International audience; In this paper, we model a performance measure of water utilities, considering an undesirable output: the amount of water lost within the network during distribution. We improve three methodological approaches in traditional production technology modeling with an undesirable output. We first adapt the model to the specificities of water production and distribution network. We then extend the analysis to include the economic objectives of three different stakeholders - a regulator that seeks to preserve this natural resource, the operator who wants to maximize his profit, and the consumer who seeks maximum consumption - in the context of a developing country with unfulfilled water demand. Finally, using our model, we estimate the economic value of lost water by its shadow marginal cost, which enables us to evaluate the cost of loss on the water grid in each of the scenarios. We then propose an empirical application for water production in Côte d’Ivoire.

International audience; We propose in this article a value indicator to assess decision-maker units (DMUs) overall performance change. We provide a decomposition of this value indicator to focus on the quantity change effect (productivity change) and the price change effect (price performance change), which is determined indirectly. The latter further decomposes into a firm-specific price advantage change and a price environment change. These global decompositions can further be applied to each input and output.

Basee sur la methode des comptes de surplus, notre analyse de performance inclut tous les elements du compte de resultat, qui est l’une des limites de l’approche traditionnelle des indices. De plus, cette methode montre egalement la maniere dont les gains de productivite observes dans chaque pays ont ete repartis entre les principaux acteurs. Un accent particulier est mis sur les roles de l’Etat et des agriculteurs dans ce jeu de distribution. EnglishThis article seeks to highlight the performance of the farm sector in the main EU countries (France, Germany, Italy, the Netherlands, Spain and the United Kingdom). Based on the productivity surplus account method (PSAM), our performance analysis includes all elements of the profit and loss account, which is one of the limits of the traditional index number approach. Moreover, this method also shows the way in which productivity gains observed in each country have been distributed among the main stakeholders. A specific focus is on the state’s as well as the farmers’ roles in this distribution game.

This paper gives existence theorems of pure, Pareto efficient, Nash equilibrium in compact, convex and discontinuous games. These conditions are simple and straightforward to verify. Moreover, the present existence results neither imply nor are implied by the known results in the literature. The results are illustrated by several examples.

Cet article propose une interprétation des résultats obtenus par les expérimentations sur les marchés à prix affichés à travers une grille de lecture donnée par l’existence ou la non-existence d’un équilibre de Nash dans la structure de marché qui sert de base aux expérimentations. Nous montrons que, d’une part, les premières expérimentations réalisées n’ont pas tenu compte de cette dimension et que, de ce fait, leur pouvoir conclusif en est très diminué. Nous montrons, d’autre part, que les expérimentations ultérieures qui présentent, elles, une analyse formelle de l’existence d’un équilibre de Nash ont été réalisées de manière disparate et que, de ce fait, leurs résultats sont difficilement comparables. Nous concluons cet article en posant quelques jalons pour une recherche future.
