The article is devoted to highlighting the importance of medical care for the population as a factor in the reintegration of the temporarily occupied territories of Ukraine. In accordance with this goal, the essence and peculiarities of health care organization in the de-occupied territory are revealed, and the role of medical care in intensifying the reintegration mechanism is determined. The author emphasizes that the implementation of the state policy on reintegration of the temporarily occupied territories should provide for an appropriate mechanism that would combine various measures aimed at restoring state power in the respective territories, as well as at integrating the local population into the political, cultural, economic and social life of the country. The author emphasizes that by allowing temporary restrictions on the right to healthcare in general and medical care in particular, the State, represented by authorized entities, should provide an effective mechanism for restoring this right after the special legal regime is lifted, or provide appropriate guarantees for the exercise of this right during such a special period. The author identifies the circumstances that indicate the importance of medical care for the population as a factor in the reintegration of the temporarily occupied territories: a) ensuring access to medical care as a key priority; b) involvement of qualified medical personnel from among internally displaced persons, volunteers, representatives of international health organizations and foreign medical specialists; c) implementation of regional medical programs and activities; d) cooperation with international donor organizations to provide humanitarian assistance, prosthetics, rehabilitation, etc.; e) health education campaign to inform the population in a timely manner about medical guarantee programs, reimbursement of medicines, rehabilitation programs, etc. It is stated that taking into account these circumstances will not only promote understanding of the importance of medical care, but will also allow improving the reintegration mechanism and accelerating its implementation to improve the quality of life of people. The article presents the results of a study of the interaction peculiarities between the public and private sectors in the field of space exploration in Ukraine. The purpose of the study was to identify five key weaknesses and strengths of the Ukrainian space industry, which are a catalyst or inhibitor of further successful development of the industry. It is established that Ukraine has taken several necessary steps to implement a system of relations between the private and public sectors in space exploration. The authors identify five key weaknesses and strengths in the development of the Ukrainian space industry: 1) Russia’s war against Ukraine; 2) lack of a systemic vision for the development of Ukraine’s space industry; 3) legal unregulated interaction between the public and private sectors in space exploration; 4) the unviability of the existing model of stakeholder interaction in space exploration; 5) vested interests and the functioning of financial-political groups. It was noted that, in addition to significant shortcomings, Ukraine’s domestic space industry has a few advantages. And as is often the case, strengths stem from weaknesses: 1) availability of qualified personnel; 2) existence of national space legislation; 3) investment attractiveness of the Ukrainian market; 4) Russia’s war against Ukraine; 5) space brand of Ukraine. It is substantiated that understanding the strengths and weaknesses on the way to implementing an effective model of relations in the triangle “state – business – academic environment” is a prerequisite for reviving Ukraine’s space potential and strengthening its competitiveness on the world scene.

Currently, Ukraine has been constantly struggling with hybrid threats, especially terrorism, which arose as a result of the Russian Federation’s aggression. The problematic issue of organising and counteracting such a phenomenon as a terrorist act requires special attention, as the inability of key public authorities responsible for detecting and suppressing these criminal acts to apply organisational and managerial decisions correctly does not allow minimising them. Therefore, there is no doubt that the effectiveness of countering such threats depends on the activities of the Interagency Coordination Commission of the Anti-Terrorist Centre of the Security Service of Ukraine, which, for its part, regulates the conduct of measures to identify and eliminate the causes and conditions of terrorist acts and other crimes committed for terrorist purposes, since the tactics of combating this crime are formed, in particular, by conducting certain activities by officers of the National Police of Ukraine, the National Guard of Ukraine, the State Border Guard Service of Ukraine, and the State Border Guard Service of Ukraine. These bodies are interdependent in fulfilling their tasks in the fight against terrorism, which has recently been spreading across the entire territory of our country and leaving traces in the form of destroyed infrastructure and civilian deaths. The latest ideas on the development of organisational and managerial measures, including special operations or measures aimed at the rapid termination of terrorist acts, play a priority role. The article examines the gaps in the legislation and proposes to consider amending it. Such amendments will help to increase the level of coordination of counter-terrorism actors, which are part of the Interagency Coordination Commission of the Anti-Terrorist Centre under the Security Service of Ukraine and whose activities are directed by the Minister of Internal Affairs of Ukraine, in order to improve the prevention of terrorist activities, their detection, suppression and minimisation of their consequences. A properly constructed model can be used in the future and demonstrate a high and positive result in countering terrorism in Ukraine.

The aim of this article is to explore the meanings attributed by young people to their actions, ideas, and perceptions regarding the advent of COVID-19 and communication actions provided by the state. Generally speaking, any health crisis is accompanied by an information crisis, and the consequence of not controlling information is not controlling the crisis. In fact, uncontrolled information or absence of information increases the crisis amplitude, whereas appropriate communication can attenuate it. Communication covers all relationships, messages, and techniques used by a player to address different audiences with a view to supporting its actions, i.e., preparing them, explaining them, reinforcing their effectiveness, and evaluating them. Public communication is also considered to be formal, and is aimed at exchanging and sharing information of public interest, as well as maintaining social ties. The fight against the COVID-19 pandemic highlighted the challenges and difficulties of government communication in times of crisis. Therefore, the authors opted for the focus group technique with young people aged between 13 and 18. In line with a reasoned and sociologically-motivated selection of focus group participants, the latter had the advantage of gathering information of a qualitative type, “representative” of the context of interaction between individuals in which opinions and values evolve. Viewpoints, opinions, and representations were thus the product of interaction. This survey enabled us to discover that, contrary to the state’s strategy of using TV and radio to communicate about COVID-19, young people were not consumers of these media, and most of those interviewed claimed to be sufficiently informed but through social networks. This situation made young people more victims of “infodemia”, which was, however, a source of anxiety, fear, and stress. To channel and control their anguish, these young people turned to religion as a solution, and relaxation in the maintenance of confinement was clearly observed. This survey will enable public authorities to readjust their communication strategy towards young people.

The primary task of enforcement proceedings in civil cases is to ensure that court decisions are executed appropriately. Much of the responsibility to timely and effectively enforce court decisions falls on bailiffs. However, their behavior is not always legal. This article discusses the important issues of compensating for harm caused by the Russian Federal Bailiff Service. The legal regulations that apply to a bailiff’s actions or inactions were analyzed. The real legal cases were considered. The statistical data from the Judicial Department at the Supreme Court of the Russian Federation were summarized. Based on the results obtained, the procedural aspects of handling such cases in both general jurisdiction and arbitration courts were identified. Finally, the emphasis was placed on predicting the development of Russian legislation and procedures in compensation for harm caused by the public authorities, including the Russian Federal Bailiff Service. The enduring relevance of the studied issues for further advancement of legal science and practice was highlighted.

One of the most important tasks in managing the activities of public authorities is to prevent corruption among employees and ensure integrity in the performance of their organisational, managerial or administrative duties. The study of the behavioural patterns of officials who make decisions to commit corrupt acts in their professional duties is central to combating corruption. The systematisation of literature sources and approaches to the study of motives for corruption has shown that the main driving forces of corrupt behaviour are the intentions of individual and collective features, namely, the desire to obtain financial gain, job dissatisfaction, a corrupt environment within an organisation, and impunity for corruption offences. A subject-oriented approach to assessing an official's propensity to engage in corrupt practices is investigated in this article. The peculiarity of the investigated methodology is to determine the behavioural and personal features of an official in professional activity and consider the synergistic effect that arises in the case of a simultaneous positive answer from the respondent to the control questions. The author’s methodology for assessing the propensity of an official to engage in corrupt practices includes 16 key questions in the questionnaire. An important element of the proposed methodology is the formation of an "ideal matrix", which contains combinations of factors that increase officials’ intentions to engage in corruption. The "ideal matrix" was approved following a brainstorming process with experts. Fifty officials aged 27 to 65 years from institutions and organisations in Sumy (Ukraine) were the subject of the study. According to the assessment, one-third of respondents had a high or medium propensity to engage in corrupt practices. Empirical findings have shown that men are more tolerant of corruption than women are, and people aged 51-65 years have the highest propensity for corruption. This methodology allows for the latent quantification of officials’ propensity for corruption and, accordingly, the introduction of measures for preventing criminal corruption early in public administration.

E-government plays a vital part in the progress of countries in the European Union, especially in Eastern European Member States. It facilitates citizens, irrespective of their geographic location or socioeconomic status, in accessing government services and information, as well as participating in digital interactions with public authorities. The current paper analyses the evolution of e-government in Eastern European Member States in terms of the general populations’ ability to utilize the internet for downloading and submitting government official forms. Also, the current research paper aims to provide a predictive model of the evolution of digital interactions with public authorities in Romania by using time series data, specific statistical tests, and Holt's additive double exponential smoothing model for forecasting. The results suggest that Romania has potential for growth in digital interactions with public authorities and acknowledge the need for investments in digital literacy programs, simplification of administrative procedures, and improvement of regional digital infrastructure.

As global practice shows, the fundamental mechanism for optimizing the activities of public authorities is strategic management, which involves the development and introduction of the latest technology to optimize their functioning and contributes to the formation of positive trends in the innovative development of the entire public administration system. Therefore, this article, based on the analysis of modern problems in the formation of strategic management in the development of the public sphere, demonstrates the expediency of using the strategic management methodology in the development of the public sphere to ensure its effective formation. The main strategic management tasks of state authorities are determined, solutions to which must be derived in compliance with the criteria of effectiveness and social responsibility. The need to change the management culture in the public sector is substantiated – in particular, the introduction of a strategic approach to management in the activities of state authorities is encouraged. The place and role of strategic management in the organization of the activities of state administration entities is defined. The main tasks of the strategic management of state authorities are also outlined, solutions to which must be carried out in compliance with the criteria of efficiency and social responsibility. The main stages of strategic management in the public sphere are characterized, the observance of which enables state authorities to quickly solve organizational problems and, in general, ensure the effective functioning of the public administration system at all levels. The key conditions for the effective work of state authorities in Ukraine are identified, and both modern innovative strategic management tools and the possibilities of their use in domestic state authorities are analyzed. It is substantiated that the analysis of strategic alternatives and the justification of strategy is conceptual task of strategic management, the achievement of which requires the use of an interrelated set of tools. The main directions of the development of the system of management of the activities of public sphere entities are studied, and it is emphasized that this should change in accordance with general trends in the development of management science. The implementation of strategic approaches should become a priority area of implementation for the new concept of public sector management. The stages of the strategic management of public sector entities are also proposed, taking into account their purpose and role in the development of the country and the objective of reforming the general public administration sector.

The study aimed to analyse the interaction between civil society and the government in combating crime at the national and regional levels. The research was conducted using the comparative legal method, formal legal method, legal modelling method, and statistical method. The study's main conclusion was that at the present stage, any rule-of-law democratic state's decisions should consider public opinion and the position of civil society. The state should ensure the responsibility of those responsible for such decisions, including using public control instruments. The article also reveals practical approaches to implementing public control in Ukraine. The study concludes that decentralisation of the law enforcement system of the internal affairs bodies guarantees stable political, social and economic development of the country, provided that the state and society interact and society exercises public control in combating crime. In the future, scientific research may study the forms, methods, and means of implementing the interaction between society and the state in tackling crime. [ABSTRACT FROM AUTHOR]

The article is devoted to current trends in the development of scientific provisions regarding administrative-legal disputes in the field of administrative justice. The relevance of the study is due to the importance of administrative and legal disputes regarding the provision of human rights and fundamental freedoms. It is indicated that the methodological basis of the research is determined by the object and subject and includes philosophical, general and special scientific methods: dialectical, historical, comparative-legal, formal-logical, methods of analysis and synthesis. The system of used methods of cognition was aimed at solving the tasks and achieving the goal of scientific work. The object of the research is social relations regulated by law, which arise in connection with the interaction of state authorities and local self-government, other bodies that implement public functions with natural and legal entities regarding the adoption of individual or normative administrative acts. The subject of the study is the norms of Ukrainian and foreign legislation on administrative-legal disputes, the practice of application by administrative bodies and courts, doctrinal sources of administrative law, official analytical materials. It was noted that the activities of public authorities, despite the adoption of the Law of Ukraine «On Administrative Procedure» and a large number of secondary legal acts, did not receive a modern legislative foundation in public law. Formation of a single and consistent adequate socio-economic and legal theory of administrative justice, improvement of legal regulation of relevant relations is one of the important problems of public law. It was emphasized that the judicial system faces uncertainty in the public sphere of conflict relations It was determined that in the context of European integration, the issue of understanding administrative-legal disputes in the Western European doctrine is of interest. The Slovak law on expertness defines an expert opinion, determining who can venture it and how to bring it before the court. Yet, do the courts consider expert opinions as their own? The presented study explores the incentives to commissioning expert opinions and the legal environment of this institute. The community of experts has found flaws in the legislation governing expert opinions, arguing that experts tend to bias their opinion in favour of the client and break the oath they took on behalf of the law. Although the Slovak legislation sets parameters to avoid abuse or defamation of the expert opinion, the judicial practice will show if the degree of acceptance of this opinion is higher than in countries with non-enacted legislation on these opinions despite their wide use in legal proceedings. The implementation of legislative support for public policy on national memory in Ukraine is realised through the enactment of legislative acts, including the Constitution of Ukraine and Ukrainian laws. The country's prevailing political situation and social moods have primarily shaped it. This article aims to examine the legislative framework of Ukraine (1991-2024) that facilitates the formation and implementation of public policy on national memory within the state. The study demonstrates that active legislation has occurred over the past ten years and continues to the present day. It is established that the legislative base in the sphere of national memory comprises conceptual, organisational, and regulatory acts, which delineate the scope of their functionality. Significant achievements have been made in the legislative support of public policy on national memory in Ukraine. It is evident that the issue of adopting a special law that would define the fundamental principles of national memory policy in Ukraine, ensuring comprehensive regulation of its formation and implementation, still needs to be solved. The completeness of memory policy regulation at all levels of the administrative system is defined, and problematic issues are identified. Introduction. In modern legal science, there is no universal and uniform approach to defining the concept of “public control”, which predetermines and actualizes the need for a detailed study of the legal nature of this phenomenon, its content and the functions that it performs in the state and society. Theoretical analysis. The analysis of doctrinal approaches to disclosing the content of public control, formed in the system of legal science, allows us to draw a conclusion about a differentiated definition of this phenomenon. On the one hand, public control is considered as a combination of state and municipal types of control, which corresponds to the constitutional and legislative approaches to understanding public power. Another point of view complements the previous perspective with another type of control – public control, which involves the participation of civil society institutions in the implementation of this function of public authority. Empirical analysis. It has been revealed that the concept of “public control” is practically not used in the Russian legislation. At the same time, in judicial practice this category is often used in the texts of decisions of higher courts, but its interpretation, like that in the legal doctrine, is also very heterogeneous. Results. The assessment of the theory and practice of using the concept of “public control” allowed us to come to the following conclusions. The category of “public control”, in contrast to the term of “public power”, does not have a legal meaning, that is, it is not enshrined in the Russian legislation, which leads to the need to identify its theoretical significance only through the analysis of doctrinal approaches established in legal science. Based on the analysis of theoretical approaches to the meaning of public control, as well as materials from judicial practice, it is possible to conclude that this concept is used in a diametrically opposite semantic context. Applying the concept of public power as a combination of state, municipal and public ones, it is proposed to consider public control in a similar context, as a combination of state, municipal and public types of control.

The aim of the article is to deepen the theoretical and methodological aspects of ensuring effective public management of territorial development in the context of digitalization for the implementation of effective national and regional economic policy in Ukraine, which will allow achieving sustainable development of its territories and ensuring the provision of quality public services to the population. It is proved that ensuring effective public management of territorial development is critically important for the implementation of modern national and regional economic policy, especially in the context of digitalization, which will improve the quality of public services to citizens and achieve sustainable balanced development of territories in Ukraine. It is emphasized that in the context of comprehensive digitalization of key spheres of society in Ukraine, this process should be based on improving the system of public management of territorial development through the implementation of effective innovation activities and the rational use of information and communication technologies in the authorities. To ensure effective public management of territorial development in the context of digitalization, the author proposes to use a comprehensive methodological approach, which, unlike the existing one, is aimed at implementing effective innovation activities in government bodies with an emphasis on creating a favorable innovation environment in their management system, organizational ordering of their innovation activities and rational use of digital tools by civil servants. The use of the proposed approach will increase the effectiveness of the public administration system of Ukraine as a whole and, accordingly, improve the efficiency of the implementation of the national and regional economic policy. The author also proposes to improve various aspects of ensuring effective innovation activities of the authorities in the country, such as: regulatory, institutional, marketing, personnel, motivational, scientific and methodological, financial, information and communication, to increase the effectiveness of the system of public governance and administration of Ukraine under martial law. It is proved that the success of the introduction of innovations related to the digitalization of public management of territorial development for the implementation of the national and regional economic policy of the country depends on the process of assessing the digital maturity of civil servants and authorities in general. To this end, it is proposed to use a methodical approach to assessing the level of digital maturity of civil servants from the authorities, which will allow obtaining specific benefits on the path of digital transformation and, further on, positive effects and advantages for the territorial communities of the country are identified depending on the level of digital maturity of the particular authority and the chosen digital transformation strategy. The application of this approach will allow not only to assess and, if necessary, increase the level of digital maturity of civil servants working for the authorities, but also to ensure the efficiency of the implementation of the national and regional economic policy, to achieve sustainable balanced development of territories in Ukraine.

Methodological approaches to the optimization of administrative services in Ukraine are considered in the article based on a comprehensive analysis. The topicality of the topic is due to the implementation of the concept of a service legal state, where the effective organization of the provision of administrative services is one of the fundamental problems of the functioning of society and the state. The object of the research is the system of providing administrative services. The subject of the study is the methodological provisions on the formation and development of the organization of administrative services. The multifaceted nature of the problem necessitated the complex use of a systemic approach to the subject area being studied. General scientific and specific methods of cognition were used - analysis and synthesis, induction and deduction, comparative analysis, generalization, systematization, historical-logical method and others. Administrative services are defined as goods, the provision of which is initiated by the interaction of the state with civil society and business and delegated to the state. A means of systematization of the organization and provision of services was classification. The result of the systematization of administrative services is the construction of a classification system of services as a socio-economic phenomenon, i.e. bringing the totality of administrative services to a certain hierarchical unity for functional purposes. According to this version of the definition, the key properties when identifying administrative services as public are: connection with the performance of state functions; direct inter- sectoral interaction. The research methodology for optimization of administrative services is based on a subject-oriented approach. The basis of the normative component of the methodology of the organization of service provision is the subjectivity factor, which is determined by criteria. The first criterion involves successive overcoming of the subject-object orientation to the subject-poly subject orientation. The second criterion involves changing the dominant internal orientation to external. The third criterion is characterized by the need for personalization and individualization of interaction. The author's methodology for assessing the propensity of an official to engage in corrupt practices includes 16 key questions in the questionnaire. An important element of the proposed methodology is the formation of an "ideal matrix", which contains combinations of factors that increase officials' intentions to engage in corruption. The "ideal matrix" was approved following a brainstorming process with experts. Fifty officials aged 27 to 65 years from institutions and organisations in Sumy (Ukraine) were the subject of the study. According to the assessment, one-third of respondents had a high or medium propensity to engage in corrupt practices. Empirical findings have shown that men are more tolerant of corruption than women are, and people aged 51-65 years have the highest propensity for corruption. This methodology allows for the latent quantification of officials' propensity for corruption and, accordingly, the introduction of measures for preventing criminal corruption early in public administration. The unfortunate events of recent years, due to the non-fulfillment or irresponsible fulfillment of service duties, have brought to the fore the discussions regarding administrative responsibility and liability. The paper below analyzes these two notions in a general way, then from a legal point of view and from the point of view of administrative law. The present paper analyzes the aspects and implications of public authorities' liability in the case of material and moral damages suffered by citizens as a result of organizational and functional deficiencies within public services. The study focuses on identifying and evaluating cases in which state authorities can be considered solely responsible for these damages, highlighting the importance of efficient governance and competent management in public institutions. A scientific research on the liability of public authorities requires both an understanding of the existing legal framework and an investigation of its practical and theoretical implications. In our analysis, we will attempt to answer the following questions: What are the specific legal criteria by which the existence of „organizational and functional deficiencies" in public services in Romania is determined? How is material or moral damage established and quantified in the context of the patrimonial liability of public authorities? What mechanisms exist to ensure transparency and effective accountability of public authorities in the event of damages caused by organizational deficiencies? To what extent does administrative-patrimonial liability ensure a balance between the efficiency of public service and the protection of citizens' rights? What are the challenges in legal practice in demonstrating the causal link between public service deficiencies and the damage caused? What role does jurisprudence play in the evolution of the interpretation and application of the concept of liability for deficiencies in public services in Romania? The article addresses the evolution and complexity of administrative liability within the Romanian legal system, marking the transition from a traditional perception, where administrative liability was often confused with civil or criminal liability, to a distinct and institutionalized recognition. For the management of information flow, the use of the functional modelling methodology is proposed, as part of the graph theory for describing the functioning of systems, such as public authorities as organizational-management structures. The methodology is based on concepts such as functional block and interface arc (flow). In organizational-management structures, one of the functional blocks is the manager, and the others are managed. Each of the blocks is a source of information and generates information flows, transferring information to a managed functional block or several ones. For the implementation and management of information exchange by the public authorities in crisis management, processing and protection of data flow, when working in a group environment, it is proposed to build an adequate communication and information system using the methodology of functional modelling. Digital technologies are becoming increasingly important for promoting public authorities’ transparency, accountability, and anti-corruption activities. The aim of the research is to analyse the impact of digitalisation on ensuring transparency and minimising corruption risks among public authorities. The study employed correlation analysis and graphical methods for modelling. The results of the analysis established that digital technologies have a significant potential to transform traditional practices towards greater accountability and transparency. Factors determining the effectiveness of digital technologies for increasing transparency are: the level of institutional readiness of authorities, overcoming digital inequality, legal regulation, and the development of information competence. Digital technologies have not yet realised their full potential to ensure systemic transparency of authorities and prevent corruption. A comprehensive approach is important to optimise these processes. Although digital technologies can provide significant transparency, their proper implementation, which lies between technical and social capabilities, has greater potential to enhance transparency, restore public trust, and combat corruption. The goal of this article is to analyze the causes of conflicts between the state and sports federations in Senegal. Based on a qualitative approach, the results showed a strong interference of public authorities in the sports movement, opposition related to the financing of the latter, as well as issues related to the renewal of the governing bodies of certain associations, the management of national teams, or misunderstandings related to the use of sports infrastructures. On this basis, it appeared, in the light of theories linked to the school of proximity, that networks and consensuses could be found between actors of conflicts, who, a priori, should not have the same representations, beliefs, and knowledge. The article highlights the administrative and legal mechanism of providing public services in Ukraine. In particular, the study of theoretical and legal approaches to the concept of public services and their differentiation from other types of services provided by state authorities and local governments. It is noted that the definition of "public services" is significantly influenced by the scientific discipline in the context of which this phenomenon is studied. It was established that the concept of "public services" unites the broadest understanding of various services provided by the state or local authorities to citizens and legal entities. These can be health care services, education, transportation and social services, financial services and insurance, law enforcement services and administrative services, as well as other services aimed at meeting the needs of all members of society. At the same time, attention is drawn to the fact that the provision of public services must always be oriented to the category of "public interest", which is a variable social value that, in certain political and legal conditions, reflects the interest of the entire or dominant part of society, as determined by legislation and implemented through the activities of public administration. A direct relationship has been established with other types of services that can be obtained in the field of public administration, in particular, state, municipal, administrative, and social services. The formation of the institute of public services in Ukraine and the peculiarities of its formation are disclosed. It is noted that today there is a considerable legislative basis for the provision of public services and a whole system of bodies that provide them. At the same time, it is stated that the scientific, legal, organizational and information support of the system of providing public services, the formation of mechanisms for scientific and informational monitoring of their provision, constantly needs improvement. The article considered the directions and means of legal protection of the rights of the SSU population. The directions of the public sphere and cooperation with public institutions are devoted to issues of administrative activity to ensure the realization of human and citizen rights and freedoms through the implementation of administrative procedures for access to public information, citizens’ appeals, the provision of administrative services, as well as the organization of planned and coordinated interaction with public authorities and institutions of civil society. The direction of law enforcement activities included the implementation of powers to control and verify compliance with legislation by individuals and legal entities, prevent and stop illegal acts, and bring legal responsibility. The direction of the SSU special activity in the field of state security in the performance of anti-terrorist, counter-intelligence functions, and state protection, which guarantees the stability of the implementation of the national mechanism for the protection of human rights, has been disclosed. Emphasis is placed on the specifics of the intra-departmental service and professional activity of the SSU, which includes administrative activities to prevent, identify and eliminate violations and restrictions of the constitutional rights and freedoms of citizens in the exercise of relevant state powers by officials and servicemen and military personnel. The peculiarities of the administrative and legal means of ensuring the rights and freedoms of a person and a citizen of the SSU were defined and classified into universal, general and special. They include legal means of general public administration, legal means of public-private interaction, legal means of administrative coercion, legal means of control and supervision, legal means of law enforcement, legal means of human rights protection, legal means of coordination. Ensuring and protecting children’s rights is a priority in building harmonious legal relations in everycivilisedcountry. Thestudyoftheexperienceofdifferent countries regarding the specifics of the development of administrative legal relations in the field of child protection allows analysing the problematic aspects and identifying positive developments that should be adopted and disseminated. The purpose of this study is to investigate administrative legal relations in the area of child rights protection in certain countries of the world. A set of methods was employed, including methods of induction and deduction, analysis and synthesis, comparison and generalisation, etc. The study examined the content of certain provisions of the Convention on the Rights of the Child, as well as the specific features of legal relations existing between the bodies and institutions of the United Nations. The study analysed the specifics of the development of administrative legal relations in the countries of the Anglo-Saxon and Romano-Germanic legal systems. It was emphasised that in each of the countries under consideration, ensuring and protecting children’s rights is a priority for the state. Even though an effective mechanism for ensuring children’s rights has been developed in countries with highly developed economies and legal culture, certain elements of ensuring children’s rights still need to be improved. The legal relations between different state structures for the protection of children’s rights in the United States of America, England, Germany, France, and Romania are investigated and systematised. Based on the study conducted, a classification of the system of development of administrative legal relations in the area under study was proposed. In addition, the similarities and differences in the development of administrative legal relations for the protection of children’s rights in countries with different legal systems, legal cultures, levels of economic development and mentality were generalised, with author’s generalisations and proposals. The proposed scientific study can be used by researchers as a basis for further scientific investigations, by teachers of higher education institutions, as well as by employees of social services for children and representatives of public authorities who influence the development of state policy on the protection of children’s rights

In Romania, nearly 14,000 institutions and various state entities are subject to internal public audit. Among these, about 90% belong to local public administration. A recent report by the Romanian Ministry of Finance categorizes the auditable entities as follows: 21 ministries; 1,456 units subordinate to the ministries; 45 autonomous administrative authorities (including those with special reporting formats); 173 units subordinate to autonomous administrative authorities; 982 local administrative units and 5,713 entities subordinate to local administrative units. The legislation required internal public audit departments to carry out specific missions on the entity's activities at least once every three years; subsequently, a new amendment extends this period to four years. Our approach focuses not only on the findings of the internal public audit structures within the institutions and state-owned companies in Romania, reported on established objectives, but also on some legislative changes reflecting the updating and development of the regulatory framework to strengthen the internal public audit function.

The research aims to study the theoretical foundations of the effectiveness of the management system in the conditions of military operations and crises, as well as to formulate practical recommendations for its improvement. The theoretical and methodological basis of the study consists of general scientific and special methods of economic analysis and scientific cognition, namely: the method of system analysis, synthesis and scientific abstraction, method of statistical analysis, comparison and analogy, grouping, k-means clustering, graphical, tabular, generalization, and systematization. The results of the study allow us to state that the effectiveness of the public administration system significantly depends on the influence of military factors and crises in the state and society.

The legal system provides both a framework for the development of economic activity, stating the principles according to which it is carried out, and a certain degree of protection for entrepreneurs. This article suggests an approach at normative regulations pertaining to entrepreneurship whereby they are perceived as a system composed of opportunities for entrepreneurs. The purpose of this study is to present the regulations of the Entrepreneur Law Act as a law comprising “opportunities” that stem from principles informed by a value system and the deriving, legally defined modes of action of the public authorities (economic administration) that shape relations with entrepreneurs. These principles and the resulting relations have been referred to the specific institution within the Entrepreneur Law Act, i.e. scrutiny of economic activity, which establishes legal scope (whose importance cannot be understated given the perspective of the protective function of public economic law) for not so much intervention as protection (respecting) of entrepreneurs’ rights. It was pointed out that measures aimed at protecting entrepreneurs constitute an important element of balancing the position of the inspecting and the inspected in the course of scrutiny, without compromising the efficacy of enforcing law by a public authority.

The relevance of the study is conditioned by the fact that in the context of a full-scale invasion, the level of efficiency of citizens’ exercise of their constitutional rights decreases, specifically, this concerns the functioning of the mechanism for providing administrative services. The purpose of this study was to identify the current issues in the sector and to find ways to overcome them. For this purpose, such methods as logical analysis, formal legal analysis, legal hermeneutics, dogmatic analysis, functional analysis, and others were employed in this study. It was found that the migration processes caused by the war in Ukraine require a complete revision of regulation and the development of a legislative framework and mechanism for the provision of services by public authorities in this area. This necessity is conditioned by the current state of regulation of migration services in electronic format, which needs to be improved and indicates gaps and shortcomings that need to be addressed. It was noted that one of the problems is insufficient legal regulation and funding of state bodies, which also reflects the existence of problems in the provision of electronic services. The findings indicated the current lack of development concept and action plan to improve the provision of migration services in an electronic format. The essence of the process of administrative service provision, which affects decentralisation and the work of relevant bodies, was covered. In this context, the factors that influence the speed of provision of such services were identified by analysing the scientific positions of scientists. The terms “administrative legal instrument” and “administrative service” were considered. The practical value of the recommendations provided lies in their possible use by public authorities and the legislator to eliminate the existing problematic aspects in the regulatory framework and by administrative service providers to improve the efficiency of this mechanism under martial law

The article presents the results of a study of the interaction between the public and private sectors in the field of outer space exploration. The purpose of the study was to identify the peculiarities of interaction between public authorities and private companies involved in space activities. It has been established that all leading space powers create favorable conditions for attracting private companies to space exploration. The main areas of space activity that are most attractive for private investment are identified: 1) production, launch and operation of spacecraft and launch vehicles; 2)production and operation of ground equipment; 3) space research; 4) satellite observation of the Earth; 5) TV and radio broadcasting and lease of repeaters; 6) satellite internet; 7) mining in space; 8) space tourism; 9) space waste management; 10) cargo delivery to Earth orbit, etc. The current state of the space industry in Ukraine is determined. The main obstacles to space commercialization in Ukraine are also highlighted: 1) legal regulation lags far behind and does not meet the needs of space activities in Ukraine; 2) international agreements are not in line with the level of national regulation of advanced countries and new global trends; 3) Ukraine’s space industry is focused mainly on less profitable areas of the space economy, which reduces the attractiveness for private investors; 4) there is no clear distinction between national interests and commercial activities in space; 5) mechanisms for coordinating private, state and public interests in the context of space commercialization are either absent or extremely ineffective; 6) there are no effective mechanisms for attracting foreign capital to space exploration. The authors identify two main competitive models of the interplay between the public and private sectors in space exploration: “American” and “European.” It is emphasized that both models can serve as a model for the space policy implementation in Ukraine. However, given a number of considerations, it is determined that the “European” model is more optimal.

The exercise of public audit in Romania is the responsibility of the Supreme Audit Institution (the Court of Accounts, which exercises external public audit) and the special internal audit structures found in central and local public authorities/entities. With the present paper we bring to the reader's attention some aspects derived from the orientation of the public audit activity on the IT-related activity carried out by these authorities/entities. The authors refer to the information from the activity reports of the internal audit structures at the level of central and local public authorities/entities, submitted to the Supreme Audit Institution, as well as to some of its own findings, resulting from the assessment of the managerial internal control systems (including internal audit) carried out in the framework of the audit actions carried out at public authorities/entities.

The principle of independence of local government permeates through its entire essence. Throughout the local government development in the city of Ekaterinburg, the interests of the local community - the residents who have the right to exercise local government - have always come first. The article analyzes the most striking aspects of formation, development and improvement of the local government. The author suggests that the implementation of any new law on local government regarding a particular municipality is only possible if each territory specifics are taken into account and with full consideration of the public opinion, the local authorities’ position. Local government bodies of the city of Ekaterinburg have always stated that when introducing territorial transformations, the federal legislators should keep in mind that these are only new opportunities, but not an obligation to divide large cities. The article considers that new options local government organization can be applied in crisis, inefficient cities. All decisions relating to local self-government should be made in the regions with due regard for the opinion of the municipal population, in dialogue with city authorities. Regional law can divide a large city, but the residents’ opinion should necessarily be taken into account. The author positively assesses the activities of Ekaterinburg local bodies for the development of local self-government in its territory, and also proposes to further develop interaction between local authorities and the population.

In the context of the rapid processes of economy digitalization and integration, the issues of updating the forms and methods of public law impact on economic relations in the new modern conditions naturally arise. Taking into account the fact that control and supervision are traditionally positioned as basic management functions, the issues of substantiating public control and supervision in various areas of managerial influence in general and in the economic sphere in particular are becoming increasingly relevant. At the same time, the literature review allows to speak about the lack of common positions on the issues of structural and functional content of the category “public control and supervision in the economy”. In this regard, the purpose of the study is determined as the need for a theoretical and legal substantiation of the concept of public control and supervision in the economy, its structural and functional content and place in the general system of public administration. The materials for the study are the scientific works of domestic and foreign scientists in the field of public control and supervision, their individual areas (public financial control, public environmental control, etc.). Various opinions on the structural and functional content of public control and supervision in the economy, its individual areas, assessment of the subject composition, goals and mechanisms for implementing such activities have formed the basis for classifying the existing scientific approaches to justification of public control and supervision in the economy. It is proposed to distinguish at least three approaches to such justification: from narrow (public control and supervision as control and supervision of public authorities) to two options for a broader approach (at the national and supranational levels). The latter seems relevant from the point of view of unification of states on economic basis and formation of regional markets for goods and services in the modern economic space.

Based on the analysis of foreign and national legal acts, scientific works and research of domestic and foreign scientists, the article substantiates the relevance of the concept “public procurement” and reveals its content. The outcome of the research on public procurement as a system of legal relations allows the author to verbalize its definition. Public procurement should be understood as a system of legal relations where one party is an authorized representative of public authority who purchases goods, works, and/or services at the expense of the relevant budget in order to realize public interest. The characteristic features of public procurement are highlighted, and the most significant functions of public procurement are substantiated, including social, regulatory, reproductive, innovative, stimulating, and cost optimization. The author offers classification of the main subjects of public procurement, involving authorized representatives of public authorities (entities authorized to regulate and control public procurement, to centralize and conduct joint bidding, as well as all customers), business entities (suppliers, contractors) and derivative entities (banks and credit organizations, electronic trading platforms, specialized organizations). It is emphasized that in order to increase the efficiency of budget spending and optimize the financial support of public procurement, a number of derivative entities may be abolished. The article sustains that legal relations in public procurement are subject to regulation by the norms of financial, administrative, and civil law. It notes that legal relations in public procurement regulated by the norms of civil law (contractual legal relations) arise exclusively after the relations regulated by the norms of public law. It outlines the legal characteristic of the revealed legal relations and justifies the necessity of considering the priority of the norms of public law.

One of the concerns of the public authorities governing us should, without doubt, be to make sure that, the trust of the population in the state institutions is increased by means of the activity carried out in respect of the country administration. From this perspective, the article proposes for analysis a current topic on the transparency of the activity of public authorities, viewed from the perspective of the citizen who may wonder if a public official or a civil servant who receives a good during his mandate or position can still be objective? In this respect, we consider that the topic is of interest both to legal specialists and to citizens, future public officials or civil servants, as it provides information on how they should act if they find themselves in such a situation and to avoid conflicts of interests. The study also presents and summarizes information on French legislation regarding the analyzed topic in order to be able to know, from the point of view of comparative law, some aspects related to the approach of this rather sensitive issue of gifts and invitations that can be offered or requested by a public servant and the legal risks that are entailed. Our analysis will emphasize the importance of respecting both the legality of the activity of public authorities and integrity, seen as a fundamental ethical value.

Cultural heritage is an essential element of the identity of each nation. In Russia, the issue of the preservation of cultural heritage objects is regulated not only by sectorallegislation, but also by the Constitution of the Russian Federation. The article analyzes the objects of tangible and intangible cultural heritage and the powers of public authorities to preserve them on the basis of the comparative legal method of research. The author concludes that cultural heritage is a value that is transmitted from generation to generation and reflects the history and culture of our nation. It includes not only architecture, art and literature, but also languages, religions, customs and traditions. Meanwhile more and more attention is paid to the preservation of intangible cultural heritage, which is confirmed by the Decree of the President of the Russian Federation from January 25, 2023 No. 35.Public authorities have both «direct» powers with respect to objects of tangible and intangible cultural heritage, which are provided in normative legal acts, and powers aimed at interaction with other subjects.In this regard, fundraising and crowdfunding are relevant.

Introduction. The territorial organization of Inner Asian polities underwent significant transformations in the first quarter of the 20th century, which resulted in a need for its visualization. Goals. The article attempts to reconstruct the system of key public governance institutions in Mongol-inhabited lands of China in the mentioned period, and to describe tools of their visualization supposed to spot the former across present-day geographical points of the region. So, the study aims to examine some basic institutions of princely power and khoshun administration, religious and aimag/league-level authorities, impacts of the Chinese colonization on Mongol-inhabited territories, investigate sources, tools and methods instrumental in spatial localization and visualization of territorial /governance structures across the lands. Materials and methods. The work focuses on two groups of sources, namely: unpublished materials from P. Dudin’s doctoral thesis (manuscript) (Statehood of Inner Mongolia: Late 19th to Mid-20th Centuries) discussing public governance structures of Mongolian banners (counties); and unique maps of 1914/1925 mentioning khoshuns, aimags and leagues of almost all Mongol-inhabited domains. The research methodology rests on an interdisciplinary approach, methods of historical science to comprise the ideographic (descriptive-narrative) and retrospective ones, a narrative approach, and principles of historicism; knowledge of political science yields an opportunity to employ functional and behavioral approaches. The geographical methods involved rest on the scheme of analysis proposed in works of O. Medushevskaya (1957) and L. Goldenberg (1958), as well as on some analysis of the data generalization degree. Results. The work has reconstructed the early 20th-century system of key Mongolian public governance institutions, outlines how the system of princely power functioned, how khoshun-level administrative bodies took shape and worked, identifies the governance role of religious institutions, while insights into different levels of the administrative/territorial organization facilitates further understanding as to actual scopes of power attributed thereto, and makes it possible to visualize the investigated space with the aid of contemporary tools and techniques. Conclusions. The paper points to the efficiency of the then management system where it was the khoshun that had served — and remained — a key structural element. The latter’s detailed illustrations on V. Surin’s maps make it possible to restore the ancient territorial organization of Mongolia using the GIS system, free access be provided for researchers of the region.

The Sud Region, in developing its Regional Scheme for Sustainable Development and Equal Territories (SRADDET) in 2017, prioritized shifting the mobility habits of young people. This focus stemmed from their constrained mobility due to transportation modes and the expectation that early mobility changes would have lasting effects. This initiative responds to the evolving urban landscape, where cities have expanded and influenced new practices, notably shifting from pedestrian-friendly to automobile-centric environments. Addressing this shift, authorities seek to encourage modal changes away from car-dependent travel, acknowledging the associated crises and constraints. Collaborative efforts with various stakeholders aim to understand mobility patterns and their territorial impacts. Results suggest promoting active mobility to improve public health, necessitating long-term urban planning strategies favoring compact structures and local infrastructure enhancements like cycling lanes. However, replicating this approach encounters challenges such as population receptivity, local context variations, and political complexities. The unique nature of local contexts highlights the necessity for customized strategies in future urban planning and policymaking endeavors.
