Economic inequalities have been increasing between and within nations, regions and cities, but questions of redistribution have to some extent been displaced by those of recognition, empowerment and diversity in urban and regional inquiry and policy. A conceptual framework drawing upon Nancy Fraser's and Iris Marion Young's ideas about economic and cultural injustice is proposed for evaluating local empowerment initiatives, which is then drawn upon to explore the nature and effectiveness of participation with reference to one specific New Deal For Communities partnership scheme in the London Borough of Hackney, Shoreditch--Our Way, concerned with regeneration. Our findings suggest that while participation is certainly a necessary condition for moving towards a more egalitarian society, current policies are valuable but limited in terms of the degree of representation and the extent of control. They are part of an affirmative agenda--that is, they tackle symptoms but not causes of deprivation. We conclude that if long-term remedies are desired, then transformative solutions which address both economic and political injustice are necessary.

The aim of this paper is to provide information about who publishes in the journal, how frequently this work is cited, what share of papers submitted are accepted, how quickly decisions are taken, how referees perform and, in particular, how the journal has evolved. The data reviewed indicate that the flow of material to the journal and the number of papers published have increased and confirm that, in the last five years, the authorship has widened. These trends are within the context of a steady decline in the journal's acceptance rate. On standard 151 citation scores, the record of the journal remains strong. A critical appraisal of these indicators reveals a number of weaknesses and suggests refinements that more accurately reflect the impact of material published in the journal. An analysis is presented on flexibility in the workplace, using Great Britain's retail industry as an example. While the introduction of flexible working was found to increase opportunities for differential participation in the workforce, child care remains a primary obstacle for women to obtain the full benefits of flexibility.

The UN Gender Sensitive Human Development Index shows the universality of gender inequality in employment. Despite its universality, there are substantial cross-national and regional variations in gender inequality. Recommendations to minimize this social problem are formed by investigating its extent in other countries and identifying the characteristics and policies regarding employment in countries with more progressive views towards the employment of women. The international seminar on Undefended Cities and Regions facing the New European Order tackled the issue of boundaries in the new European federation and the impact of curent migration patterns. Papers were also presented on the fordist models of regional development as observed in European countries and state roles in development planning. The seminar was also a forum for discussing contemporary development patterns in different localities.

Growing numbers of women with children living in western cities are entering the labour market, raising new questions about changes in the allocation of the tasks of social reproduction between household members and others and about the effects of the increasing time women now spend in the workplace. As Manuel Castells noted over 25 years ago, women's unpaid labour has long been essential, not only in the domestic arena, but also in patching together facilities separated in space. The spatial layout of cities, with its specialized and segregated land-uses, only works, he argued, if women's unpaid labour is available to connect urban locations. But many women now spend many more hours in the labour market, replacing their former domestic labour with a range of commodified goods and services as well as by help from a range of related or unrelated others, sometimes but not always remunerated and/or by state-provided or supported services. This article examines the consequences of the growth of women's employment in Britain and the concomitant decline of the old breadwinner family, the growth of workfare policies that assume all individuals are available for waged work and the rise of commodified caring. The arguments are illustrated by empirical examples from interviews undertaken with middle-class mothers in waged work in London and Manchester in the UK.

The relationships between class and gender in the context of debates about economic change in Greater London are examined. New patterns of inequality and class polarization are apparent as the expansion of high-status employment brings in its wake rising employment in low-status, poorly paid servicing occupations, is a common contention of the global city thesis.
