Canadian gender equality policy has taken a 'technocratic turn' that favours bureaucratic expertise to monitor and measure (in)equality rather than participatory and consultative mechanisms. While the processes and impacts of this shift are well documented at the federal level, less is known at the provincial level. This article takes stock of provincial gender equality mechanisms, demonstrating variations in women's policy agencies (WPAs) across the ten provinces. It then links these variations to the discursive politics of gender equality within each province. We demonstrate that the potential for transformative orientations of gender equality emerges in WPAs with broad consultative mechanisms. La politique canadienne en matiere d'egalite entre les sexes a pris un << tournant technocratique >> qui privilegie l'expertise bureaucratique pour surveiller et mesurer l'(in)egalite plutot que des mecanismes de participation et de consultation. Alors que les processus et les repercussions de ce changement sont bien documentes au niveau federal, ils sont moins connus au niveau provincial. Gender 'mainstreaming' is an important concept in feminist politics because it integrates a gendered perspective into all policy- and decision-making. However, while most scholars agree that gender mainstreaming has the potential to transform social relations, to date it has been limited and delivered only marginal benefits for a few women. In the Canadian context, scholars have pointed to several contextual and conceptual issues that limit the transformative potential of genderbased analysis. While such studies have contributed to our understanding of the impacts of gender mainstreaming, the author suggests that we must also explore the creative or productive dimensions of mainstreaming. When we do so, we see that gender mainstreaming constructs a new form of worker: the 'gender expert,' who is then given authority to analyse, monitor and suggest interventions based on 'expert analysis.' From this perspective, gender analysis becomes a 'technology of rule,' constructing gender experts whose power ultimately goes unscrutinized in the context of the organization, thus obscuring the ways in which gender systems are reproduced or fractured by gender mainstreaming itself. In closing, the author calls for a reorientation of gender mainstreaming, away from an analytic approach that focuses only on the instrumental effects of policies and towards an approach that illuminates both the instrumental and creative impacts of policies. << L'integration de l'egalite des sexes >> est un concept important dans la politique feministe du fait qu'elle incorpore une perspective tenant compte des sexes dans l'elaboration de toutes les politiques et prises de decisions. Cependant, alors que la plupart des universitaires conviennent que l'integration de l'egalite des sexes pourrait transformer les relations sociales, jusqu'a present, cela a ete limite et n'a apporte que des avantages marginaux a quelques rares femmes. Dans le contexte canadien, des erudits ont souligne plusieurs questions contextuelles et conceptuelles qui limitent le potentiel de transformation de l'analyse differenciee selon les sexes. Alors que ces etudes nous ont aides a comprendre les repercussions de l'integration de l'egalite des sexes, l'auteure indique que nous devons egalement examiner les dirnensions creatives ou productives de l'integration. In this paper, we explore the role of social empathy in policymaking. Social empathy extends empathy from an interpersonal disposition to the social and political structures that inform policy processes and outcomes. Empathy requires an emotional understanding of phenomena, which we suggest can be cultivated through an emotional analysis of policy, and can result in more socially just outcomes. Building on social work and emotional policy analysis research, we present a framework for both nurturing and applying empathy in policy contexts, which is then applied to the case of Canada's Caregiver Program. We demonstrate how emotional discourse analysis exposes the various subject positions of both the analyst and policy subjects, implicating disciplinary forces that hinder connection between actors. Once such forces are illuminated, policymakers can reconfigure policy in more socially just ways. We thus emphasize the transformative potential of fostering empathy in and through policymaking. In 1991, Ontario became the first Canadian province to pass legislation establishing midwifery as a self-regulated healthcare profession and integrating it into the provincial healthcare insurance plan. Since its implementation, there has been a partial convergence of obstetric practice in the province, where, despite seemingly distinct professional philosophies of care, both midwives and physicians cohere around representations of pregnancy and birth as "normal" or "natural" life events rather than medical conditions requiring treatment. In this paper, I suggest that understanding this convergence and the effects produced by it requires an interrogation of the emotional policy discourses that shape (and are shaped by) the ways we experience the world around us. In doing so, I develop a framework for tracing the emotional policy discourses surrounding pregnancy and birth from the turn of the 20th century until the early 1990s, demonstrating that these representations reflect the merging of two emotional registers, joy and fear, where pregnancy and birth are represented as joyous, life changing events, but where joy is tempered by the fear of complications and potential tragedy. I thus show that contemporary emotional landscapes bind various "birth experts" and bracket "expertise" around particular forms of knowledge, shaping expert and maternal subjectivities along gendered, racialized, ableist, and class-based lines. The transition to motherhood is a time of tremendous change, during which maternal subjects experience important shifts in their relationships with family, friends, employers, and state. Parental leave policies have potential to mitigate some of these changes, contributing positively to health and economic outcomes. Indeed, such policies have been identified as essential for achieving gender equality, serving to address both recognition and redistributive claims. In this paper, we explore parental leave policy through the lens of first time mothers in Canada, where two distinct policy regimes coexist. Using narrative analysis, we examine the ways in which the transition to motherhood is embodied and enacted through policy experiences. The stories we uncover, stories of helplessness, of control and resistance, and of stymied progress, illuminate how leave policies differently position maternal subjects in complex social settings. Nova Scotia's Guide for Girls and Manitoba's 4 Girls Only! represent recent shifts in policy that aim to include and empower young women vis-a-vis public policy. In this article, we analyze these manuals, illuminating the ways in which young women are configured as subjects in late modern capitalist societies such as Canada. We show that, as neoliberal subjects, young women are increasingly expected to be autonomous and self-governing yet appear to require guidance to follow the right path towards future ideal neoliberal citizenship. Thus, despite their notable intentions, the manuals identify and target certain forms of conduct as problematic, eschewing a broader discussion of the structural causes of a variety of social problems such as poverty, unemployment, poor health, sexual violence, and stress, thus raising important questions regarding policy by, for, and about young women. In the past decade, Canadian federal and provincial governments have designed programmes to facilitate entry into trades in an attempt to stimulate economic growth. As part of these efforts, increasing attention is focusing on programmes to encourage women to enter skilled trades, while paying little attention to those trades traditionally dominated by females. In this article, we explore the gendered dimensions of apprenticeship programmes in Canada, demonstrating the ways in which gender inequality is reproduced by programmes that situate employers and women as responsible for change. In particular, using a case study, we illustrate that the gendered structure of the labour market is preserved and reproduced. While efforts have targeted women to facilitate entry into non-traditional occupations such as electricians and plumbers, female-dominated trades such as hairstylists remain untouched, thereby sustaining the gendered wage structure of the economy. Thus women remain segregated in low-paying trades and receive fewer public supports when pursuing training in these segregated trades. The article argues that apprenticeship training and certification is constructed to respond to the needs of male-dominated trades, but not the needs of female-dominated trades. Ultimately, the public policy decisions that make up the apprenticeship training and certification system in Canada reproduce gender inequality. [ABSTRACT FROM AUTHOR]

Integrating insights from strategic bargaining analysis with the cooperative conflicts approach, this paper explores the implications of conjugal violence against women and women’s resistance to violence for bargaining processes and outcomes. It is argued that analyses of conjugal violence must situate strategic behavior in social context, thus problematizing theoretical and empirical analyses that point to a direct negative correlation between women’s economic resources and violence.
