Climate change is a key socioeconomic and environmental concern in South Africa. The South African government introduced several climate change initiatives to address the impacts of climate change, resulting in the proliferation of climate adaptation policies across spheres of government. This paper studies different climate change adaptation policies and climate policy paradigms (CPP) to understand the adaptation landscape; it explains and compares the changes in CPP in South Africa over time. We mapped 40 policy documents from 2004 to 2022, which shows 12 national policies, 12 provincial (sub-national) policy documents and 14 metropolitan city policy documents. We then used 12 national policy documents to illustrate and understand the CPP. The research shows that different stakeholders have shaped climate change adaptation policy, both private and public firms advised on climate change policy and there are a number of different funding partners supporting the adaptation policy like GEF, C40 and GIZ. The changing policy environment has introduced new frameworks, objectives and processes. Therefore, more efforts will be needed going forward to guide adaptation policy across national, provincial and local governments. We find that several CPPs have emerged, that is different paradigms encompassing a range of policy goals, framings and instruments. The present National CC Adaptation Strategy (NCCAS) mandates adaptation across all levels of government and allows all important stakeholders to address climate change consequences. This NCCAS increases the number and ambition of adaptation policy, encourages integrated approaches, policy coherence and clear direction on how to handle climate risks and impacts in varied South Africa and its global commitment. Changes in policy paradigm enable the use of new policy instruments, including funding and budget mechanisms. Finally, climate adaptation policy has become more ambitious and stringent, requiring all levels of government to plan for climate change. The climate change policy landscape in South Africa has grown over the past 18 years, with policy development across different spheres of government (national, sectoral, provincial and metros), New CPPs have emerged, supported by new policy frames, goals and instruments. The NCCAS provides a clear policy goal, which also provides new policy instruments to implement climate actions and acts to enhance integrated approaches, The lack of domestic budget allocation remains a challenge for national government, but external partnerships have begun to provide support for policy development. Climate change is a highly complex social-ecological problem characterized by system-type dynamics that are important to communicate in a variety of settings, ranging from formal education to decision makers to informal education of the general public. Educational games are one approach that may enhance systems thinking skills. This study used a randomized controlled experiment to compare the impact on the mental models of participants of an educational card game vs. an illustrated article about the Arctic social-ecological system. A total of 41 participants (game: n = 20; reading: n = 21) created pre- and post-intervention mental models of the system, based on a "fuzzy cognitive mapping" approach. Maps were analyzed using network statistics. Both reading the article and playing the game resulted in measurable increases in systems understanding. The group reading the article perceived a more complex system after the intervention, with overall learning gains approximately twice those of the game players. However, game players demonstrated similar learning gains as article readers regarding the climate system, actions both causing environmental problems and protecting the Arctic, as well as the importance of the base- and mid-levels of the food chain. These findings contribute to the growing evidence showing that games are important resources to include as strategies for building capacity to understand and steward sustainable social-ecological systems, in both formal and informal education. The Paris Agreement aims to limit global mean temperature rise this century to well below 2 °C above pre-industrial levels. This target has wide-ranging implications for Europe and its cities, which are the source of substantial greenhouse gas emissions. This paper reports the state of local planning for climate change by collecting and analysing information about local climate mitigation and adaptation plans across 885 urban areas of the EU-28. A typology and framework for analysis was developed that classifies local climate plans in terms of their alignment with spatial (local, national and international) and other climate related policies. Out of eight types of local climate plans identified in total we document three types of stand-alone local climate plans classified as type A1 (autonomously produced plans), A2 (plans produced to comply with national regulations) or A3 (plans developed for international climate networks). There is wide variation among countries in the prevalence of local climate plans, with generally more plans developed by central and northern European cities. Approximately 66% of EU cities have a type A1, A2, or A3 mitigation plan, 26% an adaptation plan, and 17% a joint adaptation and mitigation plan, while about 33% lack any form of stand-alone local climate plan (i.e. what we classify as A1, A2, A3 plans). Mitigation plans are more numerous than adaptation plans, but planning for mitigation does not always precede planning for adaptation. Our analysis reveals that city size, national legislation, and international networks can influence the development of local climate plans. We found that size does matter as about 80% of the cities with above 500,000 inhabitants have a comprehensive and stand-alone mitigation and/or an adaptation plan (A1). Cities in four countries with national climate legislation (A2), i.e. Denmark, France, Slovakia and the United Kingdom, are nearly twice as likely to produce local mitigation plans, and five times more likely to produce local adaptation plans, compared to cities in countries without such legislation. A1 and A2 mitigation plans are particularly numerous in Denmark, Poland, Germany, and Finland; while A1 and A2 adaptation plans are prevalent in Denmark, Finland, UK and France. The integration of adaptation and mitigation is country-specific and can mainly be observed in two countries where local climate plans are compulsory, i.e. France and the UK. Finally, local climate plans produced for international climate networks (A3) are mostly found in the many countries where autonomous (type A1) plans are less common. This is the most comprehensive analysis of local climate planning to date. The findings are of international importance as they will inform and support decision-making towards climate planning and policy development at national, EU and global level being based on the most comprehensive and up-to-date knowledge of local climate planning available to date. This study investigates the climate emergency declaration (CED) movement in cities and its effects and synergies with local climate planning. Urban areas are experiencing a wide range of climate-induced extreme events, particularly those located in the Mediterranean hotspot. The focus is on Italian cities, which have only recently become key players in climate planning. The method is based on the collection, analysis, and comparison of data on CEDs and local climate plans (LCPs), integrated with information on city membership in climate networks, to extrapolate key performance indicators of the CED movement. The results show that the CED movement can motivate municipalities to become more ambitious in climate action. As of February 2021, the "climate emergency" movement was supported by 105 Italian cities geographically concentrated in the northern regions (66.7%). The motivation behind a CED is often attributable to local populations calling for concrete climate action (91.1% referred to the Fridays for Future movement) but also to a greater perception of the impacts of climate change (85.6% referred to the Special Report on Global Warming of 1.5 °C). Networking plays an important role (85 cities in the Covenant of Mayors). Interestingly, 36 cities (34.3%) were not engaged in local climate planning previously, but the CED shows now they see the urgency to act. 24.4% cities aim at carbon neutrality in their CEDs (most with local adaptation aspirations), with a much smaller fraction of cities doing so in LCPs and generally lower ambition in terms of greenhouse gas emission reduction targets. Low-income residents are among the most vulnerable groups to climate change in urban areas, particularly regarding heat stress. However, their perceptions about heat and the impacts they face go often undocumented, and are seldom considered in decision-making processes delivering adaptation. This paper presents a robust tool to allow the integration of perception, concerns and impacts of different income groups in urban adaptation planning and governance, using the City of New York as a case study. Employing online interviews--a solid method to reach poorer households--and Fuzzy Cognitive Mapping, we compare impacts and adaptation perception to heat and simulate adaptation scenarios. Results reveal that lower income groups are more concerned about impacts of heat waves than middle- and high-income populations. All income groups see citizens more in charge of adaptation, although more people from the lower income groups regard it necessary to do much more to protect themselves, proportionately more people from the higher income groups think they are doing the right amount. The scenario analysis shows that, compared to investments in the water/electricity and health system, improvements in the transit system would yield the largest decrease in negative impacts during heat, benefitting all income groups jointly. Cities are recognised as key players in global adaptation and mitigation efforts because the majority of people live in cities. However, in Europe, which is highly urbanized and one of the most advanced regions in terms of environmental policies, there is considerable diversity in the regional distribution, ambition and scope of climate change responses. This paper explores potential factors contributing to such diversity in 200 large and medium-sized cities across 11 European countries. We statistically investigate institutional, socio-economic, environmental and vulnerability characteristics of cities as potential drivers of or barriers to the development of urban climate change plans. Our results show that factors such as membership of climate networks, population size, GDP per capita and adaptive capacity act as drivers of mitigation and adaptation plans. By contrast, factors such as the unemployment rate, warmer summers, proximity to the coast and projected exposure to future climate impacts act as barriers. We see that, overall, it is predominantly large and prosperous cities that engage in climate planning, while vulnerable cities and those at risk of severe climate impacts in the future are less active. Our analysis suggests that climate change planning in European cities is not proactive, i.e. not significantly influenced by anticipated future impacts. Instead, we found that the current adaptive capacity of a city significantly relates to climate planning. Along with the need to further explore these relations, we see a need for more economic and institutional support for smaller and less resourceful cities and those at high risk from climate change impacts in the future. The authors contribute to the discussion on suburban developments by way of modeling the underlying social dynamics between suburban actors in two European suburban areas: the Wirral (Liverpool), UK and Leipzig, Germany. Data from questionnaires carried out in the two study areas are used to model social attraction and repulsion: that is, social segregation processes among socioeconomic groups. The model suggests that these social dynamics would, if other possible influences are ignored, lead to a situation of fluctuating residential in-migration and out-migration and to waves of suburbanization in the study regions. There are no persistent states: suburbanization would steadily continue until external--that is, not modeled--forces restrict movement, impact the spatial characteristics of the suburbs, or alter the social interactions among the actors. Suburban in-migration could only be reduced by strict planning regulations and/ or other external forces which impact actor-class constellations and interdependencies, for example, by measures to restrict migration to more distant suburban locations and to provide preferential housing in the inner urban areas. The analysis further indicates that suburbs develop into independent residential areas, separate from the urban centers, as the primary source of migration to suburbs is no longer the urban centers; the vast majority of moves occur within suburbs or into suburbs from outside the region. In this guest editorial, we survey some of the main themes and issues in anthropogenic global warming. We emphasize the great potential of simulation/games as an educational strategy. The diversity of issues in climate change is matched by the variety of simulation/games. We then provide a summary of the main points of each of the eight articles, which together contain a wide range of perspectives on climate change, of types of simulation/gaming, of level of abstraction, and of method of implementation. Climate change (CC) is an increasing societal concern for many countries around the world, and yet international negotiations continue to make slow progress. CC is an issue that is proving difficult to address using traditional approaches to information provision and education. This article reviews the development of climate and CC games and simulations in recent years as an alternative and novel way of addressing CC issues and communicating with decision makers. It gives an overview of published CC games and analyses a selection of 52 sophisticated CC games in detail. The results allow comparisons of the temporal development of climate games, actors involved in CC game development, game formats, and game subjects. Many climate games appeared around the time of the UN climate negotiations in Copenhagen in 2009, with an increasing number of commercial game developers entering the field. Role-play and management games dominate the scene, but we see a rapid increase in the number of online games or games with an online component. Cities and regions in different political contexts might play different roles in building communities, but when the cities shrink, they share common elements of what can be characterized as a “shrinkage identity”. One well-documented element is the independence from the country political context and a certain dependence on the effects of globalization on local industries. It can be described as economic structural dependency. Two other potential elements received very little attention: social structural dependency (so-called instituted behaviour) and urban sprawl. Case studies from Germany and England and observations in Australia witness that these three elements are specifications of the same analogue on different levels: spatial mismatches of needs and urban functions. This paper poses questions related to the role of the spatial mismatch concept and particularly interrogates social structural dependencies and urban sprawl as examples. It suggests that the latter are certainly contributing to long-term urban shrinkage (as cause and effect) and that spatial mismatches in general are hardly discussed as reasons for it. This article introduces QuAG, a role-playing game, to enhance understanding of urban development through a social simulation. The participants represent actors of city development, divided into moving (e.g., residents, industry, retail) and nonmoving actors (e.g., planners, politicians). Development is performed by the relocation of actors between urban and suburban areas depending on the regions' attractiveness and the actors' preferences. An area's attractiveness varies with the location changes of actors and the manipulation by planners. The game is based on a qualitative computer model with similar rules and elements. The role-play was effective in two ways: it sensitized participants to the interdependencies among actors and their contribution to a region's attractiveness and made the computer model more tangible to them. If a similar impact of the planning measures in the game can be expected in the real world, the effects of investments can provide strong incentives for the movers. [ABSTRACT FROM AUTHOR]

The aim of this paper is to find major influencing factors of CO2 emissions from road traffic in urban areas. The approach of the study involved a statistical analysis on the basis of the formerly 23 urban districts of the German capital of Berlin. Correlation and regression analyses of empirical data from the settlement structure, the traffic structure and income have found that the number of jobs per district and the share of the well-off population can best describe the CO2 emissions from traffic in Berlin. Also the number of residents, the total built area, the number of cars and the amount of traffic area are positively related to the dependent variable. Therefore, the possibilities to reduce CO2 emissions from road traffic for urban planners seem limited: a restriction of space dedicated to traffic and a change of transport means for commuting represent leverage points, according to the analysis. The other significant indicators are less able to be influenced by local and regional decision-makers - an alteration in the means of mobility to less CO2 emitting alternatives is needed if CO2 emissions from road traffic are extensively to be decreased. Cities across the globe recognise their role in climate mitigation and are acting to reduce carbon emissions. Knowing whether cities set ambitious climate and energy targets is critical for determining their contribution towards the global 1.5 °C target, partly because it helps to identify areas where further action is necessary. This paper presents a comparative analysis of the mitigation targets of 327 European cities, as declared in their local climate plans. The sample encompasses over 25% of the EU population and includes cities of all sizes across all Member States, plus the UK. The study analyses whether the type of plan, city size, membership of climate networks, and its regional location are associated with different levels of mitigation ambition. Results reveal that 78% of the cities have a GHG emissions reduction target. However, with an average target of 47%, European cities are not on track to reach the Paris Agreement: they need to roughly double their ambitions and efforts. Some cities are ambitious, e.g. 25% of our sample (81) aim to reach carbon neutrality, with the earliest target date being 2020.90% of these cities are members of the Climate Alliance and 75% of the Covenant of Mayors. City size is the strongest predictor for carbon neutrality, whilst climate network(s) membership, combining adaptation and mitigation into a single strategy, and local motivation also play a role. As the impacts of climate change intensify globally, scholars and policymakers are increasingly interested in determining the factors that lead to the success or failure of climate adaptation strategies. This paper investigates the well-being outcomes of ex-pastoralists in northern Kenya who have migrated to towns in response to severe droughts. Focusing on Marsabit Town, the study employs a comparative design with primary survey data to analyze the well-being outcomes resulting from migration as an adaptation strategy. We contrast two heterogeneous groups of former pastoralists: a "settled group" that was already residing in Marsabit Town before ending their pastoral activities and a "migrant group" that relocated to Marsabit Town at the time of abandoning pastoralism. Our analysis reveals significant differences in well-being outcomes between these groups, with the migrant group often experiencing deterioration in their well-being levels. Key predictors of poorer well-being outcomes include the loss of all livestock, informal housing, and failure to transition into agricultural work, which often results in dependence on casual labor. Additionally, many migrants continue to experience poor subjective well-being—referring to their personal satisfaction with the quality of life—years after their livelihood transition. These insights offer a nuanced understanding of the well-being outcomes of migration-as-adaptation among heterogeneous groups of ex-pastoralists and underscore the need for customized livelihood support strategies for the most at-risk populations. Abstract Local climate zones (LCZs) are seen as a useful concept to investigate the relationship between land use types and urban heat island effects, which has been substantially researched for cities of the Global North. However, in the Global South, the usefulness of the concept may be questioned, as spatial patterns of urban structure types are typically highly heterogeneous (e.g., a mix of commercial, formal residential and slum/informal areas). With the increased and reasonable availability of (very) high-resolution imagery, however, the concept of LCZ may also prove meaningful to investigate land use dependent thermal patterns in Global South cities, which is the main research question investigated in this paper. We compared LCZs based on very-high-resolution imagery (using Pleiades and SPOT-6) with the standard method using Landsat imagery, and we analyzed their relationship with land surface temperature (Landsat TIR) in Bandung, Indonesia. Two different methods of image classification are employed to extract the LCZs, i.e., the random forest algorithm on Landsat imagery and the object-based image analysis (OBIA) on very-high-resolution images. The result shows that the OBIA provides higher accuracy, reaching 89% for the object-based analysis on Pleiades imagery compared to 69% for the pixel-based analysis of Landsat imagery. In addition, the results of our analysis show that not only the type of LCZs but also composition and configuration patterns (i.e., density and aggregation of LCZs) significantly affect land surface temperature. To conclude, VHR imagery and OBIA allow mapping the complex patterns of LCZs in cities of the Global South, in support of developing mitigation strategies for the urban heat island effect via urban and landscape planning. Cities are increasingly aware of the need to mitigate greenhouse gas emissions and adapt to changes in weather patterns leading to the production of urban climate change plans. The few existing systematic studies of these plans have focused on either adaptation or mitigation issues, and are typically based on surveys completed by city officials rather than analysis of documented evidence. To gain insight into the status of adaptation and mitigation action across the UK, climate change documents from 30 urban areas (representing ~28 % of the UK's population) were analysed. An Urban Climate Change Preparedness Score, which could be applied to other urban areas outside the UK, has been devised for comparative analysis. This analysis characterizes progress against (i) Assessment, (ii) Planning, (iii) Action, and (iv) Monitoring, for both adaptation and mitigation. The Preparedness Score allows a quantitative comparison of climate change strategies across the urban areas analysed. This methodology can be transferred to other countries and makes an international comparison of urban areas and their climate change adaptation and mitigation plans possible. We found that all areas acknowledge climate change being a threat and that adaptation and mitigation planning and action is required. However, two urban areas did not have official adaptation or mitigation plans. Typically, mitigation activities across all cities were more advanced than adaptation plans. Emissions reduction targets ranged from 10 %-80 % with differing baselines, timeframes and scopes, for defining and meeting these targets. Similar variability was observed across adaptation plans. Several reasons for these differences are considered, but particularly notable is that a combination of incentives and regulation seem to stimulate more comprehensive strategies and action in many urban areas. Governments, businesses, and civil society organizations have diverse policy tools to incentivize adaptation. Policy tools can shape the type and extent of adaptation, and therefore, function either as barriers or enablers for reducing risk and vulnerability. Using data from a systematic review of academic literature on global adaptation responses to climate change (n = 1549 peer-reviewed articles), we categorize the types of policy tools used to shape climate adaptation. We apply qualitative and quantitative analyses to assess the contexts where particular tools are used, along with equity implications for groups targeted by the tools, and the tools' relationships with transformational adaptation indicators such as the depth, scope, and speed of adaptation. We find diverse types of tools documented across sectors and geographic regions. We also identify a mismatch between the tools that consider equity and those that yield more transformational adaptations. Direct regulations, plans, and capacity building are associated with higher depth and scope of adaptation (thus transformational adaptation), while economic instruments, information provisioning, and networks are not; the latter tools, however, are more likely to target marginalized groups in their design and implementation. We identify multiple research gaps, including a need to assess instrument mixes rather than single tools and to assess adaptations that result from policy implementation. Key policy insights Information-based approaches, networks, and economic instruments are the most frequently documented adaptation policy tools worldwide. Direct regulations, plans, and capacity building are associated with higher depth and scope of adaptation, and thus more transformational adaptation. Capacity building, economic instruments, networks, and information provisioning approaches are more likely to target specific marginalized groups and thus equity challenges. Abstract: This paper outlines a methodology to identify informal settlements out of high resolution satellite imagery using the concept of lacunarity. Principal component analysis and line detection algorithms were applied alternatively to obtain a high resolution binary representation of the city of Hyderabad, India and used to calculate lacunarity values over a 60 × 60 m grid. A number of ground truthing areas were used to classify the resulting datasets and to identify lacunarity ranges which are typical for settlement types that combine high density housing and small dwelling size – features characteristic for urban slums in India. It was discovered that the line detection algorithm is advantageous over principal component analysis in providing suitable binary datasets for lacunarity analysis as it is less sensitive to spectral variability within mosaicked imagery. The resulting slum location map constitutes an efficient tool in identifying particularly overcrowded areas of the city and can be used as a reliable source in vulnerability and resilience assessments at a later stage. The proposed methodology allows for rapid analysis and comparison of multi-temporal data and can be applied on many developing urban agglomerations around the world. [Copyright &y& Elsevier]

Climate Action Planning is one of the top priorities of cities in order to reduce greenhouse gas emissions and strengthening climate-resilience, as pointed out by the New Urban Agenda and the Paris Agreement. This study aims at assessing the development of climate change mitigation and adaptation planning in Italian cities. To this end, we analysed the availability of Local Climate Plans (LCPs) in 76 cities, which are included in the Eurostat Urban Audit (UA-2015) database. In a further step, we analysed the content of the urban climate change mitigation and adaptation plans available in a smaller sample of 32 Italian cities of 2007 Eurostat Urban Audit database (UA-3), looking at the single actions undertaken for addressing mitigation and adaptation to climate change. Results show the almost total absence of comprehensive and stand-alone urban climate change adaptation plans in Italy (except for two cities, Ancona and Bologna), whereas we found that in 61 out of 76 cities municipal civil protection plans are the instruments that deal with local emergencies associated to extreme weather events. On the other hand, 56 out of 76 urban climate change mitigation plans (i.e. Sustainable Energy Action Plans) are being developed in the framework of the Covenant of Mayors, which is a transnational network of local governments created by the European Union (EU) in 2012. The results obtained on the mitigation side point out that, in absence of a national law that imposes Italian cities to develop LCPs, transnational networks are an effective boost to voluntary commitment to reach EU climate and energy objectives. • The research shows a positive trend on urban climate change action in Italy. • Italian cities are more focused on mitigation than to adaptation. • Transnational networks have a crucial role in boosting climate planning in cities. • Cities need to adopt a more holistic approach in dealing with climate change. • More technical and financial resources are necessary to boost local climate actions. Urbanization and the concentration of energy-consuming economic activities make cities responsible for more than 70% of global greenhouse gas emissions. At the same time, cities are becoming increasingly vulnerable to climate change impacts. The European Cities Mission launched a call in September 2021 to set out on a path towards "100 climate-neutral and smart cities by 2030". A very large and diverse sample of 344 candidate cities in 35 countries (a subset of the 362 considered eligible to participate in the Cities Mission) was used to conduct this timely research aimed at identifying the main dimensions on which cities are working to achieve a smart and sustainable transition. The research focused on five main dimensions: local climate planning, climate emergency declarations, participation in networks, international projects and competitions. Results show that only 20 (5.8%) cities have no experience in any of them, while there are 18 (5.2%) cities that have in their background activities that fall under all dimensions. Moreover, networking is the most important dimension, among the five analysed, for cities applying for this Mission, involving 309 cities (approximately 90% of the sample). This is followed by local climate planning, involving 275 cities (80%) and city participation in international projects, involving 152 cities (44%). Cities that have declared a climate emergency are less than a fifth of the sample and are very unevenly distributed in only 37.1% of the countries represented (interestingly, all the UK cities in the sample). Similarly, only 49 cities (14.2%) have received international awards. The results provide insights into the main efforts currently being made by cities to engage in the transition to climate neutrality and may be useful to practitioners, scholars and policy-makers at all levels to improve their knowledge of the steps they need to take to support this process and amplify its scope. Cities across Mediterranean Europe face common climatic threats. They are highly vulnerable and very likely to suffer losses and damages due to heat waves, droughts, wildfires, landslides, and extreme coastal events. To this date, however, there is no systematic understanding of how cities in Mediterranean Europe are preparing to adapt to these impacts. To address this question, we analyse local adaptation plans in 73 cities located in 51 regions across 9 European countries along the Mediterranean Sea (France, Italy, Spain, Greece, Portugal, Croatia, Slovenia, Cyprus and Malta). We also investigate upper levels of planning to understand the influence of policy environments. Across the sample, 67 % of regions have adopted a plan, but only 30 % of the cities. The most common climate-related hazards these cities prepare for are extreme temperatures and rainfall, followed by drought and water scarcity, as well as floods and landslides. Without legal obligations, neither regional nor national adaptation policy frameworks seem to influence the development of urban plans. In some cases, cities are ahead of national policy. In this study we demonstrate how to support policy option analysis for a problematic Social-Ecological System (SES) with the help of stakeholder participation. SES sustainability problems 1) are highly complex, 2) may lack reliable data, 3) encompass conflicting interests and 4) may require contradictory management interventions. Our approach uses a structured participatory method combining the Driver-Pressure-State-Impact-Response (DPSIR) model together with Fuzzy Cognitive Mapping (FCM) to capture the complexity of the system and simplify its representation for simulation and policy option analysis. Using this novel mixed-method was useful in dealing with above-mentioned characteristics of the complex SES problems. The method was applied in a case study of water scarcity in Rafsanjan, Iran. FCMs were produced for 60 individual farmers and 40 individual researchers and policy makers. Our mixed-method analysis reveals similarities and differences of stakeholder knowledge and problem perception, and simulates the impacts of alternative policy options according to each group's perception. The final result of our case study indicates that farmers in Rafsanjan strongly believe in the impact of economic diversification on reducing water shortage, but they have a low level of trust in the ability of the government to regulate and control water usage, whereas the policy makers and researchers still believe in the role of government control and monitoring policies to deal with water scarcity in Rafsanjan. In Europe, regions in the Mediterranean area share common characteristics in terms of high sensitivity to climate change impacts. Does this translate into specificities regarding climate action that could arise from these Mediterranean characteristics? This paper sheds light on regional and local climate mitigation actions of the Mediterranean Europe, focusing on the plans to reduce greenhouse gases emissions in a representative sample of 51 regions and 73 cities across 9 Mediterranean countries (Croatia, Cyprus, France, Greece, Italy, Malta, Portugal, Slovenia, Spain). The study investigates: (i) the availability of local and regional mitigation plans, (ii) their goals in term of greenhouse gas emissions reduction targets on the short and medium-long term, and (iii) the impact of transnational climate networks on such local and regional climate mitigation planning. Results of this study indicate an uneven and fragmented planning, that shows a Mediterranean West-East divide, and a link with population size. However, overall, both regional and city action seem insufficiently ambitious with regards to meeting the Paris Agreement, at least at city level. While national frameworks are currently weak in influencing regional and local actions, transnational networks seem to be engaging factors for commitment (at city level) and ambitiousness (at regional level). The uneven and fragmented progress revealed by this study, does not align with the characteristics shared by investigated regions and cities in terms of environmental, socio-political, climatic and economic conditions. The results support the call of a common green deal at the Mediterranean level to further address specific Mediterranean challenges and related needs. This will allow to capitalise on available resources, generate local-specific knowledge, build capacities, and support Mediterranean regions and cities in preparing the next generation of more ambitious mitigation plans. As recognized by the Paris Climate Agreement of the United Nations Framework Convention on Climate Change (UNFCCC), local and subnational regions are crucial actors to achieve international mitigation and adaptation commitments. Scientific literature and empirical evidence point at multi-level climate governance as a crucial factor to engage subnational levels in the achievement of national and international objectives. This work focuses on the multi-level climate governance arrangements in Italy to investigate how Italian regions/provinces/cities are contributing to the achievement of national commitments. To this purpose, the paper undertakes a review of the climate policies of different tiers of government adopted to date and of the interrelationships among them. The results of the analysis show that the effective coordination between the different government levels should be strengthened to further incentivize and support initiatives at the local level. Results also show the relevant role played by international regional and city climate networks in boosting local and regional climate planning in Italy. • Climate plans of 21 Italian regions, 32 provinces, and 32 cities were assessed. • 57% of the Italian regions; 13% of provinces and 78% of cities set a carbon target. • 10% of regions, no province, and 2% of municipalities have an adaptation plan. • Cities are more active than provinces and regions in defining mitigation policies. • Active multilevel governance is effective for implementing climate plans in cities. Climate change has severe consequences on ecosystem processes, as well as on people's quality of life. It has been suggested that the loss of vegetation cover increases the land surface temperature (LST) due to modifications in biogeochemical patterns, generating a phenomenon known as "urban heat island" (UHI). The aim of this work was to analyze the effects of urban land-cover changes on the spatiotemporal variation of surface temperature in the tropical city of Mérida, Mexico. To find these effects we used both detected land-cover changes as well as variations of the Normalized Difference Vegetation Index (NDVI). Mérida is ranked worldwide as one of the best cities to live due to its quality of life. Data from satellite images of Landsat were analyzed to calculate land use change (LUC), LST, and NDVI. LST increased ca. 4 °C in the dry season and 3 °C in the wet season because of the LUC. In addition, a positive relationship between the LST and the NDVI was observed mainly in the dry season. The results confirm an increase in the LST as a consequence of the loss of vegetation cover, which favors the urban heat island phenomenon. [ABSTRACT FROM AUTHOR]

With nearly 70% of the world population expected to live in cities by 2050, assessing the sustainability of urban systems, both existing and future ones, is becoming increasingly relevant. Making cities more sustainable is a global priority, which is highlighted by 'Sustainable Cities and Communities' being listed as one of the Sustainable Development Goals (SDG) adopted by United Nations Member States in 2015. This Virtual Special Issue (VSI) explores the implementation and assessment of policies and technologies that contribute to the transition to a sustainable, energy efficient and regenerative society. We organized the issue according to four main research themes: 1) Renewable Energy Systems (i.e., different types of systems, qualitative assessments and public acceptance); 2) Sustainable Built Environment (which includes construction, operation and refurbishment); 3) Multi-Scale Models (considering urban sustainability transition from building to districts, or cities and regions to multi-country comparisons and their scaling across different countries); and 4) Governance and Policy (climate change mitigation and adaptation plans/policies that are reported across countries, urban services and infrastructures). This paper serves two purposes. The first is to provide an analysis about patterns, correlations and synergies found across the different topics that have been addressed over the last 20 years in the literature about cities' sustainability paths. A bibliometric analysis and a contingency matrix show the degree of correlation between scientific journals and main topics addressed by published articles. Secondly, the paper acts as an Editorial to the VSI, introducing the wealth of research articles and topics included in it. Both the bibliometric analysis and the papers published in this VSI demonstrate the interconnectedness of energy consumption, pollutant emissions and the competition for finite resources.
