within the framework of the article the legal grounds for termination of civil service and the procedures for the termination of administrative-service relations is analyzed. The author tries to make a partial comparative analysis of the mechanisms of termination of civil service in Ukraine and some European countries. The author put an emphasis on the need to clearly define the status of a civil servant upon termination of civil service and the expediency of implementing an effective mechanism for his legal protection upon termination of official relations on initiative of the subject of appointment, on the one hand, and of increasing the personal responsibility of civil servants for fulfilling their obligations upon termination of civil service on of their own accord, on the other hand. Understanding the concept of termination of civil service and legal grounds of such termination according to Ukrainian legislation and to legislation of foreign countries, in particular Lithuania, Czech Republic, Germany and Poland were analyzed. An intermediate conclusion that the establishing an exhaustive list of legal grounds for termination of civil service is a positive factor which is inherent in the legislation of most European countries, that prevents an abuse and arbitrary behavior by the subject of appointment and minimizes the influence of political factors on the civil service corps and guarantees its stability and perpetuity, was made. Based on the results of the analysis, the features of the realization of procedures of the termination of civil service, the notice periods for termination of civil service, both from the subject of appointment and from the civil servant, were highlighted. The author put an emphasis on the peculiarities of the termination of civil service under the martial law of Ukraine. It was concluded that the legislation of Ukraine on the termination of service relations fully complies with European standards and contributes to the effective functioning of the civil service institute in the country. That is why the opinion regarding the availability of effective and high-quality functioning of the civil service in the conditions of the European integration processes of our country, evidence of which is the existing mechanisms for protecting the rights and freedoms of civil servants before, during and after the termination of service relations and the ensuring public interests through maximum use of their potential, was expressed by the author. While globally operating SVoDs have discovered identity-based diversity as a branding strategy, diversity has a longer history and broader meaning in public service media (PSM) tied to the foundational ideals of universality and pluralism that oblige PSM to speak to all members of a society and to offer diverse programmes and viewpoints. We investigate: How are these two understandings of 'diversity' expressed 1) in legal and policy requirements to the PSM, 2) in strategy papers and audits issued by PSM, 3) in the presentation and exposure of content in VoD interfaces? And 4) How can PSMs' practice around diversity on VoD be tracked methodologically? The article examines these questions by comparing: BBC iPlayer (UK), DRTV (Denmark) and ARD Mediathek (Germany). A document analysis examines how legal remits and strategies governing these institutions talk about diversity. We analyse the presentation and exposure of 'diversity' in VoD content via longitudinal datasets that document the three VoD landing pages daily between early 2022 and late 2023, recording the position of every programme title at the VoDs' front pages, as well as deck titles. We test four approaches to this dataset: Spotting diversity in deck titles, looking for content tagged as diverse on IMDb and by Chat GPT, calculating diversity of exposed content with the Gini-Simpson-Index and assessing diversity through a manual coding of deck titles and sampling content displayed in selected decks. The article shows how differently diversity can be conceptualised and operationalised in VoD practice and concludes that multi-dimensional methodological approaches are needed. This article is a report on different publishing strategies for 'diversity content' in PSM VoD interfaces; a discussion of the conflicting relation between public service ideals and the notion of identity-based 'branded diversity' of globally operating VoDs; and a contribution to developing methods for monitoring diversity on VoD. Initially, tax was not a levy, but a voluntary gift given by the people to the king who had looked after the interests of the state, protected the country from enemy attacks, financed royal employees, and so on. Taxes can be an instrument for the government to measure how much people are aware of paying taxes or funding state administration and measuring the value of people's real income and welfare. Taxes are the largest state revenue used by the state to develop all regions in Indonesia. Realizing the importance of encouraging tax knowledge in an effort to increase tax compliance in the self-assessment system, providing and carrying out various counseling, outreach, service and public relations activities to provide knowledge to taxpayers to carry out their obligations as taxpayers. Legal problems that need attention in the future are the regulation and enforcement of the law regarding the resolution of tax disputes which have the potential to harm state revenues and criminal acts in the field of taxation as well as misuse of funds originating from state tax revenues. Even though tax law is included in state administrative law, it is strengthened by the regulation of criminal provisions in the tax law. Regarding the concept of tax sanctions, it is control or supervision by the government to ensure compliance with regulations by citizens so that violations do not occur. This study holds substantial significance as it represents a pioneering continent-wide empirical endeavor to comprehend the extent to which public relations (PR) professionals value and engage with Generative Artificial Intelligence (GenAI) technologies and the consequential impact they exert on the praxis of the profession in Africa. The study assumes a qualitative approach with data collected from in-house and agency PR professionals across the major economic blocks in Africa. Beyond unearthing the benefits and threats, we also found practical, socio-cultural, and ethical implications of the influx of GenAI technologies, based upon which we proffered valuable recommendations for both practice and scholarly pursuits. We make a central argument that even though there is a high adoption and usage of GenAIs among PR professionals in Africa, there are currently no ethical policies guiding its usage, and this threatens the professions' quest to be transparent and accountable to their clients and publics. The year 2018 marked a significant time in the political history of Pakistan when two marginalized groups (i.e., women and transgender persons) captured much of the public attention. Aurat March (as a celebration of International Women's Day i.e., IWD) and the promulgation of Transgender Protection of Rights Bill reinvented the politics of gender in Pakistan. While the former event caused a huge backlash (and misogyny) against women the later development produced a wave of transphobia perpetuating violence against trans-bodies. Multiple groups started to take form operating from the right-wing populist spaces and started celebrating IWD to build a counter-narrative against the Aurat March. However, during the same year, another sovereign institution i.e., the military started to occupy and contribute to this gender politics through their media wing i.e., Inter Services Public Relations Pakistan (ISPR). This article seeks to identify and analyze the discourses of the Army institution by looking at the media (cultural/material) productions of (ISPR) on gender/women ideology. I am particularly engaging with one magazine called Hilal for Her which was launched in 2018. By looking at the editorial content of this magazine (only March issues) through feminist critical discourse analysis it is argued that the feminine political subject imagined by the Military is essentially a national-patriotic woman whose political sensibilities are within the bounds of ideational structures of Islam and culture defined and protected by the Armed Forces of Pakistan. Geospatial online participatory tools, or geo-OPTs, are increasingly used worldwide for engaging the public in planning. Yet, despite growth in the adoption and use of geo-OPTs, and the growing scholarship to accompany it, our understanding of their ability to support public participation in environmental planning is still underdeveloped. In this paper, we investigate the application of a geo-OPT by the United States Army Corps of Engineers (USACE), a leading water management agency in the United States, in three contextually and geographically diverse cases. Through a combination of document analysis, interviews, and participant observation, we examine the processes and dynamics associated with the development and use of the geo-OPT Crowdsource Reporter. Our findings highlight the importance of managing geo-OPTs not in isolation or as a panacea but rather as part of a broader planning process that recognizes the complexity and significance of communication in geo-OPT processes. Although it may be tempting and seemingly simple to create and launch these online tools, our research reveals how a lack of intention early on may lead to underuse or misapplication of the tool. More significantly, real damage can be done, like increased public frustration and alienation, resulting in breakdown in communications or even worsening public relations for federal agencies. States' communication with foreign audiences is commonly conceptualized as either propaganda (by autocracies), public diplomacy (by democracies), or PR work (by public relations agencies). This article argues that strict separation between these areas of foreign policy communication hinders more than helps our understanding of how states attempt to garner support among a global audience. Theorizing Iran's ex-foreign minister Mohammad Javad Zarif's communication on Twitter as a fusion of PR, public diplomacy, and propaganda with emotionally evocative performances of nationalism, this article shows how foreign policy communication develops in tandem with, but also in contrast to audience reactions and discussions. Purpose: The purpose of this paper is to provide rich, qualitative insights around internal communication in strategic communication agencies, addressing the evolutions in expectations and best practices for agency leadership through COVID-19. Design/methodology/approach: Qualitative interview study with 18 US-based leaders of public relations and advertising agencies to examine their experiences of leading and managing strategic communication teams during COVID-19. Findings: Synthesized findings around changes in leadership values and important facets of ongoing internal crisis communication led to the development of the following five categories—Improvisation and Flexibility, Transparency and Trust, Ownership and Embodiment, Care and Empathy, Relationships and Resilience. Originality/value: Using a high-value sample, the study is the first (to the best of the authors' knowledge) to focus on the crucial context of agencies and internal communication around COVID-19; diversity, equity, and inclusion (DEI); and other pandemic-era challenges. In some recent climate litigation cases, plaintiffs have added a claim for common law fraud, in addition to the more traditionally pursued claims for nuisance, negligence, and trespass. Fraud claims against fossil fuel companies center on the decades-long campaign of climate change doubt that was organized, funded, and carried out by oil, gas, and coal industry leaders, as well as public relations firms and industry advocacy groups working on their behalf. But while the doubt campaign certainly fits the fraud mold--a purposeful effort to mislead for profit--because it was aimed at defrauding the public at large, rather than defrauding a particular individual--it is not the kind of deceptive scheme that the fraud laws are good at addressing. The fraud laws, by their very nature, apply most naturally to personal frauds. Impersonal frauds aimed at millions, like that carried out by the fossil fuel industry, are mostly ignored (and thereby allowed) by law. Moreover, plaintiffs suing fossil fuel companies face unique challenges. This Article argues that this gap in the law, where the largest and most destructive frauds are generally ignored, should be closed. Until it is, it will continue to unfairly deprive those harmed by climate change of the opportunity to seek redress for injuries caused by the fossil fuel companies' purposeful deceit of the public. The primary aim of this research is to understand the dynamics of external communication in Ibero-American film festivals, focusing on how these festivals interact with diverse audiences and media. The study seeks to uncover the strategies used to communicate with traditional and emerging media platforms. The theoretical framework of the study is grounded in concepts of organizational communication, public relations, and marketing, particularly within the context of cultural events. It references various models of communication and marketing to understand how festivals position themselves and interact with their audiences. The research employs a qualitative approach, utilizing semi-structured interviews with festival managers and film journalists who cover these events. This approach helps to gather in-depth insights into the communication practices and challenges faced by these festivals. The study involved participants from various countries, ensuring a comprehensive understanding of the communication landscape across Ibero-America. The key Findings of this work are: 1. Evolving Communication Ecosystem: Traditional media formats continue to be used, but there is a significant shift towards innovative content for digital platforms. Emerging and independent media, including influencers, play a crucial role in disseminating festival information. 2. Festival-Generated Media: Many festivals are creating their own media channels to generate content that traditional media might overlook. This includes blogs, podcasts, and live social media broadcasts, allowing festivals to control their narrative and reach their audiences directly. 3. Role of Influencers: Influencers are increasingly important in the communication strategies of film festivals due to their ability to rapidly mediate information and engage with diverse audiences. Their involvement is often seen as essential for real-time promotion and visibility. 4. Challenges with Traditional Media: Traditional media do not always cover aspects of festivals that organizers consider important. This misalignment leads festivals to rely more on self-generated content and digital platforms to ensure comprehensive coverage of their events. 5. Integrated Communication Strategies: Successful communication strategies often involve a mix of traditional and digital media, along with direct engagement with audiences through social media. Festivals must balance these elements to effectively promote their events and engage with their stakeholders. Considering the practical implications, the findings suggest that film festivals need to adopt multifaceted communication strategies that integrate traditional media, digital platforms, and direct audience engagement. The involvement of influencers and the creation of festival-generated content are essential for maintaining visibility and relevance in a rapidly evolving media landscape. The research concludes that the communication practices of Ibero-American film festivals are undergoing significant transformation. Traditional media still play a role, but the rise of digital platforms and self-generated content has become crucial. Cellulose nanofibrils (CNFs) exhibit excellent mechanical properties and are used to reinforce various composites. The effects of incorporating CNFs into commercial mineral trioxide aggregate (MTA) cements (NEX MTA (NEX) and ProRoot® MTA (PR)) on the underwater setting properties, compressive strength, and flowability were estimated in this study. NEX mixed without CNFs disintegrated after water immersion. NEX mixed with CNF-suspended solutions showed good setting properties under water immersion and a similar compressive strength, which was kept in air (100% relative humidity). PR did not degrade after water immersion, regardless of the presence of CNFs, and no significant difference in the compressive strength caused by CNFs incorporation was detected. The relative flowability of the NEX mixture decreased with increasing CNFs content up to 1.0 w/v%. The application of CNF-incorporated MTA in various dental cases is promising because CNFs prevent the water-immersion-dependent collapse of some MTA cements immediately after mixing.
