1. Women Navigating the Labyrinth: A Delphi Study

- Abstract
The current Delphi study examined barriers women face when pursuing the role of superintendent and the supports they utilize to help them overcome those barriers. In the role of superintendent, men hold 74% of the positions, and women hold 26%. However, in the role of teacher, men hold 24%, and women hold 76%. Women show the desire to serve in the role, as evidenced by holding more advanced degrees than men, as well as holding more superintendent certifications than men. Yet, women are not progressing at equal rates. The purpose of the current Delphi study intended to reach a consensus among an expert panel of current and former public school superintendents in Texas around the most common barriers women face when pursuing the role of superintendent and the most effective supports that help women overcome the barriers. In addition, the current study explored PK-12 superintendents' perceptions of gender disparity in the role of the superintendency. Surveys, including open-ended questions as well as the ranking and rating questions, were administered in iterative rounds. Results provided a ranked list of the most common barriers: insecurity and lack of confidence, family demands, bias and cultural norms, lack of mentors and sponsors, and good old boy network. The most effective supports for school districts, professional organizations, school boards, and hiring firms to help mitigate this inequity included the following: Informal and Formal Networks, Mentorships and Sponsorships, Professional Organizations, Professional Learning, and Family.
