International audience; With the Arctic rapidly changing, the needs to observe, understand, and model the changes are essential. To support these needs, an annual cycle of observations of atmospheric properties, processes, and interactions were made while drifting with the sea ice across the central Arctic during the Multidisciplinary drifting Observatory for the Study of Arctic Climate (MOSAiC) expedition from October 2019 to September 2020. An international team designed and implemented the comprehensive program to document and characterize all aspects of the Arctic atmospheric system in unprecedented detail, using a variety of approaches, and across multiple scales. These measurements were coordinated with other observational teams to explore crosscutting and coupled interactions with the Arctic Ocean, sea ice, and ecosystem through a variety of physical and biogeochemical processes. This overview outlines the breadth and complexity of the atmospheric research program, which was organized into 4 subgroups: atmospheric state, clouds and precipitation, gases and aerosols, and energy budgets. Atmospheric variability over the annual cycle revealed important influences from a persistent large-scale winter circulation pattern, leading to some storms with pressure and winds that were outside the interquartile range of past conditions suggested by long-term reanalysis. Similarly, the MOSAiC location was warmer and wetter in summer than the reanalysis climatology, in part due to its close proximity to the sea ice edge.The comprehensiveness of the observational program for characterizing and analyzing atmospheric phenomena is demonstrated via a winter case study examining air mass transitions and a summer case study examining vertical atmospheric evolution. Overall, the MOSAiC atmospheric program successfully met its objectives and was the most comprehensive atmospheric measurement program to date conducted over the Arctic sea ice. The obtained data will support a broad range of coupled-system scientific research and provide an important foundation for advancing multiscale modeling capabilities in the Arctic.

Die vorliegende Forschungsarbeit beschäftigt sich mit dem Friedensprozess in Bosnien und Herzegowina, wobei eine breite Analyse der historisch-kulturellen, politischen, ökonomischen und soziokultuellen Aspekte seit der Unterzeichnung des Friedensabkommens von Dayton 1995 im Mittelpunkt der Arbeit steht. Der Fokus liegt also nicht auf der Untersuchung spezifischer und detaillierter Elemente des Friedensprozesses, sondern vielmehr gibt die Arbeit ein Gesamtbild bzw. eine allgemeine Einschätzung der Entwicklung seit Kriegsende ab. Die wesentlichen Punkte sind daher die Fragen weshalb es zum Konflikt gekommen ist und auch welche latenten Hintergründe es dafür gab. Zusätzlich werden in der Forschungsarbeit Fragen nach politischen und sozioökonomischen Phänomenen wie zum Beispiel die positiven und negativen Konsequenzen des Friedensabkommens von Dayton, die Rolle von nationalen Akteuren und der Internationalen Gemeinschaft, die ökonomische Entwicklung von Bosnien und Herzegowina und nicht zuletzt die Initiativen die auf dem "grassroots-level" getätigt wurden, besonders in Zusammenhang mit den Fragen nach Versöhnungsarbeit, Zivilgesellschaft, Nationalismus oder auch die der Vergangenheitsbewältigung die Eckpfeiler darstellen. Wie der Titel der Arbeit verlautbart soll ein integrativer Ansatz zur Konfliktbearbeitung den Rahmen bieten, soll heißen, dass das Engagement aller beteiligten Akteure für den Friedensprozess thematisiert wird und nicht nur der Einfluss von "top-level"-Akteuren wie Politikern oder Diplomaten, sondern auch die vertikalen Beziehungen zwischen "top-level" und "grassroots-level". Diese genannten Aspekte verhalfen zu einem Erkenntnisinteresse, dem durch folgende Forschungsfrage Ausdruck verliehen wird: Wie kann der Friedensprozess in Bosnien-Herzegowina unter Berücksichtigung einer Analyse der politischen, ökonomischen, kulturellen und soziokulturellen Aspekte seit dem Ende des Krieges 1995 beurteilt werden? Um die zentrale Forschungsfrage zu beantworten dienten Interviews als qualitative Methode der Sozialwissenschaften und die Auswertung durch die Qualitative Inhaltsanalyse als geeignetes Instrument. Beginnend mit den historischen Aspekten des Friedensprozesses, kann die unbewältigte Vergangenheit als ein wesentliches Ergebnis genannt werden. Die grausamen Ereignisse des Krieges werden häufig verdrängt und gelangen somit in das Unterbewusstsein der Menschen, was die Gefahr mit sich bringt, dass dieses Unterbewusste zu einem späteren Zeitpunkt wieder aufbricht. Aufgabe von Politikern, NGOs aber auch der Gesellschaft per se ist es, die Geschichte aufzuarbeiten und durch Gespräche und Initiativen die Geschehnisse der Vergangenheit adäquat zu adressieren. Bezüglich der politischen Aspekte ist eine Reform der Verfassung, sprich des Friedensabkommens von Dayton, ein unausweichlicher Schritt, der ehest möglich gemacht werden muss, da das Friedensabkommen von Dayton, wie der Name schon sagt, nicht als Verfassung dient und auch nicht mehr zeitgemäß ist. Eng verbunden mit dem Vertrag von Dayton ist die Rolle der Internationalen Gemeinschaft in Bosnien und Herzegowina. Anstatt eines kontinuierlich weniger werdenden Einfluss der Internationalen Gemeinschaft, stieg dieser in den letzten Jahren und geht soweit, dass nationale Politiker die Verantwortung auf die Internationale Gemeinschaft abschieben. Auffällig ist, dass es in der Gesellschaft ein großes Misstrauen gegenüber nationalen Politikern, aber auch gegenüber der Internationalen Gemeinschaft gibt, wobei ein zentraler Kritikpunkt an der Internationalen Gemeinschaft ihre fehlende Strategie für Bosnien und Herzegowina ist. Die ökonomische Situation ist, durch die aktuelle Wirtschaftskrise zusätzlich verstärkt, ein besorgniserregender Bereich, auch wenn es in den letzten Jahren einen minimalen konjunkturellen Aufschwung gab. Doch fehlen dem Land die Investitionen, die Arbeitslosigkeit sowie die Korruption ist hoch und junge Menschen verlassen aufgrund von fehlenden Perspektiven Bosnien und Herzegowina, um im Ausland zu arbeiten oder zu studieren. Was die soziokulturellen Aspekte anbelangt, so gibt es einerseits viele positive Initiativen, vor allem wenn es darum geht die Spannungen zwischen den ethnischen Gruppen abzubauen oder auch eine kritische Masse zu kreieren, die sich am politischen Geschehen partizipiert. Andererseits werden diese Initiativen von der nationalistischen Rhetorik vieler nationaler Politiker in den Schatten gestellt und zusätzlich scheint der Vertrag von Dayton, der die ethnische Trennung institutionalisierte, eine unüberschreitbare Hürde für die Herausbildung eines multiethnischen Staates zu sein. Zusammenfassend kann man sagen, dass der Friedensprozess in Bosnien und Herzegowina weder als erfolgreich noch als gescheitert bezeichnet werden kann. Zahlreiche Hindernisse und Probleme sorgen dafür, dass der Friedensprozess stagniert. Nichtsdestotrotz kann auch nicht von einem gescheiterten Friedensprozess die Rede sein, da dies ein Ende der Bemühungen implizieren würde und es sicherlich nicht zu spät ist, alternative Wege zu gehen, wobei dafür eine ideologische Kursänderung aller beteiligten Akteure vonnöten wäre., The thesis at hand deals with the peacebuilding process in Bosnia and Hercegovina. The aim, respectively the cornerstone of the thesis is the analysis of historical, political, economic and social aspects of the peacebuilding process. Thus the focus of the thesis is not a discussion of one specific element, but rather a general estimation of the peacebuilding process. The main aspects, however, basically deal with the reasons why the conflict arose and along with this the historical backgrounds as a reason for the violent escalation. Furthermore, the political and socio-economic situation such as the positive and negative outcomes of the Dayton Agreement, the role of national actors and the International Community, the economic development were investigated. Finally it was evaluated which actions have been taken on the grassroots-level, especially when it comes to questions on reconciliation, civil society, nationalism or the process of "dealing with the past".An integrative approach to the peacebuilding process was the theoretical framework, which means that not only actions at the top-level, for example negotiations between politicians or diplomats, should be determined, but also actions on the grassroots-level and the vertical relationships between the different levels were exeeded. The aspects were taken into account and led to the following research question: Concerning the analysis of historical, political, economic and social aspects, how can the peace process be estimated in Bosnia and Hercegovina since 1995? In order to get some valid answers to this question, interviews were carried out and subsequently the qualitative content analysis as a method of evaluation served as an appropriate tool for answering the research question. Starting with the historical aspects of the peace process, one result was, that the problems and the consequences of the conflict are not adequately addressed and civilians in Bosnia and Hercegovina who witnessed all the crimes in the war, try to forget and ignore what happened, which can be very dangerous, because these memories could break up again in the future. National politicians as well as NGOs and the civil society are in demand not to cover these memories, but to talk about the happenings during the war. Regarding the political aspects one very important fact is, that a constitutional reform is inevitable, because the Dayton Agreement is still the statuary framework of Bosnia and Hercegovina and as such no longer adequate to the needs of this day and age. When it comes to the discussion of the Dayton Agreement the role of the International Community was one very important variable. The growing impact of the International Community in Bosnia and Hercegovina in the years after the end of the war has lead to a deep mistrust against the actions of the International Community in the society, albeit the mistrust against the national politicians is even higher. One very strong argument against the work of the International Community is the missing strategy for the nation-building process and that they focus too much on capacity building and less on initiatives on the grassroots-level. The economic situation is one deeply worrying factor in Bosnia and Hercegovina. Although the economy has been growing marginally in the last years, there is still a lack of investments, a high unemployment rate and corruption is widespread. The social elements in the peace process are ambivalent. There have been some very fruitful and positive initiatives in order to decrease the tensions between the different ethnic groups or to create a critical mass and along with this more participation of the civil society. But in contrast national politicians with their nationalistic rhetoric ensure that these initiatives stay limited. Another very important result is, that with the Dayton Agreement and its institutionalisation of ethnic segregation a multiethnic state is very difficult to reach, because a constitution which is based on segregation more than on unity is an almost impossible step to overcome. To sum up, the peace process in Bosnia and Hercegovina can be neither declared as a success nor as failed, because there are still too many obstacles and problems in order to declare it as a success, but on the other hand one can't declare it as failed, because this would imply, that it is too late to change the strategy and the key aspects. But to overcome all these obstacles all the actors including the International Community have to change their perceptions.

O trabalho da multidão na atualidade, associado à idéia de redes virtuais e à experiência de um “ativismo interativo”, permite analisar as formas de captura e as estratégias de resistência presentes nos modos de subjetivação contemporâneos. Ao invés de tomar a multidão como uma mera “unidade em agrupamento” (multidão-massa), trata-se de considerá-la como uma “multiplicidade em dispersão” (multidão-potência) capaz de produzir alternativas singulares à lógica do capitalismo mundial integrado. Os movimentos antiglobalização na atualidade expressam algumas destas alternativas. Ao redimensionar o tema das multidões a partir da problematização dos conceitos de multidão-massa e multidão-potência, pretende-se colocar novamente em questão o tema da multidão para a Psicologia Social contemporânea. The activity of multitude actually, associate with the idea of virtual networks and to the experience of “interactive activism”, may analyze the capture forms and the resistance strategies in the contemporaneous subjtetivation forms. To adverse of take the multitude like a simple “unity in grouping” (multitude-mass), to present considerate it like a “multiplicity in dispersion” (multitude-potence) able to produce singularies alternatives to the logic of the global capitalism. The anti-globalization movements in the actuality express some of those alternatives. After situated the multitudes in the problematization of the concept of multitude-mass and multitude-pontence, we pretend to put in question again the theme of multitude to the contemporaneous Social Psychology.
