Three broad themes characterize the goals of the Astrophysics Division at NASA. These are obtaining an understanding of the origin and evolution of the universe, the fundamental laws of physics, and the birth and evolutionary cycle of galaxies, stars, planets and life. These goals are pursued through contemporaneous observations across the electromagnetic spectrum with high sensitivity and resolution. The strategy to accomplish these goals is fourfold: the establishment of long term space based observatories implemented through the Great Observatories program; attainment of crucial bridging and supporting measurements visa missions of intermediate and small scope conducted within the Explorer, Spacelab, and Space Station Attached Payload Programs; enhancement of scientific access to results of space based research activities through an integrated data system; and development and maintenance of the scientific/technical base for space astrophysics programs through the research and analysis and suborbital programs. The near term activities supporting the first two objectives are discussed.

Current plans for astrophysics experiments using the Space Station are summarized. The planning history is briefly traced; the fundamental roles of the Station as observatory, assembly plant, and service point for free-flying astrophysics platforms are considered; the NASA astrophysics programs are described; the chief outstanding problems are listed; and the need for smaller experiments is stressed. Lists of desired Station performance parameters and charts showing projected completion dates for Station components are provided.

Major and minor NASA astrophysical research efforts in the near-term are outlined, together with projections of direction for future projects. The Space Telescope is being readied for a 1986 launch and will feature an f/24, 2.4 m aperture, an MgF2 mirror with better than 1/60 wavelength accuracy and will be diffraction-limited in the UV. Pointing accuracy is designed to be 0.007 arcsec for 24 hr. Optical, spectrometric, and photometric equipment will be included. Around 1990, Shuttle-based missions will include an IR telescope and a subarcsec solar surface imaging device. A free-flying X-ray observatory (AXAF) is planned and will include a sensitivity that exceeds that of the HEAO-2 spacecraft by two orders of magnitude. Instruments are under development for higher resolution UV, gamma-ray, and IR studies. In-orbit interferometry is being studied and will depend on in-orbit assembly and servicing of stable structures with segmented optics.

The Shuttle offers an exciting new way to perform space experimentation, the 'sortie mode.' This mode allows experiments to be performed in the payload bay with subsequent return of the hardware, including data in the form of film, tapes, or samples, to the investigators. In pursuit of the objective of providing easy and routine access to space, a number of methods of participation in the sortie mode are being made available by NASA. These methods provide varying degrees of NASA funding, data rights, and flexibility. At one extreme is the 'Small, Self-Contained Payload' where a 60-pound payload can be flown on the Shuttle for a cost of $3,000. Alternately, one can propose an experiment in response to an 'Announcement of Opportunity' (AO) and receive substantial funding support for development and conduct of a major Spacelab experiment. These methods and others are discussed.

The flux density of cosmic-ray positrons and electrons was measured by a balloon-borne spark chamber magnetic spectrometer in two flights in an attempt to study the solar modulation of galactic cosmic rays. The total electron flux was found to be about 0.03/cu m/s/sr/MeV between 70 and 800 MeV and to increase toward lower energies, while the positron flux decreased sharply toward lower energies from about 0.008/cu m/s/sr/MeV at 650 MeV and only upper limits were obtained for positrons below 200 MeV. At energies above 180 MeV, the spherically symmetrical Fokker-Planck equation with a diffusion coefficient proportional to the particle rigidity provided a reasonable fit to both positron and total electron data, while at energies below 180 MeV, the data were consistent with a continuation of the same diffusion coefficient and local source of electrons, or a change in the diffusion coefficient to a constant value.

A balloon-borne spark chamber magnetic spectrometer was used to measure separate spectra of positrons and negatrons in two flights during summer, 1974. The total electron flux is about 0.3 m(-2) s(-1) sr(-1) MeV(-1) between 70 and 800 MeV, and increases toward lower energies. The positron spectrum decreases sharply toward lower energies from a value of about 0.08 m(-2) s(-1) sr(-1) MeV(-1) at 650 MeV, and only upper limits are obtained for positrons below 200 MeV. At energies above 180 MeV, the spherically symmetric Fokker-Planck equation provides reasonable fits to both the positron and total electron data. At energies below 180 MeV the data are consistent with a continuation of the same diffusion coefficient and local source of negatrons, or a change in the diffusion coefficient to a constant value.

A detailed study of the charge composition of heavy solar cosmic rays measured in the January 25, 1971 solar flare including differential fluxes for the even-charged nuclei from carbon through argon is presented. The measurements are obtained for varying energy intervals for each nuclear species in the energy range from 10 to 35 MeV per nucleon. In addition, abundances relative to oxygen are computed for all the above nuclei in the single energy interval from 15 to 25 MeV per nucleon. This interval contains measurements for all of the species and as a result requires no spectral extrapolations. An upper limit for the abundance of calcium nuclei is also presented. These measurements, when combined with other experimental results, enable the energy dependence of abundance measurements as a function of nuclear charge to be discussed. It is seen that at energies above about 10 MeV per nucleon, the variations of abundance ratios are limited to about a factor of 3 from flare to flare, in spite of large variations in other characteristics of these solar events.

The paper presents the plans of the Office of Space and Terrestrial Applications for the Shuttle/Spacelab missions. It is reported that the current program contains dedicated low-gravity mission (Spacelab 3 mission) and several minor missions planned for flight during 1980-1982. It is noted that these missions have either Materials Processing or Earth viewing emphasis. Finally, several representative experiments are used to illustrate the Applications Spacelab Program, such as the Materials Experiment Assembly (MEA), and the Atmospheric Trace Molecule Measured by Spectroscopy (ATMOS) experiment.

An overview of the planning for future NASA Spacelab missions is presented. The planned missions through 1983 indicate a vigorous and growing Spacelab payload program. The new capabilities of the Spacelab mode of experimentation suggest new payload management techniques. A technique which is characterized by increased mission planning flexibility and discipline autonomy is discussed in detail.

An overview of the instrument accommodations for Shuttle/Spacelab missions is presented. Spacelab subsystems that interface with experiments are discussed in some detail. Particular emphasis is given to the Command and Data Handling Subsystem. Updated information is provided regarding the acoustic environment and emergency landing requirements.

Accurate and controllable technique for converting television information to binary form has been developed for systems requiring video signals to be used with automatic data-processing equipment. High-speed comparator circuit ignores out-of-focus features and is insensitive to overall brightness changes in picture.

Fluxgate magnetometer for measuring magnetic field along two axes using one sensor

Magnetometer uses single sensing head to measure magnetic flux density along two axes simultaneously. The sensor head consists of permalloy core and four windings. Two windings perform a multivibrator function, the two remaining windings sense magnetic fields. The smaller magnetometer performs same functions as more complex devices.

Measurements of the flux of helium nuclei in the 24 January 1971 event and of helium and (C, N, O) nuclei in the 1 September 1971 event are combined with previous measurements to obtain the relative abundances of helium, (C, N, O), and Fe-group nuclei in these events. These data are then summarized together with previously reported results to show that, even when the same detector system using a dE/dx plus range technique is used, differences in the He/(C, N, O) value in the same energy/nucleon interval are observed in solar cosmic ray events. Further, when the He/(C, N, O) value is lower the He/(Fe-group nuclei) value is also systematically lower in these large events.

When solar particle acceleration theory is analyzed, it is seen that the results suggest that, for large events, Coulomb energy loss probably does not play a major role in determining solar particle composition at higher energies (10 MeV). The variations in multicharged nuclei composition are more likely due to partial ionization during the acceleration phase.

The abundance of Fe-group nuclei in the energetic solar particles was measured twice in the 24 January 1971 event and once in the 2 September 1971 event. Including earlier results from the 2 September 1966 event, the Fe-group abundance was found to be in the range from 3% to 6% of the oxygen nuclei in the energy interval from 21 to 50 MeV/nucleon, in those events where the Fe-group abundance could be measured. Fe-nuclei have a different charge-to-mass ratio from that of the C, N, O nuclei, so small variations in the Fe abundance in solar particles are expected. In the three exposures where the statistics were adequate to construct an energy spectrum, the Fe-group nuclei were seen to have an energy/nucleon spectrum similar to that of the C, N, O nuclei; however, the energy/nucleon range was limited. The abundance for the Fe-group nuclei is consistent with the present solar spectroscopic abundance estimates.
