This paper examines how intangible assets contribute to firm-level productivity in the small open economies of Denmark and Finland from 2000 to 2013. We examine whether the role of intangible assets has changed over time, from the period of fairly stable growth prior to the crisis in 2008 to the more difficult period of recovery afterwards where intangible capital deepening decreased in 2008–2013 in many European countries. The productivity analysis is conducted in two stages. First, we derive total factor productivity (TFP), and second, we estimate the effects of intangible assets on total factor productivity. Our approach for measuring intangible assets is based on occupational classifications in a linked employer–employee dataset. We construct measures for three types of intangibles: broad R&D assets (R&D), organizational assets (OC) and information and communication technology assets (ICT). In both countries, the TFP effects of broad R&D increase slightly in the period after the crisis. For Finland, we also find that the TFP effects of OC increase after the crisis, while Denmark experienced a considerable increase in OC assets after financial crises in intangible intensive industries such as information, education and health industries, where productivity is lower.

Intangible capital has long been investigated as one of the key sources of growth. While it is often superficially assumed that intensive, knowledge driven growth is in particular important for developed economies, the catch-up process in countries such as Slovenia is also heavily dependent on intangible investments. The purpose of this chapter is to examine the importance of intangible investments for productivity growth and present the comparative position of Slovenia compared to Finland, Denmark and Norway using the innovative GLOBALINTO methodology and micro-based estimates of intangible capital.

Denmark and Finland are small open economies with about the same size of population. Companies respond to globalization and grand challenges by searching increasingly for specialized products. This publication gives a short excursion into some technological and non-technological innovations and their competence requirements that support this specialization. Also, we describe recent developments in national innovation strategies in both countries. In both countries, there is clearly an increasing focus on innovation through customer solutions. Close contact and cooperation with customers is a rule. Furthermore, combining services like maintenance, monitoring, and data management with products is a common trend. In general, service providers are willing to change their business more towards operating their client's businesses. The development requires an analysis of the practices that result in customer and stakeholder value. We can see that digitalization indeed affects the business ecosystems and business models. ICT understanding should be the basic competence in management. The need for digitization, for remote monitoring and collaborative supply chains (i.e. for process improvements) has been and still is a key driver for the renewal of manufacturing in Finland.In Denmark ICT has possibly less served as a driver for innovation but the situation is now about changing. Profitability effects are positive for process innovations although these do not increase productivity, at least if not combined with product innovations. This suggest that process innovations are important for improving efficiency, but this may be because of the improvement of cost efficiency rather than an increase in output. Digitalization is an important opportunity for renewing manufacturing. This opportunity is firmly rooted in technological advancement in the area of intelligent technologies, but it does not realize itself via technology push. Innovation locates in value networks. Digital transformation requires that innovation processes are agile and networked. Even the smallest companies are willing to reinforce their networking with other companies. On the other hand, large companies have started to implement lean start-up methodologies. In addition, recruitment and hiring has become one of the most critical competences in companies, being possibly even more important than the development of a new digital technology inside the company. Companies should have people who can handle the task of creating new innovative solutions. With the advent of IT start-ups and their new funding schemes, a new business culture is coming ashore and penetrating the markets. Companies that have adopted a new business culture, IT services companies in the forefront, are typically lower in hierarchy, more transparent in their internal communication and flexible and faster in their operations. They are more creative, problem solving and disruptive innovation is being built-in in their business models, which often are hyper scalable. In these companies, organizational capital and organizational competences are key for business development. They invest more in new designs and brands, in developing new business models and management systems, i.e. in non-technological innovations.

This paper explains early retirement using Finnish time-use data for couples in 1999-2000 and follow up data on labour market status in 2000-2003. People busy in general stay in the labour market longer. However, non-work time activities such as household work and active leisure make retirement more attractive. Even though males do around one hour less household work per day than females throughout their different lifecycles, their retirement decision is most sensitive to the household work that they or their spouses supply. Household production model cannot explain this. We find joint household work unrelated to pecuniary incentives important, while find less support for mutual leisure to influence the retirement path.

We analyse taxes and employment in a system of firm-level labour demand and industry-level regional labour supply, using linked employer-employee data from Finland in 1990-2003. We show that virtually all of the wage tax burden is borne by employers since wages fully adjust. Labour demand also responds with short lags within a year or two to cuts in taxes and labour costs. A unit decrease in wage tax rate (2.2% lower taxes) leads to an average long-run employment improvement of 0.8%, while an equivalent cut in social security payments has effects that are nearly twice as low. Tax cuts thus explain a substantial part of the recent improvement in employment since the deep recession of the early 1990s (besides the release of firms’ liquidity constraints). Nearly half of the tax revenue loss due to wage tax cuts is paid back in the form of higher employment and lower unemployment costs. Tax cuts with emphasis on low-wage, low-productivity firms may appear undesirable, as tax cuts cure employment of lowskilled workers especially in skill-intensive firms.

This exploratory study examines outsourcing and offshoring of software development by analysing Indian companies in Finland. Based on qualitative data our results support the view that offshore outsourcing decisions are usually cost-driven. Another important motive has been the availability of software skills. To speed up the product development, some firms have outsourced maintenance and sustenance of existing products, which, in turn, has enabled the company to focus its in-house R&D resources on the development of next generation products and technology. In the future, offshoring software development will probably increase not only through outsourcing, but also through in-house operations. In addition to India, other potential locations include Russia and Eastern Europe.

We analyze how features of performance-related pay (PRP) schemes affect their perceived motivational effects using a Finnish survey from 1999. The results show that the following features are important for a successful PRP scheme: (i) the employees have to feel they are able to affect the outcomes; (ii) the organizational level of the performance measurement should be close to the employee: individual and team level performance measurements increase the probability that the scheme is perceived to be motivating; (iii) employees should be familiar with the performance measures; (iv) the level of payments should be high enough and rewards frequent enough. Low PRP levels do not generate positive effects; (v) the employees should participate in the design of the PRP scheme. Tarkastelemme kuinka tulospalkkausjärjestelmien piirteet vaikuttavat niiden koettuun kannustavuuteen käyttäen suomalaista kyselyaineistoa vuodelta 1999. Tulokset osoittavat, että seuraavat piirteet ovat tärkeitä kannustavalle tulospalkkausjärjestelmälle: (i) työntekijöiden täytyy voida vaikuttaa toiminnan tuloksiin; (ii) suoritusmittaus tulisi tapahtua henkilökohtaisella tasolla tai tiimitasolla; (iii) työntekijöiden tulisi tuntea suoritusmittarit; (iv) tulospalkkioiden tason tulisi olla riittävän korkea ja niitä tulisi maksaa riittävän usein. Mikäli tulospalkkioiden taso on alhainen, vaikutuksia koettuun kannustavuuteen ei ole; (v) työntekijöiden tulisi osallistua tulospalkkausjärjestelmän suunnitteluun.

Ageing takes place in Finland some 15 years earlier than in other European countries. The central actors in implementing active ageing policies are ministries that have been co-operating with each other. Active ageing policy in Finland has some of the advantages of networking in a small country, and also in the anticipation of the decrease in the share of the active population. First, all three central ministries, the Ministry of Social Affairs and Health, the Ministry of Labour and the Ministry of Education co-operate with each other. The success of various ageing programmes is largely based on this. In other countries, ministries usually have independent policies. Second, social partners include representatives of employers’ and employees’ organisations, as the tradition of tripartite thinking is strong in Finland. Third, research organisations support the research. For example, in the Finnish Institute of Occupational Health ageing studies began as early as 1981. Fourth, active ageing policies also focus on firm-level issues in addition to measures implemented at the individual and society levels. Firms have a clear incentive to prevent pensioners on disability emerging, since firms themselves have to pay a large part of the eventual pension expenses. There are, however, also major setbacks. Active ageing programmes such as the Ageing Programme and the Well-Being at Work Programme have been implemented in Finland for a fixed time period. There is a threat that much of the networking is lost after the programmes terminate. The cooperation between ministries may also diminish in the future programmes. The major problem in Finland that is not solved by any well being programmes is that the routes to exit from work are too generous. A new work life reform to renew the values of work is also called for. Finally, the integration of worklife and family life is considered an important issue, but issues related to active non-work time are seldom considered. An example of active time use that is ignored is household work. Household work is on average one third of the labour income for men and two-thirds of the labour income for women at age 50-64. Finally, the state of senior citizen policy is not very good in Finland. Private organisations of pensioners are relatively inactive. – Retirement ; Ageing Policy ; Demographic Trends Väestön ikääntyminen alkaa Suomessa noin 15 vuotta aikaisemmin kuin muissa Euroopan maissa. Keskeiset toimijat ikääntymisohjelmissa ovat ministeriöt, jotka ovat toimineet yhteistyössä. Yhteistyötä on edesauttanut verkostojen luominen, mikä voi olla helpompaa pienessä maassa. Yksi esimerkki tästä on sosiaali- ja terveysministeriön, työministeriön ja opetusministeriön yhteistyö, johon eri aktiiviseen ikääntymiseen liittyvien ohjelmien onnistuminen on perustunut. Eri työmarkkinaosapuolet ovat myös osallistuneet aktiivisesti toimintaan, joka on siten perustunut pitkälle kolmikanta-ajatteluun. Tutkimuslaitokset ovat myös tukeneet tutkimusta. Esimerkkinä tästä on Työterveyslaitoksen ikääntymistutkimus, joka on saanut alkunsa jo vuonna 1981. Viimeinen tärkeä tekijä aktiiviseen ikääntymiseen tähtäävien ohjelmien onnistumiselle on yritystason toiminta. Muista maista poiketen yrityksillä on selvä kannustin välttää työkyvyttömyyttä, koska yritykset kantavat suuren osan työttömyyseläkkeiden kustannuksista. Aktiivisen ikääntymisen toimenpiteissä on kuitenkin myös omat puutteensa. Ensinnäkin ikääntymisohjelma ja työssä jaksamisen ohjelma on asetettu määräajaksi. Uhkana on, että verkosto ei jatka toimintaansa ohjelmakauden loputtua. On myös mahdollista, että ministeriöiden välinen yhteistyö ei ole riittävää tai vähenee tulevaisuudessa. Aktiivisen ikääntymisen tavoitteiden toteuttaminen edellyttää myös työmaailmaan liittyvän arvomaailman uudistamista, missä ei olla edistytty riittävästi. Yksi ongelma on myös se, että työn ja perhe-elämän yhteensovittaminen koetaan kyllä tärkeäksi, mutta kuitenkin toiminta rajoittuu yleensä työssä jaksamiseen eikä aktiivisuuteen myös työajan ulkopuolella. Yksi esimerkki ajankäytöstä, johon ei panna paljoakaan painoa, on kotitaloustyö. Kuitenkin esimerkiksi 50-64 -vuotiailla kotitaloustyön arvon on noin kolmasosa palkkatyön arvosta miehillä ja kaksi kolmasosaa palkkatyön arvosta naisilla. Voidaan myös todeta, että eläkeläisjärjestöjen aktiivisuus on varsin vähäistä.

The aim of this paper is to describe divergences in employers’ and employees’ opinions on the proper share of local bargaining in contract wage gains, and explain when these divergences are particularly large or small. The paper shows that employers want the locally bargained wage share to be approximately half of the total wage rise, while the majority of employees would prefer this share to be in the region of 1-24%. Employers in firms that are large or operate in the financial services industry desire the largest locally bargained share of contract wages. Employees in large firms are, instead, afraid of losing their bargaining power and tend to resist local bargaining. Employees in firms with profit sharing plans believe that local bargaining should be afforded a large role. It is likely that employer and employees agree on not having much local bargaining in firms that operate in an uncompetitive product market and that they agree on substantial local bargaining in firms that are domestically owned and whose majority of employees work abroad. Tässä tutkimuksessa selitetään eroja työnantajien ja työntekijöiden mielipiteissä koskien palkankorotusten yrityskohtaisen järjestelyvaran suuruutta. Suomalaiset työnantajat toivovat yrityskohtaisen järjestelyvaran kattavan noin puolet palkkojen sopimuskorotuksesta, kun taas työntekijöiden mielestä riittävä järjestelyvaran osuus olisi 1-24% sopimuskorotuksesta. Suurta yrityskohtaista järjestelyvaraa kannattavat erityisesti suuryritysten ja rahoitussektorilla toimivien yritysten, sekä ulkomaisesti omistettujen yritysten työnantajat. Sen sijaan suuryritysten työntekijät vastustavat laajamittaisia paikallisia palkkaneuvotteluja. Jos yrityksessä on käytössä tulospalkkausjärjestelmä, työntekijät suhtautuvat myös yrityskohtaiseen järjestelyvaraan ennakkoluulottomasti.

This paper studies determinants of retirement transitions of Europeans and focuses on the impact of social security systems on retirement behaviour. The analysis uses the first 8 waves (1994-2001) of the European Community Household Panel (ECHP). Based on those survey data, option values are constructed for each sampled individual of three countries: Finland, Belgium and Germany. The overall results of the duration and probit models show that the option value, health and well-being at work have a significant impact on retirement decisions. Poor health has an important effect on retirement risk, especially in Germany. In Germany and Belgium we see spikes in retirement at age 60 or 65, whereas the retirement path in Finland is smooth as of age 56. We suggest that a rise in the official retirement age is effective in Germany and Belgium, whereas in Finland the sustainable pension system requires a further cut in the level of pensions if retirement takes place before the official retirement age. The current economic incentives in Germany around the age of 65 or the new ones introduced in Finland with an accrual rate of 4.5% between the ages of 63 and 68 are not effective if workers retire before those ages. Aineistona on kahdeksan vuotta (1994-2001) eurooppalaisessa kotitalousaineistossa European Community Household Panel (ECHP). Tarkastelussa käytetään optioarvoja. Nämä ilmaisevat eläkkeelle jäämisen nykyarvon silloin kun tämä on kannattavinta verrattuna siihen, että jäätäisiin heti eläkkeelle. Eläkkeelle siirtymisen optioarvot on laskettu kolmessa maassa: Suomi, Belgia ja Saksa. Duraatio- ja probit-mallien perusteella taloudellisilla kannustimilla, optioarvoilla, ja terveydellä on merkitsevä vaikutus eläkkeelle siirtymiseen. Taloudellisten kannustimien ohella hyvinvointi työssä on tärkeä selittävä tekijä, koska tyytyväisyys työhön tai vapaa-aikaan on tärkeä tekijä eläkepäätöksessä. Maittain tulokset vaihtelevat etenkin terveyden suhteen. Saksassa huono terveys selittää selkeimmin eläkkeelle siirtymistä. Saksassa ja Belgiassa eläkkeelle siirtyminen on keskittynyt ikävuosiin 60 ja 65, kun sen sijaan Suomessa eläkkeelle siirrytään hyvin tasaisesti 56 ikävuodesta alkaen. Eläkkeellesiirtymisiän nostaminen on tehokasta etenkin Saksassa ja Belgiassa, kun sen sijaan Suomessa kustannuksiltaan tehokas eläkejärjestelmä voi edellyttää eläke-etujen karsintaa jo ennen 60 ikävuotta. Nykyiset eläkekannustimet sijoittuvat Saksassa pääosin 65 ikävuoden molemmin puolin ja Suomessa eläkekarttuma on 4.5% ikävuosien 63 ja 68 välillä, mikä ei riitä jos eläkkeelle siirrytään jo pääosin tätä ennen.

This volume considers the development of the wage formation and wage bargaining institutions as a response to changes in the bargaining environment. These changes include a lower level of inflation and the growth in intraindustrial trade as firms have become more specialised. The response to these changes will depend on the current institutions and on the characteristics of the bargaining system. Generally there has been some move towards decentralisation; the question is what should be bargained centrally and which issues should be transferred to lower levels. Some of the contributions pay special attention to Nordic regimes using survey results gathered from the Finnish labour market partners.

Empirical evidence from several countries has shown that full income including the value of household production is more equally distributed than income earned from market work and unearned income. Trends in income distributions during 1988-2000 indicate an increase in economic inequality in Finland. However, the inclusion of the value of household production for a measure of full income partly reverses this trend. Inequality as measured using full income has actually decreased for women. This is despite the increase in unemployment rate as a consequence of the depression of the early 1990s and the increase in capital income of the highest income decile in the end of 1990s. Household work has the greatest equalizing effect for two-adult households. The specialization of genders allows the substitution of women’s household work for paid market work. In two-adult households, women in the highest income decile do, on average, half as much housework, 21 hours per week, as women belonging to the lowest decile, who work 39 hours per week. Single women in the lowest income decile do significantly less household work, 28 hours per week. In fact, household work has a greater equalizing effect for single men than for single women. Tutkimukset monista maista osoittavat, että kokonaistulot sisältäen kotitaloustyön ovat tasaisemmin jakaantuneet kuin ansiotulot tai pääomatulot. Vuodesta 1988 vuoteen 2000 tulonjaon eriarvoisuus Suomessa on kasvanut, kun mittarina käytetään ansiotuloja ja pääomatuloja. Kotitaloustyö huomioiden tulonjaon muutokset ovat olleet huomattavasti vähäisempiä ja eriarvoisuus on jopa vähentynyt naisten osalta. Tämä on tapahtunut huolimatta työttömyysasteen kasvusta laman myötä ja julkisten tulonsiirtojen jäädyttämisestä. Kotitaloustyö tasaa tulonjakoa eniten naimisissa tai avoliitossa olevien osalta. Työnjako miesten ja naisten välillä mahdollistaa sen, että naisten vähentäessä ansiotyötä kotitaloustyön määrä kasvaa. Suurituloisin kymmenys naimisissa tai avoliitossa olevista tekee kotityötä keskimäärin 21 tuntia viikossa, kun pienituloisimman kymmeneksen kotityön määrä peräti 39 tuntia viikossa. Yksinelävillä naisilla kotitaloustyö on jakaantunut tasaisemmin riippumatta ansiotyön määrästä ja alhaisin tulokymmenes tekee keskimäärin 28 tuntia kotityötä viikossa. This paper uses a job duration model based on linked employeremployee data over the period 1989-1998 with an emphasis on the job mobility of the highly educated. It is shown that the job mobility of all prime age workers is sensitive to pecuniary incentives. However, wages as a whole include offsetting elements. It is shown that compensations for transferable human capital raise and compensations for firm-specific human capital decrease job switches. It also appears that, in technology firms and for highly educated, firm-level payments, especially rent sharing, are most important in inhibiting unwanted job seeking. High firm-level wages tend to decrease job-to-job switches but also to increase withdrawals from the workforce. Job switches in all firms also show a positive relation to age. Tutkimuksen mukaan palkkaus vaikuttaa merkittävästi parhaassa työiässä olevien työpaikkojen vaihtoon. Kuitenkin palkkauksessa on vastakkaisia elementtejä. Koulutuksesta ja työkokemuksesta maksettavat korvaukset ovat positiivisessa suhteessa työpaikan vaihtoon, kun taas yrityskohtainen palkkaus vähentää liikkuvuutta. Tutkimuksen mukaan erityisesti tulospalkkaus vähentää työntekijöiden työpaikkaliikkuvuutta. Korkeat palkat yrityksessä mm. Tulospalkkauksen johdosta tosin myös lisäävät todennäköisyyttä työmarkkinoilta poistumiselle. Työpaikan vaihdon todennäköisyys ei vähene iän myötä. Poikkeuksen muodostavat kuitenkin ikääntyneet yli 49 vuotiaat, joiden työmarkkina-asema on huono.

The aim of this paper is to examine rent sharing under a heterogeneous workforce using linked employer-employee Finnish data in 1987-1998 located in Statistics Finland. It is shown that rent sharing moderates firm-level wages and that the highly educated workers are the main targets. In non-R&D-intensive firms, flexible labour supply encourages the use of rent sharing. Rent sharing is effectively used to hire new workers or to lower unwanted job mobility. However, rent sharing is more common in R&D-intensive firms. In R&D intensive firms rent sharing is more explained by human capital accumulation and targeted at experienced workers. Flexible technology in the R&D intensive firms also leads to the substitution of rent sharing for monitoring costs. Tutkimus tarkastelee eri koulutusryhmien voitonjakoa Tilastokeskuksen yhdistetyllä työntekijä- ja yritysaineistolla vuosilta 1987-1998. Tutkimuksen mukaan yritykset korvaavat tulospalkkauksella muuta palkkausta. Tulospalkkaa saavat erityisesti hyvinkoulutetut. Yrityksissä, joilla tutkimus- ja tuotekehitysmenot ovat vähäiset, tulospalkkaus on yleistä etenkin silloin, kun työvoiman liikkuvuus työpaikasta toiseen on suurta. Siten tulospalkkauksella voidaan lisätä työntekijöiden pysyvyyttä yrityksessä. Tulospalkkaus on kuitenkin yleisintä yrityksissä, jotka harjoittavat tutkimus- ja tuotekehitystä. Näissä yrityksissä tulospalkkaa saavat etenkin koulutetut ja kokeneet työntekijät.
