We used New Horizons LORRI images to measure the optical-band ($0.4\lesssim\lambda\lesssim0.9{\rm\mu m}$) sky brightness within a high galactic-latitude field selected to have reduced diffuse scattered light from the Milky Way galaxy (DGL), as inferred from the IRIS all-sky $100~\mu$m map. We also selected the field to significantly reduce the scattered light from bright stars (SSL) outside the LORRI field. Suppression of DGL and SSL reduced the large uncertainties in the background flux levels present in our earlier New Horizons COB results. The raw total sky level, measured when New Horizons was 51.3 AU from the Sun, is $24.22\pm0.80{\rm ~nW ~m^{-2} ~sr^{-1}}.$ Isolating the COB contribution to the raw total required subtracting scattered light from bright stars and galaxies, faint stars below the photometric detection-limit within the field, and the hydrogen plus ionized-helium two-photon continua. This yielded a highly significant detection of the COB at ${\rm 16.37\pm 1.47 ~nW ~m^{-2} ~sr^{-1}}$ at the LORRI pivot wavelength of 0.608 $\mu$m. This result is in strong tension with the hypothesis that the COB only comprises the integrated light of external galaxies (IGL) presently known from deep HST counts. Subtraction of the estimated IGL flux from the total COB level leaves a flux component of unknown origin at ${\rm 8.06\pm1.92 ~nW ~m^{-2} ~sr^{-1}}.$ Its amplitude is equal to the IGL., Comment: Accepted for publication in the Astrophysical Journal Letters

We used existing data from the New Horizons LORRI camera to measure the optical-band ($0.4\lesssim\lambda\lesssim0.9{\rm\mu m}$) sky brightness within seven high galactic latitude fields. The average raw level measured while New Horizons was 42 to 45 AU from the Sun is $33.2\pm0.5{\rm ~nW ~m^{-2} ~sr^{-1}}.$ This is $\sim10\times$ darker than the darkest sky accessible to the {\it Hubble Space Telescope}, highlighting the utility of New Horizons for detecting the cosmic optical background (COB). Isolating the COB contribution to the raw total requires subtracting scattered light from bright stars and galaxies, faint stars below the photometric detection-limit within the fields, and diffuse Milky Way light scattered by infrared cirrus. We remove newly identified residual zodiacal light from the IRIS $100\mu$m all sky maps to generate two different estimates for the diffuse galactic light (DGL). Using these yields a highly significant detection of the COB in the range ${\rm 15.9\pm 4.2\ (1.8~stat., 3.7~sys.) ~nW ~m^{-2} ~sr^{-1}}$ to ${\rm 18.7\pm 3.8\ (1.8~stat., 3.3 ~sys.)~ nW ~m^{-2} ~sr^{-1}}$ at the LORRI pivot wavelength of 0.608 $\mu$m. Subtraction of the integrated light of galaxies (IGL) fainter than the photometric detection-limit from the total COB level leaves a diffuse flux component of unknown origin in the range ${\rm 8.8\pm4.9\ (1.8 ~stat., 4.5 ~sys.) ~nW ~m^{-2} ~sr^{-1}}$ to ${\rm 11.9\pm4.6\ (1.8 ~stat., 4.2 ~sys.) ~nW ~m^{-2} ~sr^{-1}}$. Explaining it with undetected galaxies requires the galaxy-count faint-end slope to steepen markedly at $V>24$ or that existing surveys are missing half the galaxies with $V< 30.$, Comment: 32 pages, 20 figures. NASA's New Horizons spacecraft has revealed the complex geology of Pluto and Charon. Pluto's encounter hemisphere shows ongoing surface geological activity centered on a vast basin containing a thick layer of volatile ices that appears to be involved in convection and advection, with a crater retention age no greater than $\approx$10 Ma. Surrounding terrains show active glacial flow, apparent transport and rotation of large buoyant water-ice crustal blocks, and pitting, likely by sublimation erosion and/or collapse. More enigmatic features include tall mounds with central depressions that are conceivably cryovolcanic, and ridges with complex bladed textures. Pluto also has ancient cratered terrains up to ~4 Ga old that are extensionally fractured and extensively mantled and perhaps eroded by glacial or other processes. Charon does not appear to be currently active, but experienced major extensional tectonism and resurfacing (probably cryovolcanic) nearly 4 billion years ago. Impact crater populations on Pluto and Charon are not consistent with the steepest proposed impactor size-frequency distributions proposed for the Kuiper belt.

The New Horizons instrument named Ralph is a visible/near infrared multi-spectral imager and a short wavelength infrared spectral imager. It is one of the core instruments on New Horizons, NASA's first mission to the Pluto/Charon system and the Kuiper Belt. Ralph combines panchromatic and color imaging capabilities with IR imaging spectroscopy. Its primary purpose is to map the surface geology and composition of these objects, but it will also be used for atmospheric studies and to map the surface temperature. It is a compact, low-mass (10.5 kg), power efficient (7.1 W peak), and robust instrument with good sensitivity and excellent imaging characteristics. Other than a door opened once in flight, it has no moving parts. The New Horizons spacecraft will achieve a wide range of measurement objectives at the Pluto system, including color and panchromatic maps, 1.25-2.50 micron spectral images for studying surface compositions, and measurements of Pluto's atmosphere (temperatures, composition, hazes, and the escape rate). Additional measurement objectives include topography, surface temperatures, and the solar wind interaction. The fulfillment of these measurement objectives will broaden our understanding of the Pluto system, such as the origin of the Pluto system, the processes operating on the surface, the volatile transport cycle, and the energetics and chemistry of the atmosphere. The mission, payload, and strawman observing sequences have been designed to acheive the NASA-specified measurement objectives and maximize the science return. The planned observations at the Pluto system will extend our knowledge of other objects formed by giant impact (such as the Earth-moon), other objects formed in the outer solar system (such as comets and other icy dwarf planets), other bodies with surfaces in vapor-pressure equilibrium (such as Triton and Mars), and other bodies with N2:CH4 atmospheres (such as Titan, Triton, and the early Earth)., Comment: 40 pages, 9 figures, 7 tables; To appear in a special volume of Space Science Reviews on the New Horizons mission

Performance of the Origins, Spectral Interpretation, Resource Identification, Security-Regolith Explorer (OSIRIS-REx) Visible and InfraRed Spectrometer (OVIRS) instrument was validated, showing that it met all science requirements during extensive thermal vacuum ground testing. Preliminary instrument radiometric calibration coefficients and wavelength mapping were also determined before instrument delivery and launch using NIST-traceable sources. One year after launch, Earth flyby data were used to refine the wavelength map by comparing OVIRS spectra with atmospheric models. Near-simultaneous data from other Earth-orbiting satellites were used to cross-calibrate the OVIRS absolute radiometric response, particularly at visible wavelengths. Trending data from internal calibration sources and the Sun show that instrument radiometric performance has been stable to better than 1% in the 18 months since launch.

The Thermal Infrared Sensor 2 (TIRS-2) will fly aboard the Landsat 9 spacecraft and leverages the Thermal Infrared Sensor (TIRS) design currently flying on Landsat 8. TIRS-2 will provide similar science data as TIRS, but is not a buildto-print rebuild due to changes in requirements and improvements in absolute accuracy. The heritage TIRS design has been modified to reduce the influence of stray light and to add redundancy for higher reliability over a longer mission life. The TIRS-2 development context differs from the TIRS scenario, adding to the changes. The TIRS-2 team has also learned some lessons along the way.

NASA's New Horizons flyby mission of the Pluto-Charon binary system and its four moons provided humanity with its first spacecraft-based look at a large Kuiper Belt Object beyond Triton. Excluding this system, multiple Kuiper Belt Objects (KBOs) have been observed for only 20 years from Earth, and the KBO size distribution is unconstrained except among the largest objects. Because small KBOs will remain beyond the capabilities of ground-based observatories for the foreseeable future, one of the best ways to constrain the small KBO population is to examine the craters they have made on the Pluto-Charon system. The first step to understanding the crater population is to map it. In this work, we describe the steps undertaken to produce a robust crater database of impact features on Pluto, Charon, and their two largest moons, Nix and Hydra. These include an examination of different types of images and image processing, and we present an analysis of variability among the crater mapping team, where crater diameters were found to average +/-10% uncertainty across all sizes measured (approx.0.5-300 km). We also present a few basic analyses of the crater databases, finding that Pluto's craters' differential size-frequency distribution across the encounter hemisphere has a power-law slope of approximately -3.1 +/- 0.1 over diameters D approx. = 15-200 km, and Charon's has a slope of -3.0 +/- 0.2 over diameters D approx. = 10-120 km; it is significantly shallower on both bodies at smaller diameters. We also better quantify evidence of resurfacing evidenced by Pluto's craters in contrast with Charon's. With this work, we are also releasing our database of potential and probable impact craters: 5287 on Pluto, 2287 on Charon, 35 on Nix, and 6 on Hydra.

The cameras of New Horizons will provide robust data sets that should be imminently amenable to geological analysis of the Pluto systems landscapes. In this paper, we begin with a brief discussion of the planned observations by the New Horizons cameras that will bear most directly on geological interpretability. Then we broadly review the major geological processes that could potentially operate on the surfaces of Pluto and its major moon Charon. We first survey exogenic processes (i.e. those for which energy for surface modification is supplied externally to the planetary surface): impact cratering, sedimentary processes (including volatile migration), and the work of wind. We conclude with an assessment of the prospects for endogenic activity in the form of tectonics and cryovolcanism.

The next Landsat satellite, which is scheduled for launch in early 2013, will carry two instruments: the Operational Land Imager (OLI) and the Thermal Infrared Sensor (TIRS). Significant design changes over previous Landsat instruments have been made to these sensors to potentially enhance the quality of Landsat image data. TIRS, which is the focus of this study, is a dual-band instrument that uses a push-broom style architecture to collect data. To help understand the impact of design trades during instrument build, an effort was initiated to model TIRS imagery. The Digital Imaging and Remote Sensing Image Generation (DIRSIG) tool was used to produce synthetic "on-orbit" TIRS data with detailed radiometric, geometric, and digital image characteristics. This work presents several studies that used DIRSIG simulated TIRS data to test the impact of engineering performance data on image quality in an effort to determine if the image data meet specifications or, in the event that they do not, to determine if the resulting image data are still acceptable.

The Landsat Data Continuity Mission (LDCM) is scheduled for a December 2012 launch date. LDCM is being managed by an interagency partnership between NASA and the U.S. Geological Survey (USGS). In order to provide the necessary spectral coverage of the visible through shortwave-infrared (SWIR) and the thermal-infrared (TIR), the satellite will carry two sensors. The Operational Land Imager (OLI) will collect data for nine visible to shortwave spectral bands with a spatial resolution of 30 m (with a 15 m panchromatic band). The Thermal Infrared Sensor (TIRS) will collect coincident image data for two TIR bands with a spatial resolution of 100 m. The OLI is fully assembled and tested and has been shipped by it's manufacturer, Ball Aerospace and Technology Corporation, to the Orbital Sciences Corporation (Orbital) facility where it is being integrated onto the LDCM spacecraft. Pre-launch testing indicates that OLI will meet all performance specification with margin. TIRS is in development at the NASA Goddard Space F!ight Center (GSFC) and is in final testing before shipping to the Orbital facility in January, 2012. The presentation will describe the LDCM satellite instrument systems, present pre-launch performance data for OLI and TIRS, and present simulated images to highlight notable features and expected imaging performance.

Thermal Infrared Sensor (TIRS) is a (1) New longwave infrared (10 - 12 micron) sensor for the Landsat Data Continuity Mission, (2) 185 km ground swath; 100 meter pixel size on ground, (3) Pushbroom sensor configuration. Issue of Calibration are: (1) Single detector -- only one calibration, (2) Multiple detectors - unique calibration for each detector -- leads to pixel-to-pixel artifacts. Objectives are: (1) Predict extent of residual striping when viewing a uniform blackbody target through various atmospheres, (2) Determine how different spectral shapes affect the derived surface temperature in a realistic synthetic scene.

We present the results of a concept design study for a New Frontiers or small Flagship-class mission to Enceladus, using solar power. By concentrating on the science objectives most critical for a Cassini follow-on, this mission maximizes the science return while maintaining a power consumption level that can be provided by a practical solar power system. The optimized instrument payload is the product of a broad science community-based Science Definition Team Study. The spacecraft and mission designs are the products of studies carried out by the GSFC Mission Design Lab and Ball Aerospace. In addition to the low isolation at Enceladus, its location deep in Saturn's gravity well makes it a challenging target to reach, meaning that careful consideration must be given to spacecraft mass and the potential mission types. This presentation summarizes the mission science objectives and payload, the dynamical work, and the notional operations plan of this mission.

The pseudoslit spectrometer is a conceptual optoelectronic instrument that would offer some of the advantages, without the disadvantages, of prior linear-variable etalon (LVE) spectrometers and prior slit spectrometers. The pseudoslit spectrometer is so named because it would not include a slit, but the combined effects of its optical components would include a spatial filtering effect approximately equivalent to that of a slit. Like a prior LVE spectrometer, the pseudoslit spectrometer would include an LVE (essentially, a wedge-like narrowband- pass filter, the pass wavelength of which varies linearly with position in one dimension) in a focal plane covering an imaging planar array of photodetectors. However, the pseudoslit spectrometer would be more efficient because unlike a prior LVE spectrometer, the pseudoslit spectrometer would not have to be scanned across an entire field of view to obtain the spectrum of an object of interest that may occupy only a small portion of the field of view. Like a prior slit spectrometer, the pseudoslit spectrometer could acquire the entire spectrum of such a small object without need for scanning. However, the pseudoslit spectrometer would be optically and mechanically simpler: it would have fewer components and, hence, would pose less of a problem of alignment of components and would be less vulnerable to misalignment.

The absolute intensity, S(sub 1), and self-broadening coefficient, gamma(sub L), for H2 S(sub zero)(1) pure rotational line at 17.0348 micrometers (587.032 cm(exp -1)) have been measured for the first time using a tunable diode laser spectrometer with a resolution of approximately 1 x 10(exp -3) cm(exp -1). By fitting a Galatry line shape convolved with a 1 x 10(exp -3) cm(exp -1) Gaussian instrument profile to absorption profiles, for H2 pressures ranging from 0.34 to 1.30 atm, values of s(sub 1) = (7.0 +/- 0.4) x 10(exp -8) cm(exp -2) atm(exp -1) and gamma(sub L) = (1.73 +/- 0.12) x 10(exp -3) cm(exp -1) atm(exp -1) were obtained.

The recent discovery of the minor isotopomer of ethane, (13)C(12)CH6, in the planetary atmospheres of Jupiter and Neptune, added ethane to the molecules which can be used to determine isotopic (12)C(12)C ratios for the jovian planets. The increased spectral resolution and coverage of the IR and far-IR instruments to be carried on the Cassini mission to Saturn and Titan may enable the detection of the minor isotopomer. Accurate frequency and cross-section measurements of the nu(sub 12) fundamental under controlled laboratory condition are important to interpret current and future planetary spectra. High resolution spectra of the minor isotopomer (13)C(12)CH6 have been recorded in the 12.2 micron region using the Kitt Peak Fourier Transform (FTS) and the Goddard Tunable Diode Laser spectrometer (TDL). In a global fit to 19 molecular constants in a symmetric top Hamiltonian, transition frequencies of the nu(sub 12) fundamental ranging up to J=35 and K=20 have been determined with a standard deviation of less than 0.0005 cm(exp -1). From selected line intensity measurements, a vibrational dipole moment for the nu(sub 12) fundamental has been derived. Observed and calculated spectra covering the region from 740 cm(exp -1) and to 910 cm(exp -1) are presented. A compilation of transition frequencies, line intensities, and lower state energies are included for general use in the astronomical community.

The absolute intensities of four lines, Q 15-Q 18 in the 03(sup 1)0-10(sup 0)0 band, of N2O have been measured using a tunable diode laser spectrometer at temperatures between 380 and 420 K and pressures between 4 and 15 torr. Even though these transitions are weak and produced only about 2% of absorption at the line center for a pathlength of 52 m, they were measured with a signal to noise ratio of about 20 due to the high sensitivity of the instrument. The band strength derived is 1.03 x 10(exp -24) cm/molec at 296 K.

Absolute intensities and foreign gas broadening coefficients of the 18(sub 0,18) from 18(sub 1,18) and 11(sub 1,10) from 11(sub 2,10) transitions in the nu(sub 7) band of C2H4 near 948/cm have been measured at a spectral resolution of approximately 5 x 10(exp -4)/cm using tunable diode laser spectrometry. Ar, He, N2, O2 were used as the broadening gases. In order to determine the temperature dependence of the broadening coefficient, data were obtained at temperatures ranging from 150 to 296 K. The absolute intensity of the 5(sub 0,5) from 5(sub 1,5) transition was also found at 296 K. A band strength of 330 +/- 10/sq cm/atm was obtained from weighted averages of the individual line intensities and a rigid asymmetric top calculation.

Absolute intensities for the Q-branch of the 4nu-2 - nu-1 + nu-1/2 (20,003-11,101) band in CO2 were measured for the first time. Measurements were performed for lines Q10 to Q28, at temperatures ranging from 385 to 426 K, for pressures from 3 to 40 torr, using our long wavelength tunable diode laser spectrometer. The combination of tunable diode lasers, a White cell, and a blocked impurity band detector made it possible to obtain signal to noise ratios greater than 1000 in the 471/cm spectral region, with about 3 x 10 exp -4/cm spectral resolution. The band strength was found to be 8.6(2) x 10 exp -25 cm/molec at 296 K, and the Hermann-Wallis factor was determined. Comparison with the values listed in the HITRAN 92 data base are presented. Self-, N2- and O2-broadening coefficients were also measured.

A fluorescence model for cometary emission in the nu2, nu3, and nu9 bands of methanol is described. This model is used in conjunction with observed spectra of several comets to determine the possible contribution of CH3OH to the frequently seen 3.4-micron 'cometary organic' feature. For Comets P/Halley and Wilson, methanol production rates are retrieved from the flux in the nu3 band centered at about 3.52 microns.

The laboratory infrared spectrum of C-13 monosubstituted ethane has been obtained at high resolution (0.0025/cm) using the McMath Fourier transform spectrometer at Kitt Peak National Observatory in May 1990. A preliminary analysis of the nu12 rQ0 branch (substituted species) suggests that its intensity is 1.15 + or - 0.05 times stronger than the equivalent nu9 branch in the normal (C-12)2H6 species. This result leads to a correction of a previously published estimate for the C-12/C-13 ratio in the atmosphere of Jupiter from about 94 to about 106.
