3. ENHANCING THE PRODUCTIVITY OF SMALL FARMERS IN CROATIA THROUGH THE AGRICULTURAL FUND FOR RURAL DEVELOPMENT.

Since 2015, investment subsidies from the EAFRD through the Rural Development Program have been available to farmers in Croatia. The most numerous holdings in Croatia are those with an economic size of up to 8,000 euros, characterized by a low level of productivity due to insufficient production capacity and inadequate machinery They are the intended aid recipients in the sub-measure 6.3. In the three tenders held so far, this sub-measure has been mostly used for the purchase of machinery (62% of all users), which most often includes old tractors inadequate for modern agricultural production. The increase in production capacity with the growth of the Standard Output was used by only 38% of sub-measure users, with a slightly higher share of young farmers and those working in flower production. The conclusion of the paper is that in order to increase the productivity of small farmers, it is necessary to redefine the criteria for approving applications in sub-measure 6.3 in a way that preference is given to farmers committing to activities that will increase their production capacity and Standard Output. 6. Foreign Trade of Agri-Food Products Before and After EU Membership

The paper analyzes Croatia’s foreign trade of agri-food products before and after EU membership. In the period from 2010 to 2016 Croatia recorded foreign trade deficit of agri-food products. Prior to joining the EU, the most important market in foreign trade was CEFTA, and after the entry it was the EU market. Prior to Croatia’s accession to the EU, the most important trade partners, in terms of trade value, were markets of CEFTA parties, and after Croatia’s accession, the EU market. Before and after accession to the EU, Croatia’s most important trade partners were Bosnia and Herzegovina, Germany and Italy, although the importance of Bosnia and Herzegovina was reduced by Croatia's accession to the EU. In terms of trade value, the most important agri-food products in foreign trade are fresh pork, sugar, fish, chocolate and products containing cocoa, as well as bakery and confectionery products.

Sustainable rural development consists of three components: economic, ecological, and social. The paper paid to the economic component through selection of the most relevant economic indicators for measuring sustainable rural development at NUTS 3 level. Objectives of the research were: a) to identify the most appropriate economic indicators for measuring sustainable rural development, either used so far or proposed in the literature, b) to select five most relevant indicators according to the experts' estimate. The analysis of previous research has outlined and explained 15 economic indicators. After the first phase of selection, an additional selection of indicators by expert evaluation was carried out. Based on the expert evaluation, five most relevant economic indicators were identified, namely according to the average grade: unemployment rate (4.49), accessibility of agricultural infrastructure (4.47), gross domestic product per capita (4.45), education level as a prerequisite for the use of innovation (4.26) and productivity of agricultural production (4.21). Looking at separate assessments of each of the expert groups, it is evident that their selection of the five most relevant indicators only coincides in two of them: unemployment rate and availability of agricultural infrastructure. 14. The coherence of common policies of the EU in territorial cohesion: A never-ending discourse? A review.

The measures of Common Agricultural Policy (CAP) and Regional (Cohesion) Policy are aimed at achieving cohesion, i.e. reducing the economic (sectoral), social and territorial disparities at European Union level. The issue of rural areas has become an important part of the CAP measures in Pillar 2. Since the CAP does not have a primarily territorial orientation, it does not contribute to territorial cohesion of rural areas. In a similar vein, regional policy, which is primarily oriented towards territorial development, also failed to give rise to complete, balanced development. Using qualitative analysis, this article summarises references selected on the basis of the authors' experience in policy issues. The types of discourse included on the subject of coherence of common policies are the role of agricultural, rural and regional policy in cohesion and the conflict of cohesion and competitiveness objectives. Modern political and economic efforts of converging competitiveness into the macro concept with spatial implication result in planning and implementation of inappropriate measures and instruments intended to encourage the balanced territorial development of the EU. From this arises a conflict of cohesion and competitiveness, coupled with long-term consequences for the most vulnerable areas. [ABSTRACT FROM AUTHOR]

15. COMMON FISHERIES POLICY AND ITS IMPACT ON THE FISHERIES SECTOR IN CROATIA.

The aim of the paper is: 1) to determine the key changes in the evolution process of the EU Common Fisheries Policy (CFP) and the Croatia's fisheries policy and 2) to describe the structure and dynamics of macroeconomic and budget performance related to Croatian fisheries in the period 2007-2016. Two methods were used: the historical method and the descriptive analysis of macroeconomic performance and budget structure. The CFP was officially introduced in 1983, bringing the management of fisheries in all EU member states under one system. Its aims were: to resolve sea conflicts between member states, to provide stability to the fisheries sector, to prevent a total collapse of fish stocks and to provide higher quality of life to the fishermen. However, the CFP has constantly been criticized for poor enforcement of environmental measures and scientific recommendations, and for the lack of a common language between the EU institutions and local stakeholders. Both the European and Croatian fisheries sector faced many problems, especially during the transition period in the 1990s. Some of them included a serious decrease of catches, outdated technology and fisheries fleet, depletion of demersal species, lack of developmental trends in mariculture, absence of measures of rational exploitation and protection of economically significant species. The negotiation period was an opportunity for the fisheries sector in Croatia to adapt its goals, measures and stakeholders in order to achieve a more sustainable and internationally competitive fisheries sector in the future. The membership facilitates trade in the EU area, along with providing significant funding and technical assistance. The budget support structure and the existing policy framework point out an increase in the implementation of structural measures which should assist in an overall improvement of social, economic and environmental aspects of fisheries.
