As coastal landscapes change, management professionals are working hard to transition research results into actions that support scientifically informed decisions impacting coastal communities. This type of research faces many challenges due to competing priorities, but boundary spanning organizations can help mediate these conflicts by forming transdisciplinary collaborations. The National Sea Grant College Program (Sea Grant), a National Oceanic and Atmospheric Administration based agency, is a networked organization of 34 university-based state programs that uses a three pronged approach of research, extension, and education to move academic research into the hands of stakeholders and decision makers. The objective of this study is to better understand strategies for successful research to application (R2A) projects that address complex environmental problems occurring in a socio-economic context. Specifically, this work examines R2A projects from the Sea Grant network to better understand the drivers for project development and common deliverables produced through the R2A process. We identify five common facilitating factors that enabled ‘successful’ R2A across all projects: platforms for partnerships, iterative communication, transparent planning, clear examples of R2A, and graduate student involvement. By providing examples of successful frameworks, we hope to encourage more organizations to engage in the R2A process.

The study of environmental communication originated as a diverse multidisciplinary field encompassing a wide array of communicator perspectives. However, as the field evolved, mass media and journalism became its perceived scholarly focus. As a result, environmental communication processes may be less well-understood across other settings, such as scientific and research institutions, non-governmental organizations, and federal agencies. To understand how communicators describe their goals, ethics, and strategies within these contexts, we conducted a three-part study of researchers and practitioners working on environmental issues in the Washington, DC, region between October 2019 and January 2020. Employing Q methodology, we identified four distinct perspectives: capacity-builders, translators, policy and decision-supporters, and cultural changemakers. Each of these perspectives is associated with a different range of goals, ethics, and strategic approaches. We describe graduate educational competencies for each of the perspectives and discuss implications for the design of communication research to meet practitioners’ needs.

Public communication represents a vital civic function for governments developing climate policies, particularly with vulnerable communities under environmental justice mandates. In this study, three videos developed to support a state’s climate change public engagement are used to evaluate how governmental communication using the frames of health, science, and local effects influences two theoretically important constructs, risk perception and collective efficacy. Vulnerable audiences differentiated by stress, perceived lack of control, and poor health demonstrate significant gains in collective efficacy relative to risk—“danger control” —after the intervention. But we find no differences between the three frames in their effects on perceptions of climate change risk and collective efficacy.

While considerable research has investigated the importance of the public’s understanding of the scientific consensus on climate change beliefs and policy support, only recently have scholars begun to evaluate the role of social consensus perceptions, e.g., what others in the same group think. People receive information about these norms directly from social interactions, such as with neighbors and friends, but also indirectly from media, as in reporting on national public opinion statistics. We assess how well the public understands the level of social consensus across different geographic scales—regional, state, and national—and test whether understanding these norms differentially relates to climate and energy policy support. Among a representative sample of Maryland adults surveyed in 2015 (n = 1547), nearly half underestimated the extent of the social consensus about climate change within their region, state, and country. Individuals’ consensus perceptions were significantly related to the true social consensus—estimated through survey data—at the regional scale; however, the size of the relationship was small. We found that consensus perceptions across all geographic levels related to support for climate policy, as mediated by climate belief certainty. But perceptions of social consensus at smaller spatial scales—e.g., regional—appear to have larger effects on public opinion. The results of this study suggest both the importance—and limitations—of geographies of social consensus and the role of attitudinal certainty as a mediator for this relationship. Conveying localized social consensus information may promote public support of climate policy.

This article reviews key measures of public opinion on sea-level rise (SLR): beliefs, attitudes, issue prioritization, and policy support. To do so, we first assess the influence of SLR beliefs and attitudes on issue prioritization and policy support using state-level data. Then, we compare the state findings to other surveys conducted in a hot spot of rising coastal waters, the U.S. Mid-Atlantic, to better understand the landscape of public opinion. Our findings indicate that, as in studies of climate change public opinion, belief certainty that SLR is happening and attitudes about its consequences significantly influence issue prioritization and policy support. Compared to climate change, SLR demonstrates less salience, but is similarly a low public priority. Nevertheless, the public supports governmental policies that address the issue, preferring strategies that discourage new construction in high risk areas and employ “soft” protection through natural barriers. Among the least popular approaches are those that implement hard barriers to defend against encroaching seas. Communication programs and public consultation by governments can benefit from the use of survey data to support evidence-based decision-making.

Three quarters of the world’s large cities are located on coasts. As climate change causes oceans to warm and expand, and triggers vast influxes of water from melting ice sheets and glaciers, by the end of the 21st century, as many as 650 million people globally may be below sea levels or subject to recurrent flooding. Human beings have always faced threats from coastal storms and flooding, but never have so many of us and so much of our societal infrastructure been in harm’s way. With entire nations facing forced emigration, international online media are framing sea level rise as a human rights concern. Yet sea level rise suffers from generally low media attention and salience as a public issue. Coastal communities tasked with developing adaptation strategies are approaching engagement through new forms of risk visualization and models of environmental decision making. As a subfield of climate communication that addresses a variety of other anthropogenic and natural phenomena, sea level rise communication also calls upon the less politicized field of natural hazards risk communication. This review explores media analyses, audience research, and evaluation of communication outreach and engagement, finding many remaining gaps in our understanding of sea level rise communication.

Music majors, who have been suffering from dwindling revenues in their core business, are placing extraordinary hopes on the new market of over-the-air (OTA) downloads. However, until now there has been no broad academic discussion about this market. In particular, two central questions have not yet been addressed: (a) Which factors influence the success of music majors in the OTA-download market?, and (b) How can music majors increase their success in this market? To answer these questions, this study used a holistic research approach, which combines an economical and a sociological perspective. This study first identified the drivers for the success in the OTA-download market and analyzed these factors in 1 large-scale survey (n = 1,780) in Germany and a series of expert interviews. Subsequently, a mathematical Excel-based tool was constructed and data optimization techniques from operations research were applied to derive the optimal mix of strategic measures that maximizes the success of music majors in the German OTA-download market. Finally, recommendations for implementing these strategic measures are presented. This explorative study provides a systematic understanding of the general factors driving success in any OTA-download market. In this paper we present the results of simultaneous observations of the TeV blazar Markarian 421 (Mrk 421) at X-ray and TeV Gamma-ray energies with the Rossi X-Ray Timing Explorer (RXTE) and the stereoscopic Cherenkov Telescope system of the HEGRA (High Energy Gamma Ray Astronomy) experiment, respectively. The source was monitored from February 2nd to February 16th and from May 3rd to May 8th, 2000. We discuss in detail the temporal and spectral properties of the source. Remarkably, the TeV observations of February 7th/8th showed statistically significant evidence for substantial TeV flux variability on 30 min time scale. We show the results of modeling the data with a time dependent homogeneous Synchrotron Self-Compton (SSC) model. The X-ray and TeV gamma-ray emission strengths and energy spectra together with the rapid flux variability strongly suggest that the emission volume is approaching the observer with a Doppler factor of 50 or higher. The different flux variability time scales observed at X-rays and TeV Gamma-rays indicate that a more detailed analysis will require inhomogeneous models with several emission zones.

During 1997, the BL Lac object Mkn 501 went into an extraordinary state of high X-ray and TeV gamma-ray activity, lasting more than 6 months. In this paper we report on the TeV emission characteristics of the source in the subsequent years of 1998 and 1999 as measured with the Stereoscopic Cherenkov Telescope System of HEGRA (La Palma, Canary Islands). Our observations reveal a 1998-1999 mean emission level at 1 TeV of 1/3 of the flux of the Crab Nebula, a factor of 10 lower than during the year of 1997. A dataset of 122 observations hours with the HEGRA telescope system makes it possible to assess for the first time the Mkn 501 TeV energy spectrum for a mean flux level substantially below that of the Crab Nebula with reasonable statistical accuracy. Excluding the data of a strong flare, we find evidence that the 1998--1999 low-flux spectrum is substantially softer (by 0.44+-0.1(stat) in spectral index) than the 1997 time averaged spectrum. The 500 GeV to 10 TeV energy spectrum can well be described by a power law model with exponential cutoff: dN/dE ~ E^(-alpha) exp(-E/E0) with alpha=2.31+-0.22(stat), and E0=5.1 (-2.3+7.8)(stat) TeV. Within statistical accuracy, also a pure power law model gives an acceptable fit to the data: dN/dE ~ E^(-Gamma) with Gamma=2.76+-0.08(stat).
