The ideology of the contemporary far-right movement inWestern Europe is characterised by a belief in authoritarianism, nativism and a rejection of liberal or democratic principles. How are these ideological characteristics reflected in the movement's approach to education? This article argues that education can be politicised from either a redistributive or cultural perspective. Drawing on literature and archival sources, it shows that right-wing parties and intellectuals have developed clear preferences for education as a cultural policy, but are more ambivalent when it comes to the distributive dimension of education. The fact that this overall pattern and its variations across the movement can be interpreted using existing theoretical approaches from education policy and history confirms the value of these approaches for future research on far-right approaches to education. Parteien, die bei einer Wahl Erfolg haben wollen, sind darauf angewiesen, im öffentlichen Diskurs Gehör zu finden. In diesem Sommer gab es zwei Versuche, sich in eine bereits konzipierte, unmittelbar vor der Wahl stattfindende Diskussionsveranstaltung einzuklagen. Die verwaltungsgerichtlichen Entscheidungen dieser Verfahren divergieren zwar in ihrem Tenor. Beide deuten jedoch auf eine neue Linie in der Rechtsprechung zur Vorwahlberichterstattung hin, die auch für die Bundestagswahl im kommenden Jahr noch relevant werden könnte und die kritisch zu betrachten ist.

Ein Stadtratsabgeordneter verlässt seine langjährige politische Heimat Die Linke, um gemeinsam mit Frau Dr. Wagenknecht und ihren Gefährten das verheißungsvolle Land der Vernunft und Gerechtigkeit zu finden. Der Kreisverband – über den Austritt wenig erfreut – macht nun sog. Mandatsträgerbeiträge auch nach dem Ende der Parteimitgliedschaft gerichtlich geltend – und zwar auf Grundlage einer beidseitig unterzeichneten, vorformulierten „Abrede über die Abführung von Mandatsträger*innen-Beiträgen“ sowie kaskadenartiger Verweisungen in Satzungen der verschiedenen Gliederungsebenen. Es dürfte kaum bei diesem Einzelfall bleiben.

Das neue Wahlgesetz, das im März 2023 beschlossen wurde, hat viel Kritik auf sich gezogen. Insbesondere die dort implementierte Abschaffung der Grundmandatsklausel findet eine erbitterte Gegnerschaft. Gregor Gysi bezeichnete das Vorgehen der Ampel schlicht als „unmoralisch“. So fremdartig der Vorwurf der „Unmoral“ im Kontext einer verfassungsrechtlichen Debatte erst einmal zu sein scheint, so bringt er den Kern des weitverbreiteten Unbehagens am neuen Gesetz gut auf den Punkt. Denn nicht nur das Gesetz könnte „falsch“ sein, sondern einige Akteure könnten auch aus den „falschen“ Motiven gehandelt haben.

Die Beteiligung an den Wahlen nimmt ab, die Aversion gegen die Parteien zu. Andererseits sind die Wahlen das Grundinstrument einer repräsentativen Demokratie, mit der die Bürgerinnen und Bürger ihre Vertreter selbst bestimmen können. Sinnvolle Alternativen dazu gibt es kaum. Um das Verhältnis zwischen den Wählern und den Gewählten zu verbessern und die Demokratie zu beleben, genügt es nicht, an den Wahlsystemen anzusetzen. Aber auch sie können einen Beitrag liefern. Diese Abhandlung nimmt sich vor, die Grundmodelle, das Proporzsystem einerseits und das Majorzsystem andererseits, und ihre Kombinationen auf ihre Auswirkungen hin zu analysieren und nach den optimalen Formen zu suchen. Natürlich kann man kein Idealmodell über alle Länder stülpen. Unterschiedliche sozioökonomische und kulturelle Rahmenbedingungen sind zu beachten. Das darf aber nicht daran hindern, Vor-und Nachteile der verschiedenen Systeme zu analysieren und den Versuch zu unternehmen, nach der idealen Form zu suchen oder zumindest deren wesentlichen Merkmale herauszukristallisieren. Das Wahlsystem Deutschlands spielt dabei eine wichtige Rolle. Im Lichte der jüngsten Wahlrechtsänderung des Deutschen Bundestages bekommt die Diskussion eine besondere Aktualität.
