Resumo No marco dos 20 anos do Estatuto da Cidade, constata-se o fenômeno nacional de revisão de planos diretores. O objetivo, aqui, é investigar os efeitos do neoliberalismo avançado nos planos diretores a partir da experiência de Porto Alegre/RS. A metodologia é de estudo de caso, a partir de observação participante e consulta de documentos e mídias. A sistematização é de reconstrução temporal e análise de conteúdo. O aporte teórico explora o estado e o planejamento neoliberal por projetos. Os resultados apontam: a implementação do estado mínimo; o enfoque na cidade produtiva sob a financeirização; a roupagem socioambiental da Agenda 2030; o autoritarismo; o planejamento de tendência e de facilitação aplicado pelo planejamento por projetos, resultando no fatiamento do plano diretor.

A proposta deste artigo é a de analisar o perfil socioeconômico dos migrantes do Sul Global em Porto Alegre, capital do estado do Rio Grande do Sul, Brasil. A partir de uma pesquisa exploratória, com a utilização de dados secundários sobre os migrantes internacionais no Brasil, coletados via Sistema de Registro Nacional Migratório (SISMIGRA) e as informações contidas na Relação Anual de Informações Sociais (RAIS), buscamos: (i) identificar as principais nacionalidades dos migrantes do Sul-Global; (ii) evidenciar o gênero e raça/cor dos trabalhadores migrantes; (iii) analisar a escolaridade, principais profissões e remuneração média em salários mínimos (SM) dos migrantes. Com base nos dados coletados observamos que Porto Alegre tornou-se território de destino para migrantes do Sul Global – em sua maioria, homens, pretos e/ou pardos, provenientes do Haiti e da Venezuela, chegados ao Brasil em busca de trabalho. A sua escolaridade, em geral, é superior à do nacional, contudo atua em profissões de baixa remuneração, especialmente no setor de serviços gerais. No caso das mulheres, a inserção destas no mercado de trabalho formal é ainda menor em relação aos homens. A migração Sul-Sul está envolta em elementos que se articulam em torno das estruturas sociais e econômicas. No caso dos migrantes do Sul Global em Porto Alegre, o olhar mais atento sobre raça e gênero, revela que as tradicionais discriminações laborais recebidas por brasileiros desses grupos, também são observadas nos migrantes internacionais.

This article presents a discussion about space and performativity portraying the author's lived experiences in the city of Porto Alegre/RS. It also addresses a circumstance in the city of Manaus/AM. The text format is based on reports of experiences in situations and spaces of entertainment social relations, mainly, in the urban center of the city of Porto Alegre, characterized by the sociability of elderly gay men. The narrative process includes the discussion about the researcher's positionality and personality and his corporeality in different research conditions and temporalities, in relationships with other men in the spatial context characterized by homoerotic relationships. In addition, a debate is proposed about the development of the concept of microterritorialities along the research trajectory and how its meanings converge towards experiences in empirical realities concerning the processes of homoerotic sociabilities in cities. Neste estudo se aborda o uso de róticos em posição de coda na Região Metropolitana de Porto Alegre, particularmente a articulação retroflexa, na perspectiva da Sociolinguística Variacionista (Labov, 1966, 1972). O estudo é composto por 45 entrevistas do corpus Ricardo-Schwindt, abrangendo 5 cidades da região. Os resultados indicaram baixa presença do rótico retroflexo na Região Metropolitana em comparação com outras variedades do português brasileiro, mas um aumento significativo quando comparado ao seu uso na capital, Porto Alegre, nas décadas de 1980 e 1990. A pronúncia retroflexa parece estar relacionada, entre outros aspectos, a contextos que compartilham propriedades fonéticas com essa variante, sugerindo alguma motivação assimilatória para sua emergência. Identificaram-se, além disso, diferenças significativas no uso do retroflexo entre as cidades analisadas.

Resumo Neste artigo reflito sobre as ambivalências e as acomodações descritas por Ruth em seu cotidiano na Vila Gaúcha, em Porto Alegre, a partir de um percurso por fotografias familiares que entrelaçam narrativas sobre casa, maternidade, violência, vida e morte. Realizo este percurso em diálogo com os escritos de Carolina de Jesus (2007) e Conceição Evaristo (2016 e 2018), seguindo o caminho sugerido por Han e Das (2016) de olhar para as formas de vida enquanto linguagem de fabricação de mundos. Busco, portanto, descrever táticas de mediação e elaboração de formas de habitar o mundo e de produzir a casa entre eventos modelados por questões históricas atravessadas pela raça e pelo gênero - no caso, a produção da cidade, as dinâmicas impostas entre fixação e circulação na fabricação de corpos e lugares removíveis.

Communities living in Latin American slums present more vulnerability of diseases, high rates of infant mortality, and low life expectancy, generally as a result of the high levels of soil contamination. Furthermore, in our case study of the 4th District of Porto Alegre, the community depends on recycling materials from waste for their livelihood. In consequence, the public spaces are used as a garbage dump, accentuating health problems and making social interactions difficult. In this context, our applied research group aims to construct social spaces, improving the inhabitants' quality of life through participative methodologies that encourage the use of the public spaces of these districts without prejudice of the economic system based on garbage. Resumo Introdução O artigo discute as disparidades espaciais em saúde ao investigar pessoas brancas e negras, tomando como ponto de partida a trajetória de desenvolvimento do sistema global do capitalismo racial. Objetivo Investigar as diferenças existentes entre pessoas brancas e negras nos agravos de HIV, tuberculose e sífilis na escala de distritos sanitários na cidade de Porto Alegre, Rio Grande do Sul. Método Estudo ecológico, com uso de banco de dados secundários e de acesso público, disponibilizados a partir da Secretaria Municipal de Saúde de Porto Alegre. Inclui a análise espacial, a estatística descritiva e o uso de medidas de associação. Resultados A partir dos distritos sanitários, desvela-se a materialização de geografias de desigualdades e de condições de iniquidade entre pessoas brancas e negras, o que está entrelaçado com o processo histórico de ocupação da cidade de Porto Alegre. Conclusão O quesito raça/cor e a sua investigação escalar tornaram-se potência para corroborar as diferenças de qualidade de vida que desfrutam pessoas brancas e negras. Em Porto Alegre, são inequívocas evidências do racismo estrutural em saúde que denotam a urgência de ações no Sistema Único de Saúde, como as políticas de equidade.

Per- and polyfluoroalkyl substances, known as PFAS, are emerging contaminants detected in surface water, groundwater, drinking water, air, and food. Due to its chemical stability and high hydrophobicity, these compounds are used as surfactants, surface protectors, flame retardants, textile impregnation, fire-fighting foam, and pesticides and may be a risk for human health in the long-term exposure. Currently, a little research has been carried out for these compounds in Brazil. In this study, the concentration and distribution of 23 PFAS were analyzed in groundwater samples collected from water wells in urbanized areas and in surface water samples from Porto Alegre, one of the biggest cities in Brazil. The total concentrations of PFAS (ΣPFAS) in a groundwater sample varied between 22 and 718 ng L−1. Eleven PFAS species were detected in groundwater, including PFOA, PFHxA, PFPeA, PFBA, PFDA, PFNA, and PFOS. Most of PFAS were quantified in samples located in the aquifer formed by medium to coarse sands intercalated with silty-sandy lenses and low organic matter content that could facilitate the percolation of these compounds. The total concentrations of PFAS (ΣPFAS) in a surface water sample varied between 11 and 17 ng L−1. Ten species were founded in surface water being PFOA, PFOS, and PFHpA the most dominant. Considering all the samples, PFOA was the predominant species in the study. In addition, tributary water bodies had higher concentrations of PFAS than the main water body (Guaiba Lake) probably due dilution process. [ABSTRACT FROM AUTHOR]

We relate the structuring processes of drug trafficking in Porto Alegre and Córdoba, from 2000 to 2015, emphasizing the collectives that led their management (factions and clans). Although responding to the same organizing demand of emerging markets in the early 2000s, we argue that each group reflects a combination of elements that have prevailed locally, whose distinctions are being blurred by their adaptations to global drug market pressures. Introduction: This article discusses the spatial disparities in health between white and black people. It begins with the trajectory of development of the global system of racial capitalism. Objective: To investigate the existing differences between white and black people in the conditions of HIV, tuberculosis, and syphilis in the scale of health districts in the city of Porto Alegre, Rio Grande do Sul. Method: Ecological study using secondary and public databases made available from the Municipal Health Secretariat of Porto Alegre. It includes spatial analysis, descriptive statistics, and the use of measures of association. Results: It reveals, from the health districts, the materialization of geographies of inequalities and conditions of inequality between white and black people, which are intertwined with the historical process of occupation of the city of Porto Alegre. Conclusion: The issue of race and color, as well as scalar research, have become powerful tools for correlating the differences in quality of life enjoyed by white and black people. In Porto Alegre there is unmistakable evidence of structural racism in health that denotes the urgency of actions in the unified health system (SUS), such as equity policies. [ABSTRACT FROM AUTHOR]

Resumo Este artigo tem por objetivo explorar as intervenções urbanas na cidade de Porto Alegre e seus efeitos sobre os modos de vida na cidade. Tais intervenções podem estar em sintonia com a arte urbana, o a(r)tivismo, o efêmero, o urbanístico, a arquitetura e os movimentos de ocupação dos espaços públicos. A metodologia é traçada através da cartografia e da errância, fazendo do corpo do pesquisador superfície aos acontecimentos. Constrói-se, assim, uma narrativa acerca das forças que compõem a cidade a partir dos efeitos de tais intervenções no tecido urbano. Frente aos imperativos homogeneízadores das cidades - atrelados às premissas do biopoder e da produção capitalística, captam-se efeitos de pausa em uma rotina acelerada, que possibilitam encontros e dissipam o medo urbano. As intervenções urbanas promovem a abertura de limiares que se fazem possibilidade de criação e defesa da potência de vida, entrelaçando-se à produção do novo nas subjetividades emergentes.

ABSTRACT The great flood of 1941 remains the most impactful and traumatic flood event in the history of Porto Alegre. This event was caused by a combination of heavy rainfall in the basin in the days prior to the peak of the flood, and the wind that occurred during the flood. However, the influence of wind on the maximum flood level, although frequently mentioned, is not well known. This is largely because there are no systematic data for wind speed measuring and direction in 1941. Therefore, the present work aims to estimate the discharge and the maximum flood level in the city of Porto Alegre and in other relevant points of the basin. using hydrological-hydrodynamic modeling and, from there, analyze the possible role of the wind during the flood, through the simulation of hypothetical wind scenarios. The results showed that the discharges and levels were represented reasonably well with the MGB model at several locations in the basin. In relation to the 1941 event and the scenarios created, the contribution of the wind to the peak of the flood was of the order of a few to tens of centimeters, showing its potential role despite the limitations of the model.

Contemporary youth are characteristic for their multiple ways of being, presenting several elements that compose and characterize them as unique subjects. The main objective of this text was to analyze who are the young high school students of the Colégio de Aplicação of the Universidade Federal do Rio Grande do Sul and their urban experiences in the city of Porto Alegre. Therefore, a quantitative research was carried out, based on the application of a questionnaire, divided into three main parts: characterization of the research sample; youth sociability; and transit spaces for young people. The results showed that the juvenile situations found differ based on elements such as ethnicity, gender and income. The perspectives about the spaces presented through images are multiple, insofar as they develop different relationships with the urban spaces that were highlighted to them. Regarding perceptions about their school, the relationship of openness and acceptance with most young students was evident. It is possible to consider, therefore, that the elements found among the young people who participated in the investigation reflect their worldviews, in order to experience their views on the spaces of the city. Este estudo realiza uma reflexão sobre a dinâmica das políticas de memória em âmbito municipal. Para fazê-la, foi selecionado para análise o contexto da cidade de Porto Alegre, capital do Rio Grande do Sul. A análise proposta realiza um panorama das principais medidas que foram implementadas e/ou discutidas em âmbito local para promover o resgate da memória sobre o período da ditadura civil-militar (1964-1985), focando-se em um caso específico cujos principais desdobramentos se deram a partir de 2014.

Com o objetivo de refletir sobre as lutas políticas protagonizadas por indivíduos e grupos negros no pós-abolição, o presente artigo parte do ponto de vista de intelectuais reunidos na imprensa negra de Porto Alegre, mais exatamente durante a primeira fase do jornal O Exemplo (1892-1897). Seu programa voltava-se ao combate ao racismo e à ignorância e, além da garantia de uma escolarização formal de qualidade, pretendiam também “educar pel’O Exemplo”. Explorando o duplo sentido dessa expressão e as relações mantidas com o público, analisamos os sentidos atribuídos à instrução e à educação, com ênfase nas relações e expectativas de gênero no interior dessa coletividade. Assim, esperamos ainda oferecer reflexões sobre como as intersecções de raça e gênero concorreram para a construção de desigualdades sociais e agenciamentos políticos no pós-abolição.
