Energy renovation of buildings in the European Union would lead to considerable energy savings and a 26% reduction in energy consumption. Despite this and the programmes implemented to promote it in the residential environment in Europe and the United States, the barriers that homes, contractors, and finance companies face to undertake these processes have slowed down the results. The emergence of one-stop-shops (OSSs), promoted by European directives, as integrated management entities to promote the energy renovation of dwellings seems to be a central element in the development of future strategies. This paper looks at experiences of implementing OSSs in Europe, tries to identify the main factors of success, and proposes lines of action to strengthen OSS operation in the long term. To achieve this, documents, regulations, and data on the context were studied, and active cases of OSSs were analysed. Experiences of OSSs that are no longer operating were identified to determine why they had closed down. The results suggested that a lack of structural funding is one reason why activities terminated and that the most successful cases applied an ‘all inclusive’ model and supported families in the entire process. This work is carried out within the framework of the project Beyond the EPC Requirements, potential and risks of energy efficient mortgages in the promotion of efficient homes, EnerValor2, funded by the Spanish Ministry of Science, Innovation and Universities (ref. PID2019-104561RB-I00).

[ES] La Unión Europea se ha fijado como objetivo en su marco estratégico a largo plazo establecer un sistema energético sostenible, competitivo, seguro y descarbonizado para 2050. Busca alcanzar una economía próspera, competitiva y neutra desde el punto de vista del clima. En Europa, el parque inmobiliario es el responsable del 36% de las emisiones de gases de CO2 y casi el 50% del consumo de energía final se destina a calefacción y refrigeración, del cual, el 80% es consumido en edificios. Esto significa que la renovación del parque inmobiliario, mejorando su eficiencia energética y descarbonizándolo, juega un papel fundamental para alcanzar los objetivos marcados en las principales agendas internacionales. Para transformar el parque existente hace falta definir estrategias de intervención eficientes con medidas específicas, cuantificables que atiendan de forma individualizada a la singularidad de cada tipología de edificio, según su uso y actividad. La presente investigación se centra en estudiar energéticamente los edificios escolares públicos de Valencia a través de la metodología del coste óptimo contemplada en el reglamente delegado de la directiva europea de eficiencia energética. Se propone un sistema de clasificación de los colegios por tipos, se definen una serie de medidas de mejora de la envolvente térmica para los edificios representativos del conjunto y se analizan energéticamente. Con los resultados obtenidos sobre el consumo energético y los costes globales de los edificios para un periodo de 30 años, se determina el conjunto de medidas de intervención más eficiente para cada tipo de edificio. With this, it seeks to achieve a prosperous, thriving and climate-neutral economy. In Europe, the building stock is responsible for causing 36% of CO2 gas emissions, and almost 50% of final energy consumption is used for heating and cooling, of which 80% is used in buildings. This means that a renovation of the building stock, by enhancing energy efficiency and decarbonising buildings, plays a vital role to reach objectives set by key international agendas. In order to transform the existing building stock, it is essential to identify efficient action strategies through specific, quantifiable measures according to the uniqueness of each building type, based on different usages and function. This research is focused on looking into public school buildings in Valencia energetically through a cost-optimal methodology, which is part of the delegated regulation within the European Directive on Energy Efficiency. A system for classifying school buidings according to typology is proposed, a series of measures to enhance thermal envelopes are identified for representative buildings of the whole, and they are energetically analysed. With the results obtained concerning energy consumption in buildings and 30-year global cost, a highly efficient set of measures to take for each building type is established. All in all, those improvement actions with a lower economic cost and the subsequent greater reduction in primary energy consumption are identified.

The economic effect of buildings’ renovation largely depends on implementation of energy saving methods and devices. A very high economic effect is achieved by wall insulation. In this respect, it is even higher than the replacement of windows. The alternative solutions of wall insulation of buildings differ in the materials used, labour expenditure and other aspects. The cost of renovation depends on the solutions made. The criteria describing the available wall insulation alternatives may have different values. Moreover, they may change in different directions, i.e. a higher value of some criteria denotes a better state, while for others they mean a worse situation. In this environment, a compromise variant is required, which can be found by multicriteria evaluation methods. To reduce the effect of various methods on calculation results, it can be recommended to assess the object (or phenomenon) considered by several different methods, with a subsequent determination of the average estimate value. In this way, the disadvantages of some particular multicriteria evaluation methods could be compensated by the advantages of others. The integration of methods will be correct if there is a correlation between the values obtained by different methods. Santrauka Ekonominis pastatų renovacijos efektyvumas priklauso nuo energiją taupančių priemonių įgyvendinimo. Pastatų sienų šiltinimas yra viena iš geriausių priemonių ir net efektyvesnis energijos taupymo požiūriu negu langų keitimas. Pastatų sienų šiltinimo variantai skiriasi vienas nuo kito pagal medžiagas, darbo sąnaudas ir pan. Nuo to priklauso renovacijos kaina. Kriterijai, atspindintys skirtingus sienų šiltinimo variantus, gali turėti įvairių reikšmių. Gali skirtis jų kitimo kryptys, t. y. vienų kriterijų reikšmių didėjimas padėtį gerina, kitų – blogina. Kompromisiniam variantui pasirinkti padeda daugiakriterio vertinimo metodai (MCDA). Norint mažinti metodų specifikos įtaką skaičiavimų rezultatams, tą patį nagrinėjamą reiškinį tikslinga vertinti keliais būdais, paskui nustatyti šio vertinimo vidurkį. Tokiu atveju vienų daugiakriterio vertinimo būdų trūkumus kompensuoja kitų būdų privalumai. Metodų susiejimas bus korektiškas, jeigu reikšmės, gautos naudojant įvairius būdus, tarpusavyje koreliuoja. Energy consumption analysis in an operating biomass boiler room and renovated heat production at the Kacergine children's sanatorium is presented. The efficiency of the biomass boiler room and energy production costs were determined. Depending on the outside ambient temperature, heat behavior in various buildings of the sanatorium was estimated. The structural elements of a building construction were investigated and their actual state was evaluated. Heat losses, infiltration level and the variation of inside temperature in various buildings were estimated. Recommendations for the renovation of buildings and primary measures have been prepared. Šiame magistro darbe nagrinėjama kaip daugiabučių gyvenamų namų atnaujinimo programa yra įgivedinama Mažeikių rajono savivaldybėje. Mažeikiai yra vienas iš aktyviausiai daugiabučių gyvenamų namų atnaujinimo programoje dalyvaujančių šalies miestų. Antrame naujosios programos etape Mažeikių rajono savivaldybė ir jos daugiabučių gyvenamų namų gyventojai buvo dar aktyvesni. Mažeikiuose buvo parengti 82 investiciniai planai tų namų gyventojams, kurie pareiškė norą renovuotis savo daugiabučius. Vis dėlto dabar norinčių skaičius tirpsta. Mieste, kuriame renovuota ar baigiama renovuoti šeštadalis visų daugiabučių, renovacijos banga slūgsta. Vykdant trečiąjį šios programos etapą, naujuoju kvietimu siūloma renovuoti tik tris daugiabučius, nes mažėja Europos Sąjungos skiriama parama., In this work we consider the program to update the apartment blocks which is carried out in Mazeikiai district government. Mazeikiai is one of the most active cities in the country that are involved in the program to update the apartment buildings. In the second stage on the housing renovation program Mazeikiai district municipality and its residents were more active. 82 investment plans for the residents of homes that have expressed a desire to participate in the program of housing renewal have been prepared in Mazeikiai. However, at present the number of those wishing to participate in the program is reduced. The city, which has been reconstructed or is being completed the update, the sixth part of the total multi-family housing, renovation wave went to the decrease. Fulfilling the third stage of the program, it is proposed to upgrade only three apartment buildings, due to the reduction of assistance from the European Union funds.

The economic effect of buildings’ renovation largely depends on implementation of energy saving methods and devices. A very high economic effect is achieved by wall insulation. In this respect, it is even higher than the replacement of windows. The alternative solutions of wall insulation of buildings differ in the materials used, labour expenditure and other aspects. The cost of renovation depends on the solutions made. The criteria describing the available wall insulation alternatives may have different values. Moreover, they may change in different directions, i.e. a higher value of some criteria denotes a better state, while for others they mean a worse situation. In this environment, a compromise variant is required, which can be found by multicriteria evaluation methods. To reduce the effect of various methods on calculation results, it can be recommended to assess the object (or phenomenon) considered by several different methods, with a subsequent determination of the average estimate value. In this way, the disadvantages of some particular multicriteria evaluation methods could be compensated by the advantages of others. The integration of methods will be correct if there is a correlation between the values obtained by different methods. Santrauka Ekonominis pastatų renovacijos efektyvumas priklauso nuo energiją taupančių priemonių įgyvendinimo. Pastatų sienų šiltinimas yra viena iš geriausių priemonių ir net efektyvesnis energijos taupymo požiūriu negu langų keitimas. Pastatų sienų šiltinimo variantai skiriasi vienas nuo kito pagal medžiagas, darbo sąnaudas ir pan. Nuo to priklauso renovacijos kaina. Kriterijai, atspindintys skirtingus sienų šiltinimo variantus, gali turėti įvairių reikšmių. Gali skirtis jų kitimo kryptys, t. y. vienų kriterijų reikšmių didėjimas padėtį gerina, kitų – blogina. Kompromisiniam variantui pasirinkti padeda daugiakriterio vertinimo metodai (MCDA). Norint mažinti metodų specifikos įtaką skaičiavimų rezultatams, tą patį nagrinėjamą reiškinį tikslinga vertinti keliais būdais, paskui nustatyti šio vertinimo vidurkį. Tokiu atveju vienų daugiakriterio vertinimo būdų trūkumus kompensuoja kitų būdų privalumai. Metodų susiejimas bus korektiškas, jeigu reikšmės, gautos naudojant įvairius būdus, tarpusavyje koreliuoja.
