By the way it is presented, the repulsive educational style brings undeniable damage to the teaching-learning process, strongly affecting the whole construction of this process, but especially the segment that covers the relationship between teacher and students. Having the ability to impose itself differently - as something reminiscent of an authoritarian or nomothetic behavioral line, distant or impulsive, ultra-reactive or strict, oscillating or detached –, the given educational style contradicts the rights and duties of the teaching profession. As a result, the school environment is crumbling, ceasing to provide an appropriate environment for multilateral and harmonious development of the student or an area in which the professional competence of the teacher enters into a relationship of complementarity with the development peculiarities of the student. Moreover, through the conflicting energies it obviously contributes to the establishment of didactogeny. Or, as it has been mentioned more than once in various specialty sources, if the educational style does not resonate with the rights and duties of the teacher profession, didactogeny is predetermined to become a reality, a state of affairs that must be associated with major mistakes from the area of the teaching-learning process or, in other words, with the greatest deviations from what the professional deontology of the teaching personnel means.

In the current pandemic situation, the literature urges to consider the gender approach to avoid deepening existing inequalities, as already happened in previous epidemics. This field note aims to describe an experience of application of gender analysis to the impact of the pandemic on the public health, carried out by the students and teachers of the Diploma of Gender and Health of the Andalusian School of Public Health-University of Granada. The activity consisted of a review of the literature on caregiving and its impact on health in the context of health crisis, a gender analysis of information and shared reflection and debate. The debate was grouped into around five reflections, in which the care was putted in the center. This book provides background information of the educational system in Ecuador and describes the Ecuadoran plan for educational improvement. The first part considers the general conditions of the country and discusses geographic, economic, social, and demographic aspects along with the educational system. The book discusses the social function of educational institutions and the necessity for reform of social institutions. The bases of the Ecuadoran plan for education are considered. The second part of the book discusses the various levels of education and considers statistical details concerning population, growth, costs, and finances. Teacher education is considered, as are cultural development, adult education, and literacy education. (VM)

In 1971 and 1972 a group of Ecuadorean evaluators planned and carried out an evaluation of the new textbooks for reading, mathematics, and sciences in the first grade classrooms of 88 schools. A field experiment was designed in which each school was assigned to a test condition: (1) obligatory use of all the textbooks and guides, (2) use of the textbooks to whatever extent deemed appropriate by the teacher, and (3) use of other textbooks or no textbooks. A pretest and posttest were administered to each student in each subject about seven nonths apart. Comparisons of schools according to urban-rural, grading type (graded, more than one grade per teacher, and one room-one teacher), and field condition were made. No significant differences were found between urban and rural schools or among field conditions in any subject area. Significant differences were found in four of nine comparisons between types of grading, and, while most of the graded schools were urban, the grading organization was more important in accounting for differences in achievement than location. A number of recommendations were made to the Ministry of Education regarding textbook revision, teacher training, and educational organization. (TO)

În Republica Moldova la momentul actual lipsește un act legislativ unitar, complex și adecvat realităților juridice existente, care, luând în considerare tendințele, experiența și realizările știinţifico-practice actuale din domeniul raporturilor patrimoniale ale entităților publice, să reglementeze în mod detailat, clar și adecvat, aspectele principale ale activității administrației publice în domeniul administrării bunurilor domeniului public și a bunurilor domeniului privat. În lipsa unor reglementări normative adecvate și unitare care să reglementeze detaliat regimul juridic al proprietății publice, autoritățile publice locale, în special, se confruntă cu probleme serioase în activitatea lor de administrare a bunurilor, fiind foarte vulnerabile în raporturile sale cu autoritățile centrale și organele de control. Mai mult, cadrul normativ confuz și contradictoriu generează condiții prielnice pentru încălcare sistematică a drepturilor și intereselor patrimoniale a colectivităților locale, precum și conflicte de competență între autoritățile publice de diferite nivele din domeniul administrării proprietății publice, în special ce țin de delimitarea proprietății pe titulari și pe categorii. În acest sens, sunt relevante mai multe hotărâri ale Curții Constituționale, care în repetate rânduri au anulat mai multe acte normative și legislative din domeniul dat și au atenționat autoritățile publice centrale privind necesitatea perfecționării cadrului legal respectiv și aducerii lui în conformitate cu principiile constituționale privind proprietatea, descentralizarea și autonomia locală

În prezentul articol autorul analizează unele forme alternative de gestionare a serviciilor publice locale în Republica Moldova, în baza prevederilor legislaţiei în vigoare şi a practicii administrative existente. În acest sens, a fost examinată necesitatea optării pentru alternativele de gestiune, efectuată o trecere în revistă a acestor alternative, precum şi s-a realizat analiza fiecărei astfel de forme alternative. Necesitatea unui astfel de studiu a fost dictată de faptul că pentru majoritatea autorităţilor administraţiei publice locale gestiunea nu poate îmbrăca decât una din cele două forme tradiţionale – directă sau delegată, ambele însă generând destule probleme în Republica Moldova (studiate de autor în publicaţii anterioare), autorităţile locale respective necunoscând faptul că au şi alte opţiuni perfect legale. La finele articolului se conţine o schemă de reflecţie pentru autorităţile administraţiei publice locale din Republica Moldova care ar putea să le ajute în alegerea modalităţii adecvate de organizare şi gestionare a serviciilor publice locale

Fiscalizar, revisar e acompanhar as atividades administrativas são métodos necessários para Administração Pública, sendo essencial a atuação do Controle Interno. O presente estudo teve como objetivo investigar a atuação do Controle Interno no Município de Sabará - Minas Gerais, por meio de estudo documental. Foram analisados os princípios que norteiam o Controle Interno, técnicas utilizadas e o contexto do município quanto à aplicabilidade das leis municipais, Lei de Responsabilidade Fiscal e a Constituição Federal de 1988. Com base na documentação referente à legislação vigente, detectou-se que não consta lei municipal específica para o Controle Interno. Diante do exposto, verificou-se que o Controle Interno atua em sua maioria nos procedimentos de análise de processos licitatórios, não havendo manuais de procedimentos, instruções normativas, servidores qualificados, transparência e principalmente estrutura organizacional, visando várias falhas no cumprimento da legislação. Conclui-se que, uma vez implantado o Controle Interno no Município de Sabará, exige-se legislação específica, sendo indispensável a organização e estruturação deste órgão para detectar e evitar possíveis irregularidades, indispensável para eficiência e eficácia e o bom uso dos recursos públicos na Administração Pública. Através do estudo, ficou evidenciado que não somente é de suma importância a implantação do Controle Interno, mas também que tenha legislação específica com o intuito de estar bem estruturado, tornando-se um órgão indispensável para a Administração Pública, para o administrador e principalmente para o Controle Social. ABSTRACT Inspecting, reviewing and monitoring administrative activities are necessary methods for Public Administration, and the performance of Internal Control is essential. This study aimed to investigate the performance of Internal Control in the Municipality of Sabará - Minas Gerais, through documentary study. The principles that guide Internal Control, the techniques used and the context of the municipality regarding the applicability of municipal laws, the Fiscal Responsibility Law and the Federal Constitution of 1988 were analyzed. Based on the documentation referring to the current legislation; it was found that there is no specific municipal law for Internal Control. In view of the above, it was found that Internal Control acts mostly in the procedures for analyzing bidding processes, with no procedure manuals, normative instructions, qualified servers, transparency and mainly organizational structure, aiming at several failures in complying with the legislation. It is concluded that once Internal Control is implemented in the Municipality of Sabará, specific legislation is required, and the organization and structuring of this body is essential to detect and avoid possible irregularities, which is essential for efficiency and effectiveness and the good use of public resources in the Administration. Through the study, it became evident that not only is the implementation of Internal Control extremely important, but also that it has specific legislation in order to be well structured, becoming an indispensable organ for Public Administration, for the administrator and especially for Social Control. O propósito desta pesquisa é analisar os homicídios de mulheres na região Sudeste do Brasil no período de 2003 a 2014, sob uma perspectiva de fatores sociais e econômicos que fossem capazes de se correlacionar com este problema social. Adotamos a perspectiva da violência de gênero e da política pública para compreender o fenômeno e buscar caminhos para a superação deste problema. Para alcançarmos o objetivo, dividimos a pesquisa em sete seções. Inicialmente apresentamos algumas barreiras relacionadas ao gênero feminino e, então, apontamos uma seção que busca conceituar e discutir a violência. Na terceira seção, exibimos de forma concisa o que são políticas públicas. A seção seguinte é referente aos métodos em que utilizamos regressões lineares simples. A sexta expõe os resultados encontrados, com um modelo final composto por uma variável social com predição de 87,20% (R² = 0,872). E, assim, concluímos que as políticas públicas voltadas para as áreas sociais e econômicas podem representar bons resultados no enfretamento à violência contra a mulher. Esta pesquisa pretende contribuir para os estudos relacionados às políticas públicas no que tange à violência contra as mulheres, buscando trazer uma compreensão sobre este problema social.Palavras-chave: Gênero. ABSTRACT The purpose of this research is to analyze the homicides of women in the southeastern region of Brazil from 2003 to 2014, from a perspective of social and economic factors that could correlate with this social problem. We adopt the perspective of gender violence and public policy to understand the phenomenon and seek ways to overcome this problem. To reach the goal we divided the research into seven sections. Initially we presented some barriers related to the feminine gender and then, we pointed out a section that seeks to conceptualize and discuss violence. In the third section, we briefly present what public policies are. The next section is about the methods in which we use simple linear regressions. The sixth presents the results found, with a final model composed of a social variable with a prediction of 87.20% (R² = 0.872). And so, we conclude that public policies geared to social and economic areas can be a good outcome in confronting violence against women. This research aims to contribute to studies related to public policies regarding violence against women, seeking to bring an understanding about this social problem.Keywords: Gender. Violence.
