Tässä raportissa esitetään tutkimushankkeen ”Laaja-alaisen aurinkosähkön yleistymisen huomioivat sähköverkon mitoitusperiaatteet" tuloksia. Tutkimushankkeessa selvitettiin miten nykyiset aurinkosähkön huomioivat sähköverkon mitoitusperiaatteet soveltuvat sekä yksittäisten suurten että laajasti yleistyvien kotitalouskokoluokan aurinkosähköjärjestelmien liittämiseen, ja miten mitoitusperiaatteita tulisi kehittää. Tämän lisäksi tutkimuksessa selvitettiin joustavien ratkaisuiden, kuten aurinkosähköinverttereiden loistehon säädön, vaikuttavuutta verkon kapasiteetin riittävyyteen aurinkosähköjärjestelmien yleistyessä. Tutkimuksessa havaittiin, että nykyisessä nopeiden jännitemuutosten yhtälöön perustuvassa voimalaitoksen vaikutusten mitoitustavassa on päivitystarpeita liittyen aurinkosähkötuotannon ominaispiirteet huomioivaan parametrisointiin. Toisin sanoen, nykyiset parametrisoinnit voivat johtaa tarpeettomiin sähköverkoston vahvistusinvestointeihin tai vaihtoehtoisesti asiakkaiden aurinkosähköjärjestelmien mitoituksen rajoittamiseen tarpeettoman pieniksi. Aurinkosähkön laaja-alaisen yleistymisen huomioinnissa tulee tarkastella myös jännitetason nousua sähköverkossa. Tutkimuksessa havaittiin, että aurinkosähköinvertterien hyödyntämisellä loistehon säätöön voidaan hillitä jännitteen nousun ongelmia. Simulaatioiden perusteella havaittiin myös, että maltillinen aurinkosähkön yleistyminen vähentää sähköverkossa muodostuvia häviöitä. Loistehon säädön käyttämisen havaittiin lisäävän hieman häviöitä ja aiheuttavan jakelumuuntajien ylikuormittumisriskin kasvua, mutta simulaatioiden perusteella näiden merkitys on vähäinen, jollei hyvin suurella osalla asiakkaista ole aurinkosähköjärjestelmää. The paper summarizes the qualitative analysis of stakeholder interactions and coordination concepts in respect to four major congestion management solutions of distribution system operators. Benefits and drawbacks of congestion management solutions and interactions are analysed from holistic system perspective and concluded to understand the overall state-of-the-art and development needs. The key result of the analysis is that the winning approach for DSO CM includes all four CM solutions, and the next step is to incorporate technical active network management as novel operation tools for congestion management.

Suomen energiajärjestelmä on suuren muutoksen edessä. Tähän johtaa niin Pariisin ilmastosopimus, kuin yleisesti uusiutuvan energian alenevat tuotantokustannukset. Jokaisen sektorin, niin teollisuus-, liikenne-, kuin energiasektorin, täytyy tehdä merkittäviä muutoksia, jotta hiilineutraaliustavoitteet täyttyisivät. Yksi yhteinen keino eri sektoreilla on perinteisten polttoprosessien korvaaminen sähköllä, joko suoraan tai epäsuorasti, esimerkiksi synteettisten polttoaineiden ja vedyn avulla. Tästä muutoksesta käytetään nimitystä sähköistäminen. Sähköistäminen johtaa väistämättä hyvin runsaaseen kasvavaan sähkönkulutukseen. Tulevaisuudessa tämä kasvava sähkönkulutus on tarkoitus kattaa uusiutuvalla, hiilineutraalilla tuotannolla. Suomessa tämä tarkoittaa pääasiallisesti tuulivoimaa, joka on jo nyt yksi edullisimmista tuotantomuodoista. Lisäksi hajautetut energiaresurssit ovat yleistymässä, kuten aurinkovoimalat ja sähköautot. Näillä hajautetuilla energiaresursseilla on vaikutus niin koko Suomen energiajärjestelmään, kuin myös paikallisiin jakeluverkkoihin. Kokonaisuudessa tästä koko maata koskevasta muutoksesta voidaan käyttää nimitystä energiamurros. Vaihteleva uusiutuva sähköntuotanto tuo uuden haasteen mukanaan. Uuden tuotannon ollessa heikosti ohjattavaa, täytyy energiajärjestelmästä löytää uusia keinoja tasapainottaa tuotanto ja kulutus. Näitä keinoja on muun muassa kysyntäjousto, sähkö- ja lämpövarastot, sekä uudet synteettiset polttoaineet. Näistä keinoista tasapainottaa tuotantoa ja kulutusta voidaan käyttää nimitystä joustoresurssit. Hajautettujen energiaresurssien yleistyessä, joissain tapauksissa jakeluverkoissa voi syntyä huipputehon takia mahdollisia ongelmia, muun muassa siirtokapasiteetin kanssa. Tällaisissa tilanteissa vaaditaan paikallisia joustoresursseja, kuten kysyntäjoustoa. Tässä raportissa käsitellään energiamurrosta yleisesti, sekä käydään läpi miten eri sektoreilla tämä muutos tulee näkymään. Erityisesti tämä raportti keskittyy joustoresursseihin ja niiden tarpeeseen ja saatavuuteen. Joustoresurssien tarvetta tulevaisuuden Suomessa on analysoitu kahden vuoden 2035 hiilineutraalin energiaskenaarion avulla. Etenkin voimakkaasti kasvava tuulienergian tuotanto johtaa haasteisiin pidempien tuotantovajeiden hetkinä, mitkä saattavat olla kestoltaan jopa yli 5 vuorokautta. Joustoresurssien saatavuutta on analysoitu energiajärjestelmässä niin jakelu-, kuin kantaverkon tasolla, teknisestä ja taloudellisesta näkökulmasta. Publishers version

This study proposes a robust and completely independent coordinated voltage control (CVC) method for low-voltage (LV) networks as a solution for the overvoltage problem created by distributed generation. The CVC coordinates an operation of an on-load tap changer transformer at a secondary substation and a redox flow battery energy storage at a customer supply point in an LV network based on real-time measurements of the LV grid. The novelty of this CVC is that control decisions are based on relatively simple deterministic logic, which is fast to execute, does not require a detailed grid model, and provides always a solution, has minimal need of information exchange between components of the control system, and it may operate independently without supervision of control centre or information exchange between CVC solution and IT systems of the control centre. This study presents the developed CVC method and explains the practical aspects of implementation for robust and independent solution. The CVC was developed, implemented and tested at the smart grid laboratory of the TU Dortmund University as a part of a master thesis. The most relevant outcome of this master thesis is presented in this study.

Energy systems are in a major process of transition from both technology and business perspective. The amount of distributed generation is increasing, load profiles are changing and new types of controllable and uncontrollable resources are being connected to the system (e.g. storage units, electric vehicles). In general, these resources are called distributed energy resources (DERs). The role of microgrids, energy communities and aggregators (virtual power plants) is being particularly emphasized in the electrical system because they create an opportunity for new kind of flexibility provided by DERs, but also introduce new challenges to energy system management. Business potential of intelligent energy solutions is enormous but there are still major barriers that block most of the novel business opportunities in the present energy system. One of the most significant technical barrier is the lack of widely accepted interoperable information exchange solution (data model and interfaces) that is easily accessible and fulfills business needs by all parties dealing with the energy system.HEILA project aims to define, implement and demonstrate an integrated business platform of DERs for information exchange between energy market participants. The first implementation of such a platform will be realized during the project to integrate smart grid demonstrations in Finland to develop, test, pilot and finally also commercialize new smart energy system functionalities consisting of interactions and impacts of multiple participants. Development of such a system begins as a national smart grid demonstration platform in Finland but will be designed to support Europe wide deployment of the system.

In an electrical distribution network, Logic Selectivity significantly reduces both the number and duration of outages. Generic Object-Oriented Substation Events (GOOSE) have a key role in the decision-making process of substation protection devices using GOOSE-based Logic Selectivity. GOOSE messages are exchanged between remote protection devices over the communication network. Secured communication with low latency and high reliability is therefore required in order to ensure reliable operation as well as meeting real-time requirement of the Logic Selectivity application. There is thus a need to evaluate feasibility of the selected communication network technology for Logic Selectivity use cases. This paper analyzes reliability of cellular 4G/LTE Internet for GOOSE communication in a Logic Selectivity application. For this purpose, experimental lab set-ups are introduced for different configurations: ordinary GOOSE communication, secured GOOSE communication by IPsec in Transport mode, and redundant GOOSE communication using the IEC 62439-3 Parallel Redundancy Protocol. In each configuration, the GOOSE retransmissions are recorded for a period of three days and the average GOOSE transmission time is measured. Furthermore, the measured data is classified into histograms and a probability value for communication reliability, based on the transmission time, is calculated. The statistical analysis shows that 4G Internet satisfies the real-time and reliability requirements for secure and highly available GOOSE-based Logic Selectivity. publishedVersion
