1. The role of non-profit agencies in the provision of welfare-to-work services.

- Abstract
The impact of government contracts on the structure and service technology of non-profit organizations is examined within the context of welfare reform. Forty-three non-profit organizations contracted to provide employment and related services to welfare recipients under the Welfare-to-Work Grants Program were studied. The results show that the contracts placed the agencies in a difficult task environment that severely restricted their autonomy. To cope with such an environment, the agencies developed very similar welfare-to-work programs consonant with the dominant institutional rules in the employment services sector. However, to maintain their distinctiveness in this sector, the agencies also focused their service technology on intensive case management centered on close relations between staff and clients. To isolate the rest of the organization from the contractual constraints and uncertainties, the welfareto-work programs had minimal internal specialization and were only loosely coupled with other service units in the agencies. The findings suggest that government contracts with non-profit agencies may constrain themfromachieving the very objectives they are contracted to fulfill. [ABSTRACT FROM AUTHOR]
