Handoff management is a critical issue for seamless connectivity in heterogeneous networks. Call termination due to migration from one network to other network is not appreciated in today's high- speed communication intensive world. This paper deals with the problem of vertical handoff in heterogeneous networks for streaming data. In this paper, a novel method is proposed for vertical handoff by using clustering of networks (WLAN, WiMAX and 3G) and packet delivery through tunneling in different clusters. The K-means algorithm is used for cluster formation in different networks. The performance evaluation of such simulation is done in Network Simulator (NS-2). The results of simulation are satisfactory.

Some of the major issues while enabling these services include privacy issues, data security and application technology. If security issues crop up among the users in such a situation, then it means that the services will be rendered redundant.
