7. Digital economy and low-carbon transformation of economy in China: analyzing spatial spillover effects and pathways.

- Abstract
Digitalization is paramount for achieving low-carbon goals. Although literature has explored its implications and environmental consequences, its spatial impacts at the regional level are not entirely understood. This study uses panel data from 30 provinces in China from 2011 to 2020, to analyze the effect of the digital economy (DE) on the low-carbon transformation of economy (LCTE), considering its mechanisms, spatial spillover characteristics, and regional differences. The results show that DE positively and directly affects LCTE in a local region, and indirectly affects other relevant connected regions. The spatial effects are positive in regions that are geographically close or have human capital flow ties with the local area. Furthermore, the effect of DE differs depending on regional characteristics. Therefore, governments should accelerate DE development and strengthen the links between neighboring regions by preplanning complementary advantages to achieve LCTE. [ABSTRACT FROM AUTHOR]

Digitalization and smart technologies play a decisive role in the transformation of the economy towards sustainable development at the regional level. The article analyzes the impact of digital tools such as the Internet of Things (IoT), big data, artificial intelligence and automation on increasing the efficiency of natural and economic resources. The use of these technologies allows for the creation of smart cities and sustainable infrastructure, ensuring the optimization of energy consumption, reducing CO2 emissions and improving the quality of life of local populations. Particular attention is paid to areas where digitalization has the greatest impact on sustainable development: transport, energy, utilities and waste management. The article considers specific examples of the implementation of smart solutions, such as smart lighting systems, environmental monitoring, intelligent traffic management, which helps reduce costs and increase the economic sustainability of the region. In addition, the mechanisms of interaction between business and the state in the process of implementing digital solutions, as well as the impact on the creation of new jobs and strengthening the competitiveness of regions are studied. The analysis highlights that digitalization not only contributes to increased efficiency, but is also becoming an important factor in the formation of a sustainable and competitive economy capable of adapting to modern challenges and global changes. Since the reform and opening up, China's economic development level has been continuously improved. Under the premise of economic, social system and other constraints, population mobility has become more and more common. A large number of empirical studies have shown that population mobility has many effects on regional economy. Therefore, the research on the impact of population mobility on regional economy is a key field, which is conducive to the development of regional economy. At present, there are some difficulties in the study of the impact of population mobility on regional economic differences. For example, it is difficult to accurately analyze and measure the regional economy, and the statistics and analysis results of population mobility data are not accurate. These difficulties make it difficult for the current research methods of the impact of population mobility on regional economic differences to adapt to the current regional economic environment. Therefore, this paper would analyze the impact of population mobility on regional economic differences through artificial intelligence (AI) and Internet of Things (IoT) technology to find more effective research methods. The algorithm proposed in this paper was an economic measurement algorithm based on AI. Through this algorithm, economic data could be processed more intelligently by using AI technology during economic analysis. This algorithm could reduce the delay of economic data processing and the error rate of data processing and improve the calculation accuracy of economic coupling and collaboration. The experimental survey showed that during 2017–2021, the population mobility increased with the increase of the year. In addition, the gross domestic product (GDP) increased from 1688.1 billion yuan to 3651.7 billion yuan, and the per capita GDP increased from 20,254 yuan to 44,815 yuan. This showed that the increase of population mobility would lead to an increase in GDP and per capita GDP. Through the research results of this paper, it explained in more detail the impact of population mobility on regional economic differences, which pointed out a new research method for regional economic development. The EU Regional Competitiveness Index 2.0 measures a region's ability to provide an attractive environment for businesses and residents to work and live. According to this indicator, countries in the southern and eastern regions of the European Union are reported to have the lowest values. As it measures the performance of NUTS-2 regions, it was desired to study the problem in more detail, reaching the NUTS-3 level. Thus, within the current research, Romania and Bulgaria are studied by means of a county-level analysis of the economies of the two states established through the prism of the labor market, the field of health, transport, enterprises, tourism, education, and research. Through eight indicators, a series of maps designed to present the situation of the two states was illustrated, and the investigation continued with a cluster analysis carried out by the implementation of hierarchical algorithms. During the course of the current study, a classification and a ranking of the counties of the two countries were performed to determine the areas with the best or, in contrast, the poorest performance. 12. Temporal and Spatial Pattern of Expressway Construction in China from 1999 to 2019 and Its Correlation with Regional Economic Growth.

As one of the important factors affecting regional economic development, expressway construction has been a concern of scholars worldwide. China's highway construction is relatively late compared with Western developed countries, but the speed is faster. The construction is in step with China's high-speed economic growth stage. However, there is temporal and spatial heterogeneity in expressway construction and economic development across different regions of the world, which has not been fully documented in the current literature. Using panel data from 1999 to 2019 encompassing expressway construction and regional economic development indicators of 233 prefecture-level cities in China, this paper delves into the dynamics of expressway infrastructure development and its correlation with regional economic growth. Using regression analysis, the study provides the following key insights: (1) As of 2019, expressway density exhibits a spatial pattern characterized by a higher density in major urban clusters and provincial capitals and a lower density in northeastern China and border regions. Between 1999 and 2009, the eastern region witnessed the fastest increase in expressway density, while the central region surpassed the eastern region in density growth during 2009–2019. Over the past two decades, there has been a significant overall increase in expressway growth nationwide, with the distribution of prefecture-level cities experiencing relatively faster growth rates aligning with the principles of the "National Highway Network Planning". (2) Although there has been an overall increase in per capita GDP among prefecture-level cities, there has also been a widening disparity between these cities. Meanwhile, the total GDP of the central and western regions has experienced notable growth, effectively closing the gap with the eastern region. While total GDP demonstrates balanced development, per capita GDP displays a more varied pattern of growth. (3) Expressway density has played a positive role in fostering regional economic growth across the country over the long term. 13. Assessment of Factors Affecting Tax Revenues: The Case of the Simplified Taxation System in the Russian Federation.

The simplified tax system is the most common special tax regime in the Russian Federation in terms of the number of taxpayers. Tax revenues from the simplified tax system account for 6% of the structure of tax revenues of the consolidated budgets of the constituent entities of the Russian Federation and more than 93% of the structure of tax revenues from special tax regimes. The purpose of this study is to identify and assess the factors influencing tax revenues from the tax levied in connection with applying the simplified system of taxation (taxable object—income reduced by the amount of expenses). The objective of this study is to determine a set of factors used by economists to model the level of tax revenues and to conduct a corresponding econometric analysis of the influence of the selected factors on the dependent variable to identify characteristics of the simplified taxation system functioning in the Russian Federation. The object of this study is the per capita tax revenue from the tax levied in connection with applying the simplified system of taxation (the object of taxation is income reduced by expenses) in the Russian Federation. The subject of the research is a set of economic relations, which arise because of tax-legal relations between tax authorities and taxpayers in relation to the calculation of the tax levied in connection with the application of the simplified taxation system. This study's hypothesis is that the amount of tax revenues is influenced by factors characterizing the economic situation and development of small and medium businesses in the constituent territories of the Russian Federation. This study was conducted in 83 constituent territories of the Russian Federation in 2020–2022. The research methods are statistical analysis and econometric modeling on panel data. During this study, six econometric models were constructed. Based on the results of specification tests, the least squares dummy variables model was selected. The results of the modeling show that the tax rate, the number of taxpayers, and the real average per capita monetary income of the population have a statistically significant impact on the per capita tax revenue under the simplified tax system (the object of taxation is income reduced by the number of expenses). As a result, the focus of economic policy at both macro and meso levels should be on the support of small and medium-sized enterprises in the early stages of their life cycle, as well as on the increase of the purchasing power of the population. The article presents the results of a study attempting to assess to what extent the results attained by the regions meet the targets of socio-economic development set by the defined strategic goals. The purpose of the study is determined by the need to form a well-founded opinion on the sufficiency of the methodological support for the process of strategic planning for regional socio-economic development with the minimum necessary and effectively used tools for forecasting and planning, which most directly determines the quality of strategic planning. The object of the study is a separate macro-region of Russia represented by the regions within the North-West Federal District (NWFD). The study confirmed that devising an effective methodology of strategic planning and forecasting of regional development is a serious and challenging task that requires rethinking the traditional methodology, searching for new approaches and tools for the prudent management of the future, and integrating them into the practice of the regional authoritative bodies. 15. Changing the Influence of Economic Factors on Education in the Russian Federation for 2000–2022

The article examines the analysis of the relationship between the economic condition and the level of education of the regions of the Russian Federation over the past 20 years. The gross regional product, the share of pensioners, total expenses and the share of utility costs, the share of the population with incomes below the subsistence level, etc. were selected as economic indicators of the regions. As indicators characterizing the level of education in the regions, the number of teachers, students, teachers, graduate students, the share of costs for basic and applied research, etc. were taken. The main research methods are factor, correlation and cluster analysis, as well as the principal component method. Using cluster analysis, 4 groups of regions were obtained, differing in economic indicators. All indicators were standardized and for each year the method of main components between two groups of indicators was carried out both for all regions of the Russian Federation and for each cluster separately. After selecting the first main components, a linear relationship is constructed between the two groups of indicators under consideration for different federal districts of the Russian Federation. It is concluded that for the first two clusters, from 2000 to 2003, there was no connection between the two groups of indicators. However, since 2004, a linear relationship between the two groups of indicators has been revealed, which tends to increase. For the third and fourth clusters, the absence of this dependence has been noted over the past 20 years. Based on the constructed linear regression model, a forecast is made for the next 3 years on the strengthening of the influence of the economy on the field of education for the regions included in the first and second clusters. The analysis confirms the assumption that for industrial regions there is a significant relationship between economic indicators and the level of education, whereas for raw material regions there is no such relationship. The proposed method can be used both to analyze the impact of economic factors on the education of regions and to analyze the reverse effect, which is especially important for making strategic decisions in the field of education.

The relevance of the research stems from the nature of the approaches to the definition and measurement of regional welfare still debated in the extant research. Particular importance attached to this problem is related to the concept of sustainable development, which centres on promoting prosperity while protecting the planet. The paper aims to form an original theoretical model depicting the mutual influence of sustainable regional development and regional welfare. The fundamental propositions of the concept of sustainable development and welfare economics, as well as regional and spatial development theories constitute the methodological basis of the study. The methods used are comparative analysis, synthesis, and conceptual modelling. The findings confirm that regional welfare acts simultaneously as a target due to having the elements identical to the spheres of sustainable development in its struc ture, and as the key factor in the sustainable regional development due to incorporat ing a set of material and non-material, economic and non-economic goods, which build up the economic, social, environmental, and institutional elements ensuring an incessant process of changes in the regional socio-ecological-economic system impacted by interregional, national and international factors of external environment of a region. The proposed conceptual model advances scientific ideas about the main tenance of sustainable regional development, contributes to the theory of welfare, and creates a basis for devising a method to measure regional welfare.

The ideas of northern and Arctic tourism are relevant in the modern world. Currently, northern tourism is becoming more and more popular among people with medium and high incomes in different countries, including Russia, and the trend of its development is positive. The purpose of this study is to show the relevance of tourism development in the northern and Arctic territories, to identify current trends and the need of people for the development of such tourism. The Arctic is becoming an increasingly popular tourist destination. The increased interest in tourism in the Arctic has led to the creation of appropriate infrastructure and has had an impact on the region and the people who inhabit it. It has also impacted the cultural identity and traditional livelihoods of the region. In particular, the recent rapid growth of tourism and related activities will have a permanent impact on the environment and cultures of the Arctic. The article presents an analysis of modern research on this topic. The author’s research of ethnocultural tourism in the northern territories of the Karelian borderland is shown. Conclusions about the necessity of tourism development on the northern border territories and in the Arctic zones are made.

18. Impacts of Shocks to U.S. Macroeconomic Variables on the Regional Economy of Georgia.

This paper develops a way to analyze a regional economy and a large economy within a model. Using structural autoregression with block exogeneity and mutual independence assumptions as well as Cholesky factorization, we quantify the impacts of shocks to U.S. macroeconomic variables on the regional economy of Georgia. We found that the largest impact on Georgia's aggregate variables - consumer prices, real per capita personal income, and total employment - is the federal funds rate. For other shocks, Georgia's personal income is most affected by an increase in commodity prices, while Georgia's consumer prices are most affected by U.S. inflation. At the industry level, we found that the impact of real GDP is the largest and the impact of M2 is the smallest on output and employment in Georgia's industries, although the magnitude of the impact on employment is smaller and more short-lived than on output. 19. Population concentration in high-complexity regions within city during the heat wave.

This study investigates the impact of the 2018 summer heat wave on urban mobility in Seoul and the role of economic complexity in the region's resilience. Analysis of subway and mobile phone data reveals a significant decrease in the floating population during the extreme heat wave, underscoring the thermal vulnerability of urban areas. However, urban regions with higher complexity demonstrate resilience, attracting more visitors despite high temperatures. Our results suggest the centrality of economic complexity in urban resilience against climate-induced stressors. Additionally, high-complexity small business clusters appear to serve as focal points for sustaining urban vitality in the face of thermal shocks within the city. From a long-term perspective, our results imply that people might become more concentrated in highly complex regions in the era of global warming. [ABSTRACT FROM AUTHOR]

The ever-increasing negative impact of economic growth on the environment dictates the need to introduce business models of the circular economy based on the principles of industrial symbiosis. However, for the development of industrial symbiosis, it is necessary not only to understand its essence and possible benefits, but also to assess the readiness of a regional economy to implement symbiotic interactions. The purpose of the article is to develop tools for assessing the regional potential for industrial symbiosis. The research methodology is based on the concept of industrial symbiosis and Kleiner’s systems paradigm. The study applies index and matrix methods. The evidence is the data on the regions of the Southern Federal District for 2021–2022 taken from the Federal Service for Supervision of Natural Resources and the Federal State Statistics Service of the Russian Federation. The paper presents an original toolkit for assessing the regional potential for industrial symbiosis, which includes a system of indicators for evaluating its main components and a typology of regions according to the level of potential for industrial symbiosis. According to the findings, the Rostov and Astrakhan oblasts, as well as the Republic of Crimea hold the greatest potential for the development of symbiotic interactions. The study advances theoretical contributions in the field of circular economy in terms of understanding the factors and conditions necessary for the implementation of industrial symbiosis processes in a region. The practical significance of the work lies in the possibility of using its results to devise methodological approaches to the design of industrial symbiosis projects as an element of the regional socioeconomic development strategies.

The educational services sphere of Stavropol Krai occupies a significant place in the Russian economic sector development, as its main task is to meet the needs of the region, which is currently receiving special attention from the state, in qualified personnel. It is the end result of the functioning of the sphere that is a reliable foundation for human resources formation in this constituent entity. The role of education and human resources in the development of the regional economy of Stavropol Krai has been considered. The influence of the educational system on qualified specialists training necessary for sustainable development of the regional economy has been analyzed. The main trends and challenges related to education development in the region have been studied, and practical recommendations for optimizing educational programs and improving the quality of training offered. Particular attention has been paid to the issues of training highly qualified personnel and creating favorable conditions for their retention in the region. The influence of the human factor on educational services development in the region by means of SWOT-analysis has been considered. The purpose of the study is to develop institutional tools for the human factor development in the educational services sphere. The objective of the study is the identification of forms and issues of human factor development in the sphere. The research methodology is represented by institutional analysis and statistical method, SWOTanalysis is also applied. The results obtained can be used for forming and implementing a strategy for improving the education system in order to increase the region’s competitiveness.

Modern multipolar world subject to economic and financial crises requires the creation of a new model of interaction and cooperation. The goals and priorities for economic systems development at the level of states and regions have recently undergone major changes. Under the leadership of the President of the Russian Federation Vladimir Putin, the development plans of the constituent entities of the Russian Federation are constantly revised depending on the current situation in the regions. In the modern sphere of regional policy, the task of ensuring sustainable development of the economic systems of the territories is becoming more and more urgent. Public administration bodies and scientific and expert communities pay more attention to the issues of state regional policy and its constituent part such as regional economic policy, which should ensure the interrelation of regional priorities of the country with the concepts, long-term strategies, and medium-term programs of socio-economic development at the regional level. The formation of effective mechanisms for Russian economic policy implementation at various levels of government requires special attention. Insufficient clarity of state policy objectives in individual subjects makes it difficult to determine strategic development priorities and reduces the forecasts effectiveness. In this regard, the study of the regional socio-economic development processes in modern Russia is relevant both in theoretical and practical terms and necessitates the improvement of scientific support for the mechanisms of forming and implementing modern effective regional economic policy. It is necessary to work hard on its adaptation in order to form long-term programs of the country’s socio-economic development. The basic thesis of the study is that the regions are the center of forming effective economy in Russia at any stage of its development. The purpose of the study is to develop the theoretical foundations for forming regional economic policy of the constituent entities of the Russian Federation and to develop practical recommendations to improve the effectiveness of its implementation in modern conditions.

Objective: to provide a comparative assessment of the use of artificial intelligence technologies by organizations in the context of Russian regions and to identify determinants of their dynamics. Methods: descriptive statistics, histogram, grouping, principal component method, panel data models. Results: an absolute trend of recent years is to study and implement artificial intelligence technologies in many economic, industrial processes and social life. The article analyzes the trends in the application of artificial intelligence technologies in the Russian regions. The comparative analysis of regions by the level and growth rate of artificial intelligence technologiesuse by organizations showed that the regions were heterogenous by the dynamics of this indicator in 2020-2022. The regions were divided into four groups: above average and below average level in Russia. Econometric modeling based on the method of principal components gave grounds to unite the determinants of the use of artificial intelligence technologies into four components. Panel data fixed-effects models showed a significant impact of the component, characterizing the state of human capital, the level of economic development, and innovation activity of organizations in the region. Scientific novelty: for the first time an attempt was made to provide a comparative analysis of Russian regions by the level of artificial intelligence technologies use by organizations and to find the determinants of its change. Practical significance: the heterogeneity of regions in terms of the artificial intelligence technologies use by organizations was substantiated, as well as a great impact of the specific characteristics of regions, which should be taken into account when building a national policy of artificial intelligence development.

The global economic crisis of 2008–2013 led to the emergence of the concept of resilience, which focuses on the ability of socio-economic system store cover socially, economically, and environmentally after external impacts. The COVID-19 pandemic spurred scholarly interest in regional resilience as a new conceptual framework for the sustainability theory. This paper aims to examine the influence of the pandemic on the trends and geography of regional resilience studies. We analyzed data derived from Science Direct and used VOSviewer to perform clustering and bibliometric network analysis. The countries that suffered the most from the pandemic and showed the largest regional socioeconomic disparities have become new centers of knowledge on regional resilience. Moreover, the pandemic has led to a visible shift in the research focus. Thus, after 2020, more attention has been paid to the structural and topological characteristics of regions that enable them to reorganize their resources more effectively in times of crisis. This study investigates the potential of the resilient development concept as a framework for gaining insights into the factors supporting regional adaptability.

The study reveals the results of consideration of problematic issues reflecting the choice of scenario options for the sustainability of technological development of regional industrial complexes. The methodology of application of modular models under study provided an opportunity to identify the goal orientation and key aspects of the sustainability of technological development at the regional level. Among the specific features of the methodology under consideration, it is advisable to include: a set of parameters of technological development; substantiation of the essential features influencing the formation of a model of technological development of a regional industrial complex based on a scenario-modular approach. The considered features provide an opportunity to specify the fundamental principles of the classical theory of sustainable development in the context of insufficiently researched issues of the regional economy. In the process of methodological application of the methodology under consideration, a scenario-modular approach is justified, aimed at achieving the goals of sustainability of technological development and expressed in the formation of predictive scenarios of technological development based on local modules, various combinations of which allow synthesizing all possible scenarios. The advantages of the scenario-modular approach include: the achievability of standardization of technological development; identification of the integration nature of technological development; designing a predictive option for investing resources in technological development; substantiation of a scenario modular model. The given model makes it possible to: streamline the structure of products; systematize technological processes and management procedures.

The purpose is to identify the main risks, factors and problems in the economic sectors of the Republic of Tatarstan, which to one degree or another are capable of influencing the processes of forming the balanced economic growth and development of the region. Based on the analysis, the paper identifies common problems for the regions and formulates the main directions for improving the economic situation in the region, and also submits for consideration the authors’ model of interaction between enterprises, state and municipal entities in order to reduce the negative impact of previously identified threats and problems, which considers new global challenges, transformations and restructures in economic processes associated with the introduction of restrictive measures, political isolation, various economic sanctions, and with the unresolved internal problems in the field of the economic growth and development of the Republic of Tatarstan.

Introduction. In the new economic conditions caused by the sanctions pressure, the Russian economy needs new sources of growth. Economic specializations in Russian regions, which are understood as prospective sectoral priorities and types of economic activity, can act as a source of revitalizing economic dynamics revival. Geopolitical turbulence and the associated focus on the development of the domestic market have led to additional attention from researchers and experts to the study of the economic specializations of Russian subjects. The objective of this study is to substantiate the development of economic specializations in the regional economy, acting as a condition for its growth. Materials and Methods. Using the materials of the Vologda Region, the export-oriented region of the Northwest, the list of economic specialization, the development of which is promising from the point of view of long-term economic growth, was formulated. The main sources of information are Rosstat data and input-output tables for the Vologda Region. The economic specializations for the region are primarily based on studies that focus on identifying and developing economic specialization in Russian regions. The use of input-output modeling methodology has allowed to determine the impact on the regional economy of extending the value chain in the timber industry due to increased domestic demand for wood products. Results. Based on the analysis of the dynamics of industrial production in the Vologda Region, it was revealed that the Vologda Region is among the regions that have felt the impact of the sanctions. Вased on the approaches of the authors engaged in the search for promising economic specializations of the region, it is established that the timber industry and tourism can act as such. The results of the input-output modeling are shown that stimulating consumer demand for woodworking products has a significant impact on the growth of a region’s economy. This demand is driven by the needs of the tourism sector. The calculations were performed in determining the significance of promoting projects for the development of hotels utilizing CLT panel-based technologies in the region. Discussion and Conclusion. In the study, it was determined that stimulating demand for the production of deep processing of wood (houses from CLT panels) would have a significant impact on the growth of the regional economy, ensuring an increase in the production of goods and services, the wage fund and the number of employed. It was also shown that the development of proposed economic specializations in the Vologda Region is promising and allows for the concentration of added value within the region, which is particularly important for the development of the domestic market. For the regional authorities, the interest lies in the possibility of obtaining a quantitative assessment of the development of economic specializations on their territory, which can be used by them in the improvement of economic policy.

The rapid growth of creative industries in modern society necessitates the study of questions about their essence, specificity and functions. In this regard, it becomes relevant to analyze the development of educational services provided by creative entrepreneurs – residents of creative spaces. Today, hopes are placed on the creative industries for development and revitalization of economic activity in the cities and regions of the Russian Federation, and at the same time, the main resource of the economy rightfully becomes a person – active, creative, intellectual. Through the analysis of the social creative space of the region as a socially transformative activity, the article presents models of integration of the development of creative industries and the educational process of educational organizations. 30. The Influence of the Flow of Scientific and Technological Factors on the High-Quality Development of Regional Economy.

In the new stage of China's economic transformation from high-speed growth to high-quality development, scientific and technological factors have become the new driving force for the high-quality development of China's economy. Therefore, how the flow of scientific and technological factors affects the high-quality development of regional economy is worthy of in-depth discussion. Based on the panel data of 30 provinces (municipalities and districts) in China from 2006 to 2019, this paper calculates the high-quality economic development index by constructing a comprehensive index system, and empirically examines the direct effect, spatial effect and threshold effect of the flow of scientific and technological factors (including scientific and technological talent factors and scientific and technological capital factors) on high-quality regional economic development. The results show the following: (1) The flow of science and technology talents and science and technology capital is the main driving factor for the high-quality development of regional economy, and the flow of science and technology talents and science and technology capital can play a complementary role. (2) High-quality regional economic development in China presents a certain clustering phenomenon in geographical space. The flow of scientific and technological talent elements and scientific and technological capital elements can stimulate the improvement of high-quality economic development in surrounding areas through the spatial spillover effect of high-quality economic development. (3) Only when the flow of science and technology factors is matched with a higher degree of financial structure and industrial structure can the flow of science and technology factors more effectively promote the high-quality development of regional economy. (4) The higher the level of industrialization and economic development, the more obvious the impact of the flow of scientific and technological talent factors and scientific and technological capital factors on the high-quality economic development. Carbon emissions trading policy is an important tool to achieve carbon peaking and carbon neutrality goals. In order to explore the effectiveness of carbon emissions trading policy, this paper adopts the difference-in-differences model to analyze the effects of China's pilot policy on regional economic development and pollution reductions. The results show that carbon trading policy can significantly promote economic development and reduce total carbon emissions, industrial SO2 emissions and solid wastes production of pilot regions. Further research finds that there is significant regional difference in policy effectiveness, with the policy more effective in western areas. In addition to direct effects, carbon trading policy could exert an indirect effect on carbon emissions, air quality, industrial solid wastes and regional economic development by optimizing energy consumption structures and industrial structures and increasing technological investment. This result verifies the "Porter hypothesis". Beekeeping in Piauí is an activity that contributes to job and income opportunities mainly through honey extraction, but it faces barriers to productive diversification and regional deconcentration. In this sense, it is necessary to understand the structure of honey production in order to reveal potential alternatives for the economic expansion of the activity. Therefore, the research question is: what is the spatial economic structure of honey production in Piauí between 2000 and 2021? The hypothesis is that honey production in Piauí is structurally concentrated over time and economically rigid, without productive transformations capable of increasing diversification and deconcentration. As a basis for solving the problem, the objective is to evaluate the economic formation of beekeeping in Piauí and the spatial statistical distribution of municipal honey production between 2000 and 2021. From a methodological point of view, the literature on the determining factors of the historical process of economic formation of beekeeping in the mentioned federation unit was reviewed. As an instrument of structural analysis of honey production quantity from IBGE (2023a), descriptive statistics and Exploratory Spatial Data Analysis (ESDA) were used, according to Agresti and Finlay (2012) and Almeida (2012), respectively. Some of the results indicate that: honey production in Piauí is structurally concentrated over time in the Southeast mesoregion and in the Alto Médio Canindé microregion, where there are favorable environmental conditions; and economically, beekeeping is non-diversified and focused on honey production, without structural transformations for productive diversification and deconcentration. Agriculture and fisheries are critical sectors for national development, yet some researchers argue that these sectors are closely tied to clientelism and electoral practices, including vote buying. This study seeks to provide both theoretical and empirical evidence on whether clientelism and electoral politics can be considered political commodities, particularly within the context of farming and fishing communities. The study examines the relationship between clientelism, electoral outcomes, and regional economic conditions, especially regarding poverty and local economies. Utilizing a systematic literature review of 30 accredited and reputable international journals, the research finds that clientelism continues to be prevalent in both developed and developing countries, particularly in regions with significant economic and welfare disparities. The journal criteria are: a) Literature is only in the form of international journals; b) Reputable international journals indexed by Scopus; and indexed in international databases such as Copernicus and others; and c) Current scientific journals published between 2014-2024. These disparities create fertile ground for clientelist practices, as they are used strategically by political actors to win elections. Empirical evidence from regional elections suggests that while clientelism may influence electability, its connection to economic improvement and the effectiveness of welfare programs remains weak. To mitigate the ongoing influence of clientelism in electoral politics, this study recommends several practical interventions: the regeneration of political candidates (patrons) from political parties, aligning campaign promises with the actual needs of communities, innovating electoral socialization strategies, presenting trustworthy and competent political figures, and fostering collective awareness at the community level about the importance of informed voting and social movements in elections. Based on the panel data of the Yangtze River Economic Belt from 2012 to 2021, the evaluation system of agricultural economic resilience in the Yangtze River Economic Belt was established, using the methods of entropy value and obstacle degree model, this paper analyzes the influencing factors of agricultural economic toughness and clarifies its spatio-temporal difference. The results show that agricultural economic resilience is on the rise from 2012 to 2021, and the spatial clustering model of agricultural resilience is mainly “H-H” or “L-L”; risk resistance and reconstruction innovation capability are the main obstacles. In order to enhance the agricultural economic resilience in the Yangtze River Economic Belt, we should formulate the agricultural development strategy, strengthen the agricultural infrastructure construction and increase the government support. This study aims to provide a comprehensive bibliometric analysis covering the common areas between artificial intelligence (AI) applications and research focused on local or regional contexts. The analysis covers the period between the year 2002 and the year 2023, utilizing data sourced from the Web of Science database. Employing the Bibliometrix package within RStudio and VOSviewer software, the study identifies a significant increase in AI-related publications, with an annual growth rate of 22.67%. Notably, key journals such as Remote Sensing, PLOS ONE, and Sustainability rank among the top contributing sources. From the perspective of prominent contributing affiliations, institutions like Duy Tan University, Ton Duc Thang University, and the Chinese Academy of Sciences emerge as leading contributors, with Vietnam, Portugal, and China being the countries with the highest citation counts. Furthermore, a word cloud analysis is able to highlight the recurring keywords, including "model", "classification", "prediction", "logistic regression", "innovation", "performance", "random forest", "impact", "machine learning", "artificial intelligence", and "deep learning". The co-occurrence network analysis reveals five clusters, amongst them being "artificial neural network", "regional development", "climate change", "regional economy", "management", "technology", "risk", and "fuzzy inference system". Our findings support the fact that AI is increasingly employed to address complex regional challenges, such as resource management and urban planning. AI applications, including machine learning algorithms and neural networks, have become essential for optimizing processes and decision-making at the local level. The study concludes with the fact that while AI holds vast potential for transforming local and regional research, ongoing international collaboration and the development of adaptable AI models are essential for maximizing the benefits of these technologies. Horticulture, a beacon of resilience, is essential for bolstering the economic stability and competitiveness of regions. This article sets out to gauge the current state of horticulture in Transcarpathia and explore avenues for its fortification, drawing from the experiences of European countries. The study's methodology is rooted in scenario modelling, trend assessment, and forecasting of horticulture development, leveraging the comparative experiences of European countries. The research results underscore the efficacy of automated systems and storage infrastructure in horticulture, as observed in Transcarpathia, Finland, Belgium, Denmark, Sweden, and Germany. The findings reveal that agricultural technologies can boost the yield of fruit and berry crops by 20% through enhanced fertility of sown areas. Despite the significant setbacks inflicted by the ongoing war in Ukraine, the horticultural sector has shown remarkable resilience, a testament to its strength and adaptability. One of the critical consequences of the war was a 27% reduction in capital investment in Ukrainian agriculture - from UAH 68 billion in 2021 to UAH 49.6 billion in 2022. The war has led to the loss of controlled territories and the destruction of the infrastructure that supports the agricultural sector. The article proposes strategies to enhance horticultural practices, advocating for corporate sector involvement and government support for lending. The practical significance of the work lies in formulating recommendations for implementing effective horticultural methods adapted to local conditions. The global economic crisis of 2008-2013 led to the emergence of the concept of resilience, which focuses on the ability of socio-economic system store cover socially, economically, and environmentally after external impacts. The COVID-19 pandemic spurred scholarly interest in regional resilience as a new conceptual framework for the sustainability theory. This paper aims to examine the influence of the pandemic on the trends and geography of regional resilience studies. We analyzed data derived from Science Direct and used VOSviewer to perform clustering and bibliometric network analysis. The countries that suffered the most from the pandemic and showed the largest regional socioeconomic disparities have become new centers of knowledge on regional resilience. Moreover, the pandemic has led to a visible shift in the research focus. Thus, after 2020, more attention has been paid to the structural and topological characteristics of regions that enable them to reorganize their resources more effectively in times of crisis. The relevance of the study is due to the need to develop agent-based modeling (ABM), especially in the context of creating complex models covering several industries and regions. The key problems in this area include the low speed of model development and their insufficient connection with real-world processes. This work aims to address these problems related to the development of agent-based models (AB models) of spatial economics. Additionally, the study is aimed at systematizing the experience and knowledge of the author team in the field of ABM platforms. The goal of the research is to develop a conceptual framework for an open platform for agent-based modeling of spatial economics (OPABMSE). The work is comprehensive and is based on a systemic and structural approach and draws on, among others, the following areas of scientific literature: issues of development of digital and software platforms, application of ABM in decision support and decision-making systems, digital and spatial economics, application of agent-based multiregional input-output models for analyzing the Russian economy. The paper introduces a new definition of OPABMSE as an instrumental and infrastructural digital platform with an open architecture based on software for developing AB models. The platform is designed for joint work of a large community of researchers on large AB models of the Russian economy and the provision of ABM services. A conceptual framework for OPABMSE is proposed, which takes into account the external environment, information infrastructure, and users from industry, economic science and education, as well as government bodies. The main structural elements of the platform are described. The use of OPABMSE is very promising due to its potential in solving a wide range of scientific and applied problems. This platform can be used as part of a decision support and decision-making system in economy. OPABMSE will help government bodies and industry representatives analyze the possible consequences of making certain decisions. Economic science and education will be able to use OPABMSE to solve various problems in the field of spatial economics. This platform can become a useful tool for research work when writing graduate qualification papers in economic specialties. The proposed conceptual framework for OPABMSE has the potential for further practical implementation.

The purpose of the work is to assess the role of digital technologies as a strategic factor in regional development from the point of view of the theory of strategy and strategizing methodology of academician V. L. Kvint. The problems of formation, development and measurement of processes associated with the digital economy are described. The analysis is based on the concept of three levels of development of the digital economy and digital inequality of regions. Analysis of static data for the regions of the Russian Federation on indicators characterizing the level of Internet accessibility and use of digital technologies, the results of calculations using various multifactor methods allowed the authors to substantiate the need to create a comprehensive methodology for assessing the level of penetration of digital technologies into the regional economy for strategizing purposes. Understanding the mechanisms for the transition of the availability of digital technologies into economic indicators of regional growth will make it possible to use the opportunities of digitalization to ensure competitiveness at the regional, national, and global level. It is necessary to form a holistic view of the region as a subject of strategizing economic development, which will correspond to the basic principles of creating and developing the digital economy.

Introduction. The object of the research conducted by the authors is the tourism industry of the Angara-Yenisei macroregion, as a driver of socio-economic development. The development of domestic Russian tourism is extremely relevant and necessary in modern political and economic conditions. Goal. Research and analysis of the tourism services market and its impact on the macroregion. The study examines such indicators for assessing the functioning of the tourism industry as the number of employees involved in the industry, the number of tourists, income from services provided, etc. Materials and methods. This study was carried out using an empirical and theoretical analysis of the Angara-Yenisei macroregion tourism market, as well as the construction of a comparative table through a SWOT analysis. Results and discussion. Based on the conducted modern analysis of the state of the problem, the trends in the development of the tourism industry of the Angara-Yenisei macroregion as a tool with a multiplicative effect for the socio-economic development of the macroregion are determined. Conclusion. This study allowed us to form a general idea of the state of the Angara-Yenisei macroregion tourism industry and identify the tools and mechanisms for its development.

The creation of industrial clusters is a crucial factor in the economic development of a region, enhancing competitiveness, innovation, and economic sustainability. Universities play a pivotal role in the formation and growth of these clusters by providing scientific and technical support and training. The entrepreneurial activities of universities, such as creating startups, conducting applied research and development, and forming strong ties with business and industry, facilitate the transfer of technology and innovation to the real economy. The research methodology is based on a comprehensive analysis of the strategic development priorities of regional universities. It examines the factors that influence effective interactions between universities and regional mining enterprises, as well as strategies that promote the entrepreneurial activities of educational institutions within the context of building and supporting industrial clusters. The methods employed include econometric analysis, surveys, and interviews with representatives from universities and industry, as well as comparative analysis of successful models for creating industrial clusters. The research revealed that the involvement of regional universities in industrial clusters accelerates the implementation of scientific developments and enhances resource efficiency. Successful collaboration models and critical factors for university entrepreneurial activity were identified, along with barriers and recommendations for overcoming them. The study's results can be utilized to develop strategies and government support measures aimed at fostering an innovative economy and increasing regional competitiveness.

An important target of the UN Sustainable Development Goals (SDGs) is the efficient use of the planet’s resources. In this study, the authors show a strong exponential relationship between the economic complexity index and the efficiency of resource use in a country. The economic complexity index is a characterization of the productive capacity of large economies. This index measures the level of knowledge accumulated by a society that enables production. Assessing the level of a country’s index also makes it possible to predict future trends in the region’s economy. The model of economic sophistication index proposed by the authors includes the service economy, retail trade and manufacturing. Thus, in the paper, the authors identify how the economic complexity index affects the product level by defining the product space for each country and identifying the main products that contribute to a high product complexity index and prospective scalability, indicating the potential to produce better products in the future. Policies focused on increasing economic complexity and investing in staple products appear to be a priority for achieving sustainable development.

The purpose of the study is to justify the use of the invariance property of the index method to study the change in the structure of tax revenues of Russian regions in the period from 2017 to 2021. The object of the study is eighty-five regions of the Russian Federation, and the subject is their financial and economic activities. Data from Rosstat and the Russian Federation’s FTS were used for the analysis. To date, the index method is actively used in the conduct of economic analysis at the macro- and meso-levels. The novelty of the study is that only the authors of the article on the basis of indices monitor the state of activity of the regions of the country, based on their tax revenues. The quantitative analysis is implemented using the statistical processing and data visualization functions of the R programming language. The intersubjective comparison was done to identify areas that require financial and economic transformation to improve the activities of the country’s regions. The comparison is made not only for one time, but also in dynamics. The results of the statistical analysis showed that the proposed tax income effectiveness index is an invariant indicator, independent of time and changes in the amount of tax income. It follows from the stationarity of the considered feature that the index values for 2017–2021 can be combined into a single homogeneous statistical aggregate. It was concluded that the index of effectiveness could be used as a grouping feature for the classification of Federation entities. The methodology developed can allow to intensify the socio-economic growth of the regions, indicating points requiring changes. In this regard, the results of the analysis can be useful to: the Ministry of Finance of the Russian Federation and the Federal Tax Service of the Russian Federation for the development of financial and tax policy; the Ministry of Economic Development and administrations of the subjects of the Russian Federation, indicating the economic zones of regions that need to be improved; to representatives of the business community when conducting economic analysis of regions.

46. Regional economic assessment of a novel place-based model for sustainable food systems

Several actions from both the environmental and human viewpoints have already been made to meet the sustainability goals targeted at food systems. Still, new place-based ideas to improve sustainability are needed. Agroecological symbiosis (AES), a novel food system model, is an example of a suggested system-level change to attain sustainability targets; it is a symbiosis of food production and processing using renewable energy that uses its own feedstock. AES has already been found advantageous from the ecological and biophysical viewpoints, but a regional economic evaluation of the model is still lacking. Thus, the aim of our paper is to assess the regional economic impact of a possible systemic change in the food system using the network of agroecological symbiosis (NAES) as an example. We applied scenarios representing different ways of moving towards envisioned NAES models in Mäntsälä, Finland, and a computable general equilibrium model to evaluate the regional economic impact. According to our results, both regional economy and employment would increase, and the regional production base would diversify with NAES implementation applied to the region, but the extent of the benefits varies between scenarios. The scenario that includes change in both public and private food demand, production of bioenergy and utilization of by-products would cause the largest impacts. However, realizing NAES requires investments that may influence the actual implementation of such models. Nonetheless, a change towards NAES can promote an economically and spatially just transition to sustainability, as NAES seems to be economically most beneficial for rural areas.

Introduction. The article studies patent activity in the regions of Russia. The relevance of the research in this area is determined by the importance of the innovation component in economic growth, as well as by the established targets in the Concept of Technological Development of the Russian Federation for the period up to 2030. The aim of the study is to identify possible types and directions of patent policy for different groups of Russian regions on the basis of patent activity factors. Materials and Methods. The empirical material for the analysis includes data from the World Intellectual Property Organization (WIPO) and the Federal State Statistics Service (FSSS) for 2012‒2021. We use linear regression to identify the key factors affecting the patent activity of the regions. The method of hierarchical clustering allowed us to identify groups of regions according to their patent activity. Results. The linear regression showed the statistically significant dependence of regional patent activity on I-activity level of organizations, the number of active fixed broadband Internet subscribers per 100 population and the average of internal costs for research and development per 1 organization in the region. The hierarchical clustering distinguished 5 clusters of regions: “The Leader”, “Innovation centers”, “Regions of high manufacturability”, “Old R&D regions” and “Regions-outsiders”. The authors also formulate definitions of the regional patent policy and the national patent policy and present typologies of state patent policy. Discussions and Conclusions. Based on empirical and theoretical analysis, recommendations on further directions for the development of active patent policies were given to groups of regions. The results of the study can be applied in the development and implementation of scientific and technological regional development strategies, and will also be useful to specialists and government officials involved in regulating patent activity in the regions.

In the context of interregional socio-economic differentiation and the need for assigning limited financial resources, the most important issue for public administration and private investors is a competent choice of growth points in the regional economy. The article is devoted to the analysis of methodological approaches used for growth points formation of the regional economy. The aim of the article is to aggregate and systematize the available methods for identifying points (poles, centers) of regional economic growth. The author defines the mathematical and statistical methods group and the expert assessment methods group for determining growth points. Within the first group, the author considers examples of growth points searching based on the use of cluster analysis, spatial analysis, analysis of structural shifts in the economy, cyclical analysis (Kitchin waves), descriptive and comparative analysis. The possibility of use the economic, mathematical and econometric modeling is the main advantage of these methods group. Within the second group, the author identifies resource, criteria, innovation, spatial, cognitive (foresight) and directive approaches. The relative simplicity, practical orientation and the possibility of a creative approach in the search for growth points is the main advantage of these methods. The insufficient correlation of the growth points forming process with an increase of the life quality of the population is the common disadvantage of the both methods groups. According to the author, the optimal solution is a combination of mathematical and statistical methods and the expert assessment methods. The scientific novelty of the research lies in the aggregation of existing methods for growth points searching in the regional economy and the systematization of the tools used by researchers. The practical significance of the article lies in the fact that knowledge of approaches and tools aimed at identifying growth points provides state and municipal authorities with opportunities to structural transformation, increase the investment flows into the region, improve the life quality of its population, strengthen and develop interregional economic ties, etc. The following methods are used for the study: content analysis, comparative analysis and a systematic approach.

The aim of this research is to see how the localization strategy for street vendors in Pamekasan district can improve the regional economy. This is not without reason because street vendors are a form of business in the informal sector whose existence has a significant impact on the regional economy and there are efforts from the regional government itself to encourage the informal sector by achieving quite large numbers during its term of office so that this to be sustainable and synergistic. This is certainly not easy considering that there are still many problems that need to be resolved so as to provide mutually beneficial joint solutions. This research is felt urgent to be implemented considering that there is still a lot of "homework" that must be completed. The research object is the street vendor association in Pamekasan district. Qualitative descriptive method used in this research. The sampling technique for street vendors in each community uses techniques purposive sampling. The results of research regarding the localization strategy carried out by the Pamekasan district government were that a special area for street vendors (zoning model) was formed which was spread across several points including: 1. The "Sae Salera" area; 2. The "Sae Rassah" area and 3. The "Food Colony" area. It is hoped that these three areas will become one of the solutions and part of the strategy carried out by the Pamekasan district regional government.

The relevance of analysing the digital maturity of regions is due to the country’s desire for transformation in accordance with the concept of the digital economy. The article presents an approach that allows to assess and compare the levels of the digital maturity of various Russian constituent entities. The assessment process uses many indicators, including both infrastructural aspects (availability and quality of the Internet, the development level of telecommunications) and social ones (the degree of population’s digital skills, integration of digital technologies into the educational process and business). The assessment methodology is based on the collection and analysis of statistical data, on surveys of experts and the population as well as on the study of best digitalisation practices at the regional level. The article describes the selection criteria used to classify and rank regions according to their level of the digital maturity. An important part of the research is the analysis of problems that regions face on the way to the digital maturity. The article discusses barriers such as insufficient funding, lack of qualified personnel, underdeveloped infrastructure and low level of digital literacy of the population. Based on this analysis, recommendations are formed to accelerate the process of digitalisation of regions and increase their the digital maturity. The study results offer practical solutions and ways to optimise regional policies that contribute to the improvement of life quality in the regions and ensure the transition to the innovative economic model.
