In accordance with § 2-1246 of the State Government Article, Annotated Code of Maryland, and as required by Chapter 571 of 2013 (SB 863), the Public Service Commission has completed its evaluation of the process and criteria the U.S. Secretary of Transportation would use to review an application for certification or agreement with the U.S. Secretary of Transportation under 49 U.S.C. Chapter 601 with respect to interstate pipelines located within the State. The Commission has determined that it is in the public interest for the Commission to apply to act as an interstate agent, and has submitted an application to the U.S. Department of Transportation’s Pipeline and Hazardous Materials Administration.

Work on steam bubble collapse, water hammer and piping network response was carried out in two closely related but distinct sections. Volume I of ,,is report details the experiments and analyses carried out in conjunction with the steam bubble collapse and water hammer project. Volume II details the work which was performed in the analysis of piping network response to steam generated water hammer.

Lean production and logistics processes were developed in the commercial sector to reduce total system costs of production while simultaneously providing high levels of customer service, increased productivity, and increased worker utilization, In 1993, the Air Force instituted the Lean Logistics program, which successfully implemented some commercial lean principles, enabling a reduction in the total reparable asset material requirement for the Air Force reparable asset pipeline. The Air Force is attempting to further implement lean production principles into depot repair in hopes of further enhancing reparable asset pipeline cost and customer service performance. However, the failure of reparable assets, which determines demand for Air Force depots can be extremely erratic and difficult to predict. A primary criticism of lean systems is their vulnerability in volatile demand environments. Therefore, the implementation of a full-scale lean approach to depot repair may not be conducive to operational success, The purpose of this research is evaluate whether the Air Force reparable pipeline operating under lean production and logistics principles can effectively support operational requirements in various demand environments. In an attempt to answer the research objective, multiple Arena simulation models of a "lean" reparable asset pipeline operating under various conditions were developed. A full factorial experimental design was employed and multivariate analysis of variance (MANOVA) was utilized to assess the effects of differing levels of demand variability, base and depot supply levels, and the use of premium transportation on cost and stockage effectiveness response variables., The original document contains color images.

During an amphibious assault, the forces ashore are supplied with fuel that is transferred through a buoyant hose line from Navy ships. Over standoff distances of 10,000 feet or more, it is necessary to boost the line pressure at intermediate points along the hose line to maintain the flow rate. The autonomous marine booster pump (AMBP) program was started by the Naval Facilities Engineering Service Center (NFESC) to develop a floating booster pump system that could be remotely controlled, self-powered, and cooled by the product in the hose line. Howland Associates was contracted by NFESC to design and fabricate a prototype of the AMBP. Before fabrication, roll stability calculations for the AMBP were made based on design drawings. After the equipment pallet (i.e., the AMBP without the hull) was built, its weight and balance data were experimentally determined and combined with design estimates for the hull, which was not fabricated. This report documents the changes in the AMBP's estimated weight, center of gravity, freeboard, and righting moments corresponding to roll angles 0 and 15 degrees.

This study uses The Theory Of Constraints (TOC) management methodology and recent military missions to show that RSOI operations are generally the limiting constraint to force deployment operations. This runs counter to the popular belief that strategic lift is the limiting constraint. The study begins by highlighting the genesis of the military's current force projection strategy and the resulting importance of rapid force deployments. This is followed by a discussion on the force deployment pipeline and on Reception, Staging, Onward Movement, and Integration (RSOI) operations. The focus of Chapter 2 is explaining the TOC methodology and its application to force deployments. This chapter gives a detailed analysis of the five step process and uses military examples to help the reader understand its use as an analytical tool for planners and operators. The bulk of the analysis is conducted in Chapter 3. Using TOC methodology, the Joint Flow and Analysis System for Transportation (JFAST) simulation, and some historical examples the study demonstrates that RSOI operations generally constrain force deployments. The chapter also discusses initiatives to break the constraint and improve flow through the system. The study concludes with the following findings: (1) RSOI operations are the critical vulnerability to force deployment operations, (2) efforts to reduce flow should generally take priority over efforts to increase capacity at the constraint, (3) more strategic lift is not the answer, (4) improved planning and tracking tools are required, (4) a permanent and tailorable RSOI organization is needed to achieve unity of command and unity of effort, and (5) institutionalizing the process of continual improvement is required.

Lean logistics (LL) is a new logistics system that applies state-of-art business practices utilized in private industry to Air Force logistics processes. Several LL demonstrations have been initiated to develop the best way to implement these new practices in the operational arena. This study focused on the Command, Control, Communications, and Computers (C4) lean logistics demonstration. The reparables in this demonstration differ from aircraft reparables in that they are highly reliable and high-value items. This research determines that the use of LL principles results in shorter order and ship times for the customer. As a follow-on to this finding the study presents a methodology for comparing the cost of carrying inventory under LL and the traditional pipeline and demonstrates how LL principles result in considerably lower carrying costs.

Lean Logistics is an innovative proposal designed to reduce the costs associated with reparable inventory management. The purpose of this thesis is to determine whether a wartime lean logistics pipeline can maintain acceptable aircraft availability rates in response to induced variations of order and ship time (OST) and flying hours for deployed forces. The Dyna-MEIRIC Version 6.4 simulation program was used to evaluate nine different factor-level combinations. The factors, OST and flying hours were varied at three different levels, low, medium, and high. Analysis of the results was accomplished using a two-factor ANOVA. The authors discovered that while increasing OST greatly degraded available aircraft, flying hours did not significantly affect aircraft availability.

Computer simulation was used to evaluate the impact of a Logistics Control Facility (LCF) with a Total Asset Visibility (TAV) system on the AF logistics system's ability to support a weapon system. For this study, the B-1B was chosen as the weapon system of interest. Two performance measures, expected fully mission capable rates and expected pipeline quantities, were used to evaluate the simulation results. Two-sample tests were used to compare the current logistics configuration of the B-1B with the same configuration, but with an LCF controlling the movement of assets. The expected FMC rate performance measure showed significant results while the expected pipeline quantity performance measure did not. After determining that the LCF with a TAV system did have an impact on the ability of the AF logistics system to support a weapon system, fourteen different support configurations were evaluated. Variables included mode of transportation, use of buffer stocks, and use of intermediate repair facilities. Analysis of the results was accomplished using a randomized block ANOVA and Least Significant Difference comparison of means. For expected fully mission capable rates, mode of transportation was the most significant factor. For expected pipeline quantities, the use of intermediate repair facilities was the most significant factor. To measure the desirability of a function unit, the performance/cost ratio is used. The performance/cost ratio is the number of functions that can be initiated per second divided by the cost of the function unit. The cost is considered to be only the cost of the integrated circuits needed to implement a design. It does not include the cost of the interface, power supplies, circuit boards or wiring. A simple model can be constructed, however, to include these costs. Several types of structures are used to implement the cordic algorithm.

This report presents the results of an intensive archaeological assessment of Phase B of the Tucson Division, Central Arizona Project. Because of the relatively large amount of survey data available for the Phase B area, the Bureau of Reclamation and the Arizona State Museum decided that in lieu of the additional field investigations usually expected at the class 2 level survey, an in-depth review and assessment of existing data in terms of Phase B alternatives would be more appropriate. The survey data were used to discuss the Paleo-Indian, Archaic, Hohokam, Protohistoric, and Historic periods in the Phase B area. Settlement patterning and subsistence strategies for these periods were studied, as were various models for prehistoric cultural development in the area. Against this background, the three proposed canal-pipeline alternatives and the two reservoir and two sump site alternatives were assessed in terms of their impacts on known and expected cultural resources. Routes B-1 and B-2, the Twin Hills Reservoir, and the Bopp Road sump site were determined to be the best choices because they would have fewer impacts on the cultural resource base. Finally, to help determine a research orientation for future Phase B cultural resource studies, various research problems were discussed for each of the above-mentioned periods.

This Technical Information Report covers the first phase of the development of a mobile pipe mill to produce pipelines for petroleum products in the field in support of military operations. It is to produce 8-inch and 12-inch welded pipe at the rate of 40 feet per minute from coils of flat steel (skelp). The mill will operate over flat and rolling terrain and will be used to construct pipelines in excess of 100 miles in length. A high-frequency electric resistance welder is the crucial element in the process. Trucks, bulldozers, a skelp loader, pipelayers, and similar equipment are required for pipe-making and pipe-laying operations. Development of a prototype mill by the Army will await the results of current experimentation with a commercial mill and of studies now in progress.
