For decades, Luxembourg did without a national university. Before and after the University of Luxembourg's founding (UL) (2003), tertiary education and the status of being a Luxembourgish student have been closely linked to international student mobility (ISM). This long-standing tradition was maintained in the new university via compulsory ISM: to bolster elite European networks and internationalization. Focusing on ISM from Luxembourg, based on analysis of policy documents regarding the UL's foundation and state allowances for students, we show that policymakers strongly favored ISM. We confront this policy agenda with the perspectives and self-identifications of both credit and degree mobile Luxembourgish students. In narrative interviews, students did not always view compulsory ISM as positively as did policymakers. For students, the "quality" of a stay abroad is far more important: a perspective lacking in the state's "quantity"-driven agenda. In the country with the highest ISM rates globally, constraints continue to hinder equity in ISM.

The Europeanization of higher education has gained considerable scope and momentum over the past quarter century. Whereas the coordinative Bologna process, with soft governance mechanisms, has facilitated standardization across countries, European Commission funding programs target universities more directly. The Erasmus Mundus Joint Degree Programme, as an incentive-based program, epitomizes the dynamics of such European funding management. Notably, it has established expanding university networks across Europe and unique new tertiary degrees that facilitate international student mobility. Applying social network analysis to 561 participating universities through several program cycles, we longitudinally examine three key patterns in the program's development: the expansion of the program, the consolidation of pan-European networks, and the participation of and coordination by central universities in these Europeanization processes. Program participation increased considerably across cycles, even as established networks were consolidated, largely through re-accreditation of established programs. Moreover, we identify those universities that assume a central position in the inter-organizational structure of this international program. These universities actively facilitate the evolving Europeanization of higher education by strengthening inter-university networks via a signature EU program.

At the heart of Western Europe and culturally embedded in the 'Greater Region,' Luxembourg for centuries sent its youth abroad for tertiary education, without its own national university. Evolving provisions of postsecondary education after 1945 followed construction of several teaching and research institutes that did not offer full-fledged tertiary education certification. With global higher education expansion and European developments providing a window of opportunity, the founding of the national flagship University of Luxembourg (uni.lu) in 2003 was a critical juncture, since leading to an extraordinary case of university institutionalization. Traditions were explicitly maintained, but reshaped, in the new university, with student mobility continuing to bolster the national elite's pan-European networks and internationalization. Reflecting its hyper-diversity and multilingual culture as well as porous national borders, Luxembourg's investments in higher education capacity-building, via a twenty-first century research university, have been thoroughly European. Today, Luxembourg has the highest proportion of workers with tertiary attainment and of internationally mobile students, testament to its expanded higher education provision and national policy change facilitated by global models and European norms.

Higher education (HE) scholarship often focuses on the so-called 'entrepreneurial' university as a consequence of new public management reforms. Simultaneously, the remarkable expansion of private HE is said to fragment, specialize, and diversify HE systems. Such diagnoses are misleading as they ignore wider environmental pressures and simultaneous changes in both public, non-profit and for-profit HE. We argue that putative diversity in HE operates as a ceremonial façade behind which large-scale isomorphic change across national HE systems, sectors, and organizational forms occurs. Multiple causes trigger such change originating in the increasingly global HE environment, including a burgeoning international HE regime, accounting and accountability practices, increased permeability of HE systems facilitated by open borders, education markets, and global science as well as (neo)liberal ideologies stressing human capital and human rights. As other organizations, those in HE become subject to these pressures turning universities into more rationalized, standardized, and strategic actors.

The world's third largest producer of scientific research, Germany, is the origin of the research university and the independent, extra-university research institute. Its dual-pillar research policy differentiates these organizational forms functionally: universities specialize in advanced research-based teaching; institutes specialize intensely on research. Over the past decades this policy affected each sector differently: while universities suffered a lingering "legitimation crisis," institutes enjoyed deepening "favored sponsorship"--financial and reputational advantages. Universities led the nation's reestablishment of scientific prominence among the highly competitive European and global science systems after WWII. But sectoral analysis of contributions to science, technology, engineering, mathematics, and medical and health journal publications (1950-2010) finds that Germany's small to medium-sized independent research institutes have made significant, growing contributions, particularly in publishing in higher impact journals proportionally more than their size. Simultaneously--despite dual-pillar policy implications--the university sector continues to be absolutely and relatively successful; not eclipsed by the institutes. Universities have consistently produced two-thirds of the nation's publications in the highest quality journals since at least 1980 and have increased publications at a logarithmic rate; higher than the international mean. Indeed, they led Germany into the global mega-science style of production. Contrary to assumed benefits of functional differentiation, our results indicate that relative to their size, each sector has produced approximately similar publication records. While institutes have succeeded, the larger university sector, despite much less funding growth, has remained fundamental to German science production. Considering these findings, we discuss the future utility of the dual-pillar policy.

While higher education research has paid considerable attention to the impact of both ratings and rankings on universities, less attention has been devoted to how university subunits, such as Schools of Education, are affected by such performance measurements. Anchored in a neo-institutional approach, we analyze the formation of a competitive institutional environment in UK higher education in which ratings and rankings assume a central position in promoting competition among Schools of Education (SoE). We apply the concepts of "institutional environment" and "organizational strategic actors" to the SoE to demonstrate how such university subunits articulate their qualities and respond to the institutional environment in which they are embedded--by using ratings and rankings (R&R) to compete for material and symbolical resources as well as inter-organizational and intra-organizational legitimacy. Through findings from 22 in-depth expert interviews with members of the multidisciplinary field of education and a content analysis of websites (n = 75) of SoE that participated in REF 2014, we examine the stratified environment in which SoE are embedded (1). We uncover how R&R are applied by SoE within this competitive, marketized higher education system (2). Finally, we indicate the strategic behaviors that have been triggered by the rise of R&R in a country with a highly formalized and standardized research evaluation system (3). The results show both homogenization and differentiation among SoE in their use of organizational vocabulary and the applications of R&R while simultaneously revealing strategic behavior, ranging from changes in internal practices to changes in organizational structures.

Comparative education relies on experiences, expertise, data, and criticism derived from multiple contexts and diverse levels to generate insights, facilitate understanding, and explain change. Marked by connectivity, our contemporary era vastly increases the (potential) diffusion of ideas essential for scientific advance. Three interlocking trends emphasise the growing relevance of comparative educational research. Firstly, "competition" has become more potent -- among scholars, their organisations, and within as across countries. Secondly, educational studies, as science more generally, are increasingly conducted in "collaboration" -- across disciplinary, cultural, linguistic, and organisational boundaries -- enhancing the potential for discovery while producing influential scholarship. Thirdly, while educational research and policymaking are increasingly "comparative," comparative knowledge stores are often only selectively used. To counter such reductionism, in-depth comparative institutional analysis across divides of academy, politics, and practice remain crucial. The multidisciplinary field must claim its relevance more persuasively, even as scholarly exchange, mobilities, and cultural knowledge endure as vital foundations.

For decades, the Nordic countries have been admired for their inclusive education systems within egalitarian societies, bolstered by PISA studies and global calls to ensure inclusive education as a human right. This paper contrasts idealised perspectives on Nordic education with internal experiences, exploring recent challenges to the relationship between special and inclusive education. Using Sweden as a case study, it highlights internal diversity within the Nordic region, showing differing paths and gaps between research, policy and school realities. The risks of idealising past educational models are discussed, noting that Sweden, once known for its egalitarian education and low special education needs classification rates, now faces higher classification rates and more separate provision due to policy changes. Recent trends have shown a shift towards increased diagnosis and classification, influenced by marketisation and decentralisation policies. The paper focuses on neurodivergence, analysing shifts in government priorities, teacher education, school practices and research agendas. Analysis of recent policies, reports and educational data reveals winners and losers in school participation, providing insights into the implications for educational discourse, the future of the 'Nordic model', and Swedish education in a global context. All fields of knowledge are challenged to adopt newer, more sophisticated methodologies to cope with growing complexity. Phenomena under study require further multidisciplinary and mixed methods collaborations to achieve expertise able to improve research strategies and practices. Furthermore, traditional methodological approaches face limits to their analytical reach. Here, we demonstrate opportunities from adopting newer, more sophisticated methodologies in the field of higher education (HE) research by comparing three case studies. We argue that such methods and data innovate the mapping and understanding of global HE. These studies uncover novel field characterizations, enabled via analysis of tens of thousands of HE authors and articles over several decades to assess how journal publication, topics, and levels of analysis (individual, organizational, and system) have evolved. Our results imply that to better understand the future of HE worldwide and to address growing challenges, newer methodological directions and data sources will be key to facilitate more comprehensive examinations of the globalizing field. However, our analysis also highlights the technical and learning challenges in implementing these methodologies; thus, we argue for the need to promote more sophisticated methodological training of current and future generations of HE researchers as well as strengthened collaborations across disciplinary, methodological, and cultural boundaries. Aiming to further our knowledge about what is meant by inclusion, we examined how various conceptualisations relate to people's attitudes about inclusive education. We assign the varying characterisations of inclusion of specific groups with differing involvement in the education system in Luxembourg, applying an influential systematisation of definitions of inclusion in which four qualitatively different categories are identified. Results of study 1 showed that members of the general population, pre-service and in-service teachers perceive inclusive education in importantly different ways. Although results showed relatively positive attitudes toward inclusive education for the whole sample, attitudes varied by group and in relation to the differential categorisation of definitions. As teachers' attitudes and the extent to which they feel prepared to implement inclusive practice are crucial for the success of inclusive education, the latter aspect is further investigated in study 2. Results showed that teachers with more in-depth understanding of inclusive education reported more positive attitudes and felt better prepared to implement inclusive practices. Implications for education systems and society are discussed.

Educational research in Norway has experienced unprecedented structural expansion and cognitive shifts over the last two decades because of greater state investments and the strategic use of extensive and multi-year thematic programmes to fund research projects. Using a neo-institutionalist framework, we examine institutionalisation dynamics in cultural-cognitive, normative and regulative dimensions by means of interviews, research programme calls, policy documents and funding data. In the cultural-cognitive dimension, we find references to the knowledge society, the perceived importance of evidence in policymaking and ideas of quality, excellence and relevance. In the normative dimension, we find the introduction of new professional and methodological standards, reflecting broader global patterns of academic and epistemic drift. In the regulative dimension, the strengthened role of both government and the Research Council of Norway is manifest in substantial growth in both funding and large-scale, long-term planning, including thematic choices--evidence of 'programmification.' The importance of external models has grown in an era of internationalisation, yet translation occurs at every level of the governance of educational research. This results in a specific Norwegian research model, guided by a mode of governance of programmes that maintains social values that are traditionally strong in Nordic societies.

Charting significant growth in science production over the 20th century in four European Union member states, this neo-institutional analysis describes the development and current state of universities and research institutes that bolster Europe's position as a key region in global science. On-going internationalization and Europeanization of higher education and science has been accompanied by increasing competition as well as collaboration. Despite the policy goals to foster innovation and further expand research capacity, in cross-national and historical comparison neither the level of R&D investments nor country size accounts completely for the differential growth of scientific productivity. Based on a comprehensive historical database from 1900 to 2010, this analysis uncovers both stable and dynamic patterns of production and productivity in Germany, France, Belgium, and Luxembourg. Measured in peer-reviewed research articles collected in Thomson Reuters' Science Citation Index Expanded, which includes journals in the fields of Science, Technology, Engineering, Mathematics, and Health, we show the varying contributions of different organizational forms, especially research universities and research institutes. Comparing the institutionalization pathways that created the conditions necessary for continuous and strong growth in scientific productivity in the European center of global science emphasizes that the research university is the key organizational form across countries.

Embedded in social worlds, education systems and research reflect distinct national trajectories. We compare two contrasting traditions of educational research (ER). Whereas British ER exhibits a multidisciplinary and pragmatic character, German ER reflects pedagogy and mainly humanities-based traditions. Yet, in both countries, policymakers' growing demand for evidence in ER resulted in increased funding, specific research programs, and mandatory large-scale assessments. These have reshaped the field, suggesting more similar ER agendas. Based on a comprehensive original dataset of basic ER projects funded by the main grant-making agencies in both countries (2005-2015), we analyze five dimensions: levels, objects, disciplines, methodologies, and themes. We find epistemic drift, with partial convergence characterized by a multi-level focus, multidisciplinary approach, strongly empirical and quantitative methodology, and a premium on teaching and learning themes. The cases remain distinct in exploring systemic questions in a wider contextual frame (UK) or concentrating more narrowly on the individual learner (Germany).

Research evaluation systems in many countries aim to improve the quality of higher education. Among the first of such systems, the UK's Research Assessment Exercise (RAE) dating from 1986 is now the Research Excellence Framework (REF). Highly institutionalised, it transforms research to be more accountable. While numerous studies describe the system's effects at different levels, this longitudinal analysis examines the gradual institutionalisation and (un)intended consequences of the system from 1986 to 2014. First, we analyse historically RAE/REF's rationale, formalisation, standardisation, and transparency, framing it as a strong research evaluation system. Second, we locate the multidisciplinary field of education, analysing the submission behaviour (staff, outputs, funding) of departments of education over time to find decreases in the number of academic staff whose research was submitted for peer review assessment; the research article as the preferred publication format; the rise of quantitative analysis; and a high and stable concentration of funding among a small number of departments. Policy instruments invoke varied responses, with such reactivity demonstrated by (1) the increasing submission selectivity in the number of staff whose publications were submitted for peer review as a form of reverse engineering, and (2) the rise of the research article as the preferred output as a self-fulfilling prophecy. The funding concentration demonstrates a largely intended consequence that exacerbates disparities between departments of education. These findings emphasise how research assessment impacts the structural organisation and cognitive development of educational research in the UK.

Dual study programs are hybrid forms of work-based higher education that have expanded very rapidly in Germany--a country traditionally considered a key model in both higher education (HE) and vocational education and training (VET). The continued expansion of these hybrid programs increasingly raises questions if, how, and why they may be internationalized. Although comparative research suggests that this could be challenging due to the uniqueness of the German education and training system, strong forces support internationalization. This study examines the current state and the future prospects of internationalization of such innovative dual study programs by focusing on student mobility, a key dimension of internationalization. We find growing interest in but still relatively little mobility related to dual study programs, whether among German (outgoing) or international (incoming) students. Based on expert interviews and document analysis, we extend existing typologies of student mobility regarding specific features of work-based HE programs. Furthermore, we discuss opportunities--at home and abroad--for increasing student mobility in this rapidly expanding sector.

Over the past two decades, educational research in Germany has undergone unprecedented changes. Following large-scale assessments such as the Trends in International Mathematics and Science Study (TIMSS) and the Programme for International Student Assessment (PISA), and a political interest in evidence-based policy-making, quality assessment and internationalization, direct involvement of national decision-makers has led to the establishment of new organizations, programs, funding structures, professorships, and training programs. Thus, a markedly different educational research field has emerged in contrast to the traditional philosophy-rooted, hermeneutics-trained and humanities-based German pedagogy or educational science. Instead, the new paradigm refers to itself as empirical educational research (EER). Thus, we trace institutionalization processes of EER from 1995 through the foundation of the new Empirical Educational Research Association (GEBF), which rivals the long-standing German Educational Research Association (DGfE). Official documents shed light on policymakers' and funding agencies' motivations and rationales as they successfully engage in building new research infrastructure. Expert interviews conducted with (inter)national representatives illuminate perceptions of crucial actors involved in the organizational field's institutionalization. What are the causes and consequences of the emergent EER field in Germany? Extending the neoinstitutionalist organizational field literature, particularly about incipient stages of such fields, we show that a new division of labor transcends national and international as well as governmental and non-governmental borders.

Global discourse about human rights, education for all, and inclusive education has altered social norms relating to dis/ability and schooling, especially through awareness-raising, by legitimating advocates' positions and by facilitating policy reforms. Affected by societal and educational change, special education systems and their participants have also transformed societies. Widespread recognition of education's impact--and of institutionalised discrimination that disabled pupils face--galvanises contemporary debates. If special education successfully provided learning opportunities to previously excluded pupils, the goal has shifted to inclusive education. In such settings, all children, regardless of their characteristics, attend neighbourhood schools where they are supported to reach their individual learning goals in diverse classrooms. This global ideal has gained legitimacy, as most countries have ratified the UN Convention on the Rights of Persons with Disabilities (UN-CRPD), which mandates inclusive education, specifying facilitated access and meaningful educational opportunities. This has considerable implications for all learners. Examining the effects of the UN-CRPD in Germany, one of the most highly stratified and segregated education systems in Europe, provides a hard test case of the (potential) impact of this international charter on national education systems. To meet its mandate, Germany's 16 states ("Bundesländer") would have to radically reform their education systems, whose segregated structures remain antithetical to inclusive education. Examining education policy reform processes since the 1970s, we find contrasting path-dependent reactions: In Schleswig-Holstein, inclusive education has diffused broadly and attained broad legitimacy, but in Bavaria its development has stalled; school segregation remains pervasive. Below national level, the UN-CRPD's potential to affect the pace and scope of change depends considerably on the structures in place at ratification.

Long historical trends in scientific discovery led mid-20th century scientometricians to mark the advent of "big science"--extensive science production--and predicted that over the next few decades, the exponential growth would slow, resulting in lower rates of increase in production at the upper limit of a logistic curve. They were wrong. This article discusses the progression and contributing factors of the growth of scientific publications. A new systematic estimate of the number of worldwide science publications from 1900-2011 shows that "big science" was transformed by unprecedented production beginning just after mid-century with no decline or slowing of exponential growth up to today. Two contrasting concurrent trends--rising competition across nations and international collaboration among scientists--have facilitated this remarkable growth. The analysis of millions of Science Citation Index Expanded (SCIE) publications shows that the number of research papers published in scientific journals over the 20th century grew rapidly. Starting from slightly below 10,000 in 1900, the annual number of new SCIE publications grew to about 50,000 in 1955. This early trend, often referred to as "big science," was then transformed into what can be called "mega global science." An exponential annual growth rate of 3.49 percent between 1980 and 2011 led to half a million SCIE publications in 1990 and approximately 1.1 million new SCIE publications in the year 2011 alone. In 1980, only about 2 percent of all SCIE publications were internationally collaborative, and just three decades later, this proportion has climbed eleven times. Currently, over one in five papers are internationally collaborative, and are driven by rising exchanges, the dominance of the English language, and Internet-based networks. Research and development requires investment not only in individuals within organizations, but also in the networks, connections, and exchanges that facilitate discoveries. Competition is complemented by collaboration.

Educational systems considerably influence educational opportunities and the resulting social inequalities. Contrasting institutional regulations of both structures and contents, the authors present a typology of educational system types in Germany to analyze their effects on social inequality in eastern Germany after unification. After 1990, the comprehensive secondary school was replaced by three types of differentiated secondary schooling. In this unique field experiment of model transfer and institutional change in a federal country, reforms in these state educational systems--all originally of a uniform socialist type--led to participation rates rising to western enrollment levels, yet with substantial state-level differences. These are attributable to the divergence of educational systems reformed according to contrasting western German models. These types substantially and differentially generate intergenerational inequalities. The authors chart the sharp and significant effects of education policy reforms and societal transformation following German unification.

In Europe, the Bologna and Copenhagen Processes in higher education (HE) and vocational education and training (VET) are on the agenda, aiming to create a European educational area. Acknowledging important differences between countries, we compare the evolving relationship between HE and VET. We ask whether and how these two distinct organisational fields in France and Germany have changed in recent decades. Comparing institutional shifts, the article analyses whether long-standing differences in postsecondary education and training systems and the education/economy nexus in these two countries have remained stable. We argue that these countries' skill formation systems have begun to converge, departing from their original institutionalisation paths. Thus, while the traditional typologies that contrast France and Germany have served as useful heuristic devices, they require revision to adequately represent incremental institutional change in these skill formation systems resulting from endogenous reforms and exogenous pressures due to Europeanisation.

Proposing an alternative to the American model, intergovernmental reform initiatives in Europe have developed and promote a comprehensive European model of skill formation. What ideals, standards, and governance are proposed in this new pan-European model? This model responds to heightened global competition among "knowledge societies" as it challenges national systems to improve. The authors thus compare this emergent European model with the historically influential models of Germany, France, Great Britain, and the United States. To what extent does the European model resemble these traditionally influential national models? The authors report findings of a theory-guided content analysis of official European policy documents in higher education and vocational training from 1998 to 2010. They find that while the European model is a bricolage that integrates diverse characteristics of influential models, the ambitious goals and standards codified in the twin Bologna and Copenhagen processes in higher education and vocational training offer a new model to compete internationally. Dozens of countries now seek to implement these principles. This comparative analysis finds different visions for the future of skill formation on both sides of the Atlantic.
