Abstract

Water sowing and harvesting (WS&H) consists of a series of ancestral procedures by which humans collect and infiltrate (sow) rainwater and runoff underground, so as to recover (harvest) it downgradient at some later time. This management of the water has made it possible for various regions of Ibero-America that is, Latin America plus the Iberian Peninsula to overcome dramatic cultural and climatic changes over the centuries. The principles governing WS&H coincide with those pursued under the present paradigm of Integrated Water Resource Management. Moreover, WS&H implies a better use of water and enhanced conservation of the environment and patrimony, as well as recognition of rural communities as vital custodians of the land and of its relevant cultural aspects. The main WS&H systems that serve Ibero-American countries are described here, emphasizing the principles underlying this means of water management as exemplary of hydrogeoethical systems.

Abstract

El actual modelo de gestión del agua basado en el uso exclusivo de infraestructura gris (construida por el hombre) necesita de un nuevo enfoque que permita encarar los crecientes desafíos de seguridad hídrica que conllevan el aumento de la población y el cambio climático. La Comisión Europea está favoreciendo nuevos modelos de gestión del agua en los que las Soluciones Basadas en la Naturaleza (SbN) comienzan a tener un papel más destacado. Esta nueva propuesta de gestionar el agua, que a priori nos puede resultar nueva, se aplica desde hace más de mil años en algunas zonas de Los Andes y del Sur de España, dónde se conoce como “Siembra y Cosecha del Agua” (SyCA). En este artículo se describe en qué consisten las SbN aplicadas a la gestión del agua, se explica qué es la SyCA y se presentan sus principales tipologías. Esta información ha sido recopilada por laRed de Investigación “Siembra y Cosecha del Agua”del Programa Iberoamericano de Ciencia y Tecnología para el Desarrollo (CYTED), liderada por elInstituto Geológico y Minero de España(IGME).

Abstract

[ES] El rescate de la siembra y cosecha de agua, técnica ancestral de las civilizaciones, cada vez alcanza un mayor apogeo en los albores del siglo XXI, debido a su practicidad y eficiencia, pero sobre todo por los principios de sostenibilidad. La gestión del agua es un reto apremiante del siglo, ante el crecimiento de la población y la consecuente mayor demanda de agua y las acciones antrópicas que la contaminan, siendo el agua subterránea una alternativa al problema, y la siembra y cosecha de agua se presenta como una solución en diferentes zonas de la geografía regional. El presente trabajo tiene como objetivo analizar los sistemas de Siembra y Cosecha de Agua (SyCA) mediante las experiencias de los diferentes casos en Iberoamérica que configuran un mecanismo de cooperación y transferencia del rescate de estas técnicas ancestrales. La metodología comprende i) análisis comparativo de las técnicas de SyCA y sus características en varios países, ii) análisis FODA del proceso de rescate de SyCA mediante participación de cinco expertos internacionales, iii) estrategias para la sostenibilidad de los procesos de SyCA en países iberoamericanos. Actualmente se registran muchos casos de SyCA en Iberoamérica que presentan novedosos casos, trabajados preferencialmente por comunidades rurales que solucionan problemas de abastecimiento de agua del siglo XXI con técnicas ancestrales sostenibles de siembra y cosecha de agua., [EN] The rescue of water sowing and harvesting, an ancestral technique, is becoming increasingly popular at the dawn of the 21st century, due to its practicality and efficiency, but above all due to the sustainability principles. Water management is the challenge of the century, given the population growth and the consequent increased demand for water and the anthropic actions that pollute it, with groundwater being an alternative to the problem, and water sowing and harvesting is presented as a solution in different areas of the regional geography. The present work aims to analyze the systems of Water Sowing and Harvesting (SyCA, by its acronym in Spanish) through the study of the different cases in Iberoamerica that configure a mechanism of cooperation and transfer of the rescue of these ancestral techniques. The methodology includes i) matrix of comparative analysis of SyCA techniques and their characteristics, ii) SWOT analysis of the SyCA rescue process through the participation of five international experts, iii) strategies for the sustainability of SyCA processes in Iberoamerican countries. Currently, there are many cases of SyCA inIberoamerica presenting novel cases, worked by rural communities that have a sustainability approach.

Abstract

El macizo kárstico del Alto Mayo (San Martin, Perú) tiene una red de drenaje desarrollada, activa y poco estudiada. El propósito de este estudio es determinar los caudales de las resurgencias y sus cuencas hidrográficas correspondientes. Los datos hidrológicos y pluviométricos utilizados provienen de los observatorios locales (ANA y SENAMHI) y del proyecto KarstAm. Los caudales medidos alcanzan hasta 24 m³/s en promedio para algunas resurgencias, situándolas entre las más grandes de Sur América. La poca variabilidad temporal del caudal de uno de los acuíferos (Río Negro) muestra un comportamiento atípico en relación a los acuíferos kársticos, pareciéndose más a un acuífero poroso. Los caudales específicos de las cuencas topográficas son superiores a la tendencia regional, por lo que las cuencas hidrográficas han sido recalculadas suponiendo la presencia de captación kárstica. Los datos de precipitación han sido corregidos con el método del vector regional. Los caudales específicos recalculados son más cercanos a los valores regionales, aunque se mantienen con elevados coeficientes de escurrimiento. Estos errores son atribuidos a una subestimación general de las precipitaciones en la cuenca del Alto Mayo.

Abstract

Resumen: Actualmente, la ciudad de Abancay (ubicada en Apurímac, región del sur del Perú) presenta un crecimiento poblacional desordenado, producto de la ocupación de áreas para vivienda y cultivo sin considerar las características geográficas, geodinámicas y climáticas de la zona. Las constantes lluvias, en algunos casos extremas, generan diversos fenómenos geo-hidrológicos que afectan a la ciudad y sus poblados aledaños. Ante esta situación y como parte del “Programa nacional de riesgos geológicos”, el Instituto Geológico Minero y Metalúrgico del Perú (INGEMMET) en colaboración con la Universidad de Geneva (Suiza), eligió la micro-cuenca del río Mariño en Abancay para desarrollar estudios geológicos, hidrogeológicos, geofísicos y dendrocronológicos a escala de detalle, a fin de evaluar potenciales desastres geo-hidrológicos que pudiesen ocurrir en el futuro en el área. Los primeros resultados del estudio muestran que gran parte de la cuenca del río Mariño es altamente susceptible a la generación de movimientos en masa y que los principales condicionantes son i) la abrupta topografía del área, ii) la presencia de antiguos movimientos en masa que frecuentemente son reactivados por la infiltración de agua y circulación de flujos sub-superficiales, durante la época de lluvias y iii) la alta meteorización del sustrato rocoso que facilita la tendencia a la fracturación y creación de cavidades. Además, a raíz de la modelización del flujo de detritos de 1951 se ha podido concluir que los distritos de Tamburco y Abancay son especialmente sensibles ante una situación similar y que las actuales medidas estructurales llevadas a cabo en la quebrada de Sahuanay no serían suficientes para controlar dicho fenómeno. Por otro lado los resultados preliminares derivados del estudio dendrocronológico muestran que P. Glomeratus podría ser útil para completar la falta de datos climáticos existente en el área de Abancay. Igualmente, los eucaliptos situados a lo largo de la quebrada de Sahuanay son útiles como indicadores de la magnitud del flujo de detritos que sucedió en 2012 y servirán para calibrar modelizaciones futuras de dicho evento y otros posibles escenarios. Los resultados obtenidos serán puestos a consideración de las autoridades y población local para una adecuada gestión del riesgo de desastres en la ciudad de Abancay. Abstract: In the last times, the city of Abancay (located in Apurímac, a region of southern Peru) has experimented a very fast population growth which has led to do an improper land use by occupying geodynamically unstable areas. These areas are prone to suffer geo-hydrological processes often triggered by extreme rainfalls which generate important personal and economic losses in Abancay and its surrounding villages. Regarding this situation, the Geological, Mining and Metallurgical Institute of Peru, together with the University of Geneva (Switzerland), within the framework of the “National Program of Geological Risks”, chose the micro-basin Mariño River to develop geological, hydrogeological, geophysical and dendrochronological studies in order to evaluate future potential geo-hydrological events in the area. First results show that large part of the Mariño River basin is highly susceptible to the occurrence of geo-hydrological events. This susceptibility is mainly related with three factors i) the steep topography, ii) the strong weathering suffer by the bedrock which facilitate the fissure and caves formation and iii) the presence of ancient mass movements often reactivated during the rainy season due to the water infiltration and subsurface flow. Furthermore, from the simulation of the debris flow event occurred in 1951, it can be observed that Tamburco and Abancay districts are especially sensitive to the debris flow occurrence. From this simulation we can extract also that the current structural measures implemented in the Sahuanay stream might not be enough to control a new event similar to the 1951 event. Also preliminary results from the dendrochronological survey shows that P. Glomeratus tress could be useful in order to fill the lack of climatic data in the Abancay area as well as the trees located along the Sahuanay stream in order to get information about the debris flow magnitude occurred in 2012. The ultimate goal of this study is to share these results with the local authorities in order to improve the current plans of risk management.
