Using rich administrative data from the Chilean education system, this paper looked at the link between curriculum tracking and social inequalities considering the way that tracking is organised: between- or within- schools. In particular, it examines the influence of socioeconomic status (SES) on track placement (general or vocational), and gaps in higher education access between graduates from both tracks. Result suggests that in a highly socially differentiated education system such as the Chilean one, within-school tracking diminishes SES segregation between tracks. However, the study does not provide evidence that this specific form of tracking mitigates inequalities between tracks, as measured by access to higher education. Considering only the direct effects of tracking operating through instructional and institutional mechanisms, the access gap between general and vocational tracks increases instead of narrowing. The implications for future research are discussed in light of these finding.

This article maps current senior secondary certification arrangements in Australia, drawing on data on school completion rates, certificate attainment and post-school destinations, as well as policy documents within and across jurisdictions. It argues that irrespective of the jurisdiction, numerous changes over nearly 50 years to the rules governing the senior certificates have been principally responses to the original and continuing need to prepare young people for university and the more recent need to cater for near universal participation in the senior secondary years. It argues there is no consistent and shared view of the purpose of the senior secondary certificates, no consistent approaches to dealing with disadvantage, and continuing difficulties in meeting the needs of the full range of young people in the senior years, particularly those from regional and remote areas, Indigenous communities and low socio-economic status students. There is also considerable variability in retention rates and rates of attainment of the senior secondary certificates as well as the calculation of the Australian Admissions Tertiary Rank (ATAR) score which was primarily designed for university selection purposes. The certificates also have limited emphasis on capabilities in their design and considerable variation in the manner in which literacy and numeracy minimum standards are defined, set and assessed. Furthermore, there is no consistent approach regarding compulsory subjects or a core curriculum, the design and implementation of VET courses and the evolving role of the ATAR.

In Bhutan half of the population is under the age of 25 (United Nations 2017) and strengthening the pathways of all young people, regardless of their background, is one of the priorities in the Bhutan Education Blueprint 2014-2024. This study examines the transitions from school of a sample of 895 young school completers from Western Bhutan in 2013. It considers the impact of gender, socio-economic status (SES), school type and subject stream on their destinations. The study revealed that males, public school students and higher SES students were more likely to enter university and government vocational training institutes, while girls, private school completers and lower SES students were more likely to enter private vocational training institutions, repeat Year 12, work or enter the labour market. The study provides invaluable findings about the post-school choices of young Bhutanese and their post-school pathways, as well as providing suggestions for policy reform and further research designed to improve the transitions of young people in Bhutan.

The links between tracked secondary schooling and social selection form part of a complex narrative regarding educational inequality in European schools. The relative contribution of family and school to unequal educational outcomes has dominated educational debates across the continent for more than 50 years. This article contributes to this debate by focusing on a sample of students in the final year of schooling in three schools in northern Italy. It asks whether there are social differences in enrolments and aspirations across the three different types of schools. It also considers whether aspirations can be linked to differences in levels of family support or to school-related factors. To examine these links, we consider four main ways of conceptualising aspirations and propose an approach that draws on theories explaining preference formation and choice.

School partnerships support the effective provision of Vocational Education and Training (VET) in the senior years of secondary schooling, to a varying degree, in most OECD nations. However, the nature and quality of these partnerships vary considerably from school to school and, indeed, from nation to nation (see Murray and Polesel, "Eur J Educ" 48(2):233-246, 2013). Given the role of these partnerships in VET provision in the senior years of schooling, it might be argued that there has been limited discussion about the role and nature of these relationships and the challenges associated with their establishment and long-term sustainability, especially in the Australian context (Allison et al. "Building learning communities: partnerships, social capital and VET performance. NCVER," Adelaide, 2006). This paper explores the emergence of partnerships in a variety of educational and training contexts in Australia and describes the types of partnerships that have been established to respond to the specific needs of students. It also identifies the benefits and challenges associated with the delivery of VET programs through partnerships and the ways in which these partnerships can be developed and sustained to improve VET provision.

This paper is based on research into the destinations and aspirations of school leavers in Australia. It investigates the relationship between the transition to university for different groups of students and their own and their parents' and teachers' expectations. It draws on Bourdieu, Boudon, Nussbaum and others to investigate the way young people construct their aspirations. It examines the limits of young people's agency, which is bound by their understanding of the hidden and informal rules that govern access to different spaces within the curriculum as well as access to post-school destinations. Navigating these transitions is becoming more important and more complex with the increasing emphasis on higher level qualifications in an education market.

This article seeks to provide a school perspective on the nature and quality of the partnerships which schools form with businesses in order to deliver work placements and workplace learning in Australia. It found that the ability of schools to engage with external partners depended on the ability of school leaders to define and communicate the role of VET within the school and its broader community. This dependence on individuals and leadership is vulnerable to changes in key personnel and the informality of some of the processes and relationships can lead to problems in monitoring, evaluating and replicating programmes. Our study shows that a balance is required between carefully documented processes and the flexibility required to operate programmes successfully. The study also noted the tension between the perceived needs of the school and those of industry. A successful partnership necessarily requires school flexibility--in the decisions as to what programmes should be offered and how work placements and timetabling should be organised.

This article considers the role played by policy makers, government organisations, and research institutes (sometimes labelled "think tanks") in the analysis, use and reporting of PISA data for the purposes of policy advice and advocacy. It draws on the ideas of Rizvi and Lingard (Globalizing Education Policy, 2010), Bogdandy and Goldmann (Governance by Indicators/ Global Power through Quantification and Rankings, 2012) and others to explore the ways in which such "agents of change" can interpret, manipulate and disseminate the results of data arising from large scale assessment survey programs such as PISA to influence and determine political and/or educational research agendas. This article illustrates this issue by highlighting the uncertainty surrounding the PISA data that have been used by a number of prominent, high profile agents of change to defend policy directions and advice. The final section of this paper highlights the need for policy makers and their advisors to become better informed of the technical limitations of using international achievement data if such data are to be used to inform policy development and educational reforms.

This article investigates the phenomenon of university deferral and its impact on regional youth in Australia. It seeks to compare and contrast the post-school pathways and experiences of metropolitan and non-metropolitan deferrers over a period of three years following completion of school, with a view to establishing the unique characteristics of the barriers faced by non-metropolitan deferrers in Australia. Our research indicates that regional school completers are twice as likely to defer as school completers from the city. Three years out from school, a little over two-thirds of the regional deferrers in our study ended up at university. However, this still means that about one-third never took up their offer or dropped out soon after doing so. Financial stresses and travel-related factors seem to be the biggest barriers to taking up their place at university, particularly in the first year out of school.

Debates continue about how high-stakes testing regimes influence schools at all levels: their impact on teaching practices, distribution of resources and curriculum provision, and whether they achieve the intended increases in student achievement in targeted areas. In 2008, the Australian government Introduced a national testing scheme, the" National Assessment Program-Literacy and Numeracy" (NAPLAN), in which all Australian students in Years 3, 5, 7 and 9 are required to participate, and a national website, "MySchool," was established in 2010 to publish the results of all schools. This paper reports on the first national study of educators' views on the impact of NAPLAN on Australian schools and students. Over 8000 educators from all states and territories participated in the study, and the findings indicate that the testing regime is leading to a reduction in time spent on other curriculum areas and adjustment of pedagogical practice and curriculum content to mirror the tests. The findings suggest that the modification of teaching and curricular practices is in response to concerns regarding the use and reporting of NAPLAN data and the potential impact on schools. This confirms findings of researchers in other countries on the capacity of high-stakes regimes to distort teaching practices, constrain the curriculum and narrow students' educational experiences.

In the area of education and training, different configurations of government with different institutional structures may produce similar or quite different educational and employment outcomes. Other factors come into play in assessing outcomes. For example, young people's transitions from education to work are shaped by a variety of structural and institutional relations in education and the labour market. We argue that analysis of developments in approaches to education and training benefits from including these perspectives. This article explores these differences and similarities in a comparative transnational context across two continents. The article suggests that it not useful, whether from a policy or scholarly perspective, to link education and employment without examining the role and type of the welfare state, including the role and type of capitalism within that state, and the relationship of the welfare state to transition systems. With these concerns as our focus, the article has two objectives. The first is to establish some links between comparative research on transition systems and the literatures on welfare state regimes and varieties of capitalism. The second is to draw out some of these links with two concrete and contrasting examples in a comparative manner, focussing on Denmark and Australia.

Education policy-making in Australia remains one of the most complex of government's responsibilities, affecting a broad spectrum of social and political advancements of national and international importance. The advancement of education policy has been accepted as a key factor in achieving the labour productivity and innovation capacity that are needed to compete within the global economy and to build social capital. Yet, the challenge of development and implementation of education policy in Australia has been significantly influenced by its unique federal model, where the state and commonwealth jurisdictions increasingly overlap. This article offers a descriptive account of federal policy involvement in Australian education since federation, with particular attention to vocational education. It demonstrates that national education policy development is characterised by downwards, upwards and horizontal patterns of cooperation between national and state governments, which are in turn influenced by contextual factors such as national economic policy goals, economic and social conditions and political configurations. The article presents an innovative approach to educational research as it brings together two fields of specialisation: vocational education and training research and political science.

In 2009, the Council of Australian Governments (COAG) set a target to lift Australia's Year 12 or equivalent attainment rate from 83.5 to 90% by 2015. In the context of global financial uncertainty, the target was rationalised as a means for boosting national productivity and developing human capital to help Australia compete in the global knowledge economy. Historically, Year 12 attainment targets have been designed to pressure state and territory education systems to innovate and reform senior secondary curriculums and certificates, as retention and attainment rates depend largely on how flexible, diverse and inclusive the senior years are. In this paper, however, we argue that the COAG Year 12 attainment agenda is flawed and does very little to inspire innovation or reform in Australian senior secondary schools. Our argument comprises three parts. First, we argue that the COAG agenda is based on a weakened measure of attainment which is misleading and directs the burden for innovation away from senior secondary schools. Second, we argue that there are inherent limits in Australian secondary school systems which prevent the depth of innovation required to significantly contribute to raising Year 12 attainment. Third, we argue that the COAG agenda is further weakened by issues of equivalency, quality and comparison. Together, these arguments cast doubt over the value and meaningfulness of the COAG Year 12 attainment agenda and of target setting as a governmental strategy in this context. (Contains 17 notes.)

Located differentially (and to its detriment) within a status hierarchy of knowledge, vocational education has been called upon to satisfy an increasing range of political and social needs, including meeting the needs of industry and government and catering for increasing pupil diversity. Faced with stubbornly immobile rates of school completion in Australia, policy makers have turned to vocational education and training to play a part in achieving higher rates of school completion or its "equivalent". This has been principally in the form of proposing alternative qualifications to the existing senior school certificates and increasing the role played by adult vocational education and training (VET) providers. This article considers the contribution of these various policy initiatives to progress in achieving school completion targets--focusing on current approaches to provision of vocational programmes (both in schools and in other providers), the equivalence of qualifications and the relative strength of non-school pathways. It questions the integrity of these "alternative" measures of school completion and challenges the notion that VET, delivered within a secondary school subject paradigm, can produce the gains in participation required to reach these targets. It has been argued that the culture and traditions of secondary schooling explicitly exclude vocational learning from the mission of secondary schools. Analyses have further highlighted the role played by vocational learning in sifting and sorting students by social background. In many continental systems, Germany, France or Italy for example, the fragmentation of the upper secondary curriculum into general and vocational tracks has been the means by which the "integrity" of the academic stream has been maintained. In the Australian context, the abolition of technical schools in favour of a more comprehensive model of provision has not erased existing social inequalities. This article argues that the maintenance of the dominant academic curriculum and its associated forms of knowledge has involved a number of processes designed to exclude or accommodate different kinds of learners, to marginalise applied learning pedagogies and curricula and to ensure differentiated learning experiences for different sub-groups of young people. Drawing on views and perspectives of students and teachers in a large secondary school in an industrial provincial city of Australia, this article presents an analysis of the school-level processes which have contributed to the construction of the learner identity of students in vocational programs in Australian schools. Italy's poor performance in various indicators of educational achievement, such as the Programme for International Student Assessment (PISA), has featured strongly in analyses of Italian education policy, and its progress towards the Lisbon objectives has been slow. With weak outcomes often linked to a highly stratified system of upper secondary schooling, combining high levels of track differentiation with a comparatively young track selection age, Italy's education system has been characterised as antiquated and rigid. Yet the evidence that poor educational outcomes are differentially distributed between different Italian regions suggests that the "tracked system" itself, which does not vary among regions, may not fully explain the Italian indicators. This article examines recent policy responses to these weak educational outcomes and, drawing on a range of data which take account of the links between social selection, regional inequality and levels of family cultural capital, investigates whether the concept of cultural capital might provide a more nuanced and theoretically powerful explanation of differences in educational outcomes in Italy. Purpose: The aim of this paper is to consider the role played by vocational education and training (VET) for young people in Australia. Design/methodology/approach: The paper is based on an analysis and synthesis of the existing research and literature, including the author's own body of research in the field, regarding VET delivered in schools and in adult sector institutions. Findings: This research presents evidence that VET in Schools (VETiS) constitutes an important and significant curriculum reform in upper secondary schooling, but that it is usually offered at the most basic qualification levels within the subject model paradigm of senior secondary certificates. Its heavy use by young people from disadvantaged backgrounds raises concerns regarding social selection and it suffers from problems of low esteem and variable quality, with its place often questioned within the traditional academic culture of secondary schooling. With respect to adult VET providers, the article argues that the role of TAFE across Australia for 15-19 year-olds is relatively limited, with questions raised regarding the quality of programs for younger clients, and that low SES students are more likely to enter post-school VET destinations. Practical implications: This article argues that an integrated approach to VET provision, both during and after school, is needed to create quality pathways for students of all backgrounds. Originality/value: The article presents an integrated view of the role played by VET across different sectors for young people. It is designed to be of value to policy makers and practitioners seeking coordinated policy responses designed to offer curriculum, diversity, and strong pathways into further education and quality full-time employment. A trend of increasing regional disadvantage is suggested in the pattern of rising rates of deferral of university places amongst rural school-completers in Australia. Cost-related factors and financial barriers are prominent in the reasons given by these young people for deferring a place at university. These trends formed the impetus for a study of the destinations of rural school-completers in the Australian state of Victoria, the findings of which are reported in this article. The issue of theoretical and practical interest that this article examines is whether this phenomenon of deferral constitutes a disadvantage for these young people. Are these deferrers "lost" to the system? Do they eventually take up their places? Are some groups less likely to take them up than others? hat happens to the rest? Of particular interest is the question regarding what barriers might prevent some groups from taking up their place. And finally, what is the experience of those who enter university? Do they continue and thrive in their studies? This article considers these questions in the context of data outlining the destinations of non-metropolitan deferrers in their second year out of school. (Contains 12 tables and 3 figures.)

Historically grounded in a tradition of meeting local skills needs and training the children of the poor, vocational education and training (VET) in schools continues to struggle in terms of esteem and parity of status. Associated in the literature with the training of a reliable and compliant class of workers, it has also been tainted by its links to the processes of social selection and its lowly status in the hierarchy of school subjects. However, VET has also been proposed as a means of democratising the school curriculum and improving accessibility for marginalised populations. The evidence presented in this article suggests that VET provision in Australian schools is of relatively poor quality and furthermore is associated with significant levels of social selection--rather than democratisation. The Australian policy framework, strait-jacketed by the belief that it must avoid narrow instrumentalism, has allowed and assisted the evolution of a low quality, low-intensity VET regime which serves a mainly working-class clientele in mainly working-class schools. In reviewing the current Australian evidence, it argues that if the central debate is one between the competing demands of achieving equity (which is associated with comprehensive provision) and that of achieving quality VET (which is associated with tracked provision) then, sadly, Australia fails to deliver effectively on either of these aims. Despite concerns regarding Italy's high levels of early school-leaving, regional differences in educational outcomes and persistent inequalities, efforts to reform the country's complex system of senior secondary schooling have been repeatedly frustrated. Regarded by the left as contributing to the reproduction of social inequalities, Italy's dual-track system of academic and vocational secondary schools has been the focus of many reform efforts, for the most part unsuccessful. Recent proposals for reform, initiated by the recently deposed right-wing Government coalition, reflected a very different approach to change, reinforcing the division between the academic and the vocational in Italy's schools and largely devolving responsibility for vocational education and training to the regions. This article examines the proposals and concludes that, like past initiatives, they were largely ideologically driven, focusing on the structures of schooling rather than teaching and learning. The article points to the need for the current Government to base change on a strong theoretical foundation and on focused research into the outcomes of schooling for different student groups. Reviews research on Australian initiatives to introduce senior school or multi-campus models of secondary education provision and presents three case studies to examine the potential of this approach. Asserts that the approach facilitates the provision of a broad and relevant curriculum, provides a more appropriate schooling environment for post-compulsory aged students, and allows teachers to focus on the needs of their particular students.
