Most information resources that make up university library collections are copyrighted works, which means that conflicts between such rights and the activities of libraries are common. The development of the digital setting has affected both sectors. On the one hand, it has led to changes in copyright legislation; on the other, it has affected the services provided by libraries, as they adapt to the new needs of users and to the characteristics of digital information. This paper aims to discover where the main points of collision between the two sides lie, and to what extent they are adequately resolved by the present legislation governing copyright. To this end we use a list of the main processes of academic libraries taken from quality manuals of a sample of Spanish university libraries. The results make manifest that the evolution of both sides is not yet balanced, and important maladjustments interfere with an adequate provision of services in academic libraries. Some are resolved through new legal proposals, but for many others there is no proper solution in sight. [ABSTRACT FROM AUTHOR]

Üretim ve hizmet endüstrisinde toplam kalite yönetimi uygulamalarının başarısı kanıtlanmıştır. Üst yönetimin bağlılığı, çalışanların katılımı, veri kaynaklı performans, anlayış değişikliği, sürekli iyileştirme, birbirine bağlı süreçler sonucunda kalite güvenliğine katkıda bulunur. Müşteri beklentileri ve algıları arasındaki fark ürün ve hizmet kalitesi ve müşteri memnuniyeti hakkında bir fikir verebilir. Günümüzde kuruluşlar müşterilerin beklentilerini karşılamaya çalışıyorlar. Yeni gelişmeleri ve yeni yönetim dinamiklerini takip ederler. Sonrasında, yönetim değişiklikleri hizmetlere uyum sağlar. Toplam Kalite Yönetimi (TQM), müşterilerin memnuniyetini ilk ilkelerinden biri olarak kabul eden yönetim dinamiklerinden biridir. Toplam kalite yönetiminin temel amacı sadece ürün ya da hizmet değil, bir bütün olarak yönetimin kalitesini ve verimliliğini artırmaktır. Bu amacın gerçekleştirilmesi için tüm işlerin verimli ve bilimsel olması sağlanmalı, müşterinin bu günkü ve gelecekteki beklentileri belirlenmeli ve bunları istenilen zamanda ve yerde ekonomik bir şekilde karşılamak için yönetim tarzı benimsenmelidir. Toplam kalite yönetiminin ilkeleri konusunda değişik bilim adamlarının uzun yıllardan beri ileri sürdüğü görüşler doğrultusunda Uluslararası Standart Örgütü (ISO) ISO 9000–2000 standardı versiyonunu hazırlarken 8 ana kalite uygulama prensibi olduğunu kabul ederek, standardın giriş kısmında bu ilkeleri açıklamıştır. Bu proje kapsamında ISO’nun kabul ettiği temel ilkeler açıklanmıştır. Bu ilkeler müşteri odaklı organizasyon, yönetimin liderliği, çalışanların katılımı, proses yönetimi yaklaşımı, sürekli iyileştirme yaklaşımı, tedarikçilerle karşılıklı faydaya dayanan ilişkiler, yönetime sistem yaklaşımı, verilere dayalı karar verme yaklaşımıdır. Bu proje çalışmasında İSO 9000:2000 Kalite güvence sisteminin oluşturulmasında temel alınan 8 temel kalite ilkesin ISO 9000 Kalite güvence sistemine sahip işletmelerde, Toplam kalite yönetimi uygulamaları ve firma performansı, The efficacy of comprehensive quality management practices in both the industrial and service sectors has been empirically demonstrated. Consequently, the management adjustments are adjusted to the services. Total Quality Management (TQM) is a management approach that prioritizes customer satisfaction as a fundamental principle. The main goal of holistic quality management is to enhance the whole quality and effectiveness of management, encompassing not only the product or service but the entire organization. In order to achieve this objective, it is necessary for all tasks to be conducted with efficiency and according to scientific principles. Additionally, it is crucial to clearly establish the current and future expectations of the client. Furthermore, the management approach should be tailored to satisfy these expectations in a cost-effective manner, while ensuring timely delivery at the designated location. The quality manual with Key Performance Indicators, designed during the preparatory phase of E-RIHS PP is the foundation to the quality system implementation plan which has been re-drafted to focus on updating necessary procedures and processes for the quality assessment of prospective new partners and services, for the quality auditing of existing E-RIHS partners and services as well as for parties seeking endorsement or support by E-RIHS. Adjustments presented herein regard the tailored set of E-RIHS KPIs acting upon the recommendations of the Commission HLEG of June 2020 to ensure for the effective quality monitoring of activities against reasoned targets for E-RIHS ERIC. With a view towards operations, the responsibility for quality management has been assigned chiefly at national node level with coordination by and delivery to the central hub. This is subject to change and further clarification over the course and development of the E-RIHS IP project and beyond. This deliverable furthermore provides the necessary indications towards defining the overall strategy of how each quality element drafted during E-RIHS PP is to be rendered operational with a dedicated timeframe of E-RIHS partners willing to undergo and test the quality assessment procedures outlined herein during this implementation phase. - Abstract
This article is focused on identifying criteria for quality assurance to develop Massive Open Online Courses (MOOCs), with a particular emphasis on developing MOOC on the usage of disruptive information technologies (DITs) as tools to work on climate change mitigation efforts. The research has been done within the context of Living Laboratory in Climate Change (LiLaCC) project, which is an Erasmus+ Capacity-Building project in the field of Higher Education, with its six university partners in Europe and Africa. In so doing, a literature review on understanding criteria for quality assurance for MOOCs has been conducted. The literature review then formed the basis to develop empirical data collection tool, i.e., open-ended questionnaire. The six university partners then reflected on the identified criteria and also identified several other aspects that needs to be taken into account, when it comes to develop MOOCs, with a particular focus on climate change issues. Accordingly, eight overarching themes for quality assurance were identified, namely 1) organization of the lecture, 2) teaching quality, 3) methodology, 4) technical aspects, 5) motivation and culture, 6) delivery of MOOCs, 7) assessment, and 8) dissemination and promotion of MOOCs. Each of the themes includes several factors for quality assurance that can be used by both university researchers as well as practitioners in the field. V diplomski nalogi sem naredil tranzicijo laboratorija iz standarda SIST EN ISO/IEC 17025:2005 na standard SIST EN ISO/IEC 17025:2017. Delo je bilo povezano s posodobitvijo poslovnika kakovosti, ki je krovni dokument laboratorija LMK, izdelavo dokumenta ocene tveganja in pa sporazuma o zaupnosti in nepristranskosti. In the diploma thesis, I made the transition of the laboratory from SIST EN ISO/IEC 17025:2005 to SIST EN ISO/IEC 17025:2017. The work was related to updating Quality manual document, which is the main document of the LMK, preparation of a risk assessment document and a Confidentiality&Impartiality Agreement.

In this study, ISO 9000:1994 quality assurance standards and ISO 9000:2000 quality management system are evaluated for the continuous improvement by comparison. According to main findings of this study in the works of ISO 9000's continuous improvements; it is required to load more task to senior management, to monitor customer satisfaction and to prove how much the system meets customer satisfaction. Moreover, in the quality manual sections, it is required that is found out the relationship among processes which consist of the quality systems. Additionally, ISO 9000:2000 system is better than ISO 9000:1994 standards in terms of both capability of being understood and applied. ISO 9000:1994 is suitable for external audit structure, whereas ISO 9000:2000 is suitable for internal audit structure. The internal audit is appropriate for continuous improvement because it is carried out on the process. ISO 9000:1994, which bases on internal customer perspective, isn't evaluated what customers will feel about their firm's product. The evaluations of the customers are understood by the customer complaints. On contrary to this, the costumers' evaluation of the product is very important because of the fact that ISO 9000:2000 has got external perspective concerning to the costumers. This paper shows how to develop a manual for Quality Management System (QMS) by using a design methodology - Environment Based Design (EBD). The EBD includes three interdependent design activities: environment analysis, conflict identification and solution generation. The EBD is particularly effective when customers' wants are not clearly understood where designers can be given the right direction through the analysis of the product's working environment. In the case study presented in this paper, the customer wanted to develop a quality manual for a flow monitoring service. The challenge was that the content and structure of the final manual were not clear to the designers. By taking this task as a design problem, the EBD was applied to analyse the current service including the organization structure, the business processes, and the existing documents. After critical conflicts were identified, the quality manual and a data processing software system were produced for the client. 20. Development of a Quality Manual for a Research and Educational Centre: A Case Study.

- Abstract
There have been growing concerns about whether proper measures are in place to ensure the delivery of quality services and the operations in research and educational institutions. This paper describes various quality models and discusses their relevance into the total quality concepts and quality management systems (QMS) in education. It then illustrates how a QMS and the accompanied quality manual be developed in a research and educational institution using the Centre for Enterprise Research Integration (ERI) at The University of the West Indies, Trinidad as a case. Through personal interviews with the Centre's personnel, views on the operation and determinants of the QMS were acquired. Results showed that the people's resistance to changes, conflicts on academic freedom, and difficulties on measuring performance wee the obstacles to QMS implementation. People involvement and proper communication are determinants of QMS implementation. The system also rests on having a tailored quality manual that entails the documentation of processes and procedures for ascertaining the delivery of quality services and operations in the Centre. El presente documento titulado Manual de Calidad para Alex Castañeda eventos & refrigerios muestra los numerales de la Norma ISO 9001 aplicándolos a la organización e incluye los procedimientos y normas que se aplican en el SGC 21. El documento pretende mostrar con la metodología documental e investigativa la importancia que tiene el manual de calidad para las organizaciones antes durante y después de los procesos de certificación, permitiendo a través de la elaboración de este un conocimiento general de la empresa, debido a que el documento cuenta con la planeación estratégica (Misión, Visión y Objetivos de Calidad), caracterización de dos procesos de la organización compra de Materia Prima y Gestión del Talento Humano, además presenta una identificación de partes interesadas tanto internas como externas y una matriz FODA para identificar sus mayores fortalezas y oportunidades y sus principales debilidades y amenazas para que partiendo de estas la organización pueda realizar estrategias y planes de mejoramiento que la permitan ser más competitiva en el mercado. Teniendo en cuenta que la organización no cuenta con un sistema de gestión de calidad, este documento puede ser tomado por la alta dirección como punto de referencia al momento de decidir estandarizar los procesos que son de mayor importancia para la empresa. V diplomski nalogi obravnavamo področje sistemov vodenja kakovosti po standardu ISO 9001:2008. V začetnem delu je opisan kratek potek razvoja sistemov vodenja od začetne faze organiziranja delitve del do sistemov vodenja kakovosti, kot jih poznamo danes. V nadaljevanju naloge so na kratko opisana področja, ki so pomembna pri vzpostavitvi in vzdrževanju certificiranega ali necertificiranega sistema vodenja kakovosti. V drugem delu naloge je predstavljen sistem vodenja kakovosti družbe iz elektrotehnične gospodarske panoge. V nadaljevanju sledi predstavitev izbrane gradbene družbe in primerjava sistemov vodenja kakovosti na podlagi obeh sprejetih poslovnikov kakovosti. Izsledki kažejo, da se bistvene razlike v vodenju kakovosti pojavijo predvsem šele na izvedbenem nivoju: obseg certifikacije glede na področje dela, število in medsebojne povezave med procesi ter njihova dokumentacija, predvsem pa pri dokumentih drugega in nižjih nivojev. This diploma thesis deals with quality management systems in conformity with ISO 9001:2008. In the first part, we briefly describe the development of management systems from their initial phase (organization of labour division) to the quality management systems as we know them today. A brief description of the areas which are important for the establishment and the maintenance of a certified or of an uncertified quality management system will follow. In the second part, the quality management system of an electrical engineering company is presented first, followed by the presentation of a chosen construction company. Finally, a comparison of both quality management systems is made based on the quality manuals prepared by the companies. The findings show that considerable differences in quality management occur especially at the implementation stage: the scope of the certification with respect to the scope of the work, the number of connections between the processes and their documentation, especially in the documents of the second and lower stages.

[EN] Expanded polystyrene, hereinafter EPS (Expanded Polystyrene) is a petroleum derivative. Polystyrene is a polymer of styrene, together with the hydrocarbon blowing agent pentane C5H12 and water give EPS. Polystyrene was first synthesized at an industrial level in 1930. The BASF company, in the early 50s, industrially developed and produced a new product called expandable polystyrene, under the trademark Styrofoam, still used today. Its versatility have made that this material it is used in many applications and expanded its use worldwide. In this Masther Science Thesis we have tried to give an overview of the uses and applications of EPS. Likewise, we have performed an identification and risk assessment in a processing plant of such material. Moreover, the obtained results have been used in theadaptation of the Quality Manual of the company including those sections omitted about the prevention of occupational hazards, thus meeting the objectives of our work., [ES] El Poliestireno Expandido, en adelante EPS (Expanded PolyStyrene) es un derivado del petróleo. El poliestireno es un polímero del estireno, que junto con el agente expansor hidrocarburo pentano C5H12 y agua dan lugar al EPS. El poliestireno fue sintetizado por primera vez a nivel industrial en 1930. Posteriormente la marca BASF, en la década de los años 50, desarrolló y produjo industrialmente un nuevo producto llamado poliestireno expandible, bajo la marca Styropor, aún utilizada actualmente. Dada su versatilidad, es un material usado en infinidad de aplicaciones, por ello desde su creación, se ha expandido su utilización mundialmente. En este trabajo se ha pretendido dar una visión global de los usos y aplicaciones del EPS. Así mismo, se ha realizado una identificación y evaluación de riesgos en una fábrica transformadora de dicho material. Además, con los resultados extraídos se ha realizado la adaptación del Manual de Calidad de la empresa incluyendo aquellos apartados que omitía en materia de prevención de riesgos laborales, cumpliendo así con los objetivos marcados.

El manual de calidad es un documento que hace parte del sistema de gestión de la calidad. Este documento permite ser la base del sistema, que facilita el manejo y la comprensión del mismo. En este artículo se explica la realización de un manual de calidad para la papelería Papiropolis, ubicada en la ciudad de Bogotá, realizado de acuerdo a la Norma ISO 9001:2015, en la cual este documento no es un requisito normativo, pero es muy útil para direccionar a la empresa hacia el pensamiento basado en riesgos, la mejora continua y la necesidad de centrar todos los esfuerzos en satisfacer los requisitos de las partes interesadas. El manual realizado, contiene una planeación estratégica (Misión, Visión y Objetivos de Calidad), caracterización de los procesos de la papelería (presentado en el mapa de procesos) y los diferentes procedimientos para la implementación del sistema de gestión de calidad. La metodología aplicada para el desarrollo de este documento, fue investigación aplicada documental, en la cual se aplican los conocimientos de calidad, en la realización e implementación del manual De acuerdo a los resultados obtenidos, se obtuvo un manual de calidad y la estandarización de los procesos de la organización, teniendo en cuenta los riesgos y oportunidades de los mismos. Esta caracterización de procesos se realizó con el fin de poder evaluar el funcionamiento eficiente y eficaz de todos los procesos de la organización. Con los documentos planteados, se logró identificar algunos puntos que deben ser modificados y que garantizarán la mejora de la organización y el crecimiento de la misma, que fue el objetivo principal planteado por la gerencia de la papelería, al aceptar la realización de este manual. The quality manual is a document that is part of the quality management system. This document can be the basis of the system, which facilitates handling and understanding it. This article present the implementation of a quality manual performed according to ISO 9001: 2015, for Papiropolis stationery store, that is located in Bogota. In ISO 9001:2015 statement the quality manual is not a regulatory requirement, but is very useful to direct the company to a risk-based thinking, continuous improvement and focus all efforts on meeting the requirements of stakeholders. The manual of the Papiropolis, contains a strategic planning (Mission, Vision and Quality Objectives), characterization of processes of the stationery store (presented on the map of processes) and the various procedures for the implementation of quality management system. The methodology used for the development of this document was documentary applied research, in which quality knowledge applied in the development and implementation of the manual According to the results, was obtained a quality manual and the standardization of organizational processes, taking into account the risks and opportunities for them. This process characterization was performed in order to evaluate the efficient and effective functioning of all processes of the organization. With the manual an the characterization it is possible to identify some points that need to be modified and could be improved the organization and growth of the same, which was the main objective set by the management of stationery store,when it accepted the realization of this manual.

In 1995, an audit of laboratory quality systems in hospitals in the Netherlands was started. The audit consisted of the assessment of three levels of the Dutch hospital system: the organization and management as described in a quality manual, the capability and function of professionals and the performance in external quality assessment programmes. Our laboratory was the first to be audited by the Coordinating Committee for the Promotion of Quality Control of Laboratory Investigation in Health Care (CCKLtest) and here we present a description of our quality system, paying particular attention to the quality manual. Esta dissertação tem como pilar fundamental a implementação de um Sistema de Gestão da Qualidade no âmbito da instalação e manutenção de Unidades Autónomas de Regaseificação de Gás Natural Liquefeito (UAGNL), atividades desenvolvidas pela Molgás Energia Portugal, S.A. O objetivo final, não contemplado no âmbito desta dissertação, consiste na certificação do sistema de gestão da qualidade segundo a norma NP EN ISO 9001:2008, a norma ISO para sistemas de gestão da qualidade. Desta forma, apresenta-se o estado da arte da implementação de sistemas de gestão da qualidade, sendo feita uma abordagem ao sistema efetivamente implementado na Molgás Energia Portugal, S.A. This dissertation has as a key pillar the implementation of a Quality Management System in the scope of installing and maintaining of liquefied natural gas satellite station, activities developed by Molgás Energia Portugal, S.A. The final goal, not contemplated in the scope of this dissertation, consists of the certification of the quality management system according to the NP EN ISO 9001:2008 standard, the ISO standard for quality management systems. Thus, it is presented the state of the art of the implementation of quality management systems, being the system effectively implemented at Molgás Energia Portugal, S.A. approached.

El presente Manual de Calidad entrega información clara y concisa acerca de la constitución del Sistema de Gestión de la Calidad (SGC) bajo los estándares de la NTC-ISO 9001:2008 de la Asociación ASOAGROSIM. En este documento se cumple con los requisitos exigidos dentro de la norma para su elaboración, contiene el alcance y exclusiones del SGC, procedimientos documentados y la interacción de los procesos, además de lo anterior para complementarlo y darle herramientas a la empresa para la iniciación en la implementación de su SGC, se realizó las caracterizaciones de los procesos, planeación estratégica y una descripción de la forma de cómo se va a cumplir con cada uno de los requisitos de la norma. En Colombia la industria textil y de confección es de gran relevancia ya que representa una significativa parte de las exportaciones y de la economía productiva del país, gracias a su efecto sobre el empleo, la dinámica empresarial y el impulso de industrialización, así mismo, las exigencias de los consumidores en los actuales escenarios económicos son muy relevantes, especialmente por el rol que desempeña la calidad y donde las empresas exitosas están plenamente identificadas por lo que constituye una buena ventaja competitiva. La implementación de un manual de calidad en este tipo de sector, permite ser guía para el personal de la organización sobre el cómo está organizada la empresa, que procedimientos involucran su proceso de producción, determinar las responsabilidades e interrelaciones del personal que tienen que ver con el desarrollo, y verificación del producto ofrecido, pensando siempre en la búsqueda de la satisfacción del cliente y con un enfoque de mejora continua del producto que ofrece. In Colombia the textile and clothing industry is of great importance as it represents a significant share of exports and productive economy, through its effect on employment, business dynamics and momentum of industrialization, also, the consumer demand in the current economic scenarios are very relevant, especially the role played by the quality and where successful companies are fully identified by you constitutes a good competitive advantage. The implementation of a quality manual in this type of industry, can be a guide for the staff of the organization on how the company is organized, that procedures involving the production process, determine responsibilities and interrelationships of staff who deal with development, and verification of the product offered, always thinking about the pursuit of customer satisfaction and a focus on continuous improvement of the product offered.

El trabajo que se presenta a continuación muestra una metodología para desarrollar la actualización del manual de calidad de una empresa del sector constructor, especializada en la instalación y rehabilitación de las tuberías de acueducto y alcantarillado, buscando cumplir con los requerimientos de la ISO 9001:2008. Para lograr el objetivo, se realizó una revisión inicial de los documentos, se determinó una nueva misión, visión, política de calidad y se ajustaron los objetivos; posteriormente se revisó y modificó el organigrama y se re-definieron los perfiles de cargo. Para asegurar que la información que se iba a utilizar para actualizar el manual de calidad en mensión fuera adecuada a los funcionamientos reales de la empresa, se realizaron reuniones con los jefes de cada proceso, donde se revisaron los procedimientos, se hicieron los ajustes pertinentes y posteriormente se socializó para su aprobación . Con base en esto, se lograron obtener los documentos que conformaron el nuevo manual de calidad, el cual se presentó en la auditoria de la renovación del certificado del Sistema de Gestión de Calidad, en donde se obtuvieron resultados satisfactorios y el auditor delegado por el ente certificador recomendó la renovación del mismo. The work presented below shows a methodology developed to upgrade the quality manual of a company that belongs to construction sector, specialized in the installation and rehabilitation of drinking water and sewage pipes, looking to fulfill the requirements of ISO 9001:2008. To achieve the goal, the first step was to perform an initial review of the documents and determine a new mission, vision, quality policy and then, set the objectives; subsequently revised and modified the chart and re-defined profiles charge. In order to ensure that the information to upgrade the quality manual was adequate to the actual operations of the company, meetings were held with the chiefs of each process, where the procedures were reviewed and adjusted, and then socialized for adoption. Based on this, the documents that formed the new quality manual, were submitted in the audit of the renewal of the Quality Management System, where satisfactory results were obtained and the auditor delegated by the certifying agency recommended the renewal.

The National Residue Control Plan (NRCP) is a programme to monitor food of animal origin such as meat, milk and honey for residues of undesirable substances. Additionally, on the basis of the Import Control Plan (ICP), food of animal origin from countries outside of the EU is monitored. For residues of pharmacologically active substances and environmental contaminants such as heavy metals or dioxins, Maximum Residue Limits (MRLs) and Maximum Levels are set, which must not be exceeded in food of animal origin. The aim of food control as part of the NRCP and the ICP is, to check that these MRLs and Maxiumum Levels are complied with, to detect non-compliant use of substances (e.g. prohibited or non-allowed pharmacologically active substances) and to investigate the causes of increased levels of residues and contaminants. The Federal Office of Consumer Protection and Food Safety (BVL) has presented the findings from the 58998 samples which were monitored by the official control laboratories of the federal states as part of the NRCP 2012 and from the 1338 samples of the ICP in 2012. In 350 findings (0.59 %) of the NRCP samples, residues and contaminants were noncompliant. The rate is thus lower than the findings of the year 2011 (0,73 %). In 8 findings of the 1338 samples of the ICP the limit values for residues and contaminants were exceeded. Nevertheless, the rate of exceeded limit values decreased slightly for food of animal origin imported from countries outside of the EU. The Federal Institute for Risk Assessment (BfR) has assessed the risk of findings (NRCP, ICP) for human health in 2012. In order to estimate exposure levels for the various consumer groups, data of the National Nutrition Survey II were used. The BfR concludes that single or occasional consumption of monitored food (NRCP, ICP) in 2012 with non-compliant levels of residues of pharmacologically active substances and contaminants do not imply a risk to consumers.

El documento contempla el diseño, implementación y evaluación del SGC mediante la NTC ISO 9001:2008 y el diagnóstico de seguridad y salud ocupacional empleando los criterios de la NTC OHSAS 18001:2007, en el marco del ciclo Planear, Hacer, Verificar y Actuar (PHVA) como metodología de la gestión por procesos en la organización INGECAD PARTS S.A.S. ubicada en la ciudad de Bucaramanga (Colombia). La documentación permitió ejercer control y seguimiento al producto, procesos, objetivos organizacionales y objetivos del SGC, mejorando la satisfacción del cliente hasta un 93,2% y reduciendo el costo del producto no conforme hasta 0,3% para los meses de la medición. Las auditorías permitieron la identificación de mejoras y de acciones correctivas y preventivas que pueden aportar a la mejora de la organización. The document contemplates the design, implementation and evaluation of the QMS through the NTC ISO 9001: 2008 and the occupational health and safety diagnosis using the criteria of the NTC OHSAS 18001: 2007, within the framework of the Plan, Do, Verify and Act cycle ( PHVA) as a process management methodology in the INGECAD PARTS SAS organization located in the city of Bucaramanga (Colombia). The documentation allowed to exercise control and monitoring of the product, processes, organizational objectives and objectives of the QMS, improving customer satisfaction up to 93.2% and reducing the cost of the non-conforming product up to 0.3% for the measurement months. Bei dieser Diplomarbeit werden die rechtlichen Aspekte und Rahmenbedingungen der pharmazeutischen Industrie näher betrachtet vor allem im Speziellen die Anforderungen an Dienstleister im Bereich der IT. Es wird ein Abgleich dieser Rechtsbedingungen mit existierenden Normen und Standards sowie den Leitfäden der IT Branche (hier liegt der Fokus auf ITIL®) dargestellt um mögliche Parallelen und Zusammenhänge zu erfassen. Anhand dieser Resultate soll dann in Folge ein Qualitätsmanagementsystem für einen externen IT Dienstleister entwickelt werden - wobei der Fokus auf der Erstellung eines Qualitätsmanagementhandbuch liegt- das sowohl den hohen Anforderungen der Pharmaindustrie als auch den Erwartungen des IT Dienstleisters gerecht wird. The course of this thesis will review the legal aspects and framework conditions of the pharmaceutical industry with particular focus upon the requirements for external IT service providers. ilustraciones, gráficas, tablas El objetivo general de esta investigación fue el de proponer, mediante un estudio de caso, un sistema de gestión de la calidad con fundamento en la norma ISO 9001 versión 2008, para la producción de leche cruda en el sistema de producción de lechería especializada existente en la Granja “Tesorito” de la Universidad de Caldas. El propósito de esta investigación fue el de contribuir al mejoramiento de la gestión administrativa y del proceso productivo de esta granja en particular; y en segundo lugar proponer un referente teórico dirigido a las personas interesadas en este área del conocimiento. El alcance del sistema de gestión de calidad propuesto comprendió el proceso productivo de ordeño y almacenamiento en frió de leche. Como unidad de análisis para el estudio de caso se utilizó la Granja Tesorito, propiedad de la Universidad de Caldas, granja que se encuentra ubicada en la región de Juanchito en el Municipio de Manizales, a una altura de 2250 m.s.n.m., con una temperatura promedio de 16°C, humedad relativa del 80 % y una precipitación de 2100 milímetros anuales. La granja cuenta con una explotación lechera de carácter comercial, bajo el sistema de producción “lechería especializada”, con bovinos de raza Holstein con un sistema de alimentación en pastoreo con pasto kikuyo mas suplementación con alimento concentrado comercial. El diseño de la propuesta para el sistema de gestión de calidad estuvo en concordancia con el decreto 616 del 28 de febrero del año 2006 del Ministerio de la Protección Social de la República de Colombia, el cual reglamenta los requisitos que debe cumplir la leche para el consumo humano que se obtenga, procese, envase, transporte, comercializa, expenda, importe o exporte en el país. El sistema de gestión de la calidad propuesto con la presente investigación para la granja “tesorito” se materializó en un manual de calidad, y en los documentos y formatos relevantes presentados en forma de anexos para la comprensión del sistema, como son los procedimientos reglamentarios, la descripción de los procesos y el plan de calidad. Se concluyó que es plenamente factible adaptar la norma internacional de aseguramiento de la calidad ISO 9000:2008 en el diseño de sistemas de gestión de la calidad para explotaciones lecheras con las características, condiciones y parámetros del sistema de producción de lechería especializada propios de la zona fría del Municipio de Manizales. Se ratificó el planteamiento propuesto en la filosofía de la norma, especificado en el numeral 1.2, y que expresa literalmente: “Todos los requisitos de esta norma Internacional son genéricos y se pretende que sean aplicables a todas las organizaciones sin importar su tipo, tamaño y producto suministrado”. En ningún momento se pretendió buscar una certificación bajo las norma ISO 9001:2008. The overall objective of this research was to propose, through a case study, a quality management system based on standard ISO 9001 version 2008 for the production of raw milk in a specialized dairy production system existing in Tesorito Farm from Universidad de Caldas. The purpose of this research was to contribute to the improvement of the administrative management and production process of this particular farm. The second purpose was to propose a theoretical framework aimed at people interested in this area of knowledge. The scope of the proposed quality management system included the milking process and cold storage of milk. To develop the proposal an exhaustive bibliographic review was made on topics required to understand quality management systems. It included the meaning of technical standards and quality standards, the standardization process, different definitions of quality, quality approaches, the quality authors, process management, the concept of milk quality, and a detailed description of ISO 9001:2008 standard, among others. The unit of analysis used for the case study was Tesorito Farm, owned by Universidad de Caldas. It is located in Juanchito area in the city of Manizales, at 2250 m.a.s.l, average temperature of 16 ° C, relative humidity of 80% and annual precipitation of 2100 mm. The farm has a commercial dairy farm under a specialized dairy production system, with Holstein cattle in a grazing feeding system with kikuyu grass and commercial concentrate feed supplementation. Its importance lies in being a representative dairy production system around Manizales, and also a model farm in Caldas department, in terms of technological and administrative processes. The design of the proposal for the quality management system was in accordance with Decree 616 of February 28th, 2006 of the Ministry of Social Protection of the Republic of Colombia. It regulates the requirements to be met by milk for human consumption that is obtained, processed, packaged, transported, marketed, sold, imported or exported in the country. The quality management system proposed by this research for Tesorito Farm was materialized in a quality manual and relevant documents and forms, such as regulatory procedures, description of processes and quality plan, submitted as annexes to the understanding of the system. The main objective of the quality manual is to inform all of its users, the most important guidelines for configuring the quality management system, and provide an overview of the quality management system including scope, exclusions, and the description of processes and their interactions. It also describes how Tesorito Farm fulfills each of the paragraphs of ISO 9001:2008. It was concluded that it is fully possible to adapt the international standard of quality assurance ISO 9000:2008 in the design of quality management systems for dairy farms with features, conditions and parameters of the specialized dairy production system from the cold area of Manizales. It endorsed the approach proposed in the standard philosophy specified in paragraph 1.2 and expresses literally: "All requirements of this International Standard are generic and intended to be applicable to all organizations regardless of type, size and product supplied". At no time it was intended to seek certification under the ISO 9001:2008 standard. As a complement to the study, it was made a diagnosis of dairy chain situation in Colombia and Caldas department. The results for Caldas, showed a steady increase in raw milk supply, the loss in real income of farmers, the reduction in consumption and the retail price in real terms and reduced sales at processing plants level from January 2007 to August 2010, time horizon selected for analysis. Sistem vodenja kakovosti je s svojim udejanjanjem v standardu ISO 9001:2000 učinkovito orodje managementa. Ta standard se je osredotočil na odjemalca, vodenje, udeležbo zaposlenih, procesni pristop, sistemski pristop, nenehno izboljševanje, stvarni pristop k odločanju in medsebojno koristen odnos z dobaviteljem. V pričujoči diplomski nalogi predstavljam Poslovnik kakovosti, ki je zaradi širitve podjetja na več samostojnih poslovnih enot potreben korenite prenove, da bo sistem še vedno deloval kot eno. Potrebno je na novo definirati cilje in naloge vseh udeleženih v poslovnem procesu. Zajeti moramo vse definirane operativne postopke, navodila, kriterije in odgovornosti za delo v vseh fazah poslovnega procesa v podjetju Apo vizija d.o.o.. Tudi v računovodski dejavnosti je na trgu velika konkurenca. Potrebno je spremljati zahteve trga in poslovnega okolja, se nenehno izboljševati na vseh področjih poslovanja, da bi podjetje lahko ostalo konkurenčno. Cilj naloge je torej prenova obstoječega Poslovnika kakovosti in prilagoditev na novo poslovanje. Predstavila bom posamezne poslovne procese in odgovornosti vseh, ki sodelujejo v tem poslovnem procesu. Definirala bom odgovornosti vodstva in vseh zaposlenih. Na koncu je vedno najbolj pomemben kupec, da je le-ta zadovoljen z opravljenimi storitvami. Če bo sistem potekal tako, kot ga bomo zastavili bodo kakovostne storitve opravljene hitreje, prihranili bomo na času, s tem povečali število strank in pripomogli k donosnosti ter dobremu imenu podjetja. Izvedla sem analizo o zadovoljstvu naših kupcev na osnovi poslane ankete. Rezultati so zadovoljivi, najbolj pomembno je, da nam stranke popolnoma zaupajo. Vse kar mora podjetje storiti, če želi uspeti, je to, da si vsi zaposleni vzamejo čas za razumevanje filozofije kakovosti, da poučijo o tem druge in da vztrajajo pri prepričevanju, kajti sodelavce je potrebno za kakovost pridobiti in ne prisiliti. The quality management system, defined by standard ISO 9001:2000, is an efficient management tool. This standard is focused on customers, management, employee participation, process and systematic approach, constant improvement, practical approach towards decision making and a mutually beneficient relation with the suppliers. In view of our company’s recent division into several independent offices, the quality manual, presented in this thesis, needs to be thoroughly examined and revised in order for the system to continue functioning as a well-defined integrity. The aims and tasks of all persons involved in the business process need to be redefined. It is important to include all the established operational procedures, instructions, criteria and responsibilities that form an indispensable part of the business process implemented in company Apo vizija d.o.o. The market of accounting services is highly competitive. It requires close attention to the demands of the business environment and a constant improvement in all business areas if a company wants to remains competitive. Therefore, the aim of this thesis is to revise the existing quality manual and adapt it to the changes in the way business is conducted. I will present individual business processes and obligations of the participants involved in a business process. The responsibilities of the management and all employees are defined. The final aim is customer satisfaction with the services performed. If the system is properly upgraded, a company is able to save time, offer quality and fast services, increase the number of its clients and thus contribute to the company's profitability and good reputation. I have conducted and analysed a customer survey. The results are quite satisfactory, and most importantly, our clients have explicitly expressed their trust in us. If a company strives towards success, it is essential that its employees understand the importance of quality and teach others how to use it. This should be done constantly and consistently because people need to become familiar with the benefits of business, they cannot be compelled to accept it.

Fundamental part is practical implementation in real company. Established documentation includes Quality manual, documented procedures required by the standard and other documents determined by the organization to be neccessary.
